IDENTIFY HAZARD AND RISKS IN THE WORKPLACE

Background Information for the Learners

Occupational Safety and Health is a cross-disciplinary area concerned with protecting the
safety, health and welfare of people engaged in work. The goal of all occupational safety and health
program is to foster a safe work environment.

Safety Regulations

1. The Philippine Clean Air Act of 1999

The Clean Air Act is the constitutional law designed to make sure that all Filipinos
have air that is safe to breathe. In 1999, Congress enacted Republic Act No. 8749, otherwise
known as the Philippine Clean Air Act, a landmark legislation setting a comprehensive air
quality management policy and program which aims to achieve and maintain healthy air for all
the people in the Philippines.

2. Waste management is the collection, transport, processing, recycling, or disposal of waste

materials. Waste Management program helps manage hazardous chemical, radioactive,
medical, and other wastes safely and legally.

Types of Waste
Waste includes all items that people no longer have any use for, which they either
intend to get rid of or have already discarded.

A. Solid wastes
Solid waste is defined as any waste that is dry in form and is discarded as unwanted.
Examples are plastics, Styrofoam containers, bottles, cans, papers, scrap iron, and other trashes.

B. Liquid Wastes
Liquid waste includes human waste, runoff (storm water or flood water), sullage,
industrial wastewater and other forms of wastewater from different sources. Examples are
chemicals, oils, wastewater from ponds.

Classification of Wastes According to their Properties

A. Biodegradable
Biodegradable wastes are those that can be broken down (decomposed) into their
constituent elements by bacteria and other microorganisms. Examples are human and animal
wastes, food waste, paper, and agricultural wastes.

B. Non-biodegradable
Non-biodegradable trash is any discarded item that cannot be broken down by living
organisms. Non-biodegradable trash accumulates in the environment because it cannot return
to its origins. Examples are plastics, bottles, old machines, containers, and others.

Classification of Wastes According to their Effects on Human Health and the

Environment

A. Hazardous wastes – are unsafe substances used commercially, industrially, agriculturally,

or economically. Examples are paint, motor oil, pesticide, drain opener, prescription drugs,
air fresheners, batteries.
B. Non-hazardous wastes – are safe substances used commercially, industrially,
agriculturally, or economically. Examples are papers, cardboard, linings, wrappings, paper
packaging materials or absorbents.

Process Flow of Waste Management

The process flow refers to the 3 (or 4) R’s of reduce, reuse, recycle, and recover which classify
waste management strategies according to their desirability.

Reduce - to buy less and use less.

Reuse - elements of the discarded item are used again.
Recycle - discards are separated into materials that may be incorporated into new products.
Recover - capturing useful material for waste to energy programs.

3. Disaster Preparedness and Management aims to reduce, or avoid the potential losses from
hazards, assure prompt and appropriate assistance to victims of disaster, and achieve rapid and
effective recovery.

EVALUATE HAZARDS AND RISKS

BACKGROUND INFORMATION FOR THE LEARNERS:

Housekeeping is one of the domestic jobs that requires a training and familiarity with the
practical applications. In this light, a good housekeeper should be acquainted with the necessary and
simple protocol in performing the job. Good housekeeping requires that the housekeeper should be able
to apply or practice Occupational Safety and Health (OSH) Procedure. OSH is a cross-disciplinary area
concerned with protecting the safety, health, and welfare of people engaged in work. Part of the OSH
is the identification and evaluation of hazards and risks in the workplace. Hazard is a situation that
poses a level of threat to life, health, property, or environment while Risk is the possibility or chance
that somebody could be harmed and the indication of how serious the harm can be.

TYPES OF HAZARDS
1. Biological - is one originating from an organism that is foreign (in presence or concentration) to the
organism being affected. Many biological hazards are associated with food, including certain viruses,
parasites, fungi, bacteria, and plant and seafood toxins.

2. Chemical – a chemical can be considered a hazard if by virtue of its intrinsic properties can cause
harm or danger to humans, property, or the environment. Chemicals include products with commercial
uses, such as agricultural and industrial chemicals, as well as products developed for home use.

