POSTAL BALLOT BACK
• Filled-up Form 12 is to be submitted with copy of appointment order at
the election training venue (authorized official/designated counter) or
sent to RO at least 07 days (seven days or a week) prior to poll date.
• RO will make arrangements to issue Postal ballot and the connected
papers/envelopes to the Polling staff.
• Voting by such electors will be done at the training centres itself
through postal voting facilitation centre.
• Thus, the officials opting PB will not be able to post the ballot paper in
post offices.
• Note that once postal ballot is issued to an official, they can vote only
through Postal Ballot, even if their election duty is cancelled.

addressed to the RO of your home constituency.
• Such officials will be eligible to cast their vote through EVM-VVPAT
at Polling Station on the poll date where they are on duty.
• If their election duty is cancelled after the entry EDC is made in the
marked copy of electoral roll, such persons can cast their vote at any
Polling Station other than their original/home polling station using
the issued EDC.

intact.
• Ensure that CU, BU and VVPAT numbers are same as in issue
register, EVM Identification slip & attached address tags.
• Confirm that P.S. Number and name on all the Address Tags
must tally with the allotted PS.

DUTIES @ RECEIVAL CENTRE
• Ensure that number of EVM Identification slips received equals the
number of candidates.
• In case of discrepancy, bring it to the notice of RO/ARO
• Receive the poll material as per the list taking enough number of
Voter Slips, Cross arrow mark, Metal Seal, Indelible Ink vials, Distin
guishing mark, VVPAT Battery
, etc. as per the list.
CHECKING CONTROL UNIT
• Remove CU from its carrying case and Switch ON CU without
connecting BU / VVPAT & Check (Steps: 1 & 2) :
• Date & time – CU should show correct D/T (Step: 3)
• Check CU Serial No. on its display – Must be same as on EVM
identification slip, Issue register & CU metal sticker. (Step: 4)
• Number of Candidates on the CU must equal to that on Form 7A
plus the NOTA (Step: 5)
• Battery status – must be High (Step: 6)
• The Display will than display message ‘DISCOVERING UNITS’
and shall be going blank (Step: 7 & 8)
Note: 1] Each CU message will be displayed for about 7 seconds,
followed by beep sound (2 Seconds)

Remove BU from carrying case & check:
• Address tag of BU – It must be the BU of assigned PS
• Pink Paper Seal of BU – It must be intact
• Ballot Paper – must be properly installed
• Ballot buttons – upto NOTA button should be unmasked.
• Position of the thumb

01 for the 1st BU, 02
for 2nd BU, 03 for 3rd
BU, and so on.
RECEIVING VVPAT
Remove VVPAT from carrying case & check:
• Ensure that there is no direct Sunlight / High lumen bulb overhead
the VVPAT while opening its case.
• Check the address tag and ensure that correct VVPAT is received by
the polling team.
• The Paper Roll Compartment of VVPAT is secured by address tags
by RO using thread seals.
• The Ballot Slip compartment of the VVPAT is not sealed and should
not contain any printed paper slips.
• Ensure that Paper Roll lock (knob) of the VVPAT is set in horizontal
position while transportation.

Display of the four Voter Facilitation Posters (VFP) is an integral
part of the overall arrangements to be made at every PS.
PrO to ensure that the VFP’s are prominently displayed.
The VFP’s shall be displayed / pasted / stuck / affixed on the outside
wall, near entrance of polling station in the order of their Serial Nos.
i.e. VFP Nos.1 – 4.
Additional VFP Nos. 3 & 4 to be prominently displayed also at the
entrance of polling station premises in locations especially where
more than one Polling Stations are present.
REGULATION OF ELECTORS IN PS BACK
Police/Security Personnel to be instructed to ensure that :
Electors do not carry mobile phones, spy cameras, arms and
ammunitions, etc. inside the PS.
Entry of Voters in PS should be as 1 Male to 2 Females.
At any given time, only ONE voter shall be allowed to stand in front
of each PO maintaining social distance.
PWD, Senior Citizens & Pregnant Women must be given priority for
entering PS without having to wait in the queue.
Facility to be provided to take wheel chairs inside PS for wheel chair
bound electors.
COVID PROTOCOL
PS Sanitization will be done on the day before poll.
Sanitizer will be provided at Entry, Exit & apt locations in PS
with clear direction for its use by voters.
Soap & water shall be provided at entry & exit points of PS.
Thermal checking of voters will be carried out by Para Medical
staff or Asha worker at entry point of the PS.
Reserve face masks for electors who are not carrying mask will
be kept.
COVID PROTOCOL
Awareness poster on COVID-19 is to be displayed at visible
location.
Social distancing for voters standing in queue will be
maintained by earmarking circles at 6 feet distance.
Services of volunteers / Asha workers / BLO will be engaged to
monitor & regulate social distancing norms strictly.
Seating arrangement for electors in shade so that they can
participate in voting without Covid safety fear.
Priority to be given to High body temperature electors who are
instructed to visit PS during last one hour of poll.
COVID PROTOCOL BACK
All election officials are instructed to strictly maintain social
distancing as per the extant COVID-19 guidelines of State
Govt. & Ministry of Home Affairs.
A kit containing Mask, Sanitizer, Face shield and Gloves shall
be provided to every polling official and security personnel
Polling personnel shall be provided with PPEs wherever
needed.
All the officials shall wear face mask during every election
related activity.
Any Polling Personnel displaying higher body temperatures
will be immediately replaced with new Polling Personnel by
informing the Sector Officer/RO.
MISCELLANEOUS BACK

