I. BACKGROUND AND RATIONALE
The PROJECT REACH (Reaching Every academically-
challenged,physical,emotional,and with special needs children and Help):a joint
project of Buguias Central school and LGU-Poblacion under (BCPC) Barangay Child
Protection Council to provide knowledge and parenting skills for more harmonious
and wholesome family relationship.
Parenting or child rearing promotes and supports the physical,cognitive,
social,emotional, and educational development. It is also a common pathway of
influence for developmental capacities, including speech,language,social skills,peer
relationships, emotion regulation,sustained attention,problem solving and physical
health . Parenting practices around the world shares three major goals;ensuring
children’s health and safety,preparing children for life as productive adults,and
transmitting cultural values.A high quality parent-child relationship is critical for
healthy development.
Parental involvement improves students achievement,self-esteem, and
behavior. It also helps to build strong relationships between parents and their child’s
school. Researchers have found that when parents are involved in their children’s
education,students are more likely to succeed academically and socially.

Parents and learners at present have been observerved that they have no
close relationship. Teachers observed in their class that most learners talk more
about peers than their family. Less sharing about their family and couldn’t express
about their family gatherings.They are fun of bullying their clasmates and easily get
mad when they are being reminded of what they are doing.They have a short span
of listening, they are more interested staying outside than in the classroom. These
are some of the reported incidents, observed characteristics of the learners for the
past 16 months in the school.
It is for this reason that the proponent, as the guidance designate to have
this intervention project that could be of help to the parents and learners.
According to (NASEM 2001), Interactions with others can promote learning
much in the way that children learn to talk by hearing the people around them
converse or that adults acquire new skills by working alongside colleagues, students
construct understanding through social interactions, such as talking about and
collaborating on meaningful learning activities (Vygotsky,1978). The evidence is very
strong that collaborative activities enhance the effectiveness of student-centered
learning over traditional instruction and improve retention of content knowledge. That
is, learners are at an advantage when learning new information in cooperation and
interaction with other significant people.
III. Goal and Objectives
1. to provide knowledge and parenting skills for more harmonious and
wholesome family relationship.
2. to build strong relationships between parents and children
3. To maintain partnership through parents-learners development.
IV. Project Target and Beneficiaries
The beneficiaries of this PROJECT REACH will be the eighty-four
parents (84 ) and identified forty-five 45 learners of Buguias Central
School,five (5) LGU personnels five (5) school personnelsand two speakers.
V. PERSONS INVOLVED
The proposed project will involvedl the identified learners,parents, School Head,
Teachers and LGU-personnels.
VI. Sustainability Plan
The result of the project will be disseminated during School General Parents
Teachers Meeting and will be reported during the General Barangay assembly.The project
will be sustain by continuous activity of the learners and parents in the school with the
partnership of the LGU-Poblacion.
Accomplishment report will be submitted and reported for proper auditing and record
purposes.

VIII. MONITORING AND EVALUATION
Monitoring and Evaluation are needed in the implementation of Project REACH. It will
determine whether the targets of the project are met and accomplished according to the plan.
Adjustments are made in regard to the projects/ activities and provide appropriate and timely
measures to address recurring problems in the implementation of the project.
The following shows the monitoring template. This will guide the team in monitoring and
evaluation activities.
