1. INTRODUCTION
Construction sites are most hazardous among all work places and the potential is
there for anyone to be hurt if the activities are not adequately controlled.
Everybody is understandably distressed when a fellow employee is killed or
disabled, so the humanitarian basis for safety is apparent. Accidents don’t happen
but they are caused.
Most accidents can be prevented if works are planned and executed as per laid
safety procedures. Various measures are available to improve safety in
construction. Several of most important measures can be adopted before the
construction is undertaken. Some of these are design, choice of technology and
education.

Plan (EHS Plan) which describes the relevant EHS standards for the execution of
namely as “Dhamia Electrical Engineers organization of all respective site”.
This EHS Plan will be implemented at project site in line with the requirements of
relevant safety standards. It demonstrates the ability to consistently provide
concern intended for Safety and Health of its employees and to meet all applicable
legal requirements and specifications.
2. OBJECTIVE OF EHS PLAN
This EHS Plan aims to enhance health & safety practice at project site and
satisfactory performance through effective application of the system, including the
processes for the continual improvement of system and the assurance of
conformity to objectives set.
This EHS Plan describes various procedures, guideline, system implementation
formats, checklists and work instructions. Site Management shall follow this plan,
and if necessary modification shall be made as per site specific requirement. This
will be accomplished by providing a complete EHS system, methodology and
reference during all the stages of the project execution, which is necessary to-
 Provide necessary safety inputs to all personnel & contractors on the
development and implementation of project specific safety plan.
 Provide an attitude of personal awareness of safe working
practices among all personnel working on the project.
 Identify and incorporate safety consideration as related to construction.
 Identify the risks associated with work and suggest remedial measures with
the motto of loss & accident prevention.
 Achieve the prime objective of zero accident and ensure that work
place is free from occupational illness.
 Inform all concerned about this plan and to identify the safe reporting line.

Accident: An unintended occurrence arising out of and in the course of employment
of a person resulting in injury.
Audit: Systematic, independent and documented process for obtaining “audit
evidence” and evaluating it objectively to determine the extent to which “audit
criteria” are fulfilled.
Continual Improvement: Recurring process of enhancing the Occupational Health
and Safety Management System, in order to achieve improvements in overall
Occupational Health and Safety performances, consistent with the organization’s
Integrated Management System Policy.
Corrective Action: Action taken to eliminate the cause of a detected nonconformity
or other undesirable situation in order prevents recurrence.
Document: Information and its supporting medium.
First Aid Cases: An injury which requires the attention of First Aid Providers or
Registered Medical Practitioner for medical treatment only, without causing any
disablement whether temporary or permanent type. The person will be brought
back into the work within the shift in which the injury occurred. This will be
recorded in first aid register and is subject to verification by the EHS
Representative.
Hazard: Source, situation, or act with a potential for harm in terms of human injury
or ill health or a combination of these.
Hazard Identification: Process of recognizing that a hazard exists and defining its characteristics.
Ill Health: Identifiable, adverse physical or mental condition arising from and/or
made worse by a work activity and/or work-related situation.
Incident: Work-related event(s) in which an injury or ill health (regardless of
severity) or fatality occurred or could have occurred.
Interested Party: Person or group, inside or outside the work place, concerned with
or affected by the Occupational Health and Safety Management System
performance of an organization.

Integrated Management System policy: Overall intentions and direction of an


organization related to its OH&S performance as formally expressed by top
management.
IS: Indian Standards.
Man Hours Worked: The total number of employee-hours worked by all employees
working in the site premises. It includes managerial, supervisory, professional,
technical, clerical and other workers including the contract labour.
Non-Conformance: Non-fulfillment of a requirement
Occupational Health and Safety: Conditions and factors that affect, or could affect
the health and safety of employees or other workers (including temporary workers
and contractor personnel), visitors and any other person in the workplace.
Occupational Health and Safety Management System: Part of an organization’s
management system used to develop and implement its Integrated Management
System policy and manage its Occupational Health and Safety risks.
Occupational Health and Safety Objective: Occupational Health and Safety
Goals, in terms of Occupational Health and Safety performance that an organization
sets itself to achieve.
Occupational Health and Safety Performance: Measurable results of an organization’s
management of its OH&S risks.
Organization: Company, corporation, firm, enterprise, authority or institution, or
part or combination thereof, whether incorporated or not, public or private, that
has its own functions and administration.
Preventive Action: Action to eliminate the cause of a potential nonconformity, or
other undesirable potentially situation.
Procedure: Specified way to carry out an activity or process.
Protective Barricades: Barricade that alert personnel from exposure of any hazard.
Record: Document stating results achieved or providing evidence of activities performed.
Risk: Combination of the likelihood of an occurrence of a hazardous event or
exposure(s) and the severity of injury or ill health that can be caused by the event
or exposure.

