Reconstructions of Parish Records

No change (correction, substitution, addition, suppression) may be made in the


parochial books, without first being acknowledged and approved by the bishop
(Decree No. 323, PCP I).

Corrections by way of erasures, either by the use of wipeout or by striking out words
and writing over again, even if accompanied with an initial of the Pastor to
authenticate the correction, are never allowed. Such an act would put into question
the validity of that document.

Canon 1542 states: “If documents are shown to have been erased, amended, falsified,
or otherwise tampered with, it is for the judge to evaluate to what extent, if any, they
are to be given credence.”

A. Procedure for Partial Changes and Full Reconstruction of Parish


Records

Step 1: Secure the following documents from the parish:


• For Partial Changes of Parish Records:
▪ Request for Partial Changes of Parish Records: Letter
signed by the Parish Priest addressed to the bishop stating
the request to make Partial Changes to parish records
(baptismal, confirmation, or marriage).
▪ Affidavit for Partial Changes of Parish Records: Executed
by the petitioner sworn before the Parish Priest stating the
corrections and purpose of the Request.
• For Full Reconstruction of Parish Record:
▪ Request for Full Reconstruction of Parish Records: Letter
signed by the Parish Priest addressed to the bishop stating
the request to make Full Reconstruction for parish records
(baptismal, confirmation, or marriage).
▪ Affidavit for Full Reconstruction of Parish Records:
Executed by the petitioner sworn before the Parish Priest
stating the corrections and purpose of the Request.
Step 2: Submit to the Chancery the above documents for Evaluation,
together with the following basic requirements:
• PSA copy of the Certificate of Live Birth
• A copy of a newly issued baptismal, confirmation, or marriage
certificate to be corrected.
Step 3: Based on the evaluation, additional requirements may or may not
be asked.
Step 4: After evaluation and if there are no other problems, the
application for Partial Changes or Full Reconstruction of Parish
Records will be approved.

Step 5: A written Decree will be issued by the Chancery authorizing the
Parish Priest to grant the request to correct or reconstruct the
parish record.
Step 6: The Parish will then issue the petitioner a new and corrected
baptismal, confirmation, or marriage certificate.

Other Matters:
• A Notation should be recorded in the observanda column of the Canonical
Book indicating the Decree number and date.
• Only the persons concerned or their parents may apply for Partial Changes
or Full Reconstruction of parish records. Other representative is required
to submit an Authorization Letter or a Special Power of Attorney if the
petitioner is in the province or abroad.
• All the required documents including the Decree issued by the Chancery
are valid only for six (6) months from the date of issuance.
• If the parish will be the one to transact with the Chancery, the parish will
be the one to charge the petitioner P100 for the transaction. If the
petitioner or his/her parents or authorized representatives will be the one
to transact with the chancery, the Chancery will be the one who will charge
the petitioner P100. No fees are to be collected anymore for the Request
and Affidavit (Circular 2004-24).

Note 1: No policy yet regarding the amount to be charged for


the newly printed baptismal, confirmation, or marriage
certificate to be used for the transaction (uncorrected and
corrected certificate).

Note 2: Due to the limited life span of a hard copy of a


document, digital copy of the Decree should also be kept in the
parish.

B. Checklist of Requirements for Partial Changes of Baptismal,


Confirmation, and Marriage Parish Records:

• Certified true copy of newly issued Certificate of Live Birth from the Local
Civil Registrar’s Office or Philippine Statistics Office (PSA) Copy of the
Certificate of Live Birth.
• If the data to be corrected is about the parents, a Certified true copy of
newly issued Parent’s Marriage Contract from the Local Civil Registrar’s
Office or Philippine Statistics Office (PSA) Copy of the Parent’s Marriage
Contract.
• Other possible documents required, depending on the individual cases:
o Form 137, High School Records, or Transcript of Records
o SSS (E-1 or E-4) or GSIS Membership Form
o Certified true copy of Hospital Records or Lying in Clinic Records
Adoption Cases:
• Certified true copy of the Court’s Declaration on the Adoption.
• Certified true copy of Finality
• Un-amended Certificate of Live Birth.
• Amended Certificate of Live Birth.

