On 8/24/2024 at approximately 0320 hours I responded to 707 Golfcrest Road to take a report of a battery that had recently occurred.
During this incident I was equipped with a Body Worn Camera (BWC). For clarity and brevity, I have paraphrased and summarized the
following incident. The items discussed may or may not be written in the order they appear on my BWC. The words I have chosen for this
report may not be the exact words used by the involved parties. I have not reviewed my BWC video prior to writing this report. I have
requested my BWC footage be attached to this report.
Upon arrival I met with who stated the following in summary:
Between 0200 and 0300 hours, he was riding his scooter between Milner Plaza and the Bone Student Center Plaza when a group of about five
people, approximately 100 feet away, began shouting homophobic slurs at him. He reported they called him “faggot” and “gay.” He told them
to have a good night, and the slurs continued, which upset him. He recalls shouting back but does not remember his exact words, he just
recalled being angry. He then headed west toward the stairs leading to College Avenue, only to find them under construction. He attempted to
enter the Bone Student Center, but he found it locked. He returned the way he came and encountered the group again. During the second
encounter with the group, he was pushed against a wall, and one of the individuals punched him in the left side of his face, contacting his
cheek and jaw. He stated the punch was not with enough force to cause him any pain. Two of the five people then continued to punch him for
about 30 seconds, repeatedly shouting “fuck you, faggot,” while the other three encouraged them by saying “kick his ass.” He defended
himself by kicking them, managed to break free, and rode his scooter back to his apartment. He informed his roommate about the incident,
who advised him to report it to the police.
He described the attackers as all males in shorts, with one possibly wearing sunglasses. He estimated them to be college freshmen or
sophomore aged, but could not recall their height, weight, clothing details, or any unique features. He stated he would not recognize them if
he saw them again.
I used a Google Maps satellite image of the Bone Student Center and Milner Library to identify the location of the altercation. He confirmed
with certainty this was where the incident occurred. I have attached the satellite image as an attachment, with the incident location highlighted
in yellow and circled in red.
He sustained several injuries. An abrasion on his right elbow, a large abrasion on the left side of his torso, an abrasion on his left wrist, and an
abrasion on the inside of his right forearm. He declined medical assistance, stating his injuries were minor scrapes. His right hand was
covered with gauze from a previous injury. Photographs of his injuries were taken with my patrol phone and are attached to this report.
I provided with a Victim Rights Form and explained the form to him. He signed the form. I have scanned and attached a copy of the
form to this report.
I went back to ISUPD and checked security camera footage to look for any useful information about the incident. I discovered the event was
recorded by the “ ,” and cameras.
The following is a depiction of what was observed:
• 2:33:55 am group of four head westbound across Milner Plaza onto the Bone Student Center Plaza. They stop near the
south concrete wall of the Bone Student Center Plaza.
• 2:34:33 proceeds westbound across Milner Plaza onto the Bone Student Center Plaza on his electric scooter.
As he approaches the group one subject in a white shirt lifts an unknown item above his head and appears to gesture it at as he rides
his scooter past them. Another subject gestures towards with their left hand as continues past them on his scooter.
• 2:34:44 exited the camera view.
• 2:34:53 the group of four exit the camera view.
It’s important to note the south side of the Bone Student Center exterior, which stretches for several yards,
• 2:34:53 is seen entering the camera view riding his scooter.
• 2:35:37 the group of four enter the camera view.
• 2:35:43 exits the north end of the camera view in the direction of the construction
area.

• 2:36:25 As the group of 4 is at the north end of the camera view enters the camera view and rides past the
group.
• 2:36: enters the Plaza and continues northeast through the Plaza and exits.
• 2:37:39 exits the Plaza into the Bone Student Center Pay Lot and proceeds through the parking
lot onto Locust Street.
• 2:37:49 The group of four exit the camera view.
The Milestone camera footage has been saved to the ISUPD Q-Drive for safekeeping and added as property to this report.
The Milestone camera footage does not show a physical confrontation and conflicts with Carlson’s statement. This case is pending further

The purpose of this supplemental report is to document follow up with
On Monday, 08/26/24, at approximately 0020 hours, I called and left a voicemail requesting a return phone call.
