Increasing popularity of NIRF: The 2023 edition saw 8,686 applications for ranking from 5,543 unique
institutions, which is an increase of about 20 per cent applications and 15 per cent institutions from previous
year. The Y-o-Y growth in the
number of institutions and
applications highlight the

acceptance of NIRF ranking

stakeholders in higher
education. The eighth edition
of NIRF ranking also saw
addition of two new categories:
Agriculture and Allied, and
Innovation taking the total

Higher competitive levels and quality improvement of institutions: The eighth edition of NIRF rankings
has been more competitive than the previous edition with a marked increase in the average scores of all
ranked institutions across all the categories. While the parameters/ sub-parameters for ranking and
methodology of ranking have, largely, remained the same, this marked increase in the average score
indicates an improvement in the quality of higher education institutions in the country.
This upward movement of average scores along with a Y-o-Y increase in overall participation in rankings

Primary drivers of performance: Some categories that have seen a marked improvement in average
scores are University (1.70), Engineering (1.66), Medical (2.91), Pharmacy (2.27), and Architecture and
Planning (1.88). The general trend observed is that the improvement in average scores across these
categories has been primarily driven by increased focus of institutions on research outcomes. Maximum

improvement is seen in RPC scores for all these categories except Medical (TLR has shown maximum
improvement)

While the increased focus on research has been a result of various initiatives at the Central, State, and
Institutional levels, the higher weightage given to research in NIRF methodology (across most categories)
can also be seen as one of the drivers that has pushed institutions towards focusing and investing more on
achieving better research outcomes.
In addition, there has been an all-round performance improvement (except in perception across some
categories) in 2023 rankings highlighting that the top institutions in the country are undertaking initiatives
across all areas to be continuously ranked and to stay relevant.
Dominance of INIs and universities in ranking: With respect to the type of institutions dominating NIRF
2023 rankings (considering only unique ranks across categories), share of affiliated colleges has dropped
from 22 per cent in 2022 to 13 per cent in 2023 whereas share of state public universities has increased
from 14 per cent in 2022 to 19 per cent in 2023. These could be, primarily, attributed to the following:
• Unique ranks in engineering category brought down from 200 to 100 – Dominance of affiliated colleges
(31 per cent of all ranked institutions in 2022) in this category reduced to just nearly seven per cent in
2023
• The new category Agriculture and Allied is dominated by State Public universities (>70per cent)
• While affiliated colleges are seen to perform on par/ better than universities in TLR and GO parameters,
they fall behind the universities by a significant margin in research (given the teaching focus of
colleges). The research focus (in terms of resources and investment) of affiliated colleges is low by
design. However, as part of rankings, across categories, they are required to compete with INIs and
universities that have higher research capabilities and focus. This is seen to impact the overall ranking
of affiliated colleges across the different categories as research is given a higher weightage (across
most of the categories).

of the top ranked NIRF institutes are in four states and one union territory of India viz. Tamil

• The average scores of private universities have improved across all parameters indicating
increasing competition among the top private universities. RPC parameter has seen the biggest
improvement (24.71 in 2022 to 29.88 in 2023) indicating a strong focus among private universities
to improve research outcomes
• Public universities, while still ahead of private universities this year, have seen a drop in average
scores across GO and PERC parameters compared to NIRF 2022 results.

The NIRF aims to identify and recognise top performing institutions, promote competitiveness among
institutions and assist prospective students in their decision-making process when selecting institutions.
Categories of rankings:
NIRF releases overall rankings for universities and colleges as well as domain-specific rankings in different
disciplines to provide a common view of comparable institutions. There are, in total, 13 categories of
rankings under NIRF- 2023 with two new categories – Agriculture & Allied Sectors and Innovation --
introduced this year. The ranking methodology for these distinct categories is tailored to suit the nuances of
individual discipline.
The number of participating institutes has been increasing since the launch of NIRF in 2016 across all
categories, showing the growing popularity and preference to participate in NIRF rankings. In 2023, the total
number of participating institutes 1 (5543) was ~15 per cent higher than participating institutes in 2022
(4780).

• The university category ranks participating state-public, state-private, central, and deemed-to-be
universities across the nation across the five parameters. This year’s top three ranked private
institutions and public institutions are:
The top three public institutions continue to hold their fort at the top of the rankings. Manipal Academy of
Higher Education, Amrita Vishwa Vidyapeetham and Vellore Institute of Technology continue to be the
top ranked private universities, albeit unlike last year, Manipal Academy of Higher education has
surpassed Amrita Vishwa Vidyapeetham to become the top private university at rank six.
• State public universities dominate the rankings: The top 100 university rankings are dominated by
state public universities (39) followed by private deemed to be universities (34).
o Out of the total 51 central universities 2 in the country, 14 feature in the NIRF top 100
o The overall split of public and private universities is 59:41 in NIRF top 100 universities.