• Certified true copy of newly issued Certificate of Live Birth from the Local
Civil Registrar’s Office or Philippine Statistics Office (PSA) Copy of the

o Memorandum of Baptism or Confirmation.
o Pictures taken during the Baptism, Confirmation, or Marriage.

o Old Marriage Contract (Full reconstruction of Marriage Records).
o Wedding Invitation (Full Reconstruction of Marriage Records).
When No Proof is Available
• Notarized Affidavits with details of the Baptism or Confirmation of the
person; Affidavits executed by (2) parents (b) witness/sponsor.
• Notarized Affidavit with details of the Marriage; Affidavits executed by (a)
the bride and groom (b) witnesses.
• Picture taken during the Baptism, Confirmation, or Marriage.
• Certificate of “No Record” of Baptism, Confirmation, or Marriage from
nearby Parishes.

A. Requirements (If both parties are single or those who have never contracted
marriage in any form before)

• Pre-Nuptial Investigation: The parish priest of the place where the


wedding is to be solemnized shall conduct the pre-nuptial interview, have
the banns announced and gather all the necessary documents. He may
request the assistance of other priests or lay people, if the case so requires
(CBCP Updated Complimentary Norms to the Code of Canon Law
regarding Canon 1067, Pre-Nuptial Investigation, No.4).

The interview shall always precede the publication of the banns and shall
take place early enough so that the banns can be published without
dispensation and in order to avoid future embarrassment if an
impediment to the wedding is discovered during the publication of the
banns (CBCP Updated Complimentary Norms to the Code of Canon Law
regarding Canon 1067, Pre-Nuptial Investigation, No. 6).

This is so that problems, if any, can be discovered and corrected while


there is still time. This should not be delayed simply because the necessary
papers are not yet complete (Circular 2005-17).

• Publication of Banns: Canon 1067 stipulate that “the publication of


marriage banns, and the other appropriate means of enquiry to be carried
out before marriage.”

Note: No policy yet on how much is to be charged on Banns


issued by a parish.

The CBCP has issued complementary norms on how the banns are to be
carried out (CBCP Updated Complimentary Norms to the Code of Canon
law regarding Canon 1067, Pre-Nuptial Investigation, Nos. 17-26):
o Banns of marriage shall be announced orally or in print to the faithful
for three (3) consecutive Sundays, or Holy Days of Obligation, or on
other days where there is a great convergence of the faithful.
o The local Ordinary may also allow the posting of the banns at the door
or in the bulletin of the Church, for a period during which there are
three (3) Sundays or Holy Days of Obligation, or other days where
there is a great convergence of the faithful.
o The banns shall be announced in the proper parish of each of the
contracting parties where they are better known according to the
judgment of the priest who is conducting the investigation.
o Publication of the banns shall also be done in other parish or parishes
where there exists a reasonable suspicion that either or both parties
might have incurred a matrimonial diriment impediment.

o The parish priests of the aforesaid parties are earnestly requested to
cooperate with the parish priest who conducts the pre-nuptial
interview by carrying-out, at the latter's request, the publications of
the banns and by sending to him the results in due time.
o When the parishes where the interview or the publication of the
banns are to be done belong to different dioceses, the request to
perform them as well as the transmission of the information already
obtained shall be coursed through the diocesan curia of the parish
where the banns are to be published.
o There shall always be a period of at least two (2) days between the
last publications of the banns and the celebration of marriage.
o If there remains a strong doubt or suspicion about the existence of an
impediment, after the personal interview and the publication of the
banns, the priest concerned shall investigate more accurately, by
asking even under oath, at least two trustworthy witnesses, unless the
suspicion is about an impediment which might cause loss of good
name to the parties, and if necessary, the parties themselves.
o When the priest judges that the doubt or suspicion still persists in
spite of the new investigation, he shall consult the local Ordinary,
before assisting at the marriage.
o When a diriment impediment, which is certain, is discovered:
▪ The priest concerned shall continue the publication of the
banns if the impediment is occult and, without mentioning the
names of the parties, refer the case to the local Ordinary who
may refer the same to the Holy See, if the case so requires;
▪ The priest concerned shall not proceed with the banns until
the impediment is dispensed, if the impediment is public and
is discovered before the publications of the banns; if such
impediment is discovered after the first or second publication,
the priest shall finish the publication and bring the case to the
local Ordinary.

