Stephen Fossett Incident Report

On May 25, 2024, Steven Fossett was reported as a person down at 668 Oglethorpe St, Macon, GA, and was found to be unresponsive and combative while being treated by medical staff. On May 25, 2024 around 1325hrs, Corporal C. Flournoy called for medical assistance on J100. I, Lieutenant N. Groover, asked over
the radio what was going on. She stated this inmate is spazzing out. Myself along with Deputy Hutchings walked to J100. Once we
arrived, medical staff was loading a black male inmate, later identified as Steven Fossett, on to the stretcher. Myself, Corporal
Flournoy, Corporal Wilson, and Deputy Hutching escorted medical staff with inmate Fossett medical. Once we got to medical Fossett
was responsive and appeared to be calm but appeared to be under the influence of something. Nurse Gibson stated she was going to
administer narcan. Nurse McFarland stated if you give him that he has to go out. I stated don't give him that. Nurse Gibson asked who
said that. I replied, I did. Nurse Gibson said I'm going to give it to him and began going towards Fossett's face with the medicine. As
she was getting close to his face he pushed her hand away. She pushed his hand down and went towards his face again. This time he
swung his hands forcefully to stop her. Nurse Dillard and Gibson attempted to restrain him and give him the narcan again. Fossett
began to swing and snatch away. I stepped in and tried to hold his legs but he began to kick forcefully, causing me to step back. Deputy
Hutchings then grabbed his leg but he continued to kick with extreme force. I instructed Nurse Dillard to turn the stretcher around so
I could try to use his jumpsuit to control him. I reached over the back of the stretcher to grab his jumpsuit. He began snatching and
kicking causing me to loose my grip. He managed to get free from the stretcher restraint and run towards the medical door and Cpl.
Wilson. Cpl. Wilson then deployed his taser but it didn't appear to effect Fosset. Cpl. Flournoy deployed her taser but this appeared
ineffective as well. Fosset then ran towards me and Deputy Hutchings. As he was running towards the front of medical desk, I
attempted to push a wheelchair and a regular chair in his path to slow him down. Fosset dodged both chairs and continued through
medical doors. As we entered the back hallway, we could not locate Fossett. Cpl. Flournoy located him in the locker area in medical on
the side of a cabinet. Fossett began kicking again. Cpl. Flournoy told him to stop several times but he would not comply. She deployed
her second cartridge. This appeared to slow him down and allowed us to get him to the floor. While on the floor, Cpl Flournoy and I
was able to gain control of his legs by applying our weight to his ankles. Deputy Hutchings managed to get one cuff on but his strength
stopped us from putting both on. At this time Cpl. Flournoy called for someone to bring an additional pair of cuffs. Deputies Holmes,
Wilson, Loud, Daniels and Tyler along with Sgt. Rhodes responded. With their assistance we were able to cuff Fossett's hands and legs
by interlocking to sets of cuffs. Once we had him detained on the floor Nurse Gibson stated she was going to give him narcan to calm
him down. She administer him the narcan and he began to vomit. I then told Deputy Loud and Daniels we needed to get him off the
floor and on the stretcher. We placed him on the stretcher and moved him back to the medical area. Nurse Gibson began processing
paper work and called from an ambulance. I told Loud and Wilson that because he was combative the both would have to go out with
him. As I would standing on the side of Fossett, nurse Gibson asked me was he breathing, I stated yes. As she was continuing her
paper work I notice Fosset eyes roll up and his breathing stop. I notified nurse Gibson that he wasn't breathing. Deputy Daniels
conducted a sternum rub. Fosset didn't respond. I said we need to start CPR. Deputy Tyler began to do CPR and nursing staff began
to provide treatment. I called for ambulance to come 10-18 because Fossett was unresponsive. EMS arrived and took over the scene.
Fosset was transported to Atrium Health where he was pronounced deceased at 1432hrs.

Major Patterson, Captain Grace, Lt.Pendleton and Coroner Leon Jones were notified.
