NATIONAL GOVERNORS ASSOCIATION Founded in 1908, the National Governors Association (NGA) is the collective voice of the nations governors and one of Washington, D.C.s, most respected public policy organizations. Its members are the governors of the 50 states, three territories and two commonwealths. NGA provides governors and their senior staff members with services that range from representing states on Capitol Hill and before the Administration on key federal issues to developing and implementing innovative solutions to public policy challenges through the NGA Center for Best Practices. NGA also provides management and technical assistance to both new and incumbent governors. Structure Each year, governors elect a chair, vice chair and nine-person Executive Committee to supervise the associations operations on behalf of the entire membership. Bipartisanship is ensured by NGAs Articles of Organization. The party affiliation of each committee chair rotates annually, the chair and vice chair represent different parties and the vice chair succeeds the chair. The Executive Committee is composed of four members of the chairs party and five members of the other party. NGA maintains four standing committeesEconomic Development and Commerce; Education, Early Childhood and Workforce; Health and Human Services; and Natural Resourceswhich enable governors to examine and develop policy and address key state and national issues. NGA also creates special ad hoc, bipartisan task forces of select governors to focus on high-priority issues for states. NGA Staff in Washington, D.C. The Office of Federal Relations ensures governors views are represented in the shaping of federal policy. NGA policy positions, reflecting governors principles on priority issues, guide the associations endeavors to influence federal laws and regulations affecting states. The NGA Center for Best Practices develops and implements innovative solutions to public policy changes. Through the staff of the NGA Center, governors and their policy advisors can quickly learn what works, what doesnt and what lessons can be learned; obtain assistance in designing and implementing new programs or making current programs more effective; receive up-to-date, comprehensive information about what is happening in other state capitals and Washington, D.C.; and learn about emerging national trends and their implications for states. The Office of Communications creates and coordinates the associations communications strategies and media and public information activities to help convey timely, in-depth analysis and background information on NGA positions and issues of interest to states. The Office of Management Consulting & Training serves as a management consultant to governors and their offices and as NGAs primary liaison to governors chiefs of staff. OMCT helps governors lead and manage state government and assists in organizing and operating the governors office. The Corporate Fellows Program promotes the exchange of information between the private sector and governors and stimulates discussion within the business community on emerging trends and factors affecting business and government. Working through NGAs nonprofit arm, the NGA Center, the program generates a spirit of partnership through meaningful dialogue between public and private sector leaders.

ROBERT BENTLEY was sworn in as governor of Alabama on January 17, 2011. Bentley is a board certified dermatologist and he served two terms as President of the Alabama Dermatology Society, which he founded. He was also selected by his peers as one of the Best Doctors in America. In 2002, Bentley was elected to the Alabama State House of Representatives from Tuscaloosa County and has served on the Education Appropriations Committee, the Boards and Commissions Committee, and the Agriculture and Forestry Committee, and has been a member of the Tuscaloosa County Legislative Delegation. Bentley received his undergraduate degree from the University of Alabama and went on to the University of Alabama School of Medicine. SEAN PARNELL was inaugurated to a full term as governor of Alaska on December 6, 2010. Parnell has served as governor of Alaska since July 26, 2009, when he assumed the office following the resignation of Governor Palin. Parnell arrived in Alaska in 1973 at the age of 10. He graduated from East Anchorage High School in 1980, going on to earn a Bachelor of Business Administration degree from Pacific Lutheran University, as well as a doctorate of jurisprudence from University of Puget Sound School of Law (now known as Seattle University School of Law). Like his father, Parnell owned his own business for many years, a small law practice located in Anchorage. In 1992 Parnell was elected to the Alaska State House of Representatives. While serving in the House, Parnell was active as a member of the House Finance Committee and chaired numerous budget subcommittees. After serving two terms in the House, he ran for, and won, a seat in the Alaska State Senate in 1996. In the Senate, Parnell was an instrumental leader who served on the Senate Finance Committee during his first two years, and he later co-chaired the