• Baptismal Certificate
o For the Catholic Party: A new Baptismal Certificate with a
Notation indicating “For Marriage Purposes” must be obtained for
the parish where the baptism was held and is valid for six (6) months
prior to the wedding date.
▪ When an applicant for marriage claims he/she is already
baptized but cannot obtain the baptismal certificate, a sworn
statement of witnesses according to Canon 876 will suffice,
provided that a “Certificate of No Record of Baptism” is
obtained from the possible parishes where the baptism
happened.
▪ The provision of the Canon regarding “conditional baptism”
can also be used (Canon 869, §1-§3):

§1. If there is a doubt whether a person has been baptized or


whether baptism was conferred validly and the doubt
remains after a serious investigation, baptism is to be
conferred conditionally.

§2. Those baptized in a non-Catholic ecclesial community
must not be baptized conditionally unless, after an
examination of the matter and the form of the words used in
the conferral of baptism and a consideration of the intention
of the baptized adult and the minister of the baptism, a
serious reason exists to doubt the validity of the baptism.

§3. If in the cases mentioned in §§1 and 2 the conferral or


validity of the baptism remains doubtful, baptism is not to be
conferred until after the doctrine of the sacrament of baptism
is explained to the person to be baptized, if an adult, and the
reasons of the doubtful validity of the baptism are explained
to the person or, in the case of an infant, to the parents.
o For Non-Catholic Christian Party (1.e. Protestant): A new
Baptismal Certificate with a Notation indicating “For Marriage
Purposes” must be obtained from his/her Church and is valid for six
(6) months prior to the wedding date.
o For Non-Christian Party (i.e. no religion or Buddhist): An
Affidavit of the non-Christian’s freedom to marry executed by the
applicant and two (2) witnesses before the priest-interviewer.
o For Foreigner
▪ Certificate of Freedom to Marry or Singleness: A
certification issued by her/his Embassy or Country of origin
that she/he has never contracted any form of marriage and
that she/he is free from any marriage impediment. Valid for
six (6) months prior to the wedding date.
▪ Catholic and Non-Catholic Christian Party (1.e.
Protestant): A new Baptismal Certificate with a Notation
indicating “For Marriage Purposes” must be obtained from
his/her Church and is valid for six (6) months prior to the
wedding date.
▪ Non-Christian Party (i.e. no religion or Buddhist): An
Affidavit of the non-Christian’s freedom to marry executed by
the applicant and two (2) witnesses before the priest-
interviewer.

• Confirmation Certificate
• For the Baptized Catholic, a new Confirmation Certificate with a
Notation indicating “For Marriage Purposes” must be obtained from
the parish where the confirmation was held and is valid for six (6)
months prior to the wedding date.
• For Baptized Catholics preparing for marriage who have not yet
received the Sacrament of Confirmation, faculty to administer the
Sacrament of Confirmation is granted to all parish priests where the
wedding is to take place as Canon 884, § 2 allows. This faculty cannot
be delegated to any other priest (Circular 2006-34).

• Marriage License
o In accordance with Canon 1071 §1 no. 2, without permission of the
Local Ordinary, no canonical wedding may be celebrated without

marriage license, or marriage contract if civilly married, in order not
to deprive the spouses of the civil effects of the marriage.
o There has been a common practice whereby a priest or a deacon,
without the official authorization from the civil government, is asked
or allowed to solemnize a wedding. Then, to have the semblance of
legality, the parish priest signs the marriage contract. This practice is
illegal and dangerous, particularly involving those marriages of
couples who have no civil marriage prior to the church wedding. This
practice must cease immediately (Circular 2005-17).

B. Other Possible Requirements

• If the Couple is already Civilly Married


• Certified true and photo copy of the Certificate of Marriage

• If one Party is Divorced regardless of Religion or Rite


o Original and photo copy of the Formal Written Declaration that the
previous marriage is Null and Void from the beginning, by a
competent Catholic Marriage Tribunal.
o Original and photo copy of the Decree of the Divorce.
o Original and photo copy of the Civil Annulment Decision with
certificate of finality.
o Certified true and photo copy of the previous Certificate of Marriage

• If Widowed
• A certified true and photo copy of the Death Certificate of the
deceased spouse.