Variation in scores by rank band: The difference in scores for the ranks one and two is 14.24 points,
whereas the average difference is only 0.85 points in the between rest of the universities from rank one to
10 highlighting the clear lead enjoyed by university ranked first over the others. For universities in the rank
band 11–100, a small shift in score would result in a large shift of their ranking due to small deviations in
scores in these rank bands

The number of ranked institutions in Tamil Nadu (22) is more than double in any other state (21
universities in 2022). Maharashtra and Karnataka emerge as states with 10 universities, each.
Interestingly both private and public universities (including both state and centrally funded public)
universities in Tamil Nadu have made equal contribution (11 each) in the state emerging as an outlier on
overall university rankings. This highlights the state’s overall dominance in terms of quality of education
offered across all types of universities. A similar trend is seen in Maharashtra and Karnataka as well;
however up north in Delhi and UP, almost all universities that made it to the top 100 are public universities.

A total of 42 universities have shown an improvement in rankings: The top four climbers within the top
100 have been depicted below. Birla Institute of Technology made the highest jump of 28 positions from
2022 driven by the significant improvement in GO and Perception parameters. The second highest
improvement was Shoolini University of Biotechnology and Management Sciences which made a jump by
23 positions.
Note: The values for the parameters are the differences between the scores in 2023 and 2022

number of ranks from 2022 are shown below along with their change in parameter scores. It is important to
note that majority of these universities have retained almost the same score as the previous year yet

experienced a significant drop in ranking. One of the key reasons for their decline is the corresponding rank
band in which these universities fall, where a minimal score change can result in larger drop in ranks. Also,
there are an increased number of universities scoring marginally higher and thereby getting better ranks.
So, these universities, despite maintaining similar scores have suffered a drop in rankings. This points to an
increasing competition between the universities, wherein a stagnation or marginal decline in score can
result in a significant shift in ranks.

• Institutes of National Importance and Private Deemed Universities dominate the top 100
institutes, where almost half of the share is taken by Institutes of National Importance alone. Affiliated
colleges saw a maximum number of drops in top 100 rankings vis-à-vis last year.

Variation in scores by rank band: For the engineering category, the variation of scores, that is the
difference in maximum score and minimum score in that rank band, decreases as the ranks drop. This
implies that a unit shift in score in the lower rank bands will result in a significant shift in the rankings.

Fifteen among the top ranked engineering institutes are from Tamil Nadu: In continuation to their
performance in 2022 rankings,15 institutions are from Tamil Nadu, followed by Delhi, Karnataka, and Uttar
Pradesh with seven institutions each. Similar to the trend observed in overall university rankings, southern
states see both private and public institutes making it to top ranks, however in northern states like Delhi and
Uttar Pradesh, most ranked institutes are public / public affiliated institutions.

in the NIRF engineering category rankings for the first time, six have made a jump from the 101–200 rank

Among the top 100 institutions in 2023, a total of 36 institutions have shown an improvement in
ranking: National Institute of Technology Delhi made highest jump of 143 ranks followed by Rajiv Gandhi
Institute of Petroleum Technology which made a jump of 103 ranks. These improvement in rankings are
majorly driven by the improvement in TLR and RPC scores.

Among the top 100 institutions in 2023, 46 institutions have shown a drop in their ranking: AU
College of Engineering (A) dropped most by 17 ranks followed by National Institute of Technology, Srinagar
which saw a drop by 16 ranks. Out of the four institutions who have seen the highest drop in ranks among
top 100 institutions in 2023, two of them saw a drop in their rank despite improving their overall score when
compared to 2022 scores.

• Total of 776 institutes participated in the NIRF 2023 management category: The number of
participating institutes increased to 776 in 2023 from 751 institutes in 2022 and the number of
institutions ranked in this category is 100 which is the same as the previous year.
• Top three public and private management institutes: Indian Institute of Management Kozhikode
featured in the top three ranks, displacing Indian Institute of Management Calcutta, for the first time from
the top three ranks. The highest ranked public and private institutions within the management category
in NIRF 2023 are shown below:
• Institutions of National Importance dominate the top ranks while private institutions claim
majority in the top 100: Institutes of National Importance occupy the top eight positions and top 15 out
of the top twenty ranked institutes. Amongst the top 100 ranked institutes, there are 31 institutes of
national importance followed by 27 private autonomous institutes, 14 state private universities and 12
deemed private universities.

Variation of scores by rank band: For management ranking category, the variation of scores, which is the
difference in maximum score and minimum score in that rank band decreases as the ranks drop. The
spread of scores by rank band is shown by the graph below.
Uttar Pradesh has the highest number of ranked institutions among all states closely followed by
Tamil Nadu and Maharashtra:
Uttar Pradesh has 11 institutes featuring in top 100 ranking followed by Tamil Nadu and Maharashtra with
10 and nine institutions, respectively. Himachal Pradesh, Assam, Goa, Jammu and Kashmir, Meghalaya,
Bihar, Chhattisgarh, and Chandigarh have one institute each, and Madhya Pradesh has two institutes in the
top 100 rankings.