3. Mechanical – is any hazard involving a machine or process such as motor vehicles, aircraft, and
airbags. Compressed gases or liquids can also be considered a mechanical hazard.

4. Physical - A physical hazard is a naturally occurring process that has the potential to create loss or
damage. Physical hazards include, but are not limited to, earthquakes, floods, and tornadoes.

5. Ergonomic - It is a physical factor within the environment that harms the musculoskeletal system.
Ergonomic hazards include uncomfortable workstation height and poor body positioning. Ergonomic
hazards are caused by poorly designed workplaces or processes. Examples are poor lighting, or a job
that requires you to repeat the same movement over and over.

Remember The Following Terms:

Clean Air Act - is the constitutional law designed to make sure that all Filipinos have air that is safe to
breathe.
Waste management - is the collection, transport, processing, recycling or disposal of waste materials.
Waste Management program helps manage hazardous chemical, radioactive, medical and other wastes
safely and legally.
Disaster Preparedness and Management - aims to reduce, or avoid the potential losses from hazards,
assure prompt and appropriate assistance to victims of disaster, and achieve rapid and effective
recovery.
Mitigation - Minimizing the effects of disaster. Examples: building codes and zoning; vulnerability
analyses; public education.
Preparedness - Planning how to respond. Examples: preparedness plans; emergency exercises/training;
warning systems.
Response - Efforts to minimize the hazards created by a disaster. Examples: search and rescue;
emergency relief.
Recovery - Returning the community to normal. Examples: temporary housing; grants; medical care

CONTROL HAZARDS AND RISKS

Background Information for the Learners

Occupational Health and Safety

Occupational Health and Safety is a planned system of working to prevent illness and injury
where you work by recognizing and identifying hazards and risks. Health and safety procedure is the
responsibility of all persons. You must identify the hazard where you are working and decide how
dangerous they are.

Personal Protective Equipment

Personal Protective Equipment (PPE) refers to hand gloves, mask, apron, etc. protective
clothing, goggles, or other garment or equipment designed to protect the wearer's body from injury by
blunt impacts, electrical hazards, heat, chemicals, and infection, and job-related health purposes.

List of Personal Protective Equipment (PPE) but not limited to:

MAINTAIN OPERATIONAL HEALTH AND SAFETY AWARENESS

Emergency-Related Drills and Training

Fire Safety

This refers to precautions that are taken to prevent or reduce the likelihood of a fire that may
result in death, injury, or property damage, alert those in a structure to the presence of an uncontrolled
fire in the event one occurs, better enable those threatened by a fire to survive, or to reduce the damage
caused by a fire. Fire safety measures include those that are planned during the construction of a
building or implemented in structures that are already standing, and those that are taught to occupants
of the building.

There are other several causes of fire, they are as follows:

● Overheated appliances, like failure to switch off water heater and unplug flat iron after use
● Worn-out electrical connections
● Left unattended lighted candles
● Overheated lights (Christmas lights to be specific) and lanterns
● Sudden surge of electricity

Fire drills are conducted at the frequencies specified by the Fire Code and involve all of the following
activities and considerations:

Earthquake

It is the shaking and vibration at the surface of the earth resulting from underground movement
along a fault plane or from volcanic activity.

The following activities are to be undertaken:

I. Before the Earthquake

● Engage yourself in training activities that promote safety and disaster preparedness.
● Participate in government-initiated earthquake drill and evacuation drills.
● Participate in some private companies providing training on emergency response skills. This
is part of your preparation.
● Share your acquired knowledge and skills to your family and friends.
II. During the Earthquake
A. Indoors
● Stay inside
● Drop, cover and hold on. Move only a few steps to a nearby safe place. Take cover
under and hold onto a piece of heavy furniture or stand against an inside wall. Stay
indoors until the shaking stops. Stay away from windows and doors.
● If you are in bed, hold on, stay and protect your head with a pillow.
B. Outdoors
● Find a clear spot away from buildings, trees, and power lines.
● Drop to the ground until the shaking stops.
III. After the Earthquake
A. Personal Safety
● Expect aftershocks. Each time you feel one, drop, cover and hold on.
● Check yourself for injuries. Protect yourself by wearing long pants, a long-sleeved
shirt, sturdy shoes and work gloves.
● Listen to a battery-operated radio or television for the latest emergency information.
● Check others for injuries. Give first aid where appropriate. Do not move seriously
injured persons unless they are in immediate danger of further injury.
● Remember to help your neighbors who may require special assistance like infants, the
elderly, and people with disabilities.
B. Home
● Inspect your home for damage. Get everyone out if your home is unsafe.
● Fires: Look for and extinguish small fires.
● Gas: Check for gas leaks. If you smell gas or hear blowing or hissing noise, open a
window and leave building. Turn off the gas at the valve.
● Electricity: Look for electrical system damage. Turn off the electricity at the main fuse
box or circuit breaker if you see sparks or broken or frayed wires, or if smell hot
insulation. If you have to step in water to get to the fuse box or circuit breaker, call an
electrician first for advice.
First Aid
It is the provision of initial care for an illness or injury. It is usually performed by non-expert,
but trained personnel to a sick or injured person until definitive medical treatment can be accessed.

A good first aider must possess the following characteristics:

Watchful – pay strict attention to the situation.

Resourceful – ability of devising ways and means.
Gentle – having a kind and calm characteristic.
Diplomatic – careful in saying a word not to upset other people.
Sympathetic – a mutual association or feeling to be shown to the victim.
Gladsome – possessing a good spirit, likely to display gloom.

General Directions for First Aid

1. Give immediate action. Action taken needs to be cautious not to cause panic. The first-aider must
remain calm all the times.
2. Keep the victim on its position; if possible, lay him/her down.
3. Assess the situation. Examine the victim from injuries.
4. Plan action to be taken. It involves seeking expert assistance.

OBTAIN AND CONVEY WORKPLACE COMMUNICATION

Background Information for the Learners:

Communication is the process of exchanging information and ideas through a common system
of symbol, signs or behavior. Listening, reasoning and feedback is an important part of the process as
it is an opportunity for the sender to make sure the receiver has understood the message. The other
consideration is the “noise” associated with the communication – what else is happening, what are the
distractions etc. Noise can have a big impact on the message the receiver decodes.

Barriers to Communication

Some common barriers to effective communication include:

● The use of jargon or unfamiliar terms.

● Emotional barriers and something that is not acceptable to mention or say.
● Lack of attention, interest, distractions, or irrelevance to the receiver.
● Differences in perception and viewpoint.
● Physical disabilities such as hearing problems or speech difficulties.
● Physical barriers to non-verbal communication.
● Language differences and the difficulty in understanding unfamiliar accents.
● Expectations and make biased which may lead to false statement. People often hear what they
expect to hear rather than what is actually said and jump to incorrect conclusions.
● Cultural differences. The principles of social interaction vary greatly in different cultures, as
do the way in which emotions are expressed. For example, the concept of personal space
varies between cultures and between different social settings.
Verbal communication is communication involving words, both spoken and written. Non-
verbal communication is made up of messages transmitted by our facial expressions and the way we
move.

● Our body language and our attitude are important when we are communicating with guest.
You should:
● Always make eye contact with the guest and smile
● Use a pleasant tone of voice
● Use hand gestures that accord with what you say
● Maintain a distance that shows that you are listening attentively to the guest without being too
close or too far away.

Sources of Information
There are a lot of different sources of information available. These are the following list that can be
the sources of information:
● Team members
● Supervisor/ department heads
● Suppliers
● Trade personnel
● Local government
● Industry bodies

Medium Used in Transferring Information and Ideas

Many different types of medium are used as communication channel. Here is the list of mediums
used in transferring information and ideas:

● Memorandum – a communication that contains directive, advisory or informative

● Circular – a paper intended for wide distribution
● Notice – a written or printed announcement
● Information discussion
● Follow-up or verbal instructions
● Face to face communication
● Mass media – a medium of communication (such as newspapers, radio or television) that is
designed to reach the mass of the people

Storing, Filing and Managing Information and Forms

The focus on storing, filing and managing information and forms is to store documents in an
organized and secure way that still allows information or forms to be found easily. Here is the filing
system you need to know:

1. Manual Filing System – is a structured set of personal data that are accessible according to certain
criteria.
2. Computer-based Filing System – a system of organizing files that utilizes hard drive space or
network space. The system may either be computer software, an Internet- based program, or a simple
file and folder system on the desktop of a computer.