Work Place: Any physical location in which work related activities are performed
under the control of the organization.
Warning Barricades: Barricades that alert the person from the exposure of hazard
but offer no physical protection.

3. ROLES & RESPONSIBILITY


Site In-charge / Project Manager
 Responsible for the total implementation of the Safety code in the project or plant unit.
 Encourage safety and health practices among the employees under his control.
 Do hazard identification for all kind of risks involved in activities under his control.
 Carry out risk assessment as per the company procedure in consultation with H&S Dept.
 Ensure availability & Comply with company’s procedures and keep record.
 Ensure compliance with local legislation and reporting to various channels for
safety related information. This includes monthly reporting, incidents reporting
as per company procedures and accident.
 Ensure the availability of high quality required PPEs at site.

Technical Representative- HSE responsibilities shall include, but will not be limited to:

 Shall report to Project Manager.


 Shall assume full responsibility for HSE activities on the Project Overall management and
execution of the Work.
 Shall ensure that construction personnel have the relevant competency and experience to
execute the work safety.
 Shall ensure that rules and regulation are complied by contractor and terms and conditions
related to HSE are incorporated in work order.

 Shall ensure work procedures contain HSE requirements and hazards are identified, assessed,
properly
managed and are understood by contractor’s supervisors/ workers.
 Shall visit the work site frequently to ensure a high level HSE awareness among the
workers is maintained.
 Shall conduct HSE meetings to ensure that HSE concerns are addressed.
 Shall encourage and support contractor’s supervisors to execute safe working practices.
 Shall manage all contractors to ensure that overall HSE compliance are achieved.
 Shall work in close cooperation with the HSE professionals to eliminate and correct all
practices and conditions that are deemed to be unsafe.
 Shall comply all statutory requirements applicable for the project.

HSE Manager/ Executive responsibilities shall include, but will not be limited to:

The HSE Manager/ Executive is responsible for the implementation of the HSE program. As
HSE administrator, the site HSE Manger shall function as adviser, consultant to the site
Management, Supervisory personnel, sub contractor’s HSE organizations, in establishing
and maintaining compliance with local laws and regulations, Client HSE requirements.

 Shall report to Head of Project Management


 Shall identify project specific requirements of statutory bodies.
 Shall formulate and implements plans to comply with statutory bodies.
 Shall organize meetings and presentations to ensure compliance of statutory requirements.
 Shall Prepare, control and implement the HSE Programme and advice on HSE matters at
all stages of the project.
 Shall co-ordinates and executes planned HSE training and awareness programs.
 Shall act, as the HSE auditing focal point & liaison with Auditor. Audits are included in the
overall audit schedule.
 Shall approve the HSE training plan.
 Shall review HSE performance statistics and initiates actions for improvement.
 Shall set HSE targets, and planning to enhance HSE performance.
 Shall review risk assessment and job safety analysis prepared by the execution team.
Contractor’s responsibilities shall include, but will not be limited to:

 Shall attend both client and company HSE induction briefings.


 Shall be fully equipped with required Personal Protective Equipment (PPE), while
executing work at site.
 Shall ensure that workers must be supervised and attended by a full time competent
supervisor approved by our Technical Representative.
 Shall obtain an approval for permit to work (if applicable) before carrying out work in the
client’s
premises.
 Shall take all necessary precautions to ensure that their activities would not affect other
fellow worker or, any third party at the work Site.

 Contractor shall take full responsibility for health, safety and environment of his employee
during all site operations.
 Contractor shall at his own expense arrange for accident prevention tools & assurances.
 For activities involving Mobile Cranes/ Hydra/ Boom Lift/ Scissor lift etc., LMV &
HMV driving, the contractor should ensure skill & competency of the concerned
operators/ drivers.
 Contractors shall arrange for medical checkup of his entire workforce at site before
inducting at site and maintain record.

 Contractor shall inform their workforce about the hidden & visible hazards associated with their
jobs.

 Contractor shall nominate HSE coordinator out of the working staff

 Contractor shall ensure that PPE are available all time and shall be used by their workforce
with no exception.
 Contractor shall arrange for necessary first aid equipment at site.
 Contractor shall ensure that lifting machines, tools and tackles, wire ropes, slings, chains,
shackles, cranes, pulley blocks shall be of good condition and tested by competent person.

 Contractor shall be responsible to ensure implementation of all Statutory requirements for


workmen under the local laws.

4. SITE ENTRY & SECURITY


 The site shall be fenced all-round with limited & controlled entry/exit facility.
 Suitable number of trained security personnel will be strategically
deployed as per site requirements and in accordance of contract conditions.
 The security at gate should maintain separate entry/exit log book for
Visitors, Employer staff & Sub-contractors staffs & labors (if any).
 The Visitors shall be given gate pass & safety broacher at the gate and
then sent to Employer office for safety induction.
 Un-authorized entry shall be strictly prohibited.