Senate's Finance Committee. In 2006 Parnell was elected as Lieutenant Governor. Parnell and his wife, Sandy, have been married for 23 years. They reside in Juneau, Alaska with their daughters, Grace and Rachel, and their dog Annie. They enjoy running, hiking, fishing, and staying active in their church and community. TOGIOLA T.A. TULAFONO was born on February 28, 1947 on Aunu'u Island, American Samoa. He was educated at Samoana High School, earned a bachelors degree in political science and sociology in 1970 from Chadron State College in Nebraska, and also received a doctor of laws degree in 1975 from Washburn University School of Law in Topeka, Kansas. A lawyer with approximately 20 years in private practice, Tulafono has been a policeman, administrative assistant for the secretary of Samoan affairs, Samoan assistant to the attorney general, district court judge, senator for Saole County for four years, senator for Sua County for eight years, first chairman of the board of directors for the American Samoa Power Authority, and first chairman of the Board of Higher Education. He served as lieutenant governor of American Samoa from 1997 until April 2003, when he was sworn in as governor following Governor Tauese P.F. Sunia's sudden death. Tulafono chaired the South Pacific Mini Games Committee in 1997 when the Territory hosted the regional games, and he also served as chairman for the American Samoa Centennial Committee during the 2000 celebration marking 100 years since American Samoa became a U.S. possession. Tulafono was elected as governor on November 16, 2004. He has been a deacon for more than 25 years at the Congregational Christian Church in Sailele, American Samoa, and presently serves as vice chairman of the territorial church general assembly. JANICE K. BREWER became the 22nd person to take the oath of office as governor of Arizona on January 21, 2009. She was again sworn in on January 3, 2011, following a convincing election in her own right in November 2010. Born in Hollywood, CA, she has lived in Arizona for 40 years and has spent the past 29 of them serving the people and upholding the public trust. Prior to becoming governor, she served as Arizona Secretary of State, as a Maricopa County Supervisor, and as a highly respected member of both houses of the Arizona Legislature, where she rose to a leadership position in the State Senate. Governor Brewer is married to Dr. John Brewer and is the mother of three sons, one of whom passed away in 2007. She is an active member of Life in Christ Lutheran Church in Peoria, Ariz. Since taking office in 2007, Governor MIKE BEEBE has made improving education, expanding Arkansass economy and cutting taxes top priorities. He has guided the state through the worst economic downturn in two generations, resulting in Arkansas being one of only four states to enter the current fiscal year without a projected budget shortfall. Arkansas has avoided the massive cuts in services and tax increases suffered by other states while achieving more than a half-billion dollars in tax relief during Governor Beebes first term. A champion of education and economic development, Governor Beebe has overseen Arkansass rise in national education rankings and the announcement of more than 26,000 new jobs. He has helped conclude the lengthy court dispute over Arkansass public-school system, secured the largest single capital investment in Arkansas public schools, and made record investments in higher education. He has expanded adult-education programs, and worked to match colleges and universities with local businesses to produce a better-trained workforce. Born in Amagon, Arkansas (Jackson County), in 1946, the Governor earned a bachelors degree in political science from Arkansas State University in 1968, and completed law school at the University of Arkansas in 1972, while serving his country in the U.S. Army Reserve. The Governor and his wife, Ginger, have three adult children. They have worked together to improve childrens health and literacy throughout the State. JERRY BROWN was sworn in as governor of California on January 3, 2011. Brown previously was elected governor in 1974 and served two terms, during which time he established the first agricultural labor relations law in the country, started the California Conservation Corp, and signed into permanent law the California Coastal Protection Act. He began his career as a clerk at the California Supreme Court. In 1970, Brown was elected California Secretary of State. In 1998, he reentered politics and was elected mayor for the city of Oakland, serving two terms from 1999 to 2007. Brown founded the Oakland School for the Arts and the Oakland Military Institute, which serve students from the 6th grade through the 12th grade. He was also elected Californias 31st Attorney General in 2006. Brown graduated from the University of California at Berkeley, where he received his bachelors degree in Classics, and earned his law degree from Yale Law School in 1964. JOHN HICKENLOOPER was sworn in as governor of Colorado on January 11, 2011. Hickenlooper began his career as a geologist and later opened a series of restaurants and brewpubs