20 THIS MATTER came before the Court regarding Plaintiffs' Motion for a Temporary Restraining
21 Order. Considering the pleadings filed in this matter, the Court finds that Plaintiffs have met

22 their burden under Oregon Rule of Civil Procedure 79 to show that Temporary Restraining Order

23 should issue in this matter.

1 This Court HEREBY ORDERS that for FFOURTEEN DAYS from the date of issuance of this

2 order, the City of Grants Pass SHALL NOT take any action to enforce the following provision of
3 the Grants Pass Municipal Code: Grants Pass City Code 5.61.010; Grants Pass City Code
4 5.61.030; Grants Pass City Code 5.61.050; Grants Pass City Code 5.61.070.

6 During that time, this Court FURTHER ORDERS that the City of Grants Pass shall not cite,
7 arrest, detain, issue fines, or otherwise prosecute any person for camping anywhere in the city,

8 nor shall the City compel a person to leave a campsite, remove a campsite (other than one

9 obviously abandoned for multiple days), or otherwise prohibit a person from camping on lands
10 designated as park spaces.

11

12 This order shall be binding on the City of Grants Pass, its employees, contractors, agents, and

13 any other party working in concert or cooperation with them.
