1. INTRODUCTION
Construction sites are most hazardous among all work places and the potential is
there for anyone to be hurt if the activities are not adequately controlled.
Everybody is understandably distressed when a fellow employee is killed or
disabled, so the humanitarian basis for safety is apparent. Accidents don’t happen
but they are caused.
Most accidents can be prevented if works are planned and executed as per laid
safety procedures. Various measures are available to improve safety in
construction. Several of most important measures can be adopted before the
construction is undertaken. Some of these are design, choice of technology and
education.
This document comprise of the Environment Management and Health and Safety

Plan (EHS Plan) which describes the relevant EHS standards for the execution of
namely as “Dhamia Electrical Engineers organization of all respective site”.
This EHS Plan will be implemented at project site in line with the requirements of
relevant safety standards. It demonstrates the ability to consistently provide
concern intended for Safety and Health of its employees and to meet all applicable
legal requirements and specifications.
2. OBJECTIVE OF EHS PLAN
This EHS Plan aims to enhance health & safety practice at project site and
satisfactory performance through effective application of the system, including the
processes for the continual improvement of system and the assurance of
conformity to objectives set.
This EHS Plan describes various procedures, guideline, system implementation
formats, checklists and work instructions. Site Management shall follow this plan,
and if necessary modification shall be made as per site specific requirement. This
will be accomplished by providing a complete EHS system, methodology and
reference during all the stages of the project execution, which is necessary to-
 Provide necessary safety inputs to all personnel & contractors on the
development and implementation of project specific safety plan.
 Provide an attitude of personal awareness of safe working
practices among all personnel working on the project.
 Identify and incorporate safety consideration as related to construction.
 Identify the risks associated with work and suggest remedial measures with
the motto of loss & accident prevention.
 Achieve the prime objective of zero accident and ensure that work
place is free from occupational illness.
 Inform all concerned about this plan and to identify the safe reporting line.
To appraise the client/consultant on intending priority for safety in our project work

1. SCOPE OF WORK
The scope of works covered under this document comprises of the “Arcedges
Building (India) LLP” on all respective sites.

2. TERMS AND DEFINITIONS:-

Acceptable risk: Risk that has been reduced to a level that can be tolerated by the

organization having regard to its legal obligations.

Accident: An unintended occurrence arising out of and in the course of employment
of a person resulting in injury.
Audit: Systematic, independent and documented process for obtaining “audit
evidence” and evaluating it objectively to determine the extent to which “audit
criteria” are fulfilled.
Continual Improvement: Recurring process of enhancing the Occupational Health
and Safety Management System, in order to achieve improvements in overall
Occupational Health and Safety performances, consistent with the organization’s
Integrated Management System Policy.
Corrective Action: Action taken to eliminate the cause of a detected nonconformity
or other undesirable situation in order prevents recurrence.
Document: Information and its supporting medium.
First Aid Cases: An injury which requires the attention of First Aid Providers or
Registered Medical Practitioner for medical treatment only, without causing any
disablement whether temporary or permanent type. The person will be brought
back into the work within the shift in which the injury occurred. This will be
recorded in first aid register and is subject to verification by the EHS
Representative.
Hazard: Source, situation, or act with a potential for harm in terms of human injury
or ill health or a combination of these.
Hazard Identification: Process of recognizing that a hazard exists and defining its characteristics.
Ill Health: Identifiable, adverse physical or mental condition arising from and/or
made worse by a work activity and/or work-related situation.
Incident: Work-related event(s) in which an injury or ill health (regardless of
severity) or fatality occurred or could have occurred.
Interested Party: Person or group, inside or outside the work place, concerned with
or affected by the Occupational Health and Safety Management System
performance of an organization.

Integrated Management System policy: Overall intentions and direction of an

organization related to its OH&S performance as formally expressed by top
management.
IS: Indian Standards.
Man Hours Worked: The total number of employee-hours worked by all employees
working in the site premises. It includes managerial, supervisory, professional,
technical, clerical and other workers including the contract labour.
Non-Conformance: Non-fulfillment of a requirement
Occupational Health and Safety: Conditions and factors that affect, or could affect
the health and safety of employees or other workers (including temporary workers
and contractor personnel), visitors and any other person in the workplace.
Occupational Health and Safety Management System: Part of an organization’s
management system used to develop and implement its Integrated Management
System policy and manage its Occupational Health and Safety risks.
Occupational Health and Safety Objective: Occupational Health and Safety
Goals, in terms of Occupational Health and Safety performance that an organization
sets itself to achieve.
Occupational Health and Safety Performance: Measurable results of an organization’s
management of its OH&S risks.
Organization: Company, corporation, firm, enterprise, authority or institution, or
part or combination thereof, whether incorporated or not, public or private, that
has its own functions and administration.
Preventive Action: Action to eliminate the cause of a potential nonconformity, or
other undesirable potentially situation.
Procedure: Specified way to carry out an activity or process.
Protective Barricades: Barricade that alert personnel from exposure of any hazard.
Record: Document stating results achieved or providing evidence of activities performed.
Risk: Combination of the likelihood of an occurrence of a hazardous event or
exposure(s) and the severity of injury or ill health that can be caused by the event
or exposure.
Risk Assessment: Process of evaluating the risk(s), arising from hazard(s), taking

into account the adequacy of any existing controls, and deciding whether or not
the risk(s) is acceptable.
Safety: Freedom from unacceptable risk of harm.
Unsafe Act: The acts or omissions by individual or by a group, which led directly
to the incident or accident.
Unsafe Conditions: The pre-existing situation, system, equipment or any other
attribute that causes the accidents or incidents.
Work Place: Any physical location in which work related activities are performed
under the control of the organization.
Warning Barricades: Barricades that alert the person from the exposure of hazard
but offer no physical protection.