across the country, including the Wynkoop Brewing Co. in downtown Denver. Hickenlooper served as the mayor of Denver, Colorado, from 2003 to 2011. During his tenure, he reduced the size of City government, streamlined services and introduced successful programs to reduce homelessness and promote sustainability. Hickenlooper graduated from Wesleyan University with a B.A. in English and a Masters Degree in Geology. DAN MALLOY was sworn in as governor of Connecticut on January 5, 2011. From 1995 to 2009, Malloy served as mayor of Stamford, Connecticut, the longest tenure in the citys history. Prior to that, he was the assistant district attorney, where he tried 23 felony cases and won convictions of 22 of them. He was also a partner in a Connecticut law firm and served on the Stamford Boards of Education Finance. Malloy graduated magna cum laude from Boston College and earned his law degree from Boston College Law School. He and his wife, Cathy, have three sons, Dannel, Ben, and Sam. JACK MARKELL was born November 26, 1960, in Newark, Delaware. He earned an undergraduate degree in economics and development studies from Brown University and an MBA from the University of Chicago. Markell entered politics after a successful career in the private sector, where he helped grow a company of 13 people called Fleet Call into the company now known as Nextel. In addition, he has been a banker at First Chicago Corporation, a consultant at McKinsey and Company, and a senior executive at Comcast Corporation. In 2006, he was elected to a third term as state treasurer. Markell and his wife Carla have two children. Rick Scott was sworn in as governor of Florida on January 4, 2011. Scott has made a name for himself in business, health care, and politics. From 1987 to 1997, Scott established and led Columbia, which later became Columbia/HCA, a company that works to reduce costs and improve care for patients in hospitals around the country. After purchasing a controlling interest in Americas Health Network, Scott co-founded Solantic Corporation in 2001, which operates unique and innovative urgent care centers across Florida. Scott earned a bachelors degree in business administration from the University of Missouri-Kansas City and received a law degree from Southern Methodist University. NATHAN DEAL was sworn in as governor of Georgia on January 10, 2011. Deal has represented Georgia in the U.S. House of Representatives since his election in 1992. He previously served in the Georgia Senate from 1981 to 1993 and was named president pro tempore in his last term. Deal also worked as a lawyer, assistant district attorney, and judge. He attended Mercer University and received his law degree from the Walter F. George School of Law in Macon before serving as an officer in the U.S. Army. He is an active member of the First Baptist Church in Gainesville, where he has served as a deacon and a Sunday school teacher. EDDIE BAZA CALVO was sworn in as governor of Guam on January 3, 2011. Calvo is the son of Governor Paul McDonald Calvo, who served as the governor of Guam from 1979 until 1983. He worked in the private sector as the general manager for both the Pacific Construction Company and the Pepsi Cola Bottling Co. of Guam before entering politics in the late 1990s. Calvo has been elected for five consecutive terms in the Guam legislature, serving as vice speaker and acting speaker during his tenure. Calvo received his bachelors degree in business administration from the College of Notre Dame in Belmont, California. He and his wife, Christine, have six children. NEIL ABERCROMBIE was sworn in as governor of Hawaii on December 6, 2010. He served in the Hawaii House of Representatives from 1975 to 1979 and in the state senate from 1979 to 1986. In 1990, Abercrombie was elected to represent Hawaiis first congressional district in the U.S. House of Representatives, where he has served as chairman of the Armed Forces Subcommittee on Air and Land Forces and as a senior member of the Natural Resources Committee. In 2009, Abercrombie received the Harry S. Truman Awardthe highest honor given by the National Guard Association of the U.S. for sustained contributions of exceptional and far-reaching magnitude to the defense and security of the U.S. Abercrombie received a masters degree in sociology and a Ph.D. in American studies from the University of Hawaii Manoa. C.L. "BUTCH" OTTER was born in Caldwell, Idaho on May 3, 1942. He graduated from St. Teresa's Academy (now Bishop Kelly High School) in Boise, attended Boise Junior College (now Boise State University), and received a Bachelor of Arts degree in Political Science from the College of Idaho in 1967. Otter served honorably in the Idaho Army National Guard's 116th Armored Cavalry from 1968 to 1973, and later was awarded honorary doctorates from Mindanao State University in the Philippines and the College of Idaho in Caldwell. Otter's 30-year career in business included membership on the Board of Directors of the J.R. Simplot Company. He also served as Director of the Food Products Division, President of Simplot Livestock, and President of Simplot International. Otter served four terms as Idaho's