 Induction briefings shall be mandatory, covering site EHS rules, Hazard & Risk,
emergency
procedures, Excavation safety, Fire safety etc are to be delivered to all personnel,
prior to deputation to worksite. Inductions and briefings shall include a general
element applicable to all personnel working on or visiting the plant site, as well as
task– specific induction briefings applicable to the work concerned.

5.2. Visitors Induction


All visitors to the project will be required to attend a Visitors Induction Course where
the following information will be provided: This is valid for first visit only.

5.4. TOOLBOX TRAINING

Each work supervisor shall conduct daily toolbox meetings to discuss health and safety issues
before commencement of any activity. Work Supervisors shall lead these meetings. This
meeting shall be no longer than 5-10 minutes of duration and items covered at these
meetings shall include:

 Work procedures; risk assessment applicable to the particular activity.


 Safety measures to be adopted during executing the job.

 Any important information / happening related to particular activity.

An erection method statement will be prepared in conjunction with the specific hazard - risk
assessment for individual activities. The method statement will describe the control
measures identified in the hazard - risk assessment and all relevant personnel will be made
aware and instructed on the control measures to be implemented. Method statements will
be prepared at least 7 days prior to the schedule start date. Method statements are required
for sensitive and hazardous operations, which will include but not be limited to: -

 Critical lifts(PEB ERECTION)

 Erection of Major Scaffolds

 Work at Heights

Contractor will provide similar assessments covering their respective operations and all
hazard/ risk assessments will be reviewed and revised as necessary should circumstances
change.

A suitable and adequate hazard - risk assessment shall be carried out for all work and these
assessments should be regularly reviewed. Records should be kept and be available when
requested

B.HAZARD IDENTIFICATION & RISK ASSESSMENT


 All activities at site shall be started after assessing the risk as per our standard
procedure. To establish an effective system of control risk assessment shall be
done as per the corporate procedure No.: SI RA 001A.
 Minimum three persons shall be involved in the risk assessment process. This includes Plant
Manager/Project Manager, Safety Officer & Concern Unit/Activity in-charge.

5.6. ACCIDENT NOTIFICATION AND INVESTIGATION

Dhamia shall undertake detailed investigations into all accidents and incidents including near
misses to establish causes and prevent recurrence. A member of the site Health and Safety
Management team shall carry out such investigations that shall identify the immediate and
underlying causes. An investigation report shall be prepared detailing remedial actions with
close out dates.

All the events of personal injury to any person or in the event of any loss of or damages to the
work, materials supplied or Equipment supplied by any company accidents shall be recorded
in the Accident / Incident Report form. All incidents shall be reported to HSE Manager / Project
Manager immediately by telephone / radio / fax / in person. All incident and accidents shall be

include any occurrence, which caused injury (even if no lost time involved), harm to the
environment, damage to equipment. All incident and accident shall he notified to HO

specified format. Any evidence must remain in place and be left undisturbed until company

to establish root cause and preventive measures.

to Regional HSE Manager / Regional Construction Head.

5.7. MONTHLY AND WEEKLY SAFETY REPORTS


The HSE statistic shall be tabulated and forwarded to HO. Incident statistics shall be passed to
the H.O on monthly basis. Details of the following classification of statistics related to injuries
and near miss incidents shall be tabulated. These statistics shall also be brought to the notice of
the Project Manager for his review and assessment against the HSE targets.

The permit certificate requires acknowledgement by the performing authority, responsible for
doing the work to indicate that working conditions and limits are thoroughly understood.

Once work has been identified and designated as requiring a permit to work, the use of permits

5.9. HSE INSPECTIONS & AUDITS


Regular planned inspections shall be undertaken. Technical Representative/ Contractor’s
supervisors shall monitor Safety on the site as an integral part of their line responsibility.
Any substandard practices and conditions noted during the inspection shall be recorded.

5.10. HSE COMMUNICATION

Project Manager/ HSE Manager shall conduct HSE meeting, whenever they are visiting the
site. The responsibilities of this shall include the following:

 Overall objective analysis of the site HSE activities.

 Good Safety practices to be adopted.

 Deficiencies found during safety inspection and measures to be taken to improve the same.

 Incidents/accidents or near misses that have occurred and review of


Investigation and recommendation.
 Hazard observed and corrective action.

 The HSE meeting shall be recorded and copy of minutes of meeting shall be forwarded to
all concerned for action and implementation.

EMERGENCY RESPONSE

Regular emergency drills and exercises shall be carried out to test preparedness of emergency
arrangements. Emergency evacuation drill shall be organized as a part of client emergency
drill (if any).

5.11. PERSONAL PROTECTIVE EQUIPMENT

As a minimum dress code all Personnel shall be required to wear hard hat, safety footwear,
safety spectacles, reflective jacket at construction sites. This shall be emphasized during the
site induction training.