At last hour of poll, such electors will not wait in queue, but will
be allowed to vote on first come first bases.
HELP DESK FOR COVID INFECTED/SUSPECT BACK
COVID-19 related preventive measures will be strictly
followed for such electors.
COVID-19 patients who are quarantined will also be allowed
to vote at the last hour of the poll day under the supervision of
health authorities.
Sector Magistrates shall coordinate the same with health
authorities and polling teams in their allocated PS.
In case of those voters who are residing in the area notified as
containment zone, guidelines shall be issued separately.
Hand gloves shall be provided to the voter, for signing on the
voter register and pressing button of EVM for voting.

employment, education etc, and has not acquired citizenship of any
other country are known as Overseas Electors.

• The application of indelible ink is a vital safeguard against impersonation
and ensures that the same voter does not vote more than once.
• If an elector has no left forefinger:
• Then the indelible ink should be applied on any such finger, which
elector has on left hand starting with left forefinger.
• If elector does not have any fingers on left hand:
• Then the ink should be applied on right forefinger
• If elector has no right forefinger, any other fingers which elector
has on right hand starting with right forefinger.
• If elector has no fingers on either hands
• Ink should be applied on such extremity (stump) of left or right

DUTIES BEFORE THE POLL
Polling Team to be ready 90 minutes before poll
Scheduled time.
If no Polling Agents are present or if Polling Agent of
single candidate is present, then R.O. is to be informed
immediately.
Polling team to wait for 15 mts. (max) for Polling agents
of 2 or more candidates to arrive.
Even if no Polling agent arrives, the polling team to start
with preparation of mock poll.
LEGAL PROVISION FOR MOCK POLL
Mock poll is compulsory.
ECI mandates that: NO MOCK POLL at a
Polling station is treated as NO POLL conducted
at that Polling Station.
Mock Poll has to be started, even if Polling Agents
have not arrived at the Polling station.

EVM CONNECTIONS
1. Place BU and VVPAT in actual Voting Compartment.
2. Place CU on Table of PrO / PO-3, so that these are not moved
after setting up or after the mock poll.
3. Connect BU Cable with VVPAT & VVPAT Cable with CU.
4. Hold the cable from center of plug while connecting.
5. Un-lock paper roll knob of VVPAT to vertical position.
6. Connecting wires may be taped to leg of table with transparent
Adhesive tape in such a manner that the wire does not hang in air
& are also not concealed.

Press “CLOSE” button on Control Unit and wait to observe activities
on display section, till CU completes its closing process.

Press TOTAL button and show that the count of votes
present in the EVM match with the total votes polled by
them during mock poll.
Once Poll is CLOSED, ballot cannot be released into the
Balloting Unit.
Trying to press BALLOT button displays error message:
INVALID ensuring that the voting cannot be taken up by
EVM once poll is CLOSED.

Press “RESULT” button and manually note the result count of each
candidate on CU display. (Repeat this step, if required)

Presiding Officer is the overall in-charge of the Polling Team.
To ensure that the start of poll is not delayed for unduly long hours for
any reasons.
May swap duties of Polling Officers as per need of hour.
To avoid frequent visit to Voting Compartment.
Can inspect the Balloting Unit strictly in presence of Polling Agents.
Ensure Free and Fair poll.
Leave no chance for allegation against polling staff.
Any voter seeking help/express inability to vote using EVM, Presiding
Officer to explain the voter the voting process by using cardboard EVM
outside VC in presence of Polling Agents
Will give cumulative report to the RO/ARO through Sector Magistrate
or representative of RO every two hours.
Will often verify the figures taken from EVM using its TOTAL button
with the Register of voters.

LEGAL PROVISIONS – POLLING PARTY BACK
• The appointment of Polling team is done by DEO under provisions of
Section 26 of RPA, 1951.
• Under Sec 28A of RPA 1951 Polling party is deemed to be on
deputation to ECI from date of Notification of Election until
declaration of results.
• During this period, Polling party is subjected to control,
superintendence and direction of ECI.
• The PrO is responsible for all the activities at assigned Polling
Stations and will control the proceedings therein.
• PrO shall carry out all the duties at PS with the help of Polling Party
and Polling Agents.
• Note that in case of unavoidable absence of PrO, one polling officer
is authorized to perform duties as PrO.