Lieutenant Governorlonger than anyone in Idaho history. He previously represented the people of Canyon County in the Idaho House of Representatives for two terms (1973-1976), was on the Idaho Republican Party Central Committee and was Chairman of the Canyon County Republican Party. He served three terms in Congress representing Idaho's 1st District (2000-2006). Otter is a father of four and grandfather of five. He is married to the former Lori Easley. PAT QUINN became Governor of Illinois on January 29, 2009. Quinn grew up in Hinsdale and graduated in 1967 from Fenwick High School in Oak Park, Illinois. Quinn is a graduate of Northwestern University School of Law and holds an international economics degree from Georgetown University. Since 1975, Quinn has organized petition drives for consumer protection laws, tax reform and citizen empowerment. He spearheaded the 1983 drive to create the Citizens Utility Board. In 2001, he walked across Illinois, from the Mississippi River to Lake Michigan, to raise awareness of the need to provide decent health care for everyone. Quinn was elected Commissioner of the Cook County Board of Property Tax Appeals in 1982 and served as Revenue Director for the City of Chicago. Quinn served as Illinois State Treasurer from 1991 to 1995, where he cut his offices budget each year and earned taxpayers $848 million in investment income. Quinn was elected Lieutenant Governor November 2002 and was re-elected Lieutenant on Nov. 7, 2006. His priorities included advocating for taxpayers and consumers, protecting the environment, promoting decent health care, and helping members of the armed services and their families. MITCHELL E. DANIELS JR. was elected as the 49th Governor of the State of Indiana in 2004. He held numerous top management positions in both the private and public sectors. His work as CEO of the Hudson Institute and President of Eli Lilly and Company's North American Pharmaceutical Operations taught him the business skills he brought to state government. He also has served as Chief of Staff to Senator Richard Lugar, Senior Advisor to President Ronald Reagan and Director of the Office of Management and Budget under President George W. Bush. Daniels first legislative success created the public-private Indiana Economic Development Corporation to replace a failing state bureaucracy in the mission of attracting new jobs. On his first day in office, Governor Daniels created the first Office of Management and Budget to look for efficiencies and cost savings across state government. During his first term, Governor Daniels spearheaded a host of reforms aimed at improving the performance of state government. These changes and a strong emphasis on performance measurement have led to many state agencies, including the Bureau of Motor Vehicles, Department of Child Services, and Department of Correction winning national awards. Daniels 2006 lease of the Indiana Toll Road, the largest privatization of public infrastructure in the United States to date, generated nearly $4 billion for reinvestment in the states record breaking 10-year transportation and infrastructure program. 2007 saw the enactment of the Healthy Indiana Plan to provide healthcare coverage for uninsured Hoosier adults, and a sweeping property tax reform in 2008 resulted in the biggest tax cut in Indiana history. In 2008, Governor Daniels was named "Public Official of the Year" by the independent magazine Governing for his achievements as governor. In October, 2010, Governor Daniels became just the second-ever recipient of the Herman Kahn Award, the Hudson Institutes top honor for creative and visionary leaders who are dedicated to strong national security, have an appreciation of the role of technology as a driver of global economic progress and hold a guarded optimism about the future of the country. Governor Daniels was re-elected in 2008 to a second and final term, receiving more votes than any candidate for any public office in the states history. Daniels earned a bachelor's degree from the Woodrow Wilson School of Public and International Affairs at Princeton University in 1971 and his law degree from Georgetown University in 1979. TERRY BRANSTAD was sworn in as governor of Iowa on January 14, 2011. Branstad is Iowas longest-serving governor, serving in office from 1983 to 1999. Branstad became Iowas lieutenant governor in 1978 and was elected to the Iowa House of Representatives in 1972, 1974 and 1976. Recently, Branstad served as president of Des Moines University. Under Branstads leadership, the university became the first college in the U.S. to receive the Platinum Level of Recognition from the Wellness Council of America. He and his wife, Chris, have three children and four grandchildren. SAM BROWNBACK was sworn in as governor of Kansas on January 10, 2011. Throughout his life, Brownback has worked as a radio broadcaster, attorney, teacher, administrator, congressman and senator. Brownback served in the U.S. Senate from 1996-2010, where he was a member of the Appropriations Committee and the Homeland Security Subcommittee and served as the top-ranking Republican in the Agriculture Appropriations Subcommittee. He