3. ROLES & RESPONSIBILITY

Site In-charge / Project Manager
 Responsible for the total implementation of the Safety code in the project or plant unit.
 Encourage safety and health practices among the employees under his control.
 Do hazard identification for all kind of risks involved in activities under his control.
 Carry out risk assessment as per the company procedure in consultation with H&S Dept.
 Ensure availability & Comply with company’s procedures and keep record.
 Ensure compliance with local legislation and reporting to various channels for
safety related information. This includes monthly reporting, incidents reporting
as per company procedures and accident.
 Ensure the availability of high quality required PPEs at site.

Technical Representative- HSE responsibilities shall include, but will not be limited to:

 Shall report to Project Manager.

 Shall assume full responsibility for HSE activities on the Project Overall management and
execution of the Work.
 Shall ensure that construction personnel have the relevant competency and experience to
execute the work safety.
 Shall ensure that rules and regulation are complied by contractor and terms and conditions
related to HSE are incorporated in work order.

 Shall ensure work procedures contain HSE requirements and hazards are identified, assessed,
properly
managed and are understood by contractor’s supervisors/ workers.
 Shall visit the work site frequently to ensure a high level HSE awareness among the
workers is maintained.
 Shall conduct HSE meetings to ensure that HSE concerns are addressed.
 Shall encourage and support contractor’s supervisors to execute safe working practices.
 Shall manage all contractors to ensure that overall HSE compliance are achieved.
 Shall work in close cooperation with the HSE professionals to eliminate and correct all
practices and conditions that are deemed to be unsafe.
 Shall comply all statutory requirements applicable for the project.

HSE Manager/ Executive responsibilities shall include, but will not be limited to:

The HSE Manager/ Executive is responsible for the implementation of the HSE program. As
HSE administrator, the site HSE Manger shall function as adviser, consultant to the site
Management, Supervisory personnel, sub contractor’s HSE organizations, in establishing
and maintaining compliance with local laws and regulations, Client HSE requirements.

 Shall report to Head of Project Management

 Shall identify project specific requirements of statutory bodies.
 Shall formulate and implements plans to comply with statutory bodies.
 Shall organize meetings and presentations to ensure compliance of statutory requirements.
 Shall Prepare, control and implement the HSE Programme and advice on HSE matters at
all stages of the project.
 Shall co-ordinates and executes planned HSE training and awareness programs.
 Shall act, as the HSE auditing focal point & liaison with Auditor. Audits are included in the
overall audit schedule.
 Shall approve the HSE training plan.
 Shall review HSE performance statistics and initiates actions for improvement.
 Shall set HSE targets, and planning to enhance HSE performance.
 Shall review risk assessment and job safety analysis prepared by the execution team.
Contractor’s responsibilities shall include, but will not be limited to:

 Shall attend both client and company HSE induction briefings.

 Shall be fully equipped with required Personal Protective Equipment (PPE), while
executing work at site.
 Shall ensure that workers must be supervised and attended by a full time competent
supervisor approved by our Technical Representative.
 Shall obtain an approval for permit to work (if applicable) before carrying out work in the
client’s
premises.
 Shall take all necessary precautions to ensure that their activities would not affect other
fellow worker or, any third party at the work Site.

 Contractor shall take full responsibility for health, safety and environment of his employee
during all site operations.
 Contractor shall at his own expense arrange for accident prevention tools & assurances.
 For activities involving Mobile Cranes/ Hydra/ Boom Lift/ Scissor lift etc., LMV &
HMV driving, the contractor should ensure skill & competency of the concerned
operators/ drivers.
 Contractors shall arrange for medical checkup of his entire workforce at site before
inducting at site and maintain record.

 Contractor shall inform their workforce about the hidden & visible hazards associated with their
jobs.

 Contractor shall nominate HSE coordinator out of the working staff

 Contractor shall ensure that PPE are available all time and shall be used by their workforce
with no exception.
 Contractor shall arrange for necessary first aid equipment at site.
 Contractor shall ensure that lifting machines, tools and tackles, wire ropes, slings, chains,
shackles, cranes, pulley blocks shall be of good condition and tested by competent person.

 Contractor shall be responsible to ensure implementation of all Statutory requirements for

workmen under the local laws.

4. SITE ENTRY & SECURITY

 The site shall be fenced all-round with limited & controlled entry/exit facility.
 Suitable number of trained security personnel will be strategically
deployed as per site requirements and in accordance of contract conditions.
 The security at gate should maintain separate entry/exit log book for
Visitors, Employer staff & Sub-contractors staffs & labors (if any).
 The Visitors shall be given gate pass & safety broacher at the gate and
then sent to Employer office for safety induction.
 Un-authorized entry shall be strictly prohibited.

5. PROCEDURES.
5.1. EHS Induction:

 Induction briefings shall be mandatory, covering site EHS rules, Hazard & Risk,
emergency
procedures, Excavation safety, Fire safety etc are to be delivered to all personnel,
prior to deputation to worksite. Inductions and briefings shall include a general
element applicable to all personnel working on or visiting the plant site, as well as
task– specific induction briefings applicable to the work concerned.

 HSE induction / orientation briefing will address:

1. Background to the project;
2. Scope of work
3. HSE objectives and targets
4. PEBS PENNAR Policies
5. Good HSE Practices (e.g. Housekeeping, Basic Safety Precautions, Energy Conservation etc.)
6. Information on equipment, PPE to be used
7. Individual responsibilities
8. Site rules, Site traffic regulation
9. Toolbox meeting
10. First aid facility
11. High risk activities
12. Fire prevention and fighting.
13. Environmental Awareness
14. Emergency procedures including alarms, evacuation, assembly points

5.2. Visitors Induction

All visitors to the project will be required to attend a Visitors Induction Course where
the following information will be provided: This is valid for first visit only.
1. Scope and layout of the project
2. Appropriate site rules.

