February 27, 2024

1. Call to Order/Introductions – Chair Lauren Scott called the meeting to order at 10:31
a.m. and asked everyone in attendance to introduce themselves.

2. Approve Last Minutes – Interim Chair Scott asked for a motion to approve the minutes
from the last meeting. Vice-chair Sam Carver made a motion to approve that was
seconded by Mr. Yul McNair and passed unanimously.

3. Airport Updates/Roundtable
• Jacksonville International Airport – Chair Scott reported that work continues on
design/environmental work for Concourse B.
• Cecil Airport – Chair Scott reported that the Master Plan/ALP is at the FAA for
final review.
• Jacksonville Executive Airport at Craig – Chair Scott reported that a new
Amazon facility is under construction.
• Herlong Recreational Airport – Chair Scott reported that a ramp rehabilitation
project would begin at Herlong later this year.
• Fernandina Beach Municipal Airport – Vice-chair Sam Carver reported
operations are up and hangars are occupied. They are working on a ramp project
and a stormwater project. They are working on a land release that would open
additional aeronautical development area.
• Keystone Heights Airport – Mr. Craig Coon was on the call but did not make a
report for Keystone Heights.
• Palatka Municipal – Larkin Field – Mr. McNair reported that they are
rehabilitating the west apron and taxilanes. Work on an EA for Taxiway E is getting
underway, and they expect to receive a new generator for the airport in the coming
weeks.
• Northeast Florida Regional Airport – Mr. Jaime Topp reported that the Taxiway
B rehabilitation is complete, and hangars are full with a waitlist of more than 200
people. Mr. Topp reported that environmental work on the northeast development
corridor is getting underway. They are set to bid a project to construct 34 T-
hangars.

4. Regional Issues/Concerns – Mr. Sam Carver of the Fernandina Beach Municipal Airport
(FHB) reported on the possible modification of the Jacksonville Class C airspace and the
potential impacts to his airport. Chair Scott reported that she was aware of the proposed
changes noting that the FAA is leading on this matter, and that the changes were not
requested or proposed by the Jacksonville Aviation Authority (JAA).

5. FDOT Aviation
• FDOT Aviation Office (AO) – Vacant Positions Update – Mr. McClure advised that
Mr. David Roberts is still the Interim State Aviation Manager. Recruitment for the
permanent Statewide Aviation Manager is on hold, likely until the end of the legislative
session. Mr. Jim Durwin has been appointed to the Airspace Protection and Security
Manager position. Airport Planning Manager, Mr. Nick Harwell resigned from FDOT in
December 2023. This position is expected to be advertised in the coming weeks.
• Florida Aviation System Plan (FASP) Update –– Mr. McClure reported that the
FASP 2043 Update Phase 2 is approaching completion. The final FIT team meeting is