also served in the U.S. House of Representatives from 1994-1996, and was the youngest Kansas Secretary of Agriculture. He and his wife, Mary, have five children. STEVEN L. BESHEAR is a native of Dawson Springs in Hopkins County, Kentucky, where he was one of five children of a Baptist minister and a mother dedicated to her community. Beshear has a bachelor's degree and law degree from the University of Kentucky, where he was president of the student body. He also served as an intelligence analyst in the U.S. Army Reserve, where he carried out certain judge advocate general duties. An attorney by profession, Beshear has a long background in public service. During three terms as state representative, Beshear helped modernize the Kentucky Judicial System and proposed legislation that resulted in the modernization and more than doubling of neo-natal capacities at the University of Kentucky Hospital. As attorney general, Beshear saved countless taxpayer dollars by successfully cracking down on statewide food stamp fraud and pursued several controversial investigations involving state government employees. As lieutenant governor, Beshear helped push for reform of the child welfare system. He also created and spearheaded the Kentucky Tomorrow Commission, a strategic planning initiative that identified daunting challenges facing the state then and far into the future. Beshear took nearly two decades off to practice law before entering a crowded field in the governor's race. Beshear was elected governor of the Commonwealth of Kentucky in November 2007. As governor, Beshear has helped restore public trust by creating a culture of integrity in state government that has including rooting out cronyism and implementing stronger ethics standards. He has also streamlined spending with a trimming of the state workforce, implemented a more efficient way of designing and building roads and won bipartisan support for a complex reform of the beleaguered public pension system. Beshear has focused on initiatives to help Kentucky families including expanding efforts to bring health coverage to 35,000 uninsured children, designing a plan to bring prescription drugs to those who can't afford them, securing "bridge" funding to save Kentucky's student loan agency and calling for a new analysis on higher education affordability and access. He and his wife, Jane, have been married since 1969. They co-own a horse farm in Clark County. They have two sons Jeff, a veterinarian; and Andy, an attorneyand one grandson. Beshear has long been deeply involved in the community, and his various civic activities include such organizations as CommerceLexington Inc., the Kentucky Horse Park Foundation, God's Pantry Food Bank, Bluegrass Tomorrow, the Kentucky World Trade Center, and the UK College of Law Visiting Committee. BOBBY JINDAL was sworn in as Governor of Louisiana on January 14, 2008. Governor Jindal has put forth detailed plans for reforming our state's health care, education, and transportation systems, as well as for encouraging workforce development and continuing recovery efforts in areas devastated by Hurricanes Katrina and Rita, as well as Hurricanes Gustav and Ike. Governor Jindal led the historic response to Hurricane Gustav by successfully moving 1.9 million people out of harms way, the largest evacuation of citizens in the history of the United States, including the largest medical evacuation in history moving more than 10,400 people from hospitals, nursing homes, and other medical facilities out of the path of the storm. Louisiana's oil and gas, agriculture, fisheries, and transportation industries were all affected by the storms and Governor Jindal continues to work with local, state, and federal entities to ensure that all individuals and industries affected are provided with the necessary assistance. Jindal graduated from Baton Rouge High School in 1988 and went on to attend Brown University where he graduated with honors in biology and public policy. Following his graduation from Brown he attended Oxford University in England as a Rhodes Scholar. In 1994, Jindal went to work for McKinsey and Company as a consultant for Fortune 500 companies before entering public service. In 1996, he was appointed Secretary of the Louisiana Department of Health and Hospitals (DHH). In 1998, Jindal was appointed Executive Director of the National Bipartisan Commission on the Future of Medicare. At the conclusion of the Commission's work, Jindal was appointed President of the University of Louisiana System, the 16th largest higher education system in the country. In 2004 he was elected to the 109th United States Congress representing the First District of Louisiana. In Congress he was elected Freshman Class President and served on the House Committee on Education and the Workforce, the House Committee on Homeland Security, and the House Committee on Resources. Jindal was re-elected to Congress in 2006. He and his wife, Supriya, have three young children. PAUL LE PAGE was sworn in as governor of Maine on January 5, 2011. The oldest son of eighteen children in an impoverished family, LePage left home at the age of eleven and lived on the