3. Protective Clothing and Equipment

4. Location of First Aid and welfare facilities
5. Emergency procedures
6. General Safety and Foreseeable Hazards
5.3. Job specific Training:
Construction/ Project Manager shall analyze training requirements and initiate
a training programme with the help of HR / Admin / Safety dept to demonstrate
that all persons employed,
including subcontractors, are suitably qualified,
competent and fit. This will include:
 Detailed Job descriptions for all personnel, to include their specific EHS responsibilities.

Training programs listed below shall be organized to make the people aware of the hazards &
dangers at work site but not limited to the following,

Working At Height

– Safe working practices

– Safe access and egress

Critical Lift
– Safe working procedures
– Control of access / egress
 Fall Protection

 Electrical safety

 Power Actuated tools

 Fire fighting equipment
 Material Manual handling

 First aid
 Emergency Response

 Work permit procedure

 Safe storage of flammable materials.

Training records will be maintained for all training courses delivered.

 Site EHS Awareness Training for Supervisors / Workers / Visitors.

 Assessment and recording of training needs for all personnel, including subcontractor’s
employees in the workforce, vendor representatives and site visitors.
 A full and formal induction training programme for all Contractor’s and subcontractors’
employees in the workforce, vendor representatives and site visitors.
 A matrix and schedule of training requirements, covering general, task–
specific and EHS- related training, showing the training frequency and
interval between refresher courses.
 Timely, competent delivery of training courses.
Motivation Program.
 Conduct motivational program in regular intervals
 Safety contests/competitions are being organized.-Award distribution is
on National Safety Day.
 Safety slogan competition-Award on National Safety day.
 Safety quiz on National Safety day

5.4. TOOLBOX TRAINING

Each work supervisor shall conduct daily toolbox meetings to discuss health and safety issues
before commencement of any activity. Work Supervisors shall lead these meetings. This
meeting shall be no longer than 5-10 minutes of duration and items covered at these
meetings shall include:

 Work procedures; risk assessment applicable to the particular activity.

 Safety measures to be adopted during executing the job.

 Any important information / happening related to particular activity.

5.5. METHOD STATEMENT & HAZARD IDENTIFICATION AND RISK ASSESMENT

A. METHOD STATEMENT

An erection method statement will be prepared in conjunction with the specific hazard - risk
assessment for individual activities. The method statement will describe the control
measures identified in the hazard - risk assessment and all relevant personnel will be made
aware and instructed on the control measures to be implemented. Method statements will
be prepared at least 7 days prior to the schedule start date. Method statements are required
for sensitive and hazardous operations, which will include but not be limited to: -

 Critical lifts(PEB ERECTION)

 Erection of Major Scaffolds

 Work at Heights

Contractor will provide similar assessments covering their respective operations and all
hazard/ risk assessments will be reviewed and revised as necessary should circumstances
change.

A suitable and adequate hazard - risk assessment shall be carried out for all work and these
assessments should be regularly reviewed. Records should be kept and be available when
requested

B.HAZARD IDENTIFICATION & RISK ASSESSMENT

 All activities at site shall be started after assessing the risk as per our standard
procedure. To establish an effective system of control risk assessment shall be
done as per the corporate procedure No.: SI RA 001A.
 Minimum three persons shall be involved in the risk assessment process. This includes Plant
Manager/Project Manager, Safety Officer & Concern Unit/Activity in-charge.
 In addition to the above professionals, designers
/manufacturers/contractors/concerned supervisors can also participate if the Plant
Manager thinks that their competence can add value to the assessment process.
 Revision of risk assessment / register shall be done after one year or in case of any
change in process / product / machine etc.
 Corporate guidelines for threshold value for residual risk to made available each
year & shall be used
MAJOR POTENTIAL HAZARD ASSESSMENT:

6.2 REVIEW OF HAZARDS IDENTIFICATION, RISK ASSESSMENT & RISK
CONTROL
Prior to start of execution or during the due course of execution, site will carry out
the Risk Assessment exercise. Depending upon the risk level of each hazard,
appropriate control measures will be proposed keeping in view of various legal,
specifications and contractual requirements.
The site management should keep its documentation, data & records concerning
the identification of hazards & the assessment & controls of risks up –to –date in
respect of it are on - going activities & also extend them to cover new
developments & new or modified activities, before those are introduced.
The hazards identification, risk assessment, & risk control process should be
reviewed at the pre-determined time or period. The period can vary depending
upon the following considerations: -
1. The nature of the hazards.
2. The magnitude of the risk
3. changes from the normal operations.
4. Changes in raw materials, chemicals etc.
Legal & Other Requirements:
The site management should identify and follow the various legal and other

statutory requirements applicable during the course of execution and keep up

date in the form of "Register of Regulation" (ROR) to ensure the compliance with
all applicable statutory regulatory and other requirements.
The site should also identify and follow other than specified legal and other
contractual requirements applicable at site during course of execution.
Objectives and program:
In order to meet the requirements of the Integrated Management System Policy
the following objectives have been set.
1. Minimize risk to our employees and other interested parties who may be
exposed to OH & S risks associated with our activities.
2. Continual improvement of the OH & S Management System.
3. Reducing the frequency of all accidents and incidents and minimize the days lost.
4. Train and retrain the Site Personnel for enhancing their competence and expertise.
5. Develop use of Personal Protective Equipment (PPE) and improve safety culture.
6. Integrate OH & S with other business processes.
The site management should prepare target plan with a reasonable & achievable
time scale considering its legal & other requirements, OH&S hazards & risks,
operational control measures etc. Suitable indicators should also be defined for
each OH & S objectives. These indicators should allow for the monitoring of the
implementation of the objectives & targets.

