Overall, Agartala Smart City Limited represents a bold step toward the future of urban living
in India, with the goal of making Agartala a smarter, more connected, and more inclusive city.
The company’s work is integral to the achievement of India’s broader smart city goals, and it
aims to create a replicable model for other cities across the nation.

Agartala Smart City Limited (ASCL) has established itself as a key player in the
transformation of Agartala into a smart, sustainable urban hub. As a part of the Smart Cities
Mission, the company’s mission is not only to improve the physical infrastructure of the city
but also to enhance the overall urban experience through technological innovation and smart
governance. This initiative is aligned with India’s broader goal of creating livable,
sustainable, and inclusive urban spaces to accommodate the increasing urbanization in the

city is also focusing on water management through the installation of smart water meters,
improving water supply infrastructure, and monitoring systems to ensure that water
distribution is equitable and sustainable.

One of the key areas of focus for Agartala Smart City Limited is affordable housing. ASCL
has undertaken the construction of smart, eco-friendly housing projects designed to cater to
the needs of the urban poor and middle-class families. These projects aim to reduce housing
shortages, provide better living conditions, and offer affordable homes equipped with modern
amenities and services. The focus on affordability ensures that the benefits of urban
development reach all segments of society, contributing to social inclusion.

Public health and safety are also high on ASCL's agenda. The company has been working to
improve healthcare infrastructure by enhancing health centers, upgrading medical facilities,
and providing telemedicine services to ensure the city's residents have better access to
healthcare services. Additionally, smart surveillance systems, including CCTV cameras and

Page | 21
smart lighting in public spaces, are being deployed to enhance security and ensure the safety
of citizens.

ASCL is also playing a vital role in fostering economic development by creating business-
friendly environments that encourage entrepreneurship and attract investments. The
development of digital infrastructure and the enhancement of urban mobility are expected to
make Agartala more attractive to businesses, which in turn will generate new employment
opportunities and boost the local economy. Moreover, ASCL’s focus on innovation and
technology is positioning Agartala as a potential hub for technology-driven industries,
particularly those focused on IT, telecommunications, and renewable energy.

To support all of these initiatives, ASCL places a strong emphasis on community

involvement and citizen participation. The company regularly engages with residents, local
stakeholders, and urban planners to ensure that the projects align with the needs and
aspirations of the people. Public consultations, workshops, and feedback systems allow
citizens to actively participate in the decision-making processes, fostering a sense of
ownership and accountability in the development process.

The overarching goal of Agartala Smart City Limited is to create an integrated, modern urban
ecosystem where technology, sustainability, and quality of life intersect. ASCL is committed
to improving Agartala’s livability, making it a safer, cleaner, and more prosperous city for its
residents. Through its ongoing projects, the company envisions Agartala as a model smart
city, showcasing the potential of blending traditional urban planning with cutting-edge
technology to address the challenges of urbanization. Ultimately, the success of ASCL will
not only benefit the people of Agartala but also provide valuable insights and lessons for
other cities in India looking to adopt smart city practices.

Agartala Smart City Limited (ASCL) has been driving significant transformation in Agartala,
with an emphasis on long-term sustainability, modern urban governance, and enhanced
citizen services. The city, once considered a regional hub in the northeast, is now being
repositioned to compete with larger, more developed cities in terms of livability,
infrastructure, and digital connectivity. ASCL’s approach to achieving these goals involves
comprehensive urban reforms across various sectors, integrating state-of-the-art technology,
environmental sustainability, and social inclusivity.

One of the core principles of ASCL is sustainable urban development. In addition to the
initiatives focused on water conservation, renewable energy, and waste management, the

Page | 22
company is also working to improve green infrastructure. This includes increasing urban
green cover by developing parks, green belts, and tree-lined streets. The initiative promotes
not only ecological balance but also offers the citizens of Agartala areas for recreation and
relaxation, contributing to the well-being of the community. Furthermore, ASCL has
undertaken the development of smart waste management systems, using technology to
optimize waste collection routes, segregate waste at source, and introduce waste-to-energy
plants, which significantly reduce the city’s carbon footprint.

A major challenge that many cities, including Agartala, face is the pressure of urbanization,
which results in overcrowding, inefficient infrastructure, and insufficient public amenities.
ASCL’s housing and urban renewal projects are tackling this issue by focusing on the
construction of affordable and eco-friendly housing units. These projects aim to provide high-
quality living spaces with efficient energy use, water management, and waste disposal
systems. The company’s emphasis on smart buildings—featuring automated systems for
lighting, heating, and cooling—also plays a role in minimizing the city’s energy consumption
while ensuring a higher standard of living for its residents.