streets for two years, making a living shining shoes. At age thirteen, he was jointly adopted by two families who provided for him and gave him opportunities to work and put himself through school. LePage served as the mayor of Waterville, Maine. He has been the general manager of Mardens Surplus and Salvage, a well-known retail institution, since 1996. And, he is also the head of LePage and Kasevich, a private consulting group. LePage graduated from the Husson University with a bachelors degree in business administration and earned an MBA from the University of Maine. In Africa, Asia, Europe and South America, and during seven years in Saudi Arabia, he oversaw large-scale irrigation projects and the construction of several of the worlds largest dairies. DENNIS DAUGAARD was sworn in as governor of South Dakota on January 8, 2011. After earning his law degree, Daugaard passed the Illinois bar exam and worked in the Chicago area for three years. In 1981, he returned to South Dakota and worked for what is now U.S. Bank in Sioux Falls. Nine years later, Daugaard left the bank and began working for the Children's Home Foundation, the fundraising arm of Children's Home Society of South Dakota. He worked for nineteen years, first as Development Director and then as Chief Operating Officer. Daugaard was elected to the state senate in 1996. From 1996 to 2002 Daugaard served in the state senate and was a member of the State Affairs, Commerce, Education, Taxation, Judiciary, and Government Operations & Audit committees. RICK PERRY, a fifth generation Texan, hails from Paint Creek, a small farming community where farming, ranching and public service run in his family. Between 1972 and 1977, he served in the U.S. Air Force flying C-130 tactical airlift aircraft. Perry graduated from Texas A&M University in1972, where he was a member of the corps of cadets, a junior and senior yell leader, and an animal science major. From 1985 to 1991, he served in the Texas House of Representatives. Perry was elected commissioner of agriculture in 1990, and served two terms. As lieutenant governor, Perry worked with legislators to pass a balanced budget that included record tax cuts, teacher pay raises, and a historic school funding increase. Perry was sworn in as the 47th governor of Texas on December 21, 2000, and was elected to a four-year term in November 2002. Perry has focused on initiatives to improve education and the job climate, keep taxes low, and ensure disciplined state spending. In 2003, he joined legislators of both parties in passing a balanced budget without a tax hike despite a $10 billion shortfall. This budget increased education and healthcare spending despite tough economic times, and invested in jobs with the new $295 million Texas Enterprise Fund. Perry also signed the nation's most sweeping lawsuit reforms to address skyrocketing malpractice insurance rates. Since the law's signing, hospitals and doctors have experienced insurance savings, and obstetricians and specialists are returning to practice in previously high-risk areas. Through Perry's efforts, the number of children with health insurance under Medicaid and CHIP has more than doubled since 1999, and has increased by more than 100,000 since January 2003. He signed legislation allowing small businesses to pool together to offer affordable health insurance policies, and also reduced the number of mandates for private sector policies. Perry's transportation plan, the Trans Texas Corridor, provides thousands of miles of new roads, new rail lines, and room for petroleum and electric lines, water lines and broadband technology. This proposal, along with new renewable energy requirements and emissions reduction legislation, will help clean the air in urban areas. Perry's vision for school finance reform focuses on results-based incentives; cutting, capping and controlling property taxes; providing greater equity; and protecting the job climate. Herbert became Utahs 17th Governor on August 11, 2009, after Governor Jon M. Huntsman, Jr., was confirmed U.S. Ambassador to China. In his inaugural address, Governor Herbert outlined his three main priorities of economic development, public and higher education, and energy development. Herbert was first elected Utah's sixth Lieutenant Governor on November 2, 2004. As Lieutenant Governor, Herbert led state efforts concerning homeland security, transportation, water and rural affairs issues. Prior to his election as Lieutenant Governor, Mr. Herbert served 14 years on the Utah County Commission, earning many awards for his civic and community service. Herbert has also served as the President of the Utah Association of Counties, where he was named as Utah's Outstanding County Commissioner and County Elected Official. He is also the recipient of the National Outstanding Republican County Elected Official of the Year award. A realtor by profession, Herbert is a former President of the Utah Association of Realtors. In 1980, he was elected to serve on the towns select board and went on to be appointed to an empty seat in the Vermont House of Representatives in 1990. JOHN PERCY DE JONGH, JR., was born on November 13, 1957 and