Resolution 2024-02
“A RESOLUTION ADOPTING, REVISING AND APPROVING
THE INTERNAL RULES OF PROCEDURE OF THE BARANGAY
COUNCIL OF BARANGAY 16, SALSALAMAGUI, VINTAR,
ILOCOS NORTE”
Whereas the Sangguniang Barangay of barangay 16,
Salsalamagui, Vintar, Ilocos Norte is duly organized the goals
and objectives of the barangay government pursuant to the
provision of the Local Government Code of 1991;
Whereas, it is mandated that barangay shall adopt or update its
existing rules and procedures for the proper and orderly
discharge of its duties power and functions for effective and
efficient barangay governance;
Wherefore, on motion duly seconded, the Sangguniang
Barangay shall adopt the following rules and procedures which
shall govern the manner, conduct and behavior of the members
of the sangguniang barangay.
RULE I-MEMBERS
1. The members of Sangguniang Barangay of Barangay 16
Salsalamagui, Vintar, Ilocos Norte shall meet in a (2) regular
meetings for every 1st Sunday and 3rd Sunday of every month
and it will start promptly at 9 o’clock in the morning. The
Sangguniang Barangay may also meet in a special session
upon urgent call by the Punong Barangay or by the majority
of its members. In special session a written notice to the
member shall be served personally at least (2) days before
the session held, specifying thereon matters to be tackled. No
(2) sessions, regardless of being regular or special shall be
held in a single day.

1. A. Everybody shall be present in all meetings unless
expressly excused or shall present pertinent papers
explaining his reason for his absences that prevented him to
attend such:
Members who is adjudge under the influenced of liquor
by the Presiding Officer shall refused admission to attend
meetings.
A member of the SB must observe proper decorum and
display exemplary conduct and behavior during sessions
and therefore due respect shall be given to colleague
who has the floor.
A majority of all members (50% plus 1) who have been
elected and qualified shall constitute a quorum to
transact official business.
RULE II-PUNONG BARANGAY
1. The Punong Barangay shall be the regular Presiding Officer of
the Sangguniang Barangay.
2. In the event of the inability of the Punong Barangay to
preside over a meeting/session, the first council shall assume
the position as a Temporary Presiding Officer.
3. The powers and duties of the Presiding Officer shall as
follows:
To decide all questions or order, announce the business
of the day in the order by which they are to acted upon
and to recognize anybody who shall be entitled to take
the floor.
4. To execute and administer the policies, rules and regulations
approved by the sangguniang members;
A. The Secretary
1. To be custodian of all records of the barangay and keep
accurate membership records.
2. To keep the minutes of all meetings of the sangguniang
and all general assembly, and to record all proceeding of
the same and to render report of the barangay during the
monthly meetings or whatever called upon to do so.
3. To give due notice of all meetings.
B. The Treasurer
1. To be called custodian of the barangay assets,
properties, funds and securities

2. To collect and receive fees, contributions, money,
materials and all other resources
accorded to the barangay for which he
issues/corresponding official receipt.
3. To disburse funds.
4. To render monthly reports.
5. To submit annual audited financial statement duly
certified.

The Sangguniang Barangay Members shall have the following

RULE IV-COMMITTEE and REPORTS
1. Committee meetings shall be called by the Chairman as
the needed arises. Any members who failed to attend shall
explain in writing to the chairman the reason for such
failure.
2. All barangay council, Barangay Tanods , Barangay Health
Workers, Barangay Nutrition Scholar, Barangay Service
Point Officer must submit monthly committee reports.

3. There must be two barangay tanods that will attend the
sessions of the sangguniang barangay. Note. “NO
COMMITTEE REPORTS, NO HONORARIUM OR AID”
RULE V-DRESSCODE, ATTENDANCE TO MEETINGS
1. All members of the Sangguniang Barangay are
required to be in a Polo Shirt during meetings. Any
members who shall attend a session without a proper
dress code shall be fined one thousand pesos
(1,000.00 php) 1st session at Magabobo Hall, best
dress and 2nd session – red uniform at Salsalamagui
Hall.
2. Any members of the sangguniang barangay who shall
not attend the regular meeting without justifiable
cause shall be fine one thousand pesos (1,000.00 php).
3. All fines collected shall serve as barangay fund and it
is automatically deducted in the monthly honorarium.
4. Thirty minutes (30 mins.) allowance is allowed to each
member of the SB, if time given exceeded the said
punong barangay is considered absent and fined as
well.
5. In case of absent, he may present an excuse letter to
express his/her reason.
RULE VI-OBLIGATIONS
1. Sangguniang Barangay
To hold regularly scheduled meetings of the sangguniang
barangay at least twice a month and for this purpose, to
enforce regular attendance.
RULE VII-EFFECTIVITY
This Internal Rules and Procedure shall take effect on the
date of its adoption.
RESOLVED FINALLY, to furnish copies of this Internal Rules
of Procedures of the Barangay 16, Salsalamagui, Vintar,
Ilocos Norte to all authorities concerned for their
information and guidance.