set for February 29, 2024, and a statewide webinar will be conducted on March 6,
2024. The FASP 2043 team is working to complete the final deliverables which will
include updated Airport Profiles and deployment of the FASP 2043 website.
• Advanced Air Mobility (AAM) Planning – Mr. McClure reported that the following
documents have been uploaded to the FDOT Aviation Office’s Advanced Air Mobility
webpage for review:
• The AAM Working Group Report and Recommendations (Aug 2023)
• The Implementation and Public Outreach Plan (Sep 2023)
• Executive Summaries for both of these documents
The AAM Advisory Committee is scheduled to conduct a “Tabletop Exercise” at their
next meeting in April.
• Florida Aviation Professionals Academy (FAPA) – Mr. McClure advised that the
first course for 2024 will be held at the FDOT Manatee Operations Center in Bradenton
on March 19-20, 2024. As of last week, the course is now full. Attendees may visit
AirportFAPA.com to learn about the program and register for future courses.
• New Florida Aviation Database (FAD) – The FDOT Aviation Office is working on
Phase 1 of the project which includes new designs for the Integrated Facility Module
(IFM) tabs and the Document Management Module. The goal is to complete a
transition to the new FAD by the end of 2025.
• Procedure for FDOT Funding of Runway Extensions – Mr. McClure reported that
the AO has developed an FDOT Procedure to provide guidance on the process for
requesting FDOT funding for runway extension projects. The procedure is currently
undergoing legal review.
• Pavement PCN-PCR Conversion – Mr. McClure noted that the FAA’s AC 150/5335-
5D (Standardized Method of Reporting Airport Pavement Strength – PCR) was issued
in April 2022. This AC requires PCN for the Part 139 airports to be converted into
PCR by September 2024. A contract has been finalized and work is now underway.
• 2024 Florida Statewide Airport Stormwater Training Course – Mr. McClure
reported that this project is getting underway and will include stakeholder workshops
with the FDOT, FDEP, FAA and Water Management Districts. There will also be an
in-person training session which will offer Professional Development Hours to qualified
personnel.
• RFP for Statewide Airport Operations Counting Data Collection – Mr. McClure
advised that the selected vendor was Virtower, LLC. The contract is expected to be
finalized soon and additional details for airport participation in the program will be
available at that time.
• FAD Disaster Preparedness Module Discussions & Training – Mr. McClure
advised that the Aviation Office would be conducting in-person meetings/training on
the use of the Disaster Preparedness Module (DPM) in the FAD at FDOT District
Offices around the state beginning in June. Questions on the meetings may be
directed to Ms. Alice Lammert, FDOT Private Airport and Compliance Manager at
Alice.Lammert@dot.state.fl.us.
• USDA Statewide Wildlife Hazard Management Training – Mr. McClure reported
that the AO has partnered with the US Department of Agriculture’s Wildlife Services
program to provide basic wildlife hazard management training at no cost to airport
staff. The intended audience is GA airport staff. This training will not necessarily serve
as a replacement for wildlife hazard training to satisfy the Federal Aviation
Administration (FAA) requirements pursuant to 14 CFR Part 139. There are expected
to be two (2) training sessions per year and initial dates and locations are still TBD.

• Aviation Office 411 Guide – Mr. McClure advised that the guide provides introductory
information about a variety of aviation related resources in one place. Included are
links, QR codes, descriptions, and summaries for these key publications and trainings
produced by the Aviation Office. The latest version of the guide (January 2024) is
available online by visiting www.fdot.gov/aviation.
• Florida Aviation Project Handbook – Mr. McClure reported that the 2024 version of
the Florida Aviation Project Handbook was recently released. The handbook is an
excellent resource for information on the Florida Aviation Grant Program, SIS, and
other funding opportunities available to airports.
• 2024 Florida Airport Directory and Aeronautical Chart– Mr. McClure advised that
2024 versions of the directory and aeronautical chart are now available for mailout.

• 2024 FDOT Annual Aviation Awards – Mr. McClure advised that nominations for the
2024 FDOT Annual Awards Program are due to the Aviation Office by May 31, 2024.

copies of the nomination forms. This year’s award winners will be announced following
the CFASPP Statewide Meeting in Miami on Saturday, August 10, 2024.
• FDOT District 2 – Mr. Kyle Coffman reported that they have completed Work Program
Development meetings for the year. They are working on an initiative to equip each
airport in the district with a generator to improve resiliency during storm events.

6. MPO/RPC Comments – There were no comments from the NEFRC.

7. FAA Announcements – Ms. Hilary Maull reviewed a few slides from the FAA highlighting
current program deadline dates and areas of focus in the engineering, planning and
environmental sections.

8. DoD Activities/Comments – Mr. Ron McNeal reported that military training activity in the
Northeast Metro Area continues to be busy. He also reported that the Class C airspace
near the Key West International Airport had been modified.

9. Old Business
• Landing Fees Discussion – Following up on the discussion from the last meeting,
Vice-chair Carver reported that FHB and 10-11 other airports around the state are
considering implementation of landing fees later this year.

10. New Business


• Ongoing Legislative Items of Interest – Referring to the latest FAC briefing sheet,
the Administrator updated the group on several items of interest from the current
legislative session including proposed amendments to the Live Local Act and potential
changes to language in Chapter 333 F.S. to the mirror pre-2023 version.

11. Time & Place of Next Meeting – The Administrator advised that the next meeting of the
Northeast Florida Metro Area Committee is scheduled for June 25, 2024. It was
determined that the meeting would be held at the Jacksonville International Airport (JAX)
on that date beginning at 10:30 a.m.

12. Adjournment – Hearing no further business for the committee to consider, Chair Scott
adjourned the meeting at 11:24 a.m.