A total of 44 Institutions have shown an improvement in rankings this year: The institutions which
shown the maximum rise in ranks (from 2022) are shown below along with their growth in parameter scores.
K. J. Somaiya Institute of Management Studies and Research, Indian Institute of Management Bodh Gaya,
Chitkara University, and Christ University have climbed 26, 20, 16, and 12 ranks respectively attaining 45th,
53rd, 64th, and 60th ranks, respectively. All these four institutes have shown an improvement in TLR
(Teaching, Learning, and Resources), and RPC (Research, Professional Practice & Collaborative
Performance) score in comparison to the previous year.

A total of 38 institutions have dropped in rankings this year: The institutions which have dropped
maximum number of ranks (from 2022) are shown below along with their decline in parameter scores.
Indian Institute of Management Sirmaur, PSG College of Technology, Visvesvaraya Technological
University, BML Munjal University, and Nirma University saw the highest decline from 69th, 63rd, 76th and
54th ranks in 2022 to 98th, 89th, 95th and 72nd ranks in 2023, respectively.

• Ten out of the top 20 colleges are in Delhi: Tamil Nadu dominates the top 100 ranks with 35
institutions this year followed by Delhi with 32 institutions, followed by Kerala with 14 institutions. Out of
the 57 participating colleges from Delhi, 32 have been ranked in the top 100 (nearly 56 per cent). Out of
the 383 colleges of Tamil Nadu, 35 have been ranked in the top 100 (almost 9 per cent). Overall, the
representation of states has remained almost constant over the last five years.

• A total of sixteen institutions showed an improvement in rankings: The institutions which made
the biggest climb (from 2022) are shown below along with their growth in parameter scores. All India
Institute of Medical Sciences Rishikesh (from 22 to 48), and All India Institute of Medical Sciences
Raipur (from 39 to 48) have seen an increase in ranking for nine or more positions.

• Private institutions dominate the dental rankings: In contrast to other categories, majority of the
institutions ranked in dental category are private institutions (nearly 65 per cent), however, this is lower
than the previous year (almost 72 per cent). These institutes are predominantly affiliated colleges
followed by deemed universities and constituent university colleges.
Only fourteen out of the top 40 ranked institutions are public/government funded institutions, which is
three more than the previous year. The distribution is as below:

• Karnataka, Tamil Nadu, and Maharashtra host the maximum number of top ranked dental
institutes in the country. The three states, in total, account for 60 per cent of the top 40 dental
institutions and have been dominating rankings through the last four years.
Interestingly, most ranked institutes in Tamil Nadu and a majority in Karnataka and Maharashtra are
private institutes or constituent colleges of private universities, whereas in states like UP and Delhi, all
ranked institutions are public institutions or colleges affiliated to public institutions. This trend is in line
with overall university rankings where ranked universities in northern states of India are more likely to be
public universities whereas in other regions, private universities take equal or more spots amongst top
ranked institutes.

Sri Ramachandra Institute of Higher Education and Research (from 13 to seven) has seen a jump of six
ranks, Amrita Vishwa Vidyapeetham (from 19 to 12), Aligarh Muslim University (from 38 to 31),
Government Dental College, Indore (from 39 to 32) have seen a significant jump of seven ranks. The
most significant jump has been showcased by Government Dental College, Ahmedabad from (36 to 21)
with a 15-rank jump from 2022.

• A total of nine institutions have shown a decline in ranks: The institutions whose performance has
gone down by maximum number of ranks from 2022 are shown below along with their change in
parameter scores. Government Dental College Nagpur, Datta Meghe Institute of Higher Education and
Research-Wardha, Government Dental College-Bangalore, Karnavati University-Gandhinagar have all
witnessed a decline of six ranks from 2022 and Yenepoya Dental College-Mangalore has witnessed a
dip of five ranks from 2022.

followed by 23 private universities (deemed/state private), and 19 public universities (state public/ govt/

• Variation in scores by rank band: Within 1- 10 ranks, the variation between minimum and maximum
scores is around 9.95, while the score variation decreases in ranks beyond 20. For instance, the
institutions in the rank band 91-100 are separated by a score of only around 1.45. The graph below

rankings, whereas six institutions have maintained their ranks, as compared to 2022. Parul University
and National Institute of Pharmaceutical Education and Research Hajipur have seen a significant jump
of 33 and 31 ranks to rank 53rd and 44th respectively in NIRF 2023 ranks for Pharmacy category. The

• State public universities dominate the rankings: The rankings continue to be dominated by state

• Top eight universities are concentrated in Northern India – Ranked law institutes in Delhi and Uttar
Pradesh (four each) are all centrally funded or state public universities. However, in Odisha, Karnataka
and Tamil Nadu, more private universities have made it to the top ranks.
• There are four new entrants in top 30 which include three Private Universities and one Central
University.
• There is a significant change in the institute rankings with eight out of 11 private universities moving
up in ranks including three new entrants. While five public universities have improved their rankings and
two hold their existing rankings, ranks of six public universities have slipped down compared to NIRF
2022.