On Monday, 8/26/24, at approximately 0126 hours, I received a call back from
I confirmed the location of the incident with He confirmed he was heading west along the plaza between the Milner Library and the
Bone Student Center. As he was riding past a group of people, they yelled slurs at him, and he continued west along the south wall of the
Bone Student Center and took a right around the corner. He proceeded north to the Bone Student Center 2nd floor concourse entrance but
was unable to access the building because it was locked. He went back south, and the attack happened along the west wall of the Bone
Student Center.
retracted his earlier statement of being repeatedly punched and clarified he was pushed into the west wall of the Bone Student Center
by a member of the group, which caused him to dismount from his scooter. The impact with the wall resulted in his “road rash.” He was
struck once with a “clean hit” to the jaw by a member of the group. Afterward, he got back on his scooter and rode away from the group.
on August 25, 2024, at approximately 1545
hours. He received . He clarified
the gauze-wrapped injuries on his right hand were from a prior scooter accident and were unrelated to this incident.
I returned to the scene of the incident and observed an out of place bench in the location where camera footage had shown a group member
lifting an object above his head and directing it toward I took a photo of the misplaced bench using my patrol phone, and I have
attached it to this report.

On 08/26/2024, Monday, at approximately 1110 hours, I was assigned this case for investigation. I reviewed video security footage of the
incident. The following is a summary of what I observed:
On 08/24/2024, Saturday, at approximately 02:33:48 hours, there was a group of four individuals (Group 1) who walked through ISU Milner
Plaza from east to west towards on the south end of the plaza. There were three individuals who were sitting on the footbridge, facing west.
At approximately 02:34:34, Group 1 walked to the westside of Milner Plaza, where one individual picked up a bench and lifted it above their
head. At this time, ISU student, rode a scooter traveling east to west on the southside of Milner Plaza
towards Group 1. deviates from his path to avoid Group 1 and rode past them towards the stair construction of the west side of the
Bone Student Center (BSC). At approximately 02:35:28 hours, a second group of four individuals (Group 2) walked east to west across
Milner Plaza following the same path as Group 1 and
At approximately 02:35:20, stopped at the construction site, and walked north along the second level of the westside of the BSC. He
appeared to be pumping his arm towards the direction he came from as he walked north on the second level. walked to the north
corner, , where there is not exit off the second level. There are doors to the BSC, but the doors are locked at 2300 hours.
At approximately 02:36:14, Group 2 walked the same path as towards the north end. As the first two members of Group 2
rode past them toward to the construction site, appeared to stubble off his scooter, immediately get back on, and
passed Group 1 at the southwest corner of the second level BSC. rode back to Milner Plaza and exited through the Bone pay lot.
Group 1 walked the same path as and Group 2, but when Group 1 passed Group 2 and realized there was no exit, Group 1 and 2
walked back to Milner Plaza together. At approximately 2:38:56 Group 2 walked north, exited Milner Plaza through the Bone pay lot, and
walked into Circle K. Group 1 walked south across the footbridge, through the Quad, and the last camera view of Group 1 is at the
at approximately 02:48:06 hours.
On 08/27/2024, Tuesday, at approximately 1104 hours, came to ISUPD for a follow up interview. He agreed to come with Detective
Blecha and I to Milner Plaza to show me how the incident occurred.
During this incident I was equipped with a Body Worn Camera (BWC). For clarity and brevity, I have paraphrased and summarized the
following incident. The items discussed may or may not be written in the order they appear on my BWC. The words I have chosen for this
report may not be the exact words used by the involved parties. I have not reviewed my BWC video prior to writing this report. I have
requested my BWC footage to be attached to this report.
He told me about the following information in summary:
He spent his Friday night evening at his friend's apartment near Maggie Miley's Bar. He estimated he consumed about four Busch Lights
throughout the evening and his last was about two hours prior to the battery. He traveled west through Milner Plaza and was going to exit out
the north end, but he saw a group of individuals on the north end, and they started yelling anti-gay slurs at him. He is not gay, but assumed the
reason the group was yelling at him was because he looked gay riding a scooter. He went to towards the stair construction site and saw he was
unable to exit off the Plaza level. At this time the group was following him and continued to yell and say anti-gay slurs at him. He yelled back
at them to leave him alone. He went to the north end and attempted to enter the BSC to get back to ground level, but the doors were locked.