5.6. ACCIDENT NOTIFICATION AND INVESTIGATION

Dhamia shall undertake detailed investigations into all accidents and incidents including near
misses to establish causes and prevent recurrence. A member of the site Health and Safety
Management team shall carry out such investigations that shall identify the immediate and
underlying causes. An investigation report shall be prepared detailing remedial actions with
close out dates.

All the events of personal injury to any person or in the event of any loss of or damages to the
work, materials supplied or Equipment supplied by any company accidents shall be recorded
in the Accident / Incident Report form. All incidents shall be reported to HSE Manager / Project
Manager immediately by telephone / radio / fax / in person. All incident and accidents shall be

recorded and reported in accordance with Company’s norms. Incidents and Accidents shall
include any occurrence, which caused injury (even if no lost time involved), harm to the
environment, damage to equipment. All incident and accident shall he notified to HO
immediately. The investigation team shall be formed and the full report of the
incident/accident shall be forwarded to HO.

All accidents/incidents shall be thoroughly investigated to establish root causes in the

specified format. Any evidence must remain in place and be left undisturbed until company
gives approval. All relevant attachment including sketch (if possible) shall be attached with
the incident report.

All incidents shall be investigated by HSE department / jointly by involving line management
to establish root cause and preventive measures.

a) The objective of Accident or Incident investigation report is to prevent recurrence of accident in

future.

b) In case of any accident/ Incident/ Near-Miss notification shall be forwarded immediately

to Regional HSE Manager / Regional Construction Head.

The investigation shall aim a :

 The events that lead to the incident.

 The fact of the incident, itself.

 The relevant fact of what occurred immediately after the incident.

 Identifying the required action to be taken in order to prevent similar recurrence.

The causes of the accident either unsafe Act or unsafe conditions or could also due to direct
or contributory factors along with first aid or medical treatment, disability etc must be
specified in report.

5.7. MONTHLY AND WEEKLY SAFETY REPORTS

The HSE statistic shall be tabulated and forwarded to HO. Incident statistics shall be passed to
the H.O on monthly basis. Details of the following classification of statistics related to injuries
and near miss incidents shall be tabulated. These statistics shall also be brought to the notice of
the Project Manager for his review and assessment against the HSE targets.

5.8. WORK PERMIT SYSTEM

Where client have work permit system, especially in the running plant where there are

potential hazards, the erection shall be carried out under a Work Permit System.

The permit certificate requires acknowledgement by the performing authority, responsible for
doing the work to indicate that working conditions and limits are thoroughly understood.

Once work has been identified and designated as requiring a permit to work, the use of permits
to work shall be mandatory.

5.9. HSE INSPECTIONS & AUDITS

Regular planned inspections shall be undertaken. Technical Representative/ Contractor’s
supervisors shall monitor Safety on the site as an integral part of their line responsibility.
Any substandard practices and conditions noted during the inspection shall be recorded.

5.10. HSE COMMUNICATION

Project Manager/ HSE Manager shall conduct HSE meeting, whenever they are visiting the
site. The responsibilities of this shall include the following:

 Overall objective analysis of the site HSE activities.

 Good Safety practices to be adopted.

 Deficiencies found during safety inspection and measures to be taken to improve the same.

 Incidents/accidents or near misses that have occurred and review of

Investigation and recommendation.
 Hazard observed and corrective action.

 The HSE meeting shall be recorded and copy of minutes of meeting shall be forwarded to
all concerned for action and implementation.

EMERGENCY RESPONSE

Regular emergency drills and exercises shall be carried out to test preparedness of emergency
arrangements. Emergency evacuation drill shall be organized as a part of client emergency
drill (if any).

5.11. PERSONAL PROTECTIVE EQUIPMENT

As a minimum dress code all Personnel shall be required to wear hard hat, safety footwear,
safety spectacles, reflective jacket at construction sites. This shall be emphasized during the
site induction training.

Personnel not having appropriate PPE will not be allowed to work on site. Where there is need
for additional personal protective equipment viz. hearing protection, dust mask etc, this shall
be identified in hazard - risk assessments.

All Supervisors shall be responsible for ensuring that suitable PPE is available, in serviceable
condition and that it is used at the required times.

Head Protection: All personnel shall be issued with safety helmets, which shall be worn at all
times when in construction environment. Safety helmets shall be checked periodically for
cracks in the shell. Any evidence of such shall result in the helmet being discarded and
replacement issued.

Foot Protection: Suitable hard toe foot wear shall be worn at all times by all personnel
considering the nature of works and danger of foot injuries due to falling objects, rolling
objects, object piercing the sole.

Eye Protection: Safety glasses with rigid side shields shall be worn at all in areas where eye
hazards exist due to flying particle, high speed flying particles, dust ingress, chemical splash,
radiation glare, hot sparks or metal spatter or harmful vapors.

Fall Protection: All personnel shall comply with the PEBS PENNAR 100% Fall protection Policy,
which states that anytime employees working from an unprotected elevation of 6 feet or more,
fall protection must be used. Additional safety measures like providing fall arrestor type safety
harness, safety net should be provided depending upon the site conditions and job
requirements.

Ear Protection: Ear protection shall be worn by personnel involved in words in areas of high
noise level or when working with equipments that generate high noise levels. Whenever
practicable, equipment generating high noise shall be located at the maximum possible
distance from any work being performed. Sound reducing boxes shall also be fitted to the
equipment wherever practicable.

