1.9 Details of In-principle approval-


In-principle approval has been obtained for the concept note from
Department of Expenditure, Ministry of Finance vide DoE O.M.
NO.72(3)/PFC-I/2024 dated 08.11.2024 (Annexure-III).

1.10 A) Concept Paper details including findings of Gap/Need analysis and


Feasibility/Pilot Study along with a summary justification for the new scheme.
In order to fill up the gaps in education, health, infrastructure and
other sectors , new projects under this package for different sectors will be taken
up in order to improve the socio-economic standards and ease of living for the
people.

details of state governments consultation, particularly in CSS scheme.
This will be done after approval of competent authority.

2.1 Objectives of the Scheme
Infrastructure Development of Adivasi inhabited areas of state of Assam like
road connectivity, educational facilities including skill development;
medical/health facilities including Adivasi medicine research centres;
promotion of sports including sports training institutions; multi-facility
indoor/outdoor sports stadia, etc.; advancement of Adivasi culture including
establishment of cultural research centres.

2.2 Indicate year-wise target set for outputs and outcomes of the scheme along
with the activities to be undertaken and inputs to be used in the form of measurable
indicators in the below mentioned table. Data sources for each indicator must be
clearly mentioned along with key assumptions and risks involved (if any) along with
their severity as perceived by the proposer. Baseline data (year and Value) should
also be benchmarked and mentioned for all indicators.

The proposed scheme is a Special Development Package as per tripartite
agreement among Govt. of India, Govt. of Assam and representative of Adivasi
groups. The scheme shall be implemented by the Adivasi Welfare and
Development Council (AWDC).
4. Scheme Financing
4.1 Indicates the source of finance for the Scheme: budgetary
support, extra-budgetary sources, external aid, state share, etc.

8. Monitoring and Evaluation


8.1. (A) Please indicate the monitoring systems to be established for

The Scheme is proposed to be subjected to statutory


audit/third party audit from time to time.

The projects will be monitored regularly by MDoNER through Project
Quality Monitors (PQMs), Third Party Technical Inspections (TPTIs)
and also by MDoNER officials. The expenditure for the monitoring of
projects by the PQMs/TPTI will be incurred from the 1 % outlay of the
scheme that will be specifically earmarked for the administrative
expenses of the scheme.
