In terms of the White Paper on Transforming Public Service Delivery, all departments
must regularly and systematically consult the public not only about the services
provided, but also about the provision of new basic services to those lacking them.
SAPS employees are required to provide services in terms of its mandate and
legislation to the inhabitants of South Africa. Write an essay discussing the concepts
of Batho Pele Principles. Your essay should include the following:
2.1 Introduction (2)
Elaborate on the topic, and what you are going to do in this assignment.
Introduction sets the tone for the rest of the essay. It introduces the reader to
the topic and what the reader can expect.
2.2 Definition of service delivery. (3)
Service delivery can be defined as the distribution of basic communal needs,
such as housing, water and sanitation, land, electricity and infrastructure,
(Reddy, 2016).
2.3 The objectives of the SAPS in terms of service delivery. (5)
According to Van der Merwe (2020: 44), in terms of the Constitution of the
Republic of South Africa, the objectives of the SAPS are to:
• Prevent, combat and investigate crime
• Maintain public order
• Protect and secure the inhabitants of the Republic and their property
• Uphold and enforce the law
2.4 The eight (8) Batho Pele principles and how you can implement them (24)
2.4.1 Consultation
We consult as many of our customers as we can and to use the information we receive
to help improve our service to them.
2.4.2 Service delivery
Good staff attitudes and addressing customers in their language makes access easier.
We have a code of conduct and we are trained and assessed in customer care.
2.4.3 Access
This may be done in several ways-examples, through newspapers, radio, posters, and
leaflets.
2.4.4 Courtesy
All staff members are trained to deal with complaints in a friendly, helpful manner. We
apologise and put the problem right as quickly as possible. We tell the public how and
where to complain and we keep a record of all complaints and how we dealt with them.
2.4.5 Information
The community should be given full, accurate information about the public services
they are entitled to receive.
2.5.6 Openness and transparency
The community should be told how national and provincial departments are run, how
much they cost and who is in charge.
2.4.7 Redress
If promised standard of service is not delivered, the community should be offered an
apology, a full explanation and a speedy and effective remedy. When complaints are
made, citizens should receive a sympathetic, positive response.
2.4.8 Value for money
Public services should be provided economically and efficiently in order to give citizens
the best possible value for money.