1.1. FIRST AID

First aid is an immediate and temporary care given to the victim of an accident or sudden
illness until the service of the Doctor can be obtained. It is important for the first aiders
to know not only what to do but also what not to do. Improper and careless moving of
the victim may increase the severity
of the injury and may even cause death.
Great haste in giving first aid is usually unnecessary and sometimes harmful. However,
in construction work there are two cases where great speed is necessary. They are (a)
cases of severe bleeding and (b) cases where breathing is suspended requiring artificial
respiration.

Main Points of Compression of major arteries (Fig. 1)

Bleeding
Bleeding usually is best controlled by direct pressure applied to the wound with a sterile
dressing or any cloth (cleaner the better); the bleeding limb (arm or leg) slightly above
keeping the victim in lying position will control the bleeding to certain extent. Bleeding
can be completely controlled by applying finger pressure against the artery, which
supplies blood to the bleeding area. Pressure point is given in the fig. 1.
Direct pressure on the wound should always be applied in addition to pressure on the artery.
Artificial Respiration
In cases of electric shock, drowning, gas poisoning, suffocation, etc. where breathing has
stopped, immediate action is necessary. Artificial respiration shall be given using
resuscitator however mouth to mouth respiration shall be started (as shown in fig. 2)
without any time loss. Until the victim starts breathing on his own or he is brought to the
doctor, artificial respiration will be continued.

Mouth-to-mouth artificial respiration (Fig. 2)

1) Lay the victim flat on his back and place a roll of clothing under his shoulders to
ensure that his head is thrown well back. Tilt the victim’s head back so that the chin points
straight upward.

2) Grasp victim’s jaw as shown and raise it upward until lower teeth are higher than
upper teeth; or place fingers on both sides of jaw near ear lobes and pull upward. Maintain
jaw position throughout the artificial respiration to prevent tongue from blocking the air
passage.
Take a deep breath and place your mouth over victim’s mouth as shown making airtight contact.
Pinch the victim’s nose shut with thumb and forefinger. If you dislike direct contact, place a
porous cloth between your and victim’s mouth. For an infant, place your mouth over its mouth and
nose.
3) Blow into victim’s mouth (gently in the case of an infant) until his chest rises.
Remove your mouth and release the hold on the nose, to let him exhale, turning your head
to hear out-rush of air. The first 8 to 10 breaths shall be as rapid as victim responds;
thereafter rate will be slowed to about 12 times a minute (20 times for an infant).
Note:
(a) If air cannot be blown in, check position of victim’s head and jaw and re-check
mouth for obstructions, then try again more forcefully. If chest still does not rise, turn
victim’s face down and strike his back sharply to dislodge obstructions.
(b) Sometimes air enters Victim’s stomach evidenced by swelling stomach. Expel
air by gently pressing stomach during exhalation period.

Fractures
In case of visible fracture and even a suspected fracture, the adjacent joints will be
immobilized. If the fracture is accompanied by bleeding, it will be controlled as said
earlier. While carrying the victim or while transporting the victim to the Doctor, care will
be taken not to disturb the fractured bone.
First Aid Box
A fully equipped first aid box will be available as near the site as possible with adequate
supply of various types of sterilized dressing, Potassium permanganate solution or
crystals burn Ointment, Dettol, snakebite lancet and splints etc. An artificial resuscitator
will be of great help while dealing with electric shock cases where the victim stops
breathing immediately. In these cases with the use of resuscitator breathing can be
revived in almost all cases. Contents of the first aid box will be replenished as and when
required.

Adequate numbers of personnel including sub contractor staff, Safety officer shall be
trained in occupational site first aid.
Construction Manager shall ensure that emergency vehicle should readily available
during the working hours.

FIRE PREVENTION & CONTROL

Basically fire is a chemical reaction. Whenever fire occurs there is combustion or
burning, in other words, oxidation of substance accompanied by heat, light and
smoke. Three things are necessary for fire to occur Fuel, Heat and Oxygen. The
danger of fire is greater during the period of construction than it is after the
completion. To eliminate the causes of fire, it is important to locate how and where
fire starts. The maximum frequency of fire cause is Electrical. There are various
other causes like Smoking, Hot work etc.
There shall be no fire catching materials near electrical installations, hot works etc.
Diesel or other oil must be kept away from hot works & electrical installations.
 Combustible and flammable materials shall be stored in isolated locations away from
buildings and operating equipments.
 Flammable liquid shall be stored and transported only in approved metal safety
cans on which the contents are clearly marked.
 Oxygen and acetylene cylinders must be stored in separate compartments and
always in upright position as well as secured to avoid tipping over. The storage
place shall be located at least 6 meters away from any buildings any flammable
liquid storage area.
Suitable quantity of fire extinguishers shall be maintained for each class as per the
fire potential.
CLASS A FIRES - Wood, Textiles and paper.
CLASS B FIRES - Oil, petroleum, solvents, grease paint
& the like. CLASS C FIRES - Gaseous substance under
pressure.
CLASS D FIRES - Reactive, chemicals, active, metals and the
like. CLASS E FIRES - Electrical equipments, delicate

machines & the like.

All extinguishers provided at site shall be inspected periodically and maintained in

good condition all the time.
5.12. GENERAL ELECTRICAL SAFETY
Electricity has long been recognized as a serious workplace hazard, exposing
employees to electrocution, burns, firs & explosions. It contributes 10% of on the
job fatalities every year. All electrical accidents are preventable! If the electrical
equipments are designed, installed, operated and maintained as per approved codes
of practices.
 Construction power supply shall be obtained by us only if the temporary power
supply board installation conforms to I.E Regulation.
 All electric supply lines and apparatus shall be of sufficient ratings.
 The DB and all switches must be kept in temporary shed/hoods to prevent from
rainwater spray.
 A danger notice in Hindi or English & local language with a sign of skull & bones
(as specified in IS: 2551) shall be fixed permanently on every medium, high &
extra-high voltage installations.
 Every person working on Electrical installations or on electric supply line shall
be provided with electrical hand gloves & electrical shock proof shoes of
appropriate capacity, safety helmet and other PPEs according to the requirement.
 No person shall work on any live electric supply line or apparatus or no person
shall assist such person on work, unless he is authorized for doing so.
 Flexible cables shall not be used for electrical appliances or tools unless they are
double insulated and adequately protected from mechanical damage.
 Every installation including sub-station or any other structure having more than
one feed shall be distinguishable from other installations by means of an
identification of permanent nature.
 All electric circuits & apparatus shall be so arranged that there is no danger of
becoming accidentally charged of any part or thereof to any voltage beyond the
limit for which they are intended.