• Institutions with an improvement in rankings: Overall, eleven institutions have seen a climb in their
rankings whereas three institutions have maintained their ranks, as compared to 2022. Indian Law
Institute has seen a significant movement of 12 ranks. Shanmugha Arts Science Technology &
Research Academy, Guru Gobind Singh Indraprastha University and Amity University, Haryana,
Gurgaon have moved up by four ranks. There are two government institutions and two private
institutions amongst the four big movers.

• Institutes of National Importance are in majority in top 30: Nearly 40 per cent of the ranked
institutes (12 out of 30) are Institutes of National Importance. The same 12 institutes were present in the

• There are four new entrants in the list: While the top three ranking institutions remained the same as
those from 2022 ranking, the rest of the rankings witnessed a shuffle. There are four new entrants. Two
new entrants made it in top 10 ranks at seventh and eighth place which are Centre for Environmental
Planning and Technology University, Ahmedabad, and the National Institute of Technology Rourkela,
respectively.

• Total Number of participating institutions: This category was introduced in 2021 in the NIRF
rankings and in the third edition of research category rankings, a total of 50 institutions have been
ranked.
• The methodology used for evaluation of institutes under research categories are different from other
categories. The parameters used to evaluate are Quantitative Research, Qualitative Research, Student
& Faculty Contribution, Outreach & Inclusivity and Perception.
• The top ranked public and private institutions in the research category are as follows:
• Research specific institutions like Tata Institute of Fundamental Research (10), Academy of Scientific &
Innovative Research (12) and Homi Bhabha National Institute (15) have participated and have been
ranked among the top 50 institutions under research category.
• Public institutions claim majority in top 50 rankings: 39 of the top 50 institutions are public institutions in
the top 50 ranking. ‘Institutions of National importance’ category contributes to around 50 per cent (~22
institutions) of the top 50 institutions in research category. The distribution is as below:

• Tamil Nadu dominates the list with five institutions, followed by Haryana, Karnataka, and Uttar Pradesh
with four institutions each. However, it is noteworthy that the top 40 agricultural institutions are
distributed across the country, highlighting the availability of good-quality agricultural education in
most states. This accessibility is particularly impactful in a context where majority of the population is
dependent on agriculture as primary source of income.
• Variation in scores by rank band: Within one to 10 ranks, the variation between minimum and
maximum scores is around 24 points, while the score variation decreases in ranks beyond 20. For
institutions in the lower rank band 11–40, a small shift in score would result in a significant increase or
decrease of their ranking due to small deviations in scores in these rank bands.

Way forward
The eight consecutive editions of NIRF have seen an increasing number of institutions participating in the
rankings. This has resulted in an increased competition between the education institutes, at the same time,
has brought about a focus on quality enhancement in the higher education system. Comprising of five
curated parameters, the framework has also given a renewed thrust on improving the research outcome of
the institutions.
KPMG in India has been interpreting the NIRF results since its inception. We have also been having
extensive discussions with many of our clients in the higher education space. Based on our discussions and
understanding, we have a few suggestions for further strengthening NIRF. We believe these suggestions
could help in bringing more objectivity, promoting competitiveness, and assisting prospective students in
their decision-making process when selecting institutions.
1. Gradual evolution towards a holistic framework: The framework may gradually evolve to incorporate
and assess the institutions on forward-looking outcome-based practices. For instance, demonstration of
robust and transparent governance practices, effectiveness of technology integration, interdisciplinary
character in research, focus on sustainability, industry exposure to students, etc.
2. Introduction of sub-category rankings: The framework may further diversify into sub-category
rankings to provide a level playing to distinct types of institutions. Certain categories such as
engineering and management see intense competition with over 7-8 varied types of participating
institutions. Sub-categorization may be done based on type of ownership (public or private), age of the
institution etc.
3. Expanding the number of subjects: The framework may be expanded to a wider set of subjects
(similar to the leading global ranking frameworks) to improve the relevance of the framework to the
students to make informed decisions and the academic community at large.
4. Stronger monitoring and verification mechanism: A stronger data collection, validation and
verification mechanism shall instill greater confidence among the academic fraternity.
5. Transition to an integrated ranking and accreditation system: In line with the NEP, the framework
may make a gradual transition towards a single and comprehensive ranking and accreditation system
requiring a one-time collection of data and using that for all ranking and accreditation purposes.