In terms of digital infrastructure, Agartala Smart City Limited is focused on creating a smart
grid for electricity management. This involves using data and real-time monitoring to ensure
optimal energy distribution and reduced wastage. Smart meters will help monitor energy
consumption patterns, detect faults quickly, and ensure that the city’s energy supply is stable
and efficient. Additionally, ASCL is investing in the development of digital
connectivity across the city, including providing high-speed internet in public areas, ensuring
that Agartala’s citizens are not left behind in the digital age. The expansion of broadband
infrastructure is crucial for improving access to information, education, and government
services, making it easier for residents to stay connected.

Another area where ASCL is making great strides is urban mobility. The company is
integrating smart mobility solutions to improve transportation within Agartala. This includes
the introduction of smart traffic signals, GPS-based public transport systems, and the
development of pedestrian-friendly pathways. Additionally, ASCL has launched pilot projects
for electric vehicles (EVs) to reduce pollution levels. The introduction of EVs as a part of
public transport will contribute to reducing the city’s dependence on fossil fuels, lower
greenhouse gas emissions, and improve air quality. The development of integrated mobility
systems will make commuting within the city faster, safer, and more convenient for the
citizens.

Page | 23
ASCL is also placing a significant focus on resilience to climate change. Agartala, being
located in a region prone to flooding, requires robust infrastructure that can withstand natural
disasters. ASCL’s projects involve upgrading drainage systems to handle heavy rainfall and
prevent flooding. The company is also working on creating flood-resistant infrastructure for
vulnerable areas, incorporating technologies like early warning systems to help residents
prepare for extreme weather events. These steps will ensure the city’s ability to cope with
future environmental challenges while safeguarding the lives and properties of its residents.

ASCL’s work extends beyond urban infrastructure. Social inclusion is an integral part of its
mission. Recognizing that smart city development should be inclusive, the company is
dedicated to ensuring that the benefits of urbanization reach marginalized communities.
ASCL is working on initiatives to improve access to education, healthcare, and public
amenities for economically disadvantaged sections of society. By creating affordable public
housing, improving access to healthcare, and providing basic amenities such as clean
drinking water and sanitation, ASCL ensures that every citizen enjoys the benefits of a smart
city. The company also promotes gender equality and women's safety, incorporating features
such as well-lit streets and safe public spaces to ensure that women feel secure in the city.

ASCL’s efforts in public health and safety are ongoing, with the company focusing on
improving healthcare services in urban areas. The city’s health infrastructure is being
revamped by upgrading existing hospitals and clinics, setting up new healthcare facilities, and
introducing telemedicine services to increase healthcare accessibility, especially for the
elderly and people with disabilities. With the ongoing development of smart surveillance
systems, public safety is being enhanced through the installation of CCTV
cameras, emergency response systems, and the creation of safe zones for pedestrians. These
initiatives ensure that the city not only offers a higher standard of living but also prioritizes
the safety and well-being of its residents.

Collaborative governance is a cornerstone of Agartala Smart City Limited’s operations.

ASCL works closely with local government bodies, urban planners, environmental experts,
and citizens to ensure that the development process is transparent, inclusive, and meets the
needs of all residents. The company regularly holds public consultations and citizen
engagement programs to gather feedback and ensure that urban development aligns with the
aspirations of the people. By promoting transparency in decision-making and allowing for

In conclusion, Agartala Smart City Limited is creating a future-ready urban environment by
integrating cutting-edge technology, sustainable development practices, and inclusive urban
policies. The company’s vision is not just to transform Agartala into a smart city, but to set a
precedent for smart city development in northeastern India. Through its comprehensive
projects in infrastructure, governance, digital connectivity, and environmental sustainability,
ASCL is ensuring that Agartala evolves into a city that is not only smarter but also more
equitable, resilient, and sustainable for generations to come.

Agartala Smart City Limited (ASCL) is setting a precedent for urban transformation in
northeastern India, with a focus on integrated development that combines technological
advancement with social inclusivity. By adhering to the principles of sustainability,
efficiency, and innovation, ASCL is striving to reshape Agartala into a dynamic urban center
that offers improved services, enhanced quality of life, and better opportunities for its
citizens.

ASCL’s strategic approach to urban development is built around the core

pillars of infrastructure improvement, digital innovation, environmental sustainability,
and social equity. The company's vision encompasses far-reaching urban reforms, many of
which are designed to create a future-proof city that can adapt to changing demographics and
evolving urban challenges.

