i. All surveys, investigations, data collection, etc. shall be done by the client.

ii. Correctness and authenticity of the details provided shall rest with client.

iii. This assignment is limited to the scope as per attached statement only.
The activities related to the day to day affairs, quantity, field execution,
safety aspects, workmanship, quality control, and site management, etc.
are not within the scope of this consultancy services.

iv. All site related issues, execution of works, quality and safety aspects,
progress of the works etc. shall be dealt with by the Client and the
consultant shall not be responsible for the same. The appearance before
the arbitral proceedings/ or any other authority is not within the scope of
this assignment.

v. All departmental coordinations and liaisoning shall be carried out by the


Client.

Hydrology, Hydraulics and Structural Design for all the components of the
Project: -
I. Complete set of Drawings including general arrangement drawings, cross-
sections, elevations, plans etc.
II. Detailed structural drawings including framing plans, sections, elevations and
reinforcement details.
III. Complete Design philosophy for all structures including following:
1) Loading/usage details
2) Seismic/ Wind consideration
3) Soil report for project site (reference of soil report shall be given in
design documents)
4) Site survey plans including contours
5) Geotechnical Investigation reports
IV. STAAD (or any other) structural model files with analysis results. (Soft Copy
required)
V. Structural design and reinforcement output written on drawings for its proof
checking.

Scope of services (Proof Checking) shall include:


1) Checking the requirements of survey and geotechnical investigations
2) Checking the requirements of data collection

 Review of available survey and investigation data and identification of survey

and investigation requirement considered necessary for fixing alignment of
piped canal system, location of structures, design of main pipe canal and
distributary system including structures, preparation of estimates, for record,
preparation of land plan schedules and Land Acquisition Proposals including
property cases and execution, investigation, commissioning and maintenance
of the project.
 Review of technical and design parameters for pipe canal system including
structures.
i. Review of Additional/fresh investigations, Observations and Studies
 Review of Assessment of additional/fresh surveys, geo-technical
investigations and laboratory tests, analysis and studies including other
relevant data as necessary.
 Review of results of additional investigations and laboratory tests, analysis
and studies
 Review of conceptual plan based on preliminary investigation/planning of the
Employer.
ii. Review of Detailed Investigation:
 Report / memorandum on conducting surveys and investigation indicating
investigation criteria, methodology to be followed, equipment proposed to be
used and method of analysis for all components of the Work (Command area,
pipe Canal Distribution System, Survey up to Chak, rising main and
Structures on the total piped canal system).
 Command survey plans of whole command area on combined village map
with contours at specified intervals making ridges and villages showing clearly
command area.
 Survey for fixing alignment taking trial pits/bore holes and borrow area survey,
fixing permanent benchmarks connected with GTS Benchmark along the
alignment on the piped canal Centre line.
 Longitudinal Sections and Site plan showing alignment of piped canals.
 Revenue registers village wise and outlet wise, preparing chak statement,
distribution system- wise, Outlet register.
 Catchment area survey, grid survey, levelling along nalla/river to determine
bed slope and cross section of nalla/river for C.D. works.

 Grid survey for other structures, such as Road crossing, trial pits, core drilling
for foundation investigation of structures.
 Plans schedules and land acquisition proposals (Private Land, Government
Land, Forestland if any etc.) Property cases if any and such as wells, trees,
houses etc., preparing temporary land acquisitions proposals for borrow area
or crop compensation.

REVIEW OF DESIGN AND ENGINEERING

 Review of the planning and designing of the project components as per


design criteria of Water Resources Department, relevant I.S. code, Guidelines
for planning and design of piped irrigation network issued from Central Water
Commission New Delhi, PWD, PHED, CPHEEO Manual, I.R.C. Publications,
canal parameters and circulars issued by the Water Resources Department
from time to time and any relevant specifications issued from time to time.
 Design, Drawings of Intake structure with motorized dual gate arrangements
with trash rack & approach channel
 Route Selection of Pipe Line Network
 Carrying capacity of Pipe on the basis of crop water requirement, rotation and
due water entitlement as per provisions Acts of State Authority
 Review of draw-off statement for every canal, design, drawing of L-section
and cross sections of Main canal, Distributaries, Minors, Sub Minors at
different reaches i.e. full cutting, Full filling, part cutting-part filling to feed
41903 ha area
 Review of detailed planning, hydraulic & structural design of the complete
canal network, including open channel up to sub minors/ piped distribution