When he turned around to go back towards Milner Plaza the group got to his location. As he attempted to ride past the group, he was struck
on his right jaw by one person, which caused him to get pushed into the west hall which scraped his left wrist and left side of his torso (see
images from original report). He explained he had old injuries from a fall on his scooter which occurred the day prior. He explained he got a
coffee from Starbucks (Raab Rd) and was trying to balance his coffee and ride the scooter. The injuries to his right-side forearm and left
elbow are unrelated to this incident. I asked about the second group he passed, which he responded he didn't remember passing or seeing a
second group.
On 08/27/2024, Tuesday, at around 1430 hours, I went to Circle K (300 N. Main Street), where I was allowed by the store manage to record
video surveillance footage of Group 2 with my CID work cell phone. The following information was what I observed:
On 08/24/2024, Monday, at approximately 02:43:46 hours, four males enter Circle K and are described as following:
1. male, blond hair wearing long white sleeve shirt, blue Jeans, and white shoes
2. male, blond hair wearing a light-colored button collared shirt, khaki shorts, and white Nike shoes
3. male, dirty blond hair wearing a navy-blue polo shirt, light colored jeans, and white Nike shoes

4. male, dirty blond hair wearing a navy-blue polo shirt, light gray shorts, and white boating shoes
Male 2 purchases a bag of chips from the self-serve station and has a short conversation with the cashier. Male 1 purchases a bag of chips and
an unknown case of an alcohol. Males 1,3, and 4 hover around the cashier station and converse with the cashier. Male 1 and the cashier
appear to know each other, because they give each other a handshake.Male 3 purchases an unknown case of beer and a bag of chips for male
4. At approximately 02:48:47 hours, Group 2 exits Circle K and walked north towards Stadium Suites
On 08/30/2024, Tuesday, at approximately 1022 hours, I was given video surveillance footage from Young America of Stadium Suites. Here
is what I observed: On 08/24/2025, at approximately 02:49:57 hours, Group 2 walked past Stadium suites on the west sidewalk and continued
to walk north.
On 09/03/2024, Tuesday, around 1430 hours, I conducted knock and talks with residents of the following apartment complexes:
. I showed the residents an image of Group 2 from Circle K, and asked if anyone knew
them. Everyone in the area was unable to identify anyone in Group 2.
On 09/11/2024, Wednesday, I was granted a Grand Jury Subpoena for sales receipts from Circle K (300 N. Main Street, Normal, IL) between
date/time from 08/24/2024 at approximately 2:45:15 AM to 08/24/2024 at approximately 2:48:28 AM.
On 09/16/2024, Monday, I received a response from Circle K. I noted three transactions which I determined were relevant to this case.

On 09/18/2024, Wednesday, I was granted a Grand Jury Subpoena request for information from Master Card with the above listed card
numbers. On 09/24/2024, Tuesday, I received a response to the request from Master Card. They provided me the following information:
"Please be further advised that we do not have record of banks issuing Mastercard cards beginning with
I checked the name in ISU databases yielding negative results.
On 09/18/2024, Wednesday, I was granted a Grand Jury Subpoena request for information for ISU Wireless Access Points located in the
vicinity of Milner Plaza, west side of Bone Student Center, and Bowling and Billiards from 08/24/2024 at approximately 02:33:00 UTC to
08/24/2024 at approximately 02:40:00 UTC. On 09/23/2024, Monday, I received an excel spreadsheet. I was able to extract the following
students as people of interest.

On 09/24/2024, Tuesday, at approximately 1338 hours, I went to Watterson-A North, to contact about this incident.
During this incident I was equipped with a Body Worn Camera (BWC). For clarity and brevity, I have paraphrased and summarized the
following incident. The items discussed may or may not be written in the order they appear on
my BWC. The words I have chosen for this report may not be the exact words used by the involved parties. I have not reviewed my BWC
video prior to writing this report. I have requested my BWC footage to NOT be attached to this report.
I briefly spoke with explained to me she did not remember where she was on 08/24/2024 but stated she was sure she was not at
Milner Plaza during the time of the incident. I provided her a business card and requested she contact me if she remembered anything
different.
Next, at approximately 1389 hours, I went to Watterson-A South, also did not remember being near
Milner Plaza during the time of the incident. She seemed generally confused and did not have any knowledge of the incident. I provided her
my business card.