Workplace Interactions and Protocols

For businesses to function as desired, managers and lower-level employees must be able to interact
clearly and effectively with each other through verbal communication or non-verbal communication to
achieve specific goals.

Here some ways of communication or non-verbal communication to achieve the said specific goals:
1. Face to face – within each other’s sight or presence.
2. Telephone – an instrument for reproducing sounds at a distance.
3. Electronic & two-way radio – being a medium by which information is transmitted electronically.
4. Written including memos, instruction and forms, non-verbal including gesture, signals, signs and
diagrams.

In - And Off - House Policy Management

House Rules/ Hotel Rules are a set of rules and standards that tell employees what is expected
from them and how they should act in various work situations.

Housekeeping attendant should BE INFORMED about:

1. In- house rules on employee behavior, example: smoking, chewing gum, food, personal telephone
calls.
2. Unlawful conduct such as theft or destruction of property.
3. Company privileges such as discounts, meals, or use of specialized services.
4. Clothing or uniform.
5. Authorized access to facilities for personal and professional use.
6. Shift and pay information.
7. Gratuities/tips
● Do not assume money/items left in stay-over rooms are gratuities.
● Immediately report to your supervisor any money found in an unusual location.
● do not assume tips will be given
● accept tips graciously, thank the guest and put gratuity away immediately upon receipt.
To learn the details of these policies, you can:

1. Ask your supervisor.

2. Carefully read your training manual or employee handbook.
3. Attend staff meetings.
4. Talk with your co-workers to ensure common understanding

House Rules for Guest

be used by the guest. All guest when checking in should read the house rules to prevent
misunderstandings. It is a must to be familiar with the house rules and to fully adhere to them because
any violation of the house rules means cancellation of reservation and charge of the full amount of price
of accommodation.

Conducting a Meeting

Meeting is a gathering of two or more people that has been convened for the purpose of achieving
a common goal through verbal interaction, such as sharing information or reaching agreement. Meetings
may occur face to face or virtually, as mediated by communications technology, such as a telephone
conference call, or a video conference.

COMPLETE RELEVANT WORK-RELATED DOCUMENTS

Basic Documents and Forms

Forms are documents that serve as evidence in a specific incident, situation, and happening.
Housekeeper should be knowledgeable in filling out housekeeping forms which includes:
● Housekeeping daily assignment checklist;
● Maintenance request form;
● Housekeeping work order form;
● Guest room cleaning checklist;
● Stock requisition form;
● Lost property report; and
● Housekeeping status report.

1. Housekeeping Attendant’s Daily Assignment Sheet

Housekeeping Attendant’s Daily Assignment sheet is a form used by housekeepers or room

attendants to record the task done during their shift. This form will also be held them plan their work
for the day. After each room is serviced, the room attendant must list down the time they have entered
the room for the room service and log in their time out after completion. They must also note down the
room status before service and after service, the number of extra bed or cot placed, and also the number
of linens replace in the room. The housekeeper will receive this form after their briefing before they can
start their daily task.

2. Maintenance Request Form

Maintenance Request form is used whenever there are problems reported by the guest to the
housekeeping department. Common problems for maintenance are faulty equipment, electrical issues,
broken furniture, TV not working properly, etc.
3. Housekeeping Work Order Form

Housekeeping Work Order form is used when there are requests for work to be done.

4. Guest Room Cleaning Checklist

The Guest Room Cleaning checklist is used by the housekeeping supervisor to check, on a daily
basis, how the cleaning service for every guest room was done.
5. Lost and Found Slip

Lost and Found slip is an important document to keep track of records for lost and found items.

