About
CNLU
Chanakya National Law University, Patna came into being
on 15th July 2006 under the Chanakya National Law
University Act, 2006 (Bihar Act No. 24 of 2006) and included
in sections 2(f) & 12(B) of the U.G.C. Act, 1956. No Educational
Institution is complete without adequate facilities for its
Students, Faculties & Employees. CNLU provides a wide
range of facilities on its campus. In addition to general
practice services, CNLU provides a range of specialist clinics
and visiting practitioners. Regular careers fairs, training
workshops, and one-to-one guidance for students are
organized at the University from time to time.

Apart from being academically oriented CNLU also provides


Counseling Service, which aims to enable students to
achieve their academic and personal goals by providing
confidential counseling and support for any difficulties
encountered while at CNLU. Debating, Mooting, ADR
Competitions, and Co-Curricular Activities are part of the
normal routine of CNLU students, giving them the
opportunity to put their academic knowledge to practical
use.

A number of retired Judges of the Supreme Court, High


Courts, and lower Judiciary as well as Senior Advocates &
educationalists have offered to assist the CNLU in its
teaching and research programs making education at
CNLU a rare and exciting experience for the students. CNLU
admired the example of maintaining financial autonomy
along with greater accountability. It is equipped with state-
of-art infrastructure for the successful imparting of legal

education of the highest standards. The faculty at CNLU
comprises highly acclaimed and experienced academicians
who are proactively involved in grooming the younger
generations to take CNLU to greater heights.

KAUTILYA
SOCIETY
Kautilya Societies, conceptualized by Vidhi and hosted by
universities across India, are student-led initiatives
designed to promote public policy as a career path. These
societies enable students to conduct research on gaps in
law, policy, and governance, producing reports and
parliamentary submissions. By hosting discussions and
events on recent legal and policy developments, they
contribute actively to public policy discourse and socio-
economic progress.

Students in Kautilya Societies interact with public policy


professionals, gaining practical experience and building
valuable networks. They assist in drafting laws and policies,
enhancing their understanding of governance, regulation,
and legislative processes. This hands-on approach equips
them with skills to explore diverse career opportunities in
fields like advocacy, consultancy, development, financial
analysis, economics, and research.

The initiative also aims to nurture students’ interest in


public service, fostering responsible citizenship and
encouraging them to consider meaningful careers in policy
and governance. By providing a platform for experiential
learning and professional growth, Kautilya Societies
empower young minds to drive impactful change and
contribute to India’s development while building a strong
foundation for their future endeavors. These societies
bridge academia and the real world, preparing students to
address complex challenges in law and public policy.
About

CNLU Legal Aid Cell with its motto "Stand,


Speak, Act" was established in the year 2015
with the vision to ensure fair and meaningful
justice for the marginalized and disadvantaged
by bringing them legal awareness and aid. The
main objectives of the Legal Aid Cell are to
promote legal awareness throughout the State
of Bihar, to provide pro bono legal aid to those
who are in need, and to inculcate social
responsibility which will lead to realization of
goals embodied in the Constitution of India.
CNLU Legal Aid Cell is further divided into 4
different centers:
1) Consumer Rights Centre
2) Centre for Client Counselling
3) Centre for Legal Awareness Camps
4) Centre for Research on Cases

The Draft (Policy Making Competition) is designed
to encourage critical thinking, creativity, and
research, helping participants develop a deeper
understanding of the complexities involved in
creating effective, sustainable public policies.
Students from disciplines such as law, public
policy, economics, and social sciences are invited
to collaborate and come up with well-rounded
policy solutions. By focusing on current, real-world
issues, participants will have the chance to tackle
urgent societal challenges, ensuring their ideas
are both practical and relevant. Throughout the
competition, participants will also receive
guidance from experts in law, public policy, and
governance, enhancing their proposals.

ELIGIBILITY
The Policy Drafting Competition is open to:
All students, academicians, and lawyers.
Individuals who wish to contribute to
policymaking.

Originality & Plagiarism
All submissions must be original works.
Plagiarism or submission of non-original work will
lead to immediate disqualification.
The jury will thoroughly examine each submission to
maintain integrity and uphold standards of originality.

Registration Fee
INR 1100/- per team (one or two members)
Note: The top 5 teams shall be subjected to payment of
additional fees for accommodation and other resource
expenses.

BEST PRESENTATION- Rs. 15,000/-
SECOND BEST PRESENTATION- Rs. 10,000/-
Certificate of Participation will be awarded to all the
participants.
Certificate of Merit will be awarded to the top 5 Participating
teams.
Certificate of Excellence will be awarded to the best and 2nd
best presentation.

Policy Drafting Competition on
Legal Reform for Conflict-
Induced Displacement in the
Republic of Crescent
PROBLEM STATEMENT
In the Republic of Crescent, violent conflicts have forced over 7 lakh
individuals to flee their homes, with recent incidents in the Northern
Province contributing significantly to this growing crisis. The absence of a
cohesive legal framework to address conflict-induced displacement leaves
these Internally Displaced Persons (IDPs) vulnerable, depriving them of
basic rights such as shelter, livelihood, and access to essential services.

Current laws in the Republic of Crescent cover displacement caused by


natural disasters and infrastructure projects under the Disaster Response
Act, 2005, and the Resettlement and Rehabilitation Act, 2013. However,
these statutes do not extend to individuals displaced by violent conflicts,
resulting in inconsistent policies across provinces. For example, while
some provinces have provided housing and employment schemes for
IDPs, others have failed to offer comparable support. Additionally,
compensation packages for displaced persons have varied drastically, from
25,000 to 750,000 Crescent Dinars, reflecting a lack of uniformity in relief
measures.

This fragmented approach leads to delays in providing critical support and


presents challenges in coordinating efforts across provincial borders when
IDPs relocate. The need for a comprehensive national policy to address
conflict-induced displacement is urgent to ensure timely, fair, and
standardized rehabilitation processes across the Republic of Crescent.

Given that the laws are in pari materia with Indian law, frame a Policy
after carefully examining potential legislative reforms to close this legal
gap and establish a framework for the protection and reintegration of
conflict-affected individuals across the nation.

Competition Rounds
Scrutiny Process: Top 5 policy proposals (may increase based on
quality) will be selected and notified by 26th February, 2025.
Presentation Round: Selected candidates will present and defend their
proposals before a panel of judges.

Results and Recognition


Top two presentations will be declared based on scores.
Commencement of competition: 20th February2025.
Participants will receive e-certificates for their contributions.
Selected policy problems will be published and shared with respective
candidates, subject to quality requirements