On 09/24/2024, Tuesday, at approximately 1547 Hours, I went to Wilkins Hall, to contact

told me she and her roommate, usually go to sit on the footbridge late at night. She vaguely remembered this incident. She
remembered seeing Group 1 walking by and recalled the group was yelling and seemed to be intoxicated. She remembered seeing a guy on a
scooter ride by. She did not recall hearing any antigay slurs being yelled. and were accompanied by a guy they had recently
met. She couldn't recall his name. told me was at class, which I requested to give me a call set up an interview about this
incident. The distance from and location to where the incident took place is 150 meters straight line. The BSC is also in
between them and the incident which could have muffled any sounds.
On 09/25/2024, Wednesday, at approximately 1226 hours, came to ISUPD to conduct an interview about his involvement in during
this incident. I escorted to CID interview room 120B and informed him the room was audio/video recorded. He told me about the
following information in summary:
He was busy the first three weeks of school due to working for his fraternity. He didn't go out to the bars and expressed he has been trying to
keep a low profile, because he is on court supervision. He remembered he walked past Milner Library traveling south on School Street, but he
thought the time was midnight and not 0230 hours. I showed him pictures of the people of interest listed above, which he did not know
anyone. I thanked him for coming in and provided him a business card.
I immediately interviewed after I escorted to CID interview room 120B and informed him the room was audio/video
recorded. and interviews were logged into evidence together under one video. told me about the following information
in summary:
He advised he lives in an apartment across the street from . He does like to take late night walks, but he usually is wearing
headphones. He doesn't remember any details about this incident. He described himself as a loner and doesn't go out to bars or parties. I
thanked him for coming in and provided a business card.
On 09/26/2024, Thursday, at approximately 1102 hours, came to ISUPD to conduct an interview. I escorted her to interview room
108B and informed her the room was audio/video recorded. told me about the following information in summary.
She and her roommate, often sits at the footbridge late at night when they can't sleep. During this incident, they met up with,
who she knew from a one of her classes. They were not intoxicated. She remembered Group 1 being rowdy and appeared

intoxicated. She remembered a few of their group members were not wearing their shirts, and she remembered saying "hi" to the group. She
did not remember anything being said and vaguely remembered seeing the guy on the scooter. She did not see a battery take place and did not
hear any anti-gay slurs. I provided her with my business card and advised to contact me if she remembered anything else.
On 09/26/2024, Thursday at approximately 1320 hours, came to ISUPD for an interview. I escorted him to interview room 120B and
advised him the room was audio/video recorded. The video was labeled and logged into evidence and placed on the ISUPD Q-Drive server
for safekeeping. I read his Miranda Rights, which he stated "yes" to understanding each of his rights. told me about the
following information in summary:
He admitted to being part of Group 2 along with his roommate The other two males in his group were friends who attend Illinois
Wesleyan University. Group 2 was walking back from Uptown Normal, and they went through Milner Plaza to go home. As I walked him
through the video footage of the incident, he corrected my original thought about his group passing Group 1 and contacting He
explained they never passed Group 1 and their interaction with was when he rode his scooter passed them as turned east
around the BSC southwest corner traveling towards Milner Plaza. He stated yelled "Faggot" to his group as he passed. Group 2 saw
the stair construction and followed the same path of Group 1 and When they passed Group 1, they were told there was no exit and
both groups walked towards Milner Plaza. He described a male with curly hair in the front, wearing a white tank top from Group 1
was "amped up” about their interaction with He did not see a Battery occur and did not hear any other anti-gay words being said. He
advised they went home and confirmed they went to Circle K before they walked to . I thanked him from
coming in and provided him a business card.
09/30/2024, Monday, at approximately 1218 hours, came to ISUPD for an interview. I escorted him to interview room 120B and
informed him the room was audio/video recorded, which was logged and labeled into evidence and placed on the ISUPD Q-Drive server for
safekeeping. He told me about the following information in summary:
He doesn't remember being at Milner Plaza and witnessing a battery on the date of this incident. He does remember having to go to the
to check on a friend. He was in room at Tri-Towers hanging out with a group of people. They heard their friend
They walked south on Main Street to McDonalds and
someone in their group got food. After McDonalds they walked through a neighborhood to get to . He didn't know which streets
they took to get there. After checking on their friend they walked back to Tri Towers by traveling north on University Avenue to west on
College Avenue. They used the underpass of College and Main Street, then traveled on the sidewalk to Tri Towers.