Lost and Found Register

SL Date Time Area/ Item Descripti Found Item Addre Date Signatu

6. Housekeeping Status Report

Housekeeping Status report is prepared by housekeeping department and handed down to the
front desk to give them an update as to the status of each hotel room. The front desk then assigns rooms
to arriving guests based on the occupancy report.

Basic Mathematical Process

Budget Requirements for a New Hotel or Lodging House

Pre-operating requirements are determined in advance before commercial lodging establishment

opens. The supervisor must prepare a par stock list of standard room amenities, equipment and
materials, cleaning supplies and chemicals, laundry facilities and other items. He should also prepare
his manning guide based on approved productivity ratio and budget for labor cost.

To determine requirements for rooms maintenance:

1. Come out with a package of room supplies and amenities by room classification.
2. After determining the standard amenities, compute for the par stock requirements. A “par
stock” is a numerical multiple of the ‘’house set-up” and maybe used to establish the inventory
level to be maintained.

For linen items like bed sheets, blanket, bath towel, the par stock is computed as follows:

Required par quantities for bed sheets at 100 % occupancy

= Number of beds X 3 sheets per bed
= Quantity of bed sheets needed daily
= 1 par (for house set-up)
Total par stock required = par stock (1 par) X 4
Where 1 par goes to initial set-up
1 par to replenish the soiled items
1 par as clean stand-by
1 extra par as reserved stock for the stock shelves
To illustrate the calculation of par stock, let us assume that a 100-room hotel has a 100%
occupancy and is equipped with 2 beds per room. The linen requirements will be computed as:

100 rooms X 2 beds = 200 beds

Total bed sheets required per day = 200 beds X 3 linen per bed
= 600 (1 par)
Total requirements = 600 X 4 par
= 2400
Some hotels base their total requirements on a par of five rather than four in order to avoid
shortage, especially if the turnover is very frequent like in the case of those accepting “short time”
(guests stay for short period less than 8 hours)

If the hotel is experiencing consistently low occupancy, the required par quantity may be
reduced to a par of 2 or 3 especially if the budget is limited. Par levels must be adjusted on a case-to-
case basis, depending on the occupancy level and the availability of funds.

DESCRIBE TEAM ROLE AND SCOPE

Background Information for the Learners:

Central to most team building concepts is the ability to take a group of individuals with a range
of strengths and create a team. This article is part of our stages of team development series based on the
Strengths, Teamwork, Alignment and Results (STAR) team model. The STAR team model suggests
that effective teamwork in the workplace happens when four aspects are present.

● Individual flourishes as they use and develop their Strengths.

● People come together building relationships that result in effective teamwork.
● The team leader aligns the team through effective communication of purpose, so that individual
strengths combine with teamwork to deliver the teams results.
● Together everyone achieves more as performance flows and Results that are meaningful and
rewarding to the team are achieved.

At this stage of developing a team, you will have already used team building techniques to form
the team such as:

● Establishing the purpose of the team and agreeing the results the team needs to produce.
● Identifying the tasks needed to be fulfilled.
● Allocating roles and responsibilities based on strengths.

In this phase team building concepts need to:

Build and focus on teamwork values

Clarify how things are done in the team
Identify clear roles in the team and support the team in fulfilling them
Encourage participation
Manage conflict by open fair problem-solving approaches.
Ensure communication is effective
Clarify individual agendas and how they fit/ don’t fit with the team’s goals.

Role of the Team

When teams are formed, it is normal for people to take different roles, according to their
position, ability or character type. Formal roles are the external, defined positions that are associated
with given responsibilities and are usually allocated according to the position or ability of each person.

Five Functions of a Good Team:

1.) Trust is the foundation of a good team. Trust is about being vulnerable. The only way to gain
trust is if concerns or problems aren’t buried and there are no hidden agendas. Trust is gained
through time and evidence.
2.) Conflict Management. Great relationships are not characterized by the absence of conflict, but
actually the ability to repair after a break (conflict). Things that are damaging to relationships
include passive or sarcastic comments and gossip.
3.) Commitment is a promise or firm decision to do something, or the fact of promising something.
4.) Accountability. High standards drive accountability. Accountability often has a negative
connotation, but it’s not necessarily negative. Accountability is simply having high standards and
taking responsibility, which includes both reprimands and praising.
5.) Focusing on Results. That means there is no status or ego. It’s not about us. We must believe
that if the team fails, I fail and if I succeed, we succeed.