C. Impediments needing Dispensation, Clearances, and Permission

• Permission
o Marriage Outside the Parish Church
▪ Canon 1115 states that “Marriages are to be celebrated in the
parish in which either of the contracting parties has a domicile
or a quasi-domicile or a month’s residence.” With the
permission of the proper Ordinary or the proper parish priest,
marriages may be celebrated elsewhere.
▪ A marriage between Catholics or between a Catholic party and
a baptized non-Catholic is to be celebrated in the parish
church (Canon 1118 §1). Permission is required if the marriage
is to be celebrated in another church or oratory.
▪ If a marriage between Catholics or between a Catholic party
and a baptized non-Catholic or between a Catholic party and
unbaptized party is to be celebrated in another suitable place
other than a church or oratory, like in a garden or event’s
place, they must first seek in writing the permission of the
bishop, properly endorsed by the parish priest of the place
where the marriage is to take place, indicating therein the
reasons (Canon 1118 §2, §3).

▪No date of marriage is to be scheduled until the written
permission of the bishop is obtained by the contracting
parties.
o Mixed Marriage
▪ Canon 1124 stipulated that mixed marriages are prohibited
“without the expressed permission of the competent authority
(Local Ordinary).”
▪ The couple is to appear together at the Chancery so that, as
required by Canon 1125 §3, both can be “instructed about the
purposes and essential properties of marriage.”
▪ Once a mixed marriage is celebrated, it shall be registered in
the book of marriage, in the usual manner as provided for in
Canon 1121 §3. Likewise, the minister of the non-Catholic
spouse shall be informed regarding the contracted marriage
by the priest who solemnized the wedding or in whose
territory the wedding was celebrated.
o Minor
▪ Clearance from the Chancery is needed if one or both of the
contracting party is below twenty-one (21) years old (20 years
old and 11 months below) (Circular 2003-19).
▪ Clearance is issued by the Chancery after an interview between
the couple together with the parents or guardians of the minor
or the party who is below twenty-one (21) years old.

• Dispensation
• Disparity of Cult: The provisions on mixed marriages are also to
be applied when dealing with the impediment of disparity of cult.
• Canonical Form: In the context of mixed marriages, the Code
states that “if there are grave difficulties in the way observing the
canonical from, the Local Ordinary of the Catholic party has the right
to dispense from it in individual cases, having however consulted the
Ordinary of the place of the celebration of marriage; for validity,
however, some public form of celebration is required. It is for the
Bishop’s Conference to establish norms whereby this dispensation
may be granted in a uniform manner” (Canon 1127 §2).

The CBCP has established the serious difficulties that may warrant
dispensation from the canonical form in mixed marriages (CBCP
Updated Complimentary Norms to the Code of Canon Law regarding
Canon 1127 §2, Dispensation of the Canonical Form in Mixed
Marriage, No. 1):
▪ The following are considered grave and serious difficulties
that warrant dispensation from the canonical form of
marriage, as provided in Canon 1127 §2:
 Absolute refusal of the non-Catholic party;
 Strong opposition of most of the close relatives of the
non-Catholic party;
 Danger to the good relationship of the parties;
 Serious economic damage to the party;

 Grave conflict of the conscience of the non-Catholic
party.
• Marriage Banns: Dispensation of Marriage Banns can be issued in
the following circumstances (Circular 2011-18):
▪ The Parish Priests may dispense couples, personally prepared
by them, from one (1) Sunday Bann only, provided that there
is just reason for doing so;
▪ The Vicar Forane may dispense couples having their weddings
in the parishes for two (2) Sunday Banns only, provided that
it is properly recommended by the Parish Priest mentioning
the just reason for doing so;
▪ Only the Bishop or his delegate may dispense couples from
three (3) Sunday Banns. It follows that there must be serious
reason for the dispensation, and the Parish Priest
recommends it to the bishop.
▪ P100 will be charged for each Sunday dispensed (Circular
2004-24). The one to collect the amount will be the one who
issued the dispensation.

• Clearance
o Pregnant
▪ In the Diocese of Novaliches, a pregnant bride, even on her
first trimester (last day of period up to 12 weeks), should seek
clearance from the chancery.
▪ Clearance is issued by the Chancery after an interview between
the couple.