 If AC & DC circuits are installed on the same support they shall be arranged/
separated and protected that they shall not come in to contact with each other
when live.
 Near transformers & DG sets provision of DCP 10 kg fire-extinguisher and at main panel
CO2
4.5 kg fire-extinguisher shall be installed & maintained. First-aid box & electrical
hand-gloves of appropriate capacity shall be kept available in sufficient
quantity.
 Procedure for CPR shall be displayed in HINDI or English and local language at
prominent places.
 All DG sets, Main Panels, Distribution panels & earth pits shall be tested &
inspected on monthly basis by electrical engineer/ authorized electricians and
report of the same shall be maintained.
 All welding machines, electrode heaters, portable grinders shall be inspected &
validated by electrical/mechanical engineer at every interval of one month.
 ELCB shall be provided on every distribution panels, mail panel and where-ever required.
 Body- Earthing- All non-current carrying metal parts of every panel, welding
machines or other such equipments associated with high voltage installations shall
be effectively earthed to an appropriate grounding system.
 All metal support and all reinforced and pre-stressed cement concrete supports of
overhead lines and metallic fittings attached thereto shall be permanently and
effectively earthed.
 Appointment of Authorized Electrical Person – Any electrical job shall be
carried out by an authorized electrical person only.
 Insertion of Loose Wires in Sockets: This dangerous practice is the cause of
most of the accidents in job sites. These practices must be avoided at site.
Industrial sockets used, do not joint the cable
 will be less than 0.5 ohms. If the combined resistance of the earth grid system is higher than
0.6 ohms, the Electrical department may be contacted. The earth grid has to be
inter- connected with main earth grid for construction power system.
 Continuity of Earth resistance shall also be regularly checked.
 Maintenance Work on Electrical/ Mechanical Equipment: Whenever

Maintenance work is to be done on any electrical/ mechanical equipment Lock

out / Tag out procedure must be followed for avoiding any incidents.
Temporary electrical installations
 Only authorized and competent personnel shall install all site electrical supply
systems and shall be responsible for the control of all maintenance and repairs to
any electrical switchboard distribution board, hand tools. All electrical
equipment shall be inspected and certified as safe for use prior to commissioning.
The provision of all connections and equipment required shall be in accordance
with these safety conditions and comply strictly with applicable Electricity Rules.

Power Lines
 When work is to be performed in the vicinity of overhead power lines, the
following precautions shall be observed:

 Proper signage identifying the hazard is to be erected.

 Safe clearance distances are to be observed (check local requirements)

 Qualified personnel only are to operate equipment in the immediate area of a power line.

 Tower footings may require fencing to avoid encroachment of equipment

 When working adjacent to a hydro corridor be sure to check for electrical

induction and to follow appropriate mitigation procedures

5.13. SCAFFOLD ERECTION AND DISMANTLING

 Scaffolding is the structure (only metal) which supports an elevated working

platform. The following general requirements are applicable: -

 Scaffolding shall be erected, moved, dismantled or altered under the

supervision of a competent person. Scaffolding work only done by trained and
experienced personnel.

 Never interchange the scaffolding components of different manufacturers.

 Maintain scaffold components (clamps, boards, standards etc.) in clean

condition. Inspect boards before use.

 Handle scaffold components with care. Do not throw or drop items.

 The footing must be level, sound, rigid and capable of carrying the maximum
intended load without settling or displacement. Unstable objects such as barrel,
boxes, loose bricks or concrete blocks are not to be used to support scaffolding
or planks.

 Guard-rails, mid-rails and toe boards must be installed on all open sides and ends
of platforms more than 2000 mm above the floor.

 Ladder access shall extend one meter above the landing.

 Where persons are required to work or pass under the scaffolding, such scaffolds shall be
provided with a screen between the toe-board and the guardrail extending
along the whole opening.

 Overhead protection shall be provided where necessary.

 Slippery conditions on scaffolds shall be eliminated immediately

 The poles, legs or uprights of scaffolds shall be plumb, and securely and rigidly
braced to prevent swaying and displacement.

 All planking of platforms shall be overlapped a minimum of 300 mm and secured

from moving.

 Scaffolding or its components shall be capable of supporting load without failure,

at least four (4) times the maximum intended load. The manufacturer should be
able to indicate the safe working load of his product.

 Any scaffold or component of a scaffold that is weakened or damaged must be

repaired or replaced immediately.

 An access ladder or equivalent safe access shall be provided.

 Inspected by a competent person at least once a week and after inclement weather.

 “Safe” or “Unsafe” tag signs placed near to access ladder. Weekly scaffold
inspection sheet completed and posted near access ladder.

5.14. WORKING WITH BOOMLIFT

MEWP operator must be competent with a valid license.

• Boomlift must have valid documents like TPI, insurance etc.

• Boom lift must be free from defect, emergency cut-off system must be
in working condition

• Ensure that there is no hydraulic/oil leakage.

• Fire extinguisher must be available in boom lift

• Boomlift bucket must be in good condition. door lock must be functional

• Do not place or move boomlift in a clay surface, .

• Only authorized operators can operate the boom lift.