raised on St. Thomas where he attended St. Peter and Paul School. He graduated from Catholic Central High School in Detroit and received a BA degree in Economics from Antioch College in 1981. De Jongh returned to the Virgin Islands to take a position with Tri-Island Economic Development Council and was then hired by Chase Manhattan Bank. During his six years there, de Jongh became the first Country Consumer Manager responsible for all consumer banking products in the U.S. Virgin Islands, British Virgin Islands (BVI) and St. Maarten. Under his leadership, Chase installed the first off-site ATMs, increased home mortgage lending, and changed the banks focus to consumer lending in the BVI. In 1984 Governor Juan Luis appointed de Jongh to the Industrial Development Commission. In 1987 he was the youngest Commissioner of Finance when appointed by Governor Alexander A. Farrelly. He was central in drafting legislation establishing the Virgin Islands Public Finance Authority. As Chairman of the Governing Board of the Virgin Islands Water and Power Authority (1988-1992), de Jongh oversaw the execution of bond offerings that were essential in providing funding for new power generating units on St. Croix and St. Thomas and for the underground power cable servicing St. John. He also initiated the Alva MacFarlane Scholarship Program, which has allowed numerous Virgin Islanders to further their education in engineering and related fields. From 1990 to 1992, de Jongh also served as Executive Assistant to Governor Farrelly and Director of Finance and Administration of the Virgin Islands Public Finance Authority. In 1993, de Jongh reentered the private sector, as a Senior Managing Consultant for Public Financial Management, Inc. de Jongh helped develop and implement Five-Year Plans for the cities of Philadelphia; New Haven, Connecticut; and Washington, D.C., all of which dramatically improved their financial standing. Most recently, de Jongh served as President and Chief Operating Officer and Director of Lockhart Companies Incorporated. During this time, he also served as President of the St. Thomas-St. John Chamber of Commerce, where he worked to ensure private sector competitiveness for small businesses and employee stability and growth in the job market. De Jongh has served as Governor of the U.S. Virgin Islands since January 1, 2007. Governor BOB MCDONNELL was sworn in as the 71st Governor of the Commonwealth of Virginia on January 16, 2010. As Virginias Chief Executive, Governor McDonnell inherited an unprecedented $4.2 billion budget deficit. He defeated a proposed $2 billion increase in the state income tax, kept existing car tax relief in place and brought Democrats and Republicans together to close the shortfall through spending reductions, and without a single tax increase. At the same time McDonnell was successful in seeing 80% of his legislative proposals passed by Virginias General Assembly. Included in the Governors proposals were major education reforms to bring more charter schools to the Commonwealth and expand virtual learning programs, as well as a package of dramatic new incentives for job-creating businesses to encourage economic development and job creation in the state. Governor McDonnell has focused extensive time on job creation, and since February 67,900 new jobs have been added in Virginia. McDonnell has dedicated his life to public service. He served 21 years in the U.S. Army, both active duty and reserve, retiring as a Lieutenant Colonel in 1997. Upon graduating from law school in 1989 he served as a Virginia Beach prosecutor. McDonnell was elected to the Virginia House of Delegates in 1991 and served 14 years representing Virginia Beach. He was elected as the 44th Attorney General of Virginia in 2005. As Attorney General, McDonnell kept all seven of his campaign promises and successfully passed 92 of his 105 legislative proposals, with strong bipartisan support. CHRIS GREGOIRE currently serves as the chair of the National Governors Association. She became Washington's 22nd governor in 2005. EARL RAY TOMBLIN is West Virginias 35th governor. He was born March 15, 1952, in Logan County. A self-employed businessman and former school teacher, Tomblin was elected to the West Virginia House of Delegates in 1974 at the age of 22 and held that position until he was elected to the West Virginia Senate in 1980. Tomblin was the longest serving senate president, a position he held from 1995 to 2011. He was named the states first lieutenant governor in 2000. He has dedicated his professional career to the betterment of West Virginia. As lieutenant governor, he was called upon to fulfill the states highest office when then Governor Manchin resigned the position to fill the unexpired term of U. S. Senator Robert C. Byrd. Tomblin won the October 4, 2011 special gubernatorial election to fulfill the remainder of the unexpired term. The governor enjoys a variety of outdoor activities, including riding ATV trails and gardening. He is a committed family man and has been married for 31 years to the former Joanne Jaeger. In 2002, he was elected county executive of Milwaukee the first Republican to hold the position.