I advised him his path home makes sense to why his phone connected to the Wireless Access Points in the area. He also stated was with
him. I thanked him for coming in to speak with me and provided a business card.
On 10/01/2024, Tuesday, at approximately 1357 hours, came in to ISUPD for an interview. I escorted to interview room 120B
and informed her the room was audio/video recorded. I logged and labeled the video into evidence, which was later placed on the ISUPD Q
Drive server for safekeeping. told me about the following information in summary.
She does not remember witnessing any battery near Milner Plaza. I allowed her to check her phone to help her remember what she was doing
during the time of this incident. She remembered going to get a calzone in Uptown around midnight. She lives in Tri-Towers and walked back
from Uptown to Tri-Towers by walking west on College Avenue on the Schroeder Hall side.
I explained her phone connected to ISU wireless access points in the area around 0238 hours. She didn't remember being out that late but
remembered walking through the area to go back to her room. I thanked her for coming in and provided a business card.
On 10/01/2024, Tuesday, at approximately 1545 hours, came to ISUPD for an interview. I escorted him to interview room 120B and
informed him the room was audio/video recorded. The video was labeled and logged into evidence which was placed on the Q-Drive server
for safekeeping. told me about the following information in summary:
He was with and during the time of this incident. They were hanging out in Tri-Towers and heard their friend was
at for drinking too much. RA found him passed out in the bathroom at Watterson. His group traveled along
University Avenue to get to and returned the same way. confirmed this same information told me by and I
thanked him for coming in and provided a business card.
I checked with ISU dispatch CAD logs and confirmed (See CAD# 24-24140) Normal
from Hewett Hall.

On 10/07/2024), Monday, at approximately 1445 hours, came to ISUPD for an
interview. I escorted to CID interview room 120B, informed him the room was audio/video recorded. I labeled and logged the
audio/video into evidence, which was placed on the ISUPD Q Drive server. I informed I was investigating a Hate/Mob action
crime on campus and believed he was in the area at the time of the incident. I read his Miranda Rights which he stated "yes" to
understanding all his rights. I further explained I believed he was in Group 1. I showed a map of the area and walked him
through the facts of case as I understood at this point in the investigation. I showed the Wireless Access Points from which his
phone connected during the incident, and I showed him where I believe his location was during incident based on the Wireless Access Points.
Finally, I showed video surveillance footage of the incident and I pointed to an individual who I believed to be him.
told me about the following information in summary:
He doesn't remember walking through Milner Plaza and/or who he was with on 08/24/2024, Saturday, around 0230 hours. He advised he
lives in a fraternity house at He is in the same Fraternity as but does not believe he was with
during this incident. He explained he normally goes to Pub II and Brewhas, at which he walked back to the fraternity house using the
route north on Linden Street to west on . He disagreed the person I pointed out in the video was him, because he is someone
who wouldn't take his shirt off. He was also adamant about not ever being involved in a fight at ISU. He speculated the Wireless Access
Points connected to his phone when he got to the fraternity house. He explained his phone connects to campus wireless while at the fraternity
house. Their house is directly north of . I advised since the individuals in the video are unrecognizable, and the
location of the fraternity house does make it plausible his location was there when he connected to the ISU wireless internet. I provided him
with a business card and thanked him for coming in.
Later, I checked the distance from the house to the Bowling and Billiards Center and Bone Student Center, which was about 250 meters. I
was told by an ISU Information Technology expert that the Wireless Access Points ranges are about a football field length (100 yards).
On 10/8/2024, Tuesday, at approximately 1300 hours, came to ISUPD for an interview. I escorted him to CID interview room 120B
and informed him the room was audio/video recorded. The video was logged into evidence and placed on the ISUPD Q Drive server for
safekeeping. I read his Miranda Rights which he stated "Yes" to understanding his rights. He told me about the following
information in summary:
Around the time of the incident, he was at a friend’s apartment located a Kensington Suites He and his friend left
Kensington Suites and went to the Sami apartments at . They traveled south on School Street, went west
through the Quad, and passed by the Student Fitness Center towards Sami apartments. He doesn't remember hearing or seeing a fight from
Milner Plaza. I reviewed the Wireless Access Points which phone accesses and believed his story was plausible. I provided
a business card and thanked him from coming in.