accessories, Butterfly valve, Pressure control flow control valve, NRV, air
release valve &other as per design requirement etc.
 Detailed Planning, Hydraulic & Structural Design of Pump Houses and
Electrical Facility, SCADA system
 Detailed Planning, Hydraulic & Structural Design and Drawings of Canal
structures such as Head regulators, cross regulators, Escape, Super
passage, Tunnel, Cut & Cover, Bridges, Aqueduct, Syphon, Road bridges,
Diggies with pump house, hydrants, etc.
 Pipeline Crossings for railways, national / state highways, village road
crossing, PMGSY road, district road crossing, river crossing, Nalla crossing
etc.
 Design of all related HEM works for the entire project including canal network,
pump house’s, Head works etc.
 Residential and non-residential buildings, WUA office buildings etc.
 Detailed planning & design of paved Bitumen top inspection/service road
along Main canal with shoulders.
 Planning and design of HT/LT lines network to meet power requirement of
project including diggie points, head works, at residential & non-residential
buildings, WUA offices & others infrastructural points by connecting it to the
nearest 33 KV Grid station in the project area/nearby area of the project with
dedicated lines of adequate length.
 Design of all related HEM works for the entire project including canal network,
pump house’s, Head works etc.
 Detailed planning, hydraulic & structural design of Enroute free flow Tunnels
with its approach & exit channel to deliver design discharge

8) Review detailing as per IS codes and manuals


9) Comments on received drawings which are intended to be used for
construction and are assumed to be already complete.
10) Review of "As-Built" design and drawings including all changes/revisions during
the construction stage
11) Verifying the governing ground levels and data related to the sites and its
interface with the design and drawings submitted by contractor

12) Checking for finalization of CCA of the project under UHLC based upon water
allowance of 5.0 cusecs per 1000 Acres.
13) Proof checking of complete canal network for the given hydraulic parameters,
including open channel gravity flow upto sub minors/ piped distribution network
including surge/water hammer design, including all accessories on any
standard softwares, including details of all aspects of civil, hydraulic design for
safe & smooth operation/ monitoring and control of the system, as per the
approved alignment.
14) Checking of cross sections of canal at different locations i.e., cutting, filling,
partial cutting -partial filling section.
15) Checking of draw-off statement for every canal as per IS code.
16) Checking of Detailed planning, hydraulic & structural design of all canal
structures including Aqueducts with both side walkway, siphons, Fall,
DRB/VRB, Head & Cross regulators.
17) Checking of Detailed planning, hydraulic & structural design of Enroute free
flow Tunnels /cut & cover reaches with its approach & exit channel to deliver
design discharge at exit point as per the classified strata, approved L-section &
draw-off statement of the Main canal.
18) Checking of Detailed planning & design of single lane paved Bitumen top
inspection/service road along Main canal with shoulders.
19) Checking of Planning and design of complete command area up to hydrant
points, with average chak size of 200 Ha. under the given scope of complete
command area.
20) Checking of Distributing the design chak of about 200 Ha CCA further into Sub
chak size of about 12.5 ha to 15.0 ha. having hydrants at practically centroid/
junction of farmer field boundaries of every 1.25 ha to 1.50 ha. under the given
project boundary.
21) Checking of Irrigation scheduling in each chak in 4 or more rotations, as
approved by Owner, so as to provide equitable irrigation water in entire chak as
per crop water requirement.
22) Checking of Planning and design of Pump houses with diggie, sump well &
related civil works, energy efficient pumps & related HEM works at every chak
area.
23) Checking of General arrangement drawings for intake structure, Pump houses,
GSS, WUA office buildings, residential /non-residential buildings with
infrastructural works.
24) Checking of Planning & design of micro irrigation planning of every chak up to
hydrant points as per approved irrigation scheduling.

25) Checking of Planning and design of HT/LT lines network to meet power
requirement of project including diggie points, head works, at residential & non-
residential buildings, WUA offices & others infrastructural points by connecting
it to the nearest 33 KV Grid station in the project area/nearby area of the
project with dedicated lines of adequate length.
26) Checking of Design of all related HEM works for the entire project including
canal network, pump house’s, Head works etc.
27) Checking of Planning and preparation of irrigation scheduling, warabandi for
each chak area of the project area in consultation with the farmers/WUA’s.
Distribution of warabandi slips to individual farmers.
28) Checking for Development of geospatial database of all chaks including field
details, type of land, name of owner, location of proposed structures and pipe
network up to individual field level etc. in different layers.
29) Checking of Computer/mathematical model testing of largest distribution
network system from pump, main & lateral pipe lines, HDPE distribution
network up to each nakka/ hydrant proposed by the bidder.
30) Review of concrete mix design
31) Correspondence related to EPC contractor and department (for design
aspects)
32) Checking of Reinforcement Bar bending schedule given by contractor as per
approved design and drawings.
33) Checking of test reports of materials and equipment’s submitted by contractor

Review of as-built drawings for Rising Main, Gravity mains, branch lines,
distribution network, controlling and regulation system, etc for supply of water

37) Review of the works related to GIS


 GIS layers/shape files on Arc-GIS software,
 Digitization of Complete Canal System; command area maps with
complete information/attributes;
