1.Executive Summary
Golden Properties LTD is committed to driving digital transformation in Uganda's rural and
underserved communities. This proposal outlines a comprehensive plan to enhance digital literacy
and skills, enabling these communities to participate in the digital economy. Through the UCC
grant, we aim to establish digital training centers, provide training programs, and foster a culture
of innovation and entrepreneurship.

3.Problem
Rural and underserved communities in Uganda face significant barriers to accessing digital
technologies and the skills necessary to leverage them. This digital divide limits economic
opportunities, exacerbates poverty, and hinders social development. There is an urgent need to
equip these communities with the digital skills required to thrive in the modern economy.
4.Project Objectives
Establish Digital Training Centers: Set up fully equipped digital training centers in rural
and underserved areas to provide accessible and affordable training in digital skills.
Implement Digital Literacy Programs: Develop and deliver tailored digital literacy
programs that cover basic to advanced digital skills, including internet usage,
cybersecurity, and digital entrepreneurship.
Promote Digital Inclusion: Ensure that women, youth, and persons with disabilities are
included in all training programs, with a focus on closing the gender and disability gaps in
digital skills.
Foster Innovation and Entrepreneurship: Encourage the development of digital
solutions to local problems by fostering a culture of innovation and entrepreneurship in
these communities.
5.Project Description
5.1. Digital Training Centers
Golden Properties LTD will establish digital training centers in selected rural and underserved
communities. Each center will be equipped with computers, internet access, and educational
materials. The centers will serve as hubs for learning and innovation, providing a space for
individuals to develop digital skills.
5.2. Digital Literacy Programs
The training programs will be designed to cater to different skill levels, from beginners to
advanced users. Topics will include:
● Basic Computer Skills: Introduction to computers, typing, and basic software applications.
● Internet Usage: How to navigate the internet, use search engines, and access information.
● Cybersecurity: Understanding online safety, protecting personal information, and
recognizing cyber threats.
● Digital Entrepreneurship: Leveraging digital tools to start and grow businesses, with a
focus on e-commerce, online marketing, and financial management.
5.3. Community Engagement and Outreach
To ensure maximum participation, Golden Properties will engage local leaders, community
organizations, and schools. We will conduct awareness campaigns to highlight the importance of
digital skills and encourage enrollment in the training programs.
5.4. Monitoring and Evaluation
A robust monitoring and evaluation (M&E) framework will be implemented to track progress and
measure impact. Key performance indicators (KPIs) will include the number of individuals trained,
the increase in digital literacy levels, and the number of digital businesses started.
6. Expected Outcomes
● Increased Digital Literacy: By the end of the project, at least 7,000 individuals from rural
and underserved communities will have gained essential digital skills.

better equipped to access job opportunities, start businesses, and contribute to the local
economy.
● Reduced Digital Divide: The project will contribute to closing the digital divide in Uganda,

7. Project Timeline
The project will be implemented over a 24-month period, with the following phases:

The total budget for the project is estimated at UGX 335,246,040. The budget will cover the