Note 1: No Circular or any written policy yet on why


we require a pregnant bride to seek clearance from
the Chancery. It is a practice first implemented in
the Diocese in November of 2007 (first case is
November 8).
o Foreigner
▪ Accomplished Application for the Issuance of Clearance for
Marriage Between a Filipino and a Foreigner in the Catholic
Church. Clearance is issued by the Chancery after an interview
between the couple.

D. Secret Marriage

• For a grave and urgent reason, the local Ordinary may permit that a
marriage be celebrated in secret (Canon 1130).
• Permission to celebrate a marriage in secret involves:
o that the investigations to be made before the marriage are carried out
in secret;
o that the secret in regard to the marriage which has been celebrated is
observed by the local Ordinary, by whoever assists, by the witnesses
and by the spouses.
• A marriage celebrated in secret is to be recorded only in a special register
which is to be kept in the secret archive of the curia (Canon 1133).

• Procedure:
o The Parish Priest writes the bishop to ask permission to celebrate
marriage in secret, stating the reasons why together with the
accomplished pre-nuptial investigation and other requirements;
o The bishop, after examining evidence, writes a reply to the Parish
Priest with the instructions on how to go about the celebration of
marriage in secret.

F. Marriage Notification and Recording

• For Marriages celebrated according to the ordinary canonical form, the


parish priest or whoever takes his place is to record the marriage in the
Book of Marriages and in the Book of Baptism of the parish if both parties
are from the same parish where the marriage is held (Canon 1122 §1).
• If one or both of the couple are not baptized in the same parish where the
marriage was held, the parish priest should notify the parish priest where
the couple was baptized (Canon 1122 §).

Canon 96 states that “By baptism one is incorporated into the Church of Christ and
constituted a person in it, with the duties and the rights which, in accordance with
one’s status, are proper to Christians, in so far as they are in ecclesiastical communion
and unless a lawfully issued sanction intervenes.”

A person who has not received baptism cannot validly be admitted to the other
sacraments (Canon 842 §1).

Because they imprint a character, the sacraments of baptism, confirmation and order
cannot be repeated (Canon 845 §1).

A. Persons to be Baptized

• The provisions of the canons on adult baptism apply to all those who, being
no longer infants, have reached the use of reason (Canon 852 §1).
• The Canon puts the age of reason or determines that a child reached the use
of reason at seven (7) years old:

“Merely ecclesiastical laws bind those who were baptized in the catholic
Church or received into it, and who have a sufficient use of reason and,
unless the law expressly provides otherwise, who have completed their
seventh (7th) year of age.” (Canon 11)

B. Place of Baptism

• Canon 857 §1 states that apart from a case of necessity, “the proper place
for baptism is a church or an oratory.”
• Baptism is not to be conferred in private houses, unless the local Ordinary
should for a grave reason permit it (Canon 860 §1).
• Permission or Authorization is not needed for someone who intends to be
baptized outside his/her own parish church.

C. Requirements

• Preparation:
o According to Canon 851, “The celebration of baptism should be
properly prepared. Accordingly:”
▪ An adult who intends to receive baptism is to be admitted to the
catechumenate and, as far as possible, brought through the
various stages to sacramental initiation, in accordance with the
rite of initiation as adapted by the Episcopal Conference and with
the particular norms issued by it;
▪ The parents of a child who is to be baptized, and those who are to
undertake the office of sponsors, are to be suitably instructed on
the meaning of this sacrament and the obligations attaching to it.