A key aspect of ASCL’s transformation strategy is its emphasis on smart infrastructure. This
includes the development of smart grids, smart water systems, and intelligent street lighting.
The city’s electricity grid is being modernized with sensors and advanced metering systems
to optimize energy distribution and consumption. By upgrading traditional infrastructure with
smart solutions, ASCL is ensuring that Agartala’s resources are used efficiently, reducing
waste and improving the city’s overall energy resilience. Additionally, the introduction
of smart parking solutions in urban areas will help reduce traffic congestion, promote the use
of public transportation, and decrease emissions from idling vehicles.

In terms of digitalization, Agartala Smart City Limited is laying the foundation for a smart
governance system. Through the use of data analytics, cloud computing, and digital
platforms, ASCL is creating a seamless experience for citizens and authorities alike. One of
the major initiatives is the development of a city-wide data management system that
integrates various city functions such as traffic control, waste management, water supply, and
health services. This system will provide real-time data, helping municipal authorities make

Page | 25
data-driven decisions that improve service delivery, reduce inefficiencies, and ensure better
resource management. A central command and control center is also being established, which
will allow authorities to monitor and manage city operations in real time, addressing issues
like traffic jams, accidents, or water supply disruptions promptly.

ASCL’s efforts are not limited to just infrastructure and governance. The company is also
focused on enhancing the livability of Agartala through various community-oriented
programs. The development of public spaces, such as parks, recreational facilities, and
cultural hubs, is central to improving the overall urban experience. These spaces will not only
enhance the aesthetic appeal of the city but also provide citizens with areas for physical
activity, socializing, and cultural expression. ASCL is also focusing on the creation of smart
health centers, offering advanced medical facilities and telemedicine services, which will
improve healthcare accessibility for both urban and rural populations.

Another priority area for ASCL is disaster management and climate resilience. Located in a
flood-prone region, Agartala faces significant risks from extreme weather events, such as
floods, cyclones, and heavy rainfall. To mitigate these risks, ASCL is working on a variety
of climate adaptation strategies, including the reinforcement of drainage systems, the
implementation of green infrastructure, and the establishment of disaster response systems.
The company’s flood management programs include the construction of modernized
stormwater drains, the development of elevated roads in flood-prone areas, and the use of
rainwater harvesting techniques to prevent waterlogging. Furthermore, early warning
systems for natural disasters are being set up to alert residents of potential hazards, ensuring
timely evacuation and minimizing the loss of life and property.

ASCL also places a strong emphasis on social equity and inclusion. The smart city projects
are designed to be inclusive, ensuring that every section of society—especially marginalized
groups such as women, elderly citizens, and people with disabilities—benefit from the
developments. For instance, the city's infrastructure is being designed with accessibility in
mind, featuring wheelchair-friendly pathways, inclusive public facilities, and safe spaces for
women. The company is also undertaking the digitization of public services to ensure that all
residents, regardless of their socio-economic background, can access essential services such
as healthcare, education, and social welfare through digital platforms.

ASCL recognizes that education and skills development are crucial components of a thriving
smart city. In this regard, the company is actively supporting the creation of education

Page | 26
hubs that focus on STEM (Science, Technology, Engineering, and Mathematics) education,
innovation, and entrepreneurship. By fostering a culture of innovation, ASCL aims to equip
the younger population of Agartala with the skills necessary to thrive in the digital economy,
thereby creating a skilled workforce that can drive future growth and technological
advancement. These initiatives will also help reduce the urban-rural divide by providing
better education and skill-building opportunities to youth in underserved areas.

Moreover, ASCL is working to boost the local economy by attracting investments and
promoting entrepreneurship. The establishment of business parks, the development of digital
entrepreneurship hubs, and the creation of a conducive environment for small and medium-
sized enterprises (SMEs) will enhance the economic dynamism of the city. By leveraging the
potential of local businesses and startups, ASCL aims to stimulate job creation, drive
innovation, and promote economic diversification, thereby contributing to the city’s long-
term financial sustainability.

Public-private partnerships (PPP) are at the heart of ASCL’s strategy for project
implementation. By collaborating with private sector players, technology companies, and
service providers, ASCL ensures that its smart city initiatives are executed efficiently, with
expertise and innovation. Additionally, these partnerships help mitigate financial risks and
ensure the sustainability of the projects in the long term.