• Only two people + 50 kg material is allowed in the boomllift at a time.

• While marching the boom lift ensure that the operator is wearing a full-
body harness and it must be attached in the anchoring point

• While the boom lift moving side by side operator must ensure that workers
who is inside the bucket is in a sitting position
• No one is allowed to enter boomlift bucket without a fullbody harness

• Always maintain housekeeping in boomlift bucket .

• Provide carry bags for keeping small material in he boomlift to avoid fell from heigfht

• Multy-level activities are prohibited.

• Periodically inspection must be done.

• Ensure that boomlift placing area must be leveled and compacted.

• Road survey must be carried out prior to starting the marching of boomlift
from one place to another.

5.15. FALL PROTECTION:

Working at heights poses a significant risk of falls, which can result in severe injuries or
fatalities. Fall protection equipment like Full body harnesses along with double lanyard
And shock absorbers, standard lifeline post, Horizontal lifelines, and anchor points are
crucial for preventing falls and minimizing the impact if a fall does occur.

5.16. PROTECTION AGAINST FALLING OBJECT:

During rafter installation, there is a risk of objects or tools falling from above. Wearing a
hard hat or helmet helps protect workers from head injuries caused by falling objects. The
area where column installation activities are carried out needs to be corded off (soft

barricading) before starting the activities to avoid unauthorized entry.

5.17. SAFE ACCES AND EGRESS:

Ensure safe access and egress to work areas, particularly those at heights. Use secure
scaffolding, or boom lifts to reach at rafter/rooftop for the installation of purlin and establish
clear pathways free from obstructions.

5.18. TOOLS AND EQUPMENT :

Inspect and maintain all tools and equipment regularly to ensure they are in good working
condition. Provide proper training on the safe operation of tools and equipment and ensure
that workers use them correctly.

5.19. MATERIAL HANDLING:

A. MANUAL MATERIAL HANDLING

 Strains, sprains, fractures and bruises are the common injuries arising due to
unsafe manual handling. Back injury is a common problem arising out of
improper manual handling.
 Methods of safe manual handling is as under:
 Correct position of feet
 Bent knees and straight back

 Use of feet muscle & body weight to lift the load

law (55 kg for adult man & 30kg for adult women).
 n case the load to be carried /lifted is lengthy, it will be carried out by two,
three or more person according to the requirement.
 While carrying a heavy channel or pole by more than two persons, all persons
shall stand on the same side.
 Training for ergonomically lifting/handling must be given to the workers.
 Horse-play, joking etc shall be strictly prohibited.
 The workers must be provided with all required PPEs. The workers engaged
in manual bar shifting to be provided with shoulder pad.
 The walkways shall be free from slip, trip & fall hazards.

B. MECHANICAL MATERIAL HANDLING

 Mechanical material handling involves use of various equipments such as chain
pulley blocks, winches, different types of crane and other lifting mechanism.
This is one of the most dangerous activities in terms of frequency & severity of
accident. So, it needed special attention, planning and close supervision.

 Following precautions shall be taken while mechanical material handling:

 Select right equipment for the job according to the weight, shape and size of the
handling material.

 All cranes, chain pulley block, wire ropes, polyester belts, D-shackle and other
lifting tools & tackles shall be thoroughly examined by a competent person at

least once in twelve months and a record of such testing is to be maintained in

prescribed format.

 Only Inspected, tested and validated (by competent authority) lifting tools &
tackles shall be taken in to use. In case of any wire rope or sling found damaged
or worn out, it shall be destroyed /cut in to pieces and removed from site so that
chances of its getting reused shall be eliminated.

 Make sure that cranes are fitted with all safety devices like overload alarm, over-
hoist limit switch, manufacturers load chart, reverse alarm etc and these
equipments are in working condition.
 Inspect for any visual damage of lifting gears on daily basis before taking in to
use. Wear & tear, kinks, twisting, cuts, damage of threads etc shall not be
accepted and lifting gear shall be replaced with good one.

 Protect sling from sharp edges by proper packing.

 Maintain sling angle between load and sling as per rigging scheme.

 Loading/unloading shall be done in such a way that centre of gravity of load shall
be in line with lifting rope. Use more than two slings to balance load of irregular
shape, pipe loop etc.

 Barricade entire area of lift operation. Don’t allow unauthorized person inside
barricaded area.
 Working under suspended load shall be avoided to the maximum extent possible.
Only authorized persons doing connection work and those required to hook or
unhook loads shall be allowed to go under suspended load.

 Speed limit should be maintained (10km/h) while Tailor entering the site

 Route survey must be carried out before shifting of material in monsoon season
During the rainy season

 Unloading location must be select according to the stable, compacted and levelled surface

 Equipment movement shall be under guidance of Flagman.

 Scotch block to be used with hand brake while vehicle in parking condition.

 Pathway must be clear and visible for operator in a rainy season

provided. Crane should be placed beside STACKED MATERIAL refer load
chart.

 Identify the place for slinging (CG of the material to be identified).

 Cell phone use is strictly prohibited in during operating / driving

 Area to be barricaded for swinging zone for material and F-15 both

 Ensure to stop SHIFTING activities on extreme weather such as high rain,

high wind, etc "

 Take necessary work permit before starting the activity

 SWMS, HIRA based tool box meeting should be conducted before starting the activity.

 Operator/ diver have valid licences

 Tag line must be provided to the column both end for balancing the material.

5.20. LIFTING TOOLS & TACKLES
a. MOBILE CRANES
 Following precautions have to be taken while using tyre mounted mobile cranes
in addition to the given above.

 When traveling up a gradient, the load shall be derrick out and when travelling
down a gradient, the load shall be derrick into the minimum radius, and this
position shall be corrected on reaching level ground. Otherwise, constant watch
on the radius will be maintained while travelling on uneven surfaces.