Personnel not having appropriate PPE will not be allowed to work on site. Where there is need
for additional personal protective equipment viz. hearing protection, dust mask etc, this shall
be identified in hazard - risk assessments.

All Supervisors shall be responsible for ensuring that suitable PPE is available, in serviceable
condition and that it is used at the required times.

Head Protection: All personnel shall be issued with safety helmets, which shall be worn at all
times when in construction environment. Safety helmets shall be checked periodically for
cracks in the shell. Any evidence of such shall result in the helmet being discarded and
replacement issued.

Foot Protection: Suitable hard toe foot wear shall be worn at all times by all personnel
considering the nature of works and danger of foot injuries due to falling objects, rolling
objects, object piercing the sole.

Eye Protection: Safety glasses with rigid side shields shall be worn at all in areas where eye
hazards exist due to flying particle, high speed flying particles, dust ingress, chemical splash,
radiation glare, hot sparks or metal spatter or harmful vapors.

Fall Protection: All personnel shall comply with the PEBS PENNAR 100% Fall protection Policy,
which states that anytime employees working from an unprotected elevation of 6 feet or more,
fall protection must be used. Additional safety measures like providing fall arrestor type safety
harness, safety net should be provided depending upon the site conditions and job
requirements.

Ear Protection: Ear protection shall be worn by personnel involved in words in areas of high
noise level or when working with equipments that generate high noise levels. Whenever
practicable, equipment generating high noise shall be located at the maximum possible
distance from any work being performed. Sound reducing boxes shall also be fitted to the
equipment wherever practicable.

1.1. FIRST AID


First aid is an immediate and temporary care given to the victim of an accident or sudden
illness until the service of the Doctor can be obtained. It is important for the first aiders
to know not only what to do but also what not to do. Improper and careless moving of
the victim may increase the severity
of the injury and may even cause death.
Great haste in giving first aid is usually unnecessary and sometimes harmful. However,
in construction work there are two cases where great speed is necessary. They are (a)
cases of severe bleeding and (b) cases where breathing is suspended requiring artificial
respiration.

Main Points of Compression of major arteries (Fig. 1)


Bleeding
Bleeding usually is best controlled by direct pressure applied to the wound with a sterile
dressing or any cloth (cleaner the better); the bleeding limb (arm or leg) slightly above
keeping the victim in lying position will control the bleeding to certain extent. Bleeding
can be completely controlled by applying finger pressure against the artery, which
supplies blood to the bleeding area. Pressure point is given in the fig. 1.
Direct pressure on the wound should always be applied in addition to pressure on the artery.
Artificial Respiration
In cases of electric shock, drowning, gas poisoning, suffocation, etc. where breathing has
stopped, immediate action is necessary. Artificial respiration shall be given using
resuscitator however mouth to mouth respiration shall be started (as shown in fig. 2)
without any time loss. Until the victim starts breathing on his own or he is brought to the
doctor, artificial respiration will be continued.

1) Lay the victim flat on his back and place a roll of clothing under his shoulders to
ensure that his head is thrown well back. Tilt the victim’s head back so that the chin points
straight upward.

2) Grasp victim’s jaw as shown and raise it upward until lower teeth are higher than
upper teeth; or place fingers on both sides of jaw near ear lobes and pull upward. Maintain
jaw position throughout the artificial respiration to prevent tongue from blocking the air
passage.
Take a deep breath and place your mouth over victim’s mouth as shown making airtight contact.
Pinch the victim’s nose shut with thumb and forefinger. If you dislike direct contact, place a
porous cloth between your and victim’s mouth. For an infant, place your mouth over its mouth and
nose.
3) Blow into victim’s mouth (gently in the case of an infant) until his chest rises.
Remove your mouth and release the hold on the nose, to let him exhale, turning your head
to hear out-rush of air. The first 8 to 10 breaths shall be as rapid as victim responds;
thereafter rate will be slowed to about 12 times a minute (20 times for an infant).
Note:
(a) If air cannot be blown in, check position of victim’s head and jaw and re-check
mouth for obstructions, then try again more forcefully. If chest still does not rise, turn
victim’s face down and strike his back sharply to dislodge obstructions.
(b) Sometimes air enters Victim’s stomach evidenced by swelling stomach. Expel
air by gently pressing stomach during exhalation period.

Fractures
In case of visible fracture and even a suspected fracture, the adjacent joints will be
immobilized. If the fracture is accompanied by bleeding, it will be controlled as said
earlier. While carrying the victim or while transporting the victim to the Doctor, care will
be taken not to disturb the fractured bone.
First Aid Box
A fully equipped first aid box will be available as near the site as possible with adequate
supply of various types of sterilized dressing, Potassium permanganate solution or
crystals burn Ointment, Dettol, snakebite lancet and splints etc. An artificial resuscitator
will be of great help while dealing with electric shock cases where the victim stops
breathing immediately. In these cases with the use of resuscitator breathing can be
revived in almost all cases. Contents of the first aid box will be replenished as and when
required.