On 10/08/2024, Tuesday, at approximately 1337 hours, came to ISUPD to meet with me so I could explain my findings in this case. I
escorted to interview room 108B and informed him the room was audio/video recorded. The video was logged into evidence and
placed on the ISUPD Q-Drive server for safekeeping.
I explained to the facts of my investigation into how this incident occurred using a map. Next, I showed him the video surveillance
footage of the incident. clarified while watching the video that Group 1 was yelling names to him as he was riding up the ramp
entering Milner Plaza. When I did a walk through the scene with on 08/27/2024, he told me the reason he didn't exit to the north of
Milner Plaza was due to a group blocking his exit and yelling at him. Group 1 was located to the west of Milner Plaza, which could
have exit Milner Plaza at the north end, but instead continued towards Group 1. admitted to engaging with the group and yelling back
at them.
After reviewing the footage, I showed images of individuals who were in the area determined by the information obtained from the Wireless
Access Points. I emphasized to if he points out someone who he believed was a part of the incident, he needed to have an
explanation. He pointed out and as possibly being a part of this incident. I explained I was
able to confirm and location by a third-party source. believed was a part of the incident because his hair
matched one of his attackers. stated he believed he could point out the suspect based on their nose and hair. I explained to I
spoke with earlier in the day and he provided a plausible explanation to his whereabouts. The facial characteristics isn't well defined
in the video footage to discredit story. I also explained and were in Group 2 who he passed after the battery occurred.
inquired about sending their names to Student Conduct and Community Responsibilities. I explained and were around
the Corner, did not view the battery, and told me he heard yell "faggot." He thought was with the two girls on the foot
bridge. I explained to him he was not on the footbridge but was in the area. stated a " was with her and
Although this was reported as a possible Hate Crime, I was unable to establish the elements of the offense. In summary, the encounter

between and Group 1 suspects appears to be random. Specifically, the incident took place in public after bar closing. Group 1
appeared to walk home from the bars and were intoxicated, which is based on the video and witness statements. also admitted to
consuming four alcoholic beverages earlier. did not know anyone in Group 1, but the group yelled anti-gay insults "Faggot" which he
theorized was due to riding a scooter. did not deny yelling "Faggot" back at Group 1 and who was in Group 2 heard
say "Faggot" and thought was directing it at Group 2. does not identify as gay or homosexual, and he did not know
anyone in Group 1. It seems the word "Faggot" was yelled as a derogatory term at but it wasn't because the group was biased that
was gay. made several conflicting statements from the original report and my subsequent interviews with him. When I
walked through the crime scene with he told me he was unable to exit to the north end of Milner Plaza. The video footage shows the
Group was on the westside of the plaza with enough room for to exit to the North. also stated Group 1 yelled slurs at him
while he was on the ramp approaching Milner Plaza, which would have given enough reaction time to avoid Group 1, instead he
continued towards them. appeared to be on video continuing to yell at Group 1 when he turned the BSC southwest corner.
stated he was punched in the jaw by one attacker and then "Two of the five people then continued to punch him for about 30 seconds,
repeatedly shouting “fuck you, faggot,” while the other three encouraged them by saying “kick his ass.” The video showed the contact with
Group 1 lasting about one second. The contact is difficult to see in the video. It appears contact was made by one individual, hits the
wall, he immediately gets on his scooter and left the area. There was no secondary attack as previously described. stated in the
original report he described the attackers as “all males in shorts, with one possibly wearing sunglasses. He estimated them to be college
freshmen or sophomore aged, but could not recall their height, weight, clothing details, or any unique features. He stated he would not
recognize them if he saw them again.” later stated he would be able to identify the attackers by their nose and hairstyle. I showed
images to of individuals who were in the area, and he pointed at several people who might have been there but was unsure of their
involvement. I interviewed and accounted for the location of all the individuals during this incident. The video evidence does not show
enough detail of Group 1 to determine the identity of the suspects. I am unable to corroborate any involvement of the individuals I
interviewed without additional evidence.
I explained to due to inclusive evidence and no definitive suspect information I would be closing out this case. I recommend this case
be administratively closed unless additional information is received.
