SAFE OPERATING PROCEDURE (SOP)-TIPPER TRUCK
This SOP serves as a guide for procedures to be followed for Huachen International sup
ply chain Tipper operations.
. The SOP will define functions of each unit within the department. These units include
Operations, Tracking, Documents,Drivers and workshop Crew. Guidelines defined form t
he basic basis and should not be limited to. All team members are therefore required to
adhere by these basic rules.
OPERATIONS.
This is the primary unit and is at the heart of all activities. All instructions and guidance
for a better execution of operations, services delivery and customer satisfaction are
devised front here.
Phases:
Planning:
Enquire from Logistics and Operations Manager available routes.
Get daily, weekly and or monthly loading plan.
Verification and loading confirmation:
Getting loading plan confirmation from the operations and or logistics manager.
Checking road worthiness and maintenance status of tippers with the workshop
supervisor to ensure available tippers ready for loading.
Verifying tippers that tippers documents are road compliant to avoid delays and
fines.
Loading order:
The dispatch team can now proceed by send booking confirmations using a
defined loading order templates and by simply sharing tipper registrations with
the client depending on the nature of the business.
Communication with the drivers:
This is a very important stage as the drivers need to be properly guided.

The dispatch team should inform the drivers about the following:
o Loading dates and time expected to reach the point
o Loading points
o Loading material
o Offloading point
The dispatch personnel must remind the drivers to ensure that the necessary
OBE are available. E.g.: Tents, ropes, etc.
All drivers assigned to work must be dispatch on time to avoid keep the client
waiting.
DRIVER’S PERSONAL SAFETY
All drivers must ensure they wear appropriate PPE, including safety boots or
gumboots during rainy season, work suits, safety googles, hard hat, etc.
PRE-OPERATIONAL SAFETY CHECKS
No personnel are to operate the tipper without the appropriate valid driver’s
license and permission from the operations managers
Drivers to check the vehicle and complete the “Daily Pre-start Inspection
Checklist” prior to commencement each day and at driver change-over.
Drivers to notify the supervisor immediately of any faults or repairs required.
DIESEL ALLOCATION
Operations will ensure that drivers are allocation enough diesel to complete the
assigned jobs or trips.
The dispatch personnel will ensure that each driver shares a screenshot of tipper
start mileage before each journey. And share mileage at the end of each day of
work immediately after parking.
DELAYS
No delays will be entertained. If delays is caused by a driver, the dispatch team will try
to resolve it. If no solutions is found in the shortest time possible, the matter shall be
escalated to the supervisor and then to the manager. Drivers should be informed in
advance of the consequences of delaying operations so that they can adhere to
operations requirements.
COMMUNICATION FAILURE
Failure to relay information to the driver shall be considered asnegligence that can call f
or disciplinary hearing and eventually charge. Depending on the gravity of the situation
caused by failing to communicate this may lead to strict disciplinary action.
Cconvoy allocation

Convoy for tipper trucks is situation and dependent on the type of work sites, routes
condition and cargo loaded. Hence this shall be determined on daily and situational
basis.
REPORTING TIME
Reporting time and commencement of work for tipper drivers shall be from between
05hrs and 6hrs to 18:00hours depending on work sites and nature of work. For operatio
ns and for tracking 05:00hours to 21:00hours. Tracking working time is bound to when t
he last truck parks and the first truck starts moving.
TRACKING REPORTS
Tracking reports for all routes and clients shall be sent out at a time not exceeding 21:0
0 hours without fail. Failure to do so with no valid reason will result in a charge to the pe
rsonnel in charge.
TRACKING PROCEDURE
Trackers will take up responsibility of trucks the moment a truck is in motion, Trac
king officers will be in charge of fleets in operations - from original dispatch point
to intended destination closely monitoring stoppages.
According to drivers SOP and company procedure speed limit allowed for tipper
trucks is 65 km/h on highways. Any driver in violation fo this has to be reported i
mmediately for management action, and a weekly report for drivers that are caug
ht in want will have to be generated and sent. Failure to do so will result in a char
ge on the tracking officer.
No tipper driver is allowed to stop for more than 5 minutes while in transit
without authorisation from the tracking officers.
Tracking officers are responsible for making sure that tippers drivers do not go off
routes. If driver is seen going off routes, operations must be informed
immediately.
Tracking officers must ensure that no drivers uses unknown deviations without
getting permission from tracking and operations.
Breakdown/Incident/accident reporting procedure
Tracking officer notices truck stops or driver report incident or accident.
Tracking immediately informs operations managers
Operations informs local safety officers, traffic police if involving RTA. Depending
on the cargo loaded operations informs and deploys local police for safety of the
cargo especially in the case of copper concentrate.
Operations informs the workshop and a team is prepared and sent for recovery.
Tipper Manager prepares incident/accident or breakdown reports and send to all.
Documents

The unit is responsible for handling documents and receipts associated to fleet operatio
ns. Team players in this unit will ensure all documents are valid for the smooth running
of Trucks. Notification for documents pending expiry will be communicated through a fo
rmal requisition:
A documents compliance schedule shall be prepared, monitored and updated regularly
to ensure that all trucks in compliances with government documents regulations. The
person in liable to share monthly documents compliance report.
They are 3 categories of documents:
Company documents:
RSL – renewable every 3 years
Trucks documents:
Road Tax - Renewable Yearly
Fitness – Renewable Yearly
Identity – Renewable Yearly
Insurance – Renewable Yearly
Driver’s documents
Valid driver’s licence – CE with PSV