FIRE PREVENTION & CONTROL


Basically fire is a chemical reaction. Whenever fire occurs there is combustion or
burning, in other words, oxidation of substance accompanied by heat, light and
smoke. Three things are necessary for fire to occur Fuel, Heat and Oxygen. The
danger of fire is greater during the period of construction than it is after the
completion. To eliminate the causes of fire, it is important to locate how and where
fire starts. The maximum frequency of fire cause is Electrical. There are various
other causes like Smoking, Hot work etc.
There shall be no fire catching materials near electrical installations, hot works etc.
Diesel or other oil must be kept away from hot works & electrical installations.
 Combustible and flammable materials shall be stored in isolated locations away from
buildings and operating equipments.
 Flammable liquid shall be stored and transported only in approved metal safety
cans on which the contents are clearly marked.
 Oxygen and acetylene cylinders must be stored in separate compartments and
always in upright position as well as secured to avoid tipping over. The storage
place shall be located at least 6 meters away from any buildings any flammable
liquid storage area.
Suitable quantity of fire extinguishers shall be maintained for each class as per the
fire potential.

5.12. GENERAL ELECTRICAL SAFETY
Electricity has long been recognized as a serious workplace hazard, exposing
employees to electrocution, burns, firs & explosions. It contributes 10% of on the
job fatalities every year. All electrical accidents are preventable! If the electrical
equipments are designed, installed, operated and maintained as per approved codes
of practices.
 Construction power supply shall be obtained by us only if the temporary power
supply board installation conforms to I.E Regulation.
 All electric supply lines and apparatus shall be of sufficient ratings.
 The DB and all switches must be kept in temporary shed/hoods to prevent from
rainwater spray.

 Scaffolding or its components shall be capable of supporting load without failure,


at least four (4) times the maximum intended load. The manufacturer should be
able to indicate the safe working load of his product.

 Any scaffold or component of a scaffold that is weakened or damaged must be


repaired or replaced immediately.

 An access ladder or equivalent safe access shall be provided.

Only authorized persons doing connection work and those required to hook or
unhook loads shall be allowed to go under suspended load.

a. CHAIN BLOCK / PULL LIFT


 Chain blocks of proper lifting capacity supported by Test Certificate will be used for
lifting known loads.
 Chain block must be checked and tested periodically. It will be lubricated before every use.
 No cannibalising will be done on chain block.
 Chain block will be tested against slip by suspending safe load.
 It should operate freely and the chain should not come out of pulleys.
 The anchorage will be strong and rigid.

5.21. LIFTING OPERATIONS

 Before installation the job site shall be thoroughly surveyed and the activity should be carefully
planned.

 All lifting machinery and equipment, all parts and working gear thereof, both fixed and
movable shall be of good construction, sound material and free from patent defect and shall be
maintained and operated in accordance with recognized standards / legislation.

 A register shall be maintained in which it shall be shown all lifting tools & tackle and all details
of examinations and tests conducted thereon.

 Lifting machinery, equipment and lifting tackle shall not be issued or used without a current
test certificate, in accordance with the statutory requirement.

 Lift Specialist will be the person in charge of the operations.

 Riggers involved will be recognized by helmet with red tape around the helmet. Signalman
shall have two bands of red tape around the helmet / apron.

 Area where lift is to take place will be “roped off” and “No Entry” signs will be placed in
order to keep out unauthorized personnel.

 Onlookers have to be kept outside the “roped area”

 No crane operation will take place without a qualified, appointed and easily identifiable
signalman / banks man
 Cranes shall not be used to transport loads, unless specifically designed for this purpose. The
hook of a crane must be secured to prevent it swinging when the crane is in transit.

 Identification and inspection – all items of lifting tackle shall be plainly die- stamped with an
identification number and its “Safe Working Load”

 All lifting tackle shall be inspected and tested at least once in every 12 month period by an
independent competent person in accordance with statutory requirements.

5.22. WORKING AT HEIGHT
Where work at height is required the team leader will ensure that all such work is properly
controlled and that safe access and working platforms are provided in accordance with
statutory requirements. The team leader will ensure that all scaffolding is erected, altered or
dismantled only by competent, trained, experienced personnel under the immediate
supervision of a competent supervisor. All scaffolds will be of sound construction and be
properly maintained and inspected. Where the provision of scaffolding for work at height is
impracticable other safe working methods or systems will be used. This may be in the form
of mobile elevating work platforms, personnel carriers suspended from cranes or the
provision of fall arrest equipment such as safety harness and lanyards. Where such alternative
methods are used a system of work will be devised to ensure that all aspects satisfy the

5.24. ABRASIVE WHEELS


 Abrasive wheels are potentially dangerous and it is essential that the correct wheel is
selected and fitted by a competent person.