Community participation is another cornerstone of ASCL’s approach. The company has

implemented several initiatives to involve the citizens of Agartala in the development
process. Regular town hall meetings, workshops, and citizen feedback mechanisms allow
residents to voice their concerns, suggestions, and opinions on urban development plans. This
participatory approach not only helps create more inclusive policies but also ensures that
development projects meet the real needs of the community.

In conclusion, Agartala Smart City Limited is poised to revolutionize the way urban centers
are developed in India. With a clear focus on technological integration, sustainability,
inclusivity, and governance, ASCL is positioning Agartala as a model city for the Smart
Cities Mission. The comprehensive development initiatives led by ASCL will make Agartala
a more livable, resilient, and connected city, improving the quality of life for its residents and
setting an example for other cities to follow. The company’s commitment to fostering
innovation, community engagement, and sustainable growth ensures that Agartala will

The Audit Experience of Smart City
It was a bright morning in Agartala when Riya and Kabir, two ambitious post-graduate
students pursuing their careers in finance, bumped into each other at a coffee shop near
Ujjayanta Palace. Though they had been classmates in college, life had taken them on
different professional paths. Riya had secured an internship with Agartala Smart City
Limited (ASCL), while Kabir had landed a coveted position at the CA firm RKD & Co.

Little did they know their paths were about to intertwine in a most unexpected way.

The Assignment

On the first day of their internship, both Riya and Kabir were tasked with the same high-
profile project—a financial and performance audit of Agartala Smart City Limited's
initiatives, a collaboration between ASCL and RKD & Co. The project was a crucial aspect
of the Smart City mission to evaluate the efficiency of urban development projects funded by
agencies such as the Asian Development Bank.

When Riya walked into the boardroom of ASCL for the project briefing, she was shocked to
see Kabir sitting across the table, armed with spreadsheets and a laptop.

“Are you kidding me?” Riya exclaimed, half-smiling.

Kabir laughed. “Looks like we’ll be spending the next two months together, partner!”

Their roles were clearly defined: Riya would act as the liaison for ASCL, providing internal
data, clarifications, and operational insights. Kabir, on the other hand, was part of the RKD
audit team, tasked with scrutinizing every number and questioning every deviation.

First Impressions and Challenges

Initially, the collaboration was tense. Kabir, being the auditor, had to ask tough questions.
“Riya, why are project expenditures for the waste management system 20% higher than the
approved budget?” he asked during their first review meeting.
Riya, frustrated but professional, responded, “Delays in supplier payments led to penalties,
and we had to source some equipment at a higher cost due to unforeseen market changes.”

Despite their initial friction, Riya admired Kabir’s meticulous approach, while Kabir was
impressed by Riya’s ability to defend ASCL’s processes with well-prepared justifications.

The Breakthrough

Page | 53
As they delved deeper into the audit, Riya and Kabir uncovered inconsistencies in a
contractor’s billing for the installation of smart water meters. The contractor had billed for
10,000 units, but on-ground verification revealed only 8,500 installed meters.

“This could be huge,” Kabir said, scanning the financial reports.

“Agreed,” Riya replied. “But we need to handle it carefully. If this goes public prematurely, it
could damage ASCL’s reputation.”

They decided to escalate the matter to their respective supervisors, who praised their
thoroughness and teamwork. This breakthrough became the turning point in their working
relationship, fostering mutual trust and respect.

Lessons Beyond Numbers

The internship wasn’t all work and no play. On weekends, Riya and Kabir explored Agartala
together, visiting heritage sites and discussing their career aspirations over steaming cups of
chai.

By the end of the internship, the audit report was complete. It highlighted key successes of
ASCL, such as efficient implementation of solar streetlights and public Wi-Fi zones, but also
made recommendations for better contractor oversight and budget control.

A New Beginning

On their last day, Riya and Kabir stood outside the ASCL office, reflecting on their journey.
“We started as competitors but ended as a team,” Riya said with a smile.
Kabir nodded. “And we learned that numbers tell stories—stories of people, challenges, and
dreams.”

As they parted ways, both knew this was not the end but the beginning of a lifelong
professional friendship. The Smart City audit had not only been an invaluable learning
experience but also a reminder that collaboration and trust could turn even the toughest
challenges into opportunities for growth.

Their paths had crossed for a reason, and both were eager to see where life would take them
next.

Other Experiences
During my tenure at Agartala Municipal Corporation, I had the privilege of participating in a
highly informative and impactful seminar on financial management, organized in
collaboration with Agartala Smart City Limited and the Asian Development Bank. The
seminar was sponsored by Ecorys and Tractebel, both of whom played a significant role in
facilitating the event. The primary aim of the seminar was to enhance the understanding and
capacity of municipal authorities and stakeholders regarding effective financial management
practices in the context of smart city projects and urban development initiatives.