Objectives of the Team:

a.) To understand the importance of working as team and the impact of team spirit on achieving
organization;
b.) To enhance participant’s skills when practicing teamwork concepts in housekeeping;
c.) To be able to use techniques for handling team interpersonal problems; and,
d.) To gain greater insight.

Standard Operating and/ or Other Workplace Procedures

Standard operating procedures are written, step-by-step instructions that describe how to perform a
routine activity. Employees should complete them in the exact same way every time so that the business
can remain consistent. Standard operating procedures help maintain safety and efficiency for
departments such as:

● Production/operations
● Sales and customer service
● Employee training
● Legal
● Financial
● Team Structure

It refers to the composition of an individual team or of a multi-team system. It is an integral

part of the teamwork process. A properly structured patient care team is an enabler for and the result of
effective communication, leadership, situation monitoring, and mutual support. It is important to
identify and recognize the structure of teams, because teamwork cannot occur in the absence of a clearly
defined team.

WORK AS A TEAM MEMBER

Team Member is defined as:
A person belonging to a specific group of people involved in attempting to achieve a common
goal. For example, a team member could be one of several institutional investors trading the asset
markets together, or a business person working closely with others within their company.

Workplace Context
As policy makers increasingly focus on workplace learning as a way of improving
organizational performance, the debate about the learning organization has grown. Counterbalancing
the often-over-optimistic assumptions made about the future of work and learning, this module argues
that without a contextualized analysis of the field, our understanding of the learning environment is
limited. It reconsiders the true role and nature of workplace learning in context.

Conditions of Work Environment

Working conditions are at the core of paid work and employment relationships. Generally
speaking, working conditions cover a broad range of topics and issues, from working time (hours of
work, rest periods, and work schedules) to remuneration, as well as the physical conditions and mental
demands that exist in the workplace.

Working conditions are defined as the circumstances such as working hours, stress, degree of
safety, or danger that affect the workplace. Improving the work environment and conditions contributes
greatly to the staff’s motivation, and subsequently to their performance. An improved work
environment and better work conditions can also reduce staff turnover and the related costs.

Employer-Employee Relationship and Work Agreements

The agreement binding both the employer and the employee is known as an employment
contract. However, the absence of an employment contract does not indicate an absence of an
employer employee relationship. When the existence of the employer employee relationship is in
question, the court has generally applied the four-fold test. If the employer employee relationship can
be established, the employer may not terminate the service of the employee without a just or authorized
cause.

Four Elements Employer-Employee Relationship

Therefore, to determine the existence of an employer-employee relationship, the four-fold

test is usually applied:

● the selection and engagement of the employee;

● the payment of wages;
● the power of dismissal; and,
● the employer’s power to control the employee on the means and method by which the
work is accomplished.

Practice Safety, Good Housekeeping, and Quality Guidelines in Workplace

To maintain a safe and healthy workplace, housekeeping must be a priority. According to the
Canadian Centre for Occupational Health and Safety, (CCOHS) poor housekeeping can present hidden
hazards that may cause incidents, including tripping on loose objects in walkways, being hit by falling
objects, and slipping on wet or dirty surfaces.

CCOHS recommends establishing a workplace housekeeping program that manages “the

orderly storage and movement of materials from point of entry to exit.” The center advises training
employees on how to safely work with the products around them. Also, integrate housekeeping
responsibilities into jobs by having workers clean up as they go during shifts by removing waste and
unused materials and inspecting their work area to ensure cleanup was properly completed.
Additional tips include:

● Ensure all spills are immediately cleaned up. Replace worn, ripped and damaged flooring and
place anti-slip flooring in areas that cannot continually be cleaned, such as an entrance.
● Maintain clean light fixtures to improve lighting efficiency.
● Keep aisles and stairways clear. Consider installing warning signs and mirrors to help improve
sight lines in blind corners.
● Regularly inspect, clean and repair all tools. Do not use damaged tools.