 Only persons who have been trained to do so may mount abrasive wheels and diamond
tip blades.

 Use of abrasive wheel / diamond tip blade tools and equipment will be limited to
persons having received the training noted above.

 All persons required to use this equipment will be provided with adequate personal
protective equipment

 Correct wheel should be used in accordance with the speed of grinding machine. Valid
date must be endorsed on wheel. Only valid discs should be used.

5.26. GAS CUTTING & WELDING


In oxygen cutting, the metal is heated by burning fuel gases and then severed or removed by
the chemical reaction of metal and oxygen. The handling and storage of gas cylinders needs
particular attention.

 Cutting gases commonly used are oxygen & acetylene. Relevant material safety data sheets
should be available.

 Protect cylinders from impacts.

 Do not lift compressed gas cylinders with an electromagnet or slings. Where cylinders must
be handled by a crane, carry them in a cradle or suitable platform.

 Do not tamper safety devices i.e. valves in cylinders.

 Load cylinders to be transported, allowing less movement between cylinders.

 Check valves (flashback arrestors) should be installed at the torch end of each hose to
prevent back-flow of gases.

 Before changing torches, shut off the gas at the pressure reducing regulators and
not by crimping the hose.

 Never put down a torch until the gases have been completely shut off.

 Do not hang torches from a regulator or other equipment that allows them to come in
contact with the sides of gas cylinders.

 When extinguishing the flame, close the acetylene and oxygen valves in the order
recommended by the torch manufacturer.

 NEVER keep gas cylinders inside a confined space.

 When gas welding is complete it is essential that the shut off valve on the cylinder is closed
so there is no danger of the gas building up in a confined area such as an excavation, vessel or
tank.

5.27. WELDING
Welding cables may be subjected to severe abuse if they are dragged over work under
construction and across sharp corners, or run over by vehicles. Special attention needs to be

 Replace or repair defective cable immediately.

 Keep welding cables dry and free of grease and oil to prevent breakdown of insulation.

 If a cable (either a work lead or electrode lead) exposes bare conductors, then cover the
exposed portion with rubber, plastic or friction tape equivalent in insulation to the cable
covering.

 If cables have to run some considerable distance from the welding unit then consider placing
them onto overhead supports.

 Protect cables that must be laid on the floor or ground so they will not interfere with safe
passage or become damaged or entangled.

 If it is necessary to weld or cut near combustible materials, the combustible materials should
be moved to a safe distance away or protected by non- combustible curtains or sheet metal.
Floors of wood or other combustible materials should be swept clean and, if possible, protected
with a flame resistant covering.

 A fire extinguisher should be kept in the nearby area throughout the welding or cutting
operation and continued for at least 15 minutes after job completion

 Gases (the oxides of nitrogen, carbon monoxide, ozone) and metallic dusts and fumes may
pose respiratory hazards during welding work. If gases, dusts, and fumes cannot be kept below
the Threshold Limit Values, welders should wear suitable respirator. Should oxygen be
deficient, self-contained breathing apparatus or hose masks with blowers are necessary.

5.28. STORAGE OF FLAMMABLE LIQUIDS/ GAS INCLUDING PAINT


A highly flammable liquid includes any liquid or emulsion, which gives off a flammable vapor
at a temperature of less than 32 C. Typical highly flammable liquids include petrol, thinners
etc. They can pose the risk of flammability, explosion and toxicity. The following guidelines
will apply:-

 If lighting is necessary it must be flameproof and wiring enclosed in armored cable with
electrical switches, sockets, junction boxes, fuses and other electrical equipment outside store.

 Containers closed - no leaks.

 Battery charging not taking place inside building.

 Waste not allowed to accumulate, both inside and outside building.

 Dry sand kept in plastic bags for use when spills occur.

 Building entrance to have sign in English / Hindi which reads :- “DANGER – HIGHLY
FLAMMABLE”

 Temporary storage facilities for the storage of highly flammable liquids are permitted in
the workplace provided that the quantity does not exceed 50 litres.

5.29. GAS STORAGE & HANDLING:


A level base of compacted earth, concrete or paving slabs shall be provided and surrounded by
a secure chain link fence with a hard standing provided for the delivery and dispatch of
cylinders. Gates should open outwards. There should be sufficient shelter to prevent
cylinders from being exposed to extremes of weather.

 Signs must be clearly displayed indicating the type of gas cylinders and prohibiting of
smoking and the use of any naked flame in the area of the store

 Cylinders must be stored with their valves uppermost, and not mixed with any other gases
or substances.