The seminar provided valuable insights into budgeting, resource allocation, and financial
planning for large-scale infrastructure projects, particularly those that are part of the Smart
City Mission. Experts from Ecorys and Tractebel shared their extensive knowledge on
international standards, the integration of financial management with urban planning, and
how cities like Agartala could effectively utilize funding from international development
banks to foster sustainable urban growth.

One of the key takeaways from the seminar was the importance
of transparency and accountability in managing finances for smart city projects, ensuring
that funds are used efficiently to deliver the expected outcomes for citizens. The session
on monitoring and evaluation frameworks for tracking the financial health of such projects
was particularly beneficial, as it provided actionable strategies to minimize financial risks and
improve project sustainability.

As part of the seminar, I was awarded a certificate of participation, which has proven to be
a valuable credential in furthering my professional development. This achievement not only
deepened my understanding of financial management within the context of urban governance
but also enhanced my ability to contribute to smart city initiatives in a more structured and
strategic manner. The experience at the seminar greatly contributed to my growth and
provided me with the tools necessary to manage the financial aspects of urban development
projects with confidence.

Page | 55
The seminar on financial management, held in collaboration with Agartala Smart City
Limited and the Asian Development Bank, was a comprehensive learning experience that
further expanded my understanding of the complex financial frameworks involved in modern
urban development. Sponsored by Ecorys and Tractebel, the seminar gathered experts,
policymakers, and professionals from various fields of urban governance and financial
management to discuss strategies and best practices for managing public finances in the
context of smart city projects.

Throughout the seminar, I was introduced to a wide range of topics essential for the
successful financial management of smart cities, particularly in emerging urban environments
like Agartala. These topics included public-private partnerships (PPP), urban financing
mechanisms, cost-benefit analysis, and financial risk management. One of the highlights
was a detailed session on fund mobilization for infrastructure development, where I learned
how to approach funding for large-scale projects through various channels,
including international loans, grants, and private investments.

Additionally, the seminar provided a deep dive into the use of technology and data
analytics for financial planning and management. Discussions revolved around the
implementation of smart financial management systems that can automate budgeting
processes, track expenditures in real-time, and improve financial reporting and transparency.
Experts from Ecorys and Tractebel presented case studies from other smart cities, showcasing
successful models of financial governance, which could be applied to Agartala’s ongoing and
future projects.

Another crucial aspect of the seminar was learning how to align financial goals with the
broader objectives of the Smart Cities Mission. The financial management strategies
discussed emphasized the importance of balancing long-term sustainability with short-term
project goals. This involved understanding the delicate dynamics of urbanization, economic
growth, and environmental considerations while ensuring that the financial plans cater to
the needs of the local population and address critical issues such as infrastructure deficits,
public service delivery, and social equity.

As a participant, I also had the opportunity to engage in interactive workshops where we

worked in groups to develop financial models and projections for hypothetical smart city
projects. These sessions were particularly useful in enhancing my practical skills in financial
modeling, cost estimation, and resource optimization. Collaborating with professionals

Page | 56
from various backgrounds gave me valuable insights into how interdisciplinary collaboration
is key to the success of large-scale urban projects.

In addition to the technical and practical knowledge I gained, the seminar also emphasized
the importance of effective communication and stakeholder engagement in the financial
management process. It highlighted how essential it is for financial managers in urban
development to engage with government bodies, private investors, and citizens to ensure
the transparency and accountability of financial operations. This aspect was crucial in helping
me understand how to build trust among various stakeholders, which is essential for the
smooth execution of large-scale urban initiatives.

The certificate I received at the end of the seminar not only acknowledged my active
participation but also served as a testament to the skills and knowledge I gained in smart city
financial management. This experience has enhanced my ability to contribute to
the financial planning and budgeting processes of smart city projects, especially
in resource-constrained settings like Agartala. The practical skills and insights I acquired
during the seminar have already proven valuable in my subsequent roles within Agartala
Municipal Corporation, enabling me to support the city’s financial planning initiatives more
effectively.

Overall, this seminar not only deepened my understanding of the technicalities of urban
finance but also inspired me to think more strategically about how financial management can
drive sustainable urban development. It reaffirmed the critical role that well-structured
financial frameworks play in realizing the full potential of smart city projects and ensuring
that urban transformation benefits all citizens in a socially inclusive and economically
sustainable manner.