 The mobile crane shall be fitted with suitable horn, headlights, and side lamps,
rear and stoplights and flashing direction indicator.

 A cantilever type jib of crane when travelling without load will be lowered to a horizontal

position.

PULLEYS

 Proper pulleys will be used according to the requirement of work.

 In no case pulley meant for Manila /Nylon rope will be used with steel rope.
 Sheaves, shaft, hook, hook pin and locking of pins will be checked before use.
Necessary lubrication will be done on the required parts.
 Grooves of the sheaves will be uniform and smooth. The wire rope or fiber rope should
run free without touching against the block or suspension parts.
 Ensure that sheaves should rotate freely on the shaft
 shaft will be free from crack and should not be worn out.
 Anchorage will be strong and firm.
 Anti-twister will be used to prevent rubbing of ropes against each other.

a. CHAIN BLOCK / PULL LIFT

 Chain blocks of proper lifting capacity supported by Test Certificate will be used for
lifting known loads.
 Chain block must be checked and tested periodically. It will be lubricated before every use.
 No cannibalising will be done on chain block.
 Chain block will be tested against slip by suspending safe load.
 It should operate freely and the chain should not come out of pulleys.
 The anchorage will be strong and rigid.
 They will be check for cracks, excessive wearing, elongation, etc. Hook opened out
should not be used.
 No chain block / puller which have been tampered will be used unless it is thoroughly
checked and tested by competent person.
 Chain block / pulley must be checked if stored for longer time, by subjecting to shock load
to observe slipping of load, jamming of links etc.
b. WINCHES
 Safe working load with gearing arrangements will be marked on the winch and
tested regularly by competent person.
 Winch should not be overloaded.
 It will be placed on a firm base and properly anchored.
 The brake, ratchet arrangement, gear and pinion including the meshing, wire rope and its
clamping arrangements and direction of receiving rope drum / tie rods will be checked before
using the winch.
 Ratchet arrangement will be kept in position while hoisting a load.
 Tie rod will be adjusted not to allow drum movement causing clutch arrangement to slip.

5.21. LIFTING OPERATIONS

 Before installation the job site shall be thoroughly surveyed and the activity should be carefully
planned.

 All lifting machinery and equipment, all parts and working gear thereof, both fixed and
movable shall be of good construction, sound material and free from patent defect and shall be
maintained and operated in accordance with recognized standards / legislation.

 A register shall be maintained in which it shall be shown all lifting tools & tackle and all details

 Lifting machinery, equipment and lifting tackle shall not be issued or used without a current
test certificate, in accordance with the statutory requirement.

 Lift Specialist will be the person in charge of the operations.

 Riggers involved will be recognized by helmet with red tape around the helmet. Signalman
shall have two bands of red tape around the helmet / apron.

 Area where lift is to take place will be “roped off” and “No Entry” signs will be placed in
order to keep out unauthorized personnel.

 Onlookers have to be kept outside the “roped area”

 No crane operation will take place without a qualified, appointed and easily identifiable
signalman / banks man
 Cranes shall not be used to transport loads, unless specifically designed for this purpose. The
hook of a crane must be secured to prevent it swinging when the crane is in transit.

 Identification and inspection – all items of lifting tackle shall be plainly die- stamped with an
identification number and its “Safe Working Load”

 All lifting tackle shall be inspected and tested at least once in every 12 month period by an
independent competent person in accordance with statutory requirements.

 Equipment shall be free from any obvious defects and any lifting tackle shall not be used beyond
its statutory test period.

 All hooks fitted to lifting machinery and equipment must be provided with a safety latch

 Wire ropes shall be of the correct size, grade and construction to withstand the maximum load
imposed. The length of the wire ropes used in the main hoisting system shall allow for the entire
range of movement specified with a minimum of two full wraps of the rope on the hoist drum
at all times.

 Substandard lifting gear shall not be used but discarded so that it cannot be reused

 No equipment shall be installed under high winds, heavy rain, or any other condition which
may be deemed dangerous or unsafe

 LIFTING GEAR: Lifting machine, chains, ropes and lifting tackles used at site shall conform to
the following:

 All parts shall be good construction, sound material and adequate strength and free from defects

 Shall be properly maintained, thoroughly examined and load tested by competent person
regularly

 No lifting machine and no chain, rope or lifting tackle shall except for purpose of test be loaded
beyond safe working load and this safe working load must be plainly marked on the gear
concerned.

 If during the course of construction a man basket is required, it shall be

designed by a structural engineer. All man baskets shall be load tested and approved by client
inspection department periodically.
5.22. WORKING AT HEIGHT
Where work at height is required the team leader will ensure that all such work is properly
controlled and that safe access and working platforms are provided in accordance with
statutory requirements. The team leader will ensure that all scaffolding is erected, altered or
dismantled only by competent, trained, experienced personnel under the immediate
supervision of a competent supervisor. All scaffolds will be of sound construction and be
properly maintained and inspected. Where the provision of scaffolding for work at height is
impracticable other safe working methods or systems will be used. This may be in the form
of mobile elevating work platforms, personnel carriers suspended from cranes or the
provision of fall arrest equipment such as safety harness and lanyards. Where such alternative
methods are used a system of work will be devised to ensure that all aspects satisfy the
relevant statutory provisions and provide the personnel involved with a safe place and system
of work.

proper area lightning More than 100 lux in the open space.
• No one is permitted to work more than 12 hours in a day including staff and workers.
• Only groundwork (sheet shifting , working with Boomlift, housekeeping, manual shifting
)is allowed after sunset with the presence of area lighting ( more than 100 Lux).
• Safety officer along with site engineer must be available at site during night work.
• No one is permitted to