6. WELFARE FACILITY

A. DRINKING WATER

Sufficient drinking water shall be provided and maintained at suitable places. It should be
easily accessible for everyone with provision for chilled water in summer. All water supply or
storage shall be away from any latrine drain or other source of pollution. Regular analysis of
water shall be done to ensure its quality.
B. TOILET AND URINALS

Latrines shall be provided by the customer in every work place on the following scale:

 There shall be at least one latrine for every 25 males. Every latrine shall be so partitioned
off as to secure privacy and shall have a proper door and fastenings.
 The latrine and urinal shall be adequately lighted and shall be maintained in a clean and
sanitary condition at all times.

7. SMOKING

Smoking shall not be allowed in at site except the designated areas. Failure to adhere to this
requirement may result in immediate removal of the offending personnel. A designated area
for smoking shall be demarcated.

8. BEHAVIOUR MODIFICATION AND DISCIPLINARY ACTION


Non-conformance with HSE requirements can be focused on people, either the supervisor or
the worker. The real or basic cause of non-conformance occurs because of either a lack of
knowledge or skill or an improper motivation or attitude. It follows that the solution for lack
of knowledge or skill is proper training and coaching. In the case of improper motivation or
attitude, it is the duty of the person in charge of the offender to establish the cause by using
counseling and coaching. When people are knowledgeable and counseling and coaching have
not provided a solution then disciplinary action shall be taken. The team leader is responsible
for implementation of coaching counseling, and formal discipline of subordinates.

10. PHYSICAL CONDITIONS FOR WORK

Physical conditions / environmental conditions at work location like Illumination level, Noise
level, Presence of foul smell or toxic gases, dust, insufficient oxygen in the environment, high
temperature etc contributes a lot to the health & safety of workmen.
a. Illumination:
 There shall be separate arrangement of illumination for walkways and
working points.
 All working locations must be properly illuminated, confirming national standards.
 Access/Egress and other walkways shall also be illuminated sufficiently.
 For confined space work or working in such an environment where flammable gases are liable
to present, special illumination arrangement shall be done. In such cases 24 volt DC light shall
be used.
 Illumination arrangement shall be provided in such a way that it shall not cause glare to working

responsibility of site engineer.
b. Noise & Vibration:
 Adequate measures shall be taken to protect construction workers against the harmful effects
of excessive noise or vibration.
 The noise level in no case exceeds the limits laid down in legislations i.e. 90dB.
 Where ever noise level exceeds the limit, proper arrangement shall be made to contain the noise
or workers are provided with ear protection PPEs.

High Temperature:
 Working in conditions of extreme heat combined with additional stresses to the body from
physical activity, loss of fluids, fatigue, and various other factors, can lead to dangerous health
effects or can jeopardize worker safety.
 There are four environmental factors which can contribute to the amount of heat stress a worker
may experience on the job -temperature, humidity, radiant heat, and air velocity.
 Sometimes heat from the sun, radiant heat from a hot surface or heat from hot processes can
overwhelm the body’s cooling mechanisms and result in mild to severe health disorders. These
heat-related disorders include heat rash, heat cramps, heat syncope, heat exhaustion, and heat
stroke.
 How much is too much? It varies, depending on the person and the situation. If improperly
treated, heat stroke can be life-threatening. However, many heat- related health problems can
be prevented or the risk of developing them reduced by following a few basic precautions:
 Acclimatization - Give workers time to get used to the heat. With gradual increased
exposure, workers become better able to tolerate the heat. Provide cool, shaded rest areas
where workers can take periodic breaks as needed. Longer or more frequent breaks may be
necessary when it’s very hot or the work is especially strenuous. Job sharing or heavy work
rotation
among several workers can also lessen the heat load on workers.
 Rehydration - Sweating is part of the body’s natural cooling system, but it does results in
water loss. The way to replace this loss and help the body continue to cool itself is to drink
water or electrolyte-replacement "sport drinks" throughout the day, at least one cup every
20-30 minutes. Thirst is not enough to insure sufficient water intake. Workers should be
encouraged to drink before, during, and after work. Alcohol, coffee, tea, and caffeinated soft
drinks, which cause dehydration, should be avoided.
 Appropriate Dress/Clothing - Thin, light-colored, loose-fitting clothing aids in
evaporation and allows air movement near the skin. For some jobs, clothing with built-in

 Engineering Controls - Fans, ventilators, exhaust systems, and air coolant systems help
keep worksite temperatures to adaptable levels. Other controls such as installing heat
shields and insulating heat-producing machinery can also help reduce radiant heat or lower
the environmental temperatures. Install a temporary canopy over outdoor work areas or
shade heavy equipment operators to lessen the suns intensity. Use available mechanical
devices to reduce physical exertion.
 Work Scheduling - To take advantage of climatic and other environmental conditions, start
jobs earlier in the morning, then space hot work throughout the day. Schedule the more
strenuous or the hottest work for the coolest times of the day. Schedule morning workers to
reduce the workload or have them work in shifts or limit work hours within shifts to
minimize exposure to high temperature and sun. Rotate work in areas where humidity may
be high and air movements minimal. Postpone nonessential tasks during heat spells.
 Monitoring - Supervisors should check environmental conditions at least
hourly and monitor worker response to the heated conditions. Heat stress is a silent
hazard. Workers may not realize that there is a problem until heat stress is well advanced.
In wilderness environments, recognition of the gravity of the situation is important. The
victim of serious heat distress must be transported as soon as possible to the nearest
medical facility. In the meantime, every effort to reduce the victim’s body heat load must
be made.
 Educating - Workers should be aware of the need to replace fluids, recognize dehydration and heat