The parish priest is to see to it that either he or others duly prepare
the parents, by means of pastoral advice and indeed by prayer
together; a number of families might be brought together for this
purpose and, where possible, each family visited.
• Intent and Consent:
o To be admitted to baptism, an adult must have manifested the
intention to receive baptism, must be adequately instructed in the
truths of the faith and in the duties of a Christian, and tested in the
Christian life over the course of the catechumenate (Canon 865 §1).
o Canon 868 §1 states that for an infant to be baptised lawfully, it is
required:
▪ that the parents, or at least one of them, or the person who
lawfully holds their place, give their consent;
▪ that there be a well-founded hope that the child will be brought
up in the catholic religion. If such hope is truly lacking, the
baptism is, in accordance with the provisions of particular law, to
be deferred and the parents advised of the reason for this.
• Certificate of Live Birth IS NOT A REQUIREMENT to receive baptism.
We only require the Certificate of Live Birth to minimize the errors in our
entries in the Baptismal Register.
• We can require that they present a Certificate of Live Birth when claiming
their Certificate of Baptism, with the understanding that discrepancies
between the Baptismal Registry and the Certificate of Live Birth can only
be corrected by following the procedures for Partial Changes of Parish
Records.
• To be a sponsor in a Catholic baptism, Canon 874 §1 states that a person
must:
o Be appointed by the candidate for baptism, or by the parents or
whoever stands in their place, or failing these, by the parish priest or
the minister; to be appointed the person must be suitable for this role
and have the intention of fulfilling it;
o Be not less than sixteen years of age, unless a different age has been
stipulated by the diocesan Bishop, or unless the parish priest or the
minister considers that there is a just reason for an exception to be
made;
o Be a Catholic who has been confirmed and has received the blessed
Eucharist, and who lives a life of faith which befits the role to be
undertaken;
o Be not labour under a canonical penalty, whether imposed or
declared;
o Not be either the father or the mother of the person to be baptised.
• A baptised person who belongs to a non-Catholic ecclesial community may
be admitted only in company with a catholic sponsor, and then simply as
a witness to the baptism (Canon 874 §2).

D. Baptism of Adopted Child/Children of Transgender and


Homosexual Persons:

The Dicastery of the Doctrine of the Faith has this to say (DDF 31 October
2023):

• Question No. 1: Can a transgender person serve as a godparent?

Answer: Under certain conditions, an adult transgender person - even


after undergoing hormone treatment and sex-reassignment surgery - may
be admitted to the function of serving as a godparent. However, since this
task does not constitute a right, pastoral prudence demands that it should
not be permitted if there is a danger of scandal, undue legitimization, or
disorientation in the educational sphere of the ecclesial community.
• Question No. 2: Can two homosexual persons be regarded as the parents
of a child who is to be baptized, and who was adopted or was received by
other means, such as surrogacy?

Answer: In order for the child to be baptized, there must be a founded hope
that the infant will be brought up in the Catholic religion (Canon 868 §1, 2
CIC; Canon 681, §1).

E. Baptismal Registry

• Baptism should be recorded in the Book of Baptism according to Canon


875-878.
• Data that should be included in the Baptismal Book are:
o Names of the Baptized
o The name of the Minister
o The Names of the Parents
o The Name of the Sponsors
o The Date and Place of the Baptism
o The Date and Place of Birth
• Baptismal Entry of an Adopted Child (CBCP Complimentary Norms to the
Code regarding c. 877 §3 #6):
o Taking into account Canon 877 §3, regarding the baptismal entry of
an adopted child, the following norms are to be observed:
▪ If the adoption takes place after the baptism of the child, the full
name of the adopting parents shall be added to the baptismal
entry mentioning at the same time the number and date of the
decree of adoption issued by the civil court;
▪ If the adoption takes place before the baptism of the child, and the
adopting parents request that the name of the natural parents be
kept confidential, in accordance with civil laws, the following
norms are to be observed:
 The full name of the natural parents shall not be entered in the
baptismal register of the parish, but shall be forwarded to the
secret archives of the chancery, to be released only upon
approval of the local Ordinary and for a serious reason;
 It shall be annotated in the baptismal register with the
following remarks: “For marriage purposes, consult the secret
records of the diocesan archives.”

Confirmation

The sacrament of confirmation confers a character. By it the baptised continue their


path of Christian initiation. They are enriched with the gift of the Holy Spirit, and are
more closely linked to the Church. They are made strong and more firmly obliged by
word and deed to witness to Christ and to spread and defend the faith (Canon 879).

The age for reception of the Sacrament of Confirmation throughout the country is at
least seven (7) years, or after the first Communion, unless in the judgment of the
minister a grave reason suggests otherwise (CBCP Updated Complimentary Norms to
the 1983 Code of Canon Law regarding Canon 891, on Age of Confirmation, No. 1).

Because they imprint a character, the sacraments of baptism, confirmation and order
cannot be repeated (Canon 845 §1).