11. ENVIRONMENT & WASTE MANAGEMENT


All work shall be carried out in accordance with current relevant Codes and Standards and shall
comply with all Acts and Statutory Regulations concerning environmental protection.
Environmental protection shall include, but not be limited to the following:
Noise emission; particulates and gaseous emission; liquid waste (collection, storage and
disposal) and solid waste (collection, storage and disposal); pollution of waterways etc
Work shall be conducted in a manner to ensure:
 That no substance that can cause harm to the environment is allowed to leak, spill or

Dust Pollution
 All earthworks will be protected in manner acceptable to the client to
minimize generation of dust.

 It shall be ensured that all construction vehicle parking location, fuel/lubricants storage

 It shall ensured that all vehicle/machinery and equipment operation, maintenance and

Additionally, each contractor/builder shall comply with all applicable statutory compliances and
are responsible for ensuring that all personnel under their control observe the legal requirements.
Arcedges and its employees retain the right to stop any operation, activity or erection of
equipment etc. if it is considered that there is a risk to the safety or health of any person. The
company will not accept responsibilities for any increased cost or delay arising out of such action.
The Contractor and all personnel under his control shall obey any written or verbal instruction
given by an authorized Arcedges representative or MS Arceddges Safety Manager, Safety Engineer
or Officer in respect of health and Safety.

The Contractor shall comply with each requirement or prohibition contained within health and
safety documentation supplied by Ms Arcedges to the Contractor in connection with his contract
or Sub-contract.

Contractors will ensure that their HSE manuals, statutory notices, registers, guidance notes, HSE
procedures and all other HSE documents are provided, made accessible to, and understood by
their personnel.

Omissions in this HSE plan will not absolve the contractors of their legislative and contractual

Individuals who fail to comply with HSE practices will be subject to counseling coaching and / or
disciplinary action.

14. GENERAL HSE GUIDELINES


 Where work activities may conflict with or impact upon other work activities take steps to discuss
the matter with relevant parties and establish a consensus. Ensure that both parties and their teams
are fully aware of potential hazards together with appropriate precautions.

 All plant and equipment shall be inspected before work commences and at periodic intervals
thereafter. All plant and equipment shall be safe before and during use.

 Only competent personnel are permitted to operate equipment.

 Only qualified and appointed personnel (such as riggers and scaffolders) shall do skilled work. Such
skilled workers shall always be identified by relevant band around hardhats (red band for riggers and
black band for scaffolds).

15. HSE GUIDELINE FOR CONTRACTOR MOBILIZATION

a) The contractor should submit details of the workers screening/medical test by registered physician
prior to them being involved in the project works especially for those working in height and machine
operators.
b) The contractor should submit their HSE plan for the work they have been assigned one week prior
to mobilization. The safety supervisor/ coordinator should be available from the day of mobilization.
Contact details of all senior staff to be submitted to Arcedges
c) A trained First-Aid attendant should be available at site with necessary & adequate medicines in the
First-Aid box.
d) The contractor staff & supervisors are allowed inside the project site only after an induction.
e) The contractor employees must follow the Entry / Exit system followed by the company.

 Contractor employees/workers should carry the ID card all the time at the site

i) Contractor should fill up checklist for working in height, equipment, crane on a daily basis in the MS
DEE format
j) Contractor should submit all the documents pertaining to legal compliances such as Test certificates
of equipment/lifting tools & tackles, Operators license and competency certificate etc.
k) Contractor is expected to conduct the specific Safety training on electrical safety, working at height,
crane operations on a regular basis.
l) Apart from the above training, the contractor supervisor shall conduct the tool box meeting
everyday before commencement of work, where supervisor will inform
about the safety tips, work instruction, JSA and housekeeping etc. and documentation should be
done on the format followed by Ms DEE.
m) Contractor shall be required to maintain the area always in a presentable manner (Proper House
keeping) A place for everything and everything to be in its place. At the end of the work day, area
needs to be cleaned thoroughly. Waste bins need to be provided in work area & should be cleared
on a day to day basis.
n) Contractor is required to follow Safe Isolation Procedure. Contractor to use yellow & red
barricading tapes. Caution/warning/danger tags procedure to be followed