A. Minister of Confirmation

• The ordinary minister of confirmation is a Bishop. A priest can also validly


confer this sacrament if he has the faculty to do so, either from the general
law or by way of a special grant from the competent authority. (Canon 882).
• In the spirit of Canon 883 §2, Parish Priests, have the faculty granted by
universal law to administer the Sacrament of Confirmation on two specific
cases (Circular 2006-34, #2):
o to those they baptized who are no longer an infant (those who have
completed seven (7) years of age), and
o to those they admit into full communion with the Church. These
cases are however subject to the following conditions:
o That the parish priest himself oversees the pre-baptismal catechesis
and performs the baptism of the said candidate.
o That the sacrament of confirmation must follow immediately after
baptism.
• In response to the immediate needs of those preparing for marriage, a
special faculty is granted to all parish priests to administer the Sacrament of
Confirmation as Canon 884, §2 allows. This faculty cannot be delegated to
any other priest (Circular 2006-34, #3).

B. Place of Confirmation

• Canon 881 states that “It is desirable that the sacrament of confirmation
be celebrated in a church and indeed during Mass. However, for a just and
reasonable cause it may be celebrated apart from Mass and in any fitting
place.”
• In the Diocese of Novaliches, the Bishop designated three (3) centers for
Confirmation namely:
o St. Peter Shrine, every Second Saturday
o Good Shepherd Cathedral, every Second Saturday

o Our Lady of Mercy Shrine, every Third Saturday
The current Parish Priests has the faculty to administer the sacrament of
confirmation. The faculty cannot be delegated to any other priests, and is
only effective on the specific schedule and church where they are
Appointed as Parish Priest up to the end of their term. (Circular 2022-08).

A. Certificate of No Record: The requirement is a way of assuring that indeed
no Sacrament was ever held in any other church or parish.

So as not to put too much burden on our parishioners, especially the poor, the
parish should do all the steps necessary to ensure that no sacrament was ever
held in any other church or parish.

1. Certificate of No Record of Baptism is required in these following


instances;
• Adult Baptism of children seven (7) years old up to eighteen (18) years old
(17 years old and 11 months or below marrying age). The parish will be the
one to do the investigation. This is done by;
o Interviewing the applicant and by inquiring from the parish/es where
the applicant lived from the time of birth to age seven (7) and/or
where the applicant spent his/her elementary years.
o If after the thorough investigation, the parish priest finds the result
still doubtful, as a last measure, asks the immediate family (parents,
grandparents, BEC leaders) to execute an affidavit, duly notarized,
declaring under oath that the applicant has never received the
Sacrament in any Catholic, Non-Catholic, or Non-Christian church.
• Adult Baptism of individuals of marrying age and those applying for
marriage who claim that they are not yet baptized.
o The Catholic Bishop’s Conference of the Philippines (CBCP) has this
to say; “Owing to the possibility that parties may claim that they are
not baptized in order to hide an existing matrimonial impediment
which may be annotated in the baptismal register, the parish priests
are advised to prudently take other steps to verify their baptism and
freedom to marry.” (CBCP Updated Complementary Norms to the
1983 Code of Canon Law regarding Canon 1067, on Pre-Nuptial
Inquiry, No. 11.)
• Full Reconstruction of Parish Records, where the applicant is claiming that
he/she received the sacrament in the specific parish but no record is found.
The parish should investigate to find out if claim is valid. If after a thorough
investigation the claim is not validated, the applicant is asked to submit any
of the following as proof;
• Memorandum of Baptism/Confirmation/Marriage.
• Pictures taken during the Baptism/Confirmation/Marriage.
• Official Receipt issued by the parish.
• Old Baptismal/Confirmation/Marriage Certificate.
• Baptismal/Confirmation/Marriage Invitation.
• If no proof is available, a notarized affidavit will suffice
executed by a sponsor or witness, explaining what has
transpired during the event.

2. Certificate of No Record of Confirmation is required in these following


instances;

• Adult Confirmation of individuals of marrying age or those applying for
marriage who claim that they are not yet confirmed. The procedure of
assuring that no sacrament was ever held in any other church or parish is
the same procedure with Adult Baptism of individuals of marrying age and
those applying for marriage who claim they are not yet confirmed.
• Full Reconstruction of Parish Records.

3. Certificate of No Record of Marriage is required in this following instance;


• As a requirement for couples getting married in the parish or another parish
church.
• Full Reconstruction of Parish Records

Note: This is just a suggestion that needs to be presented to the


clergy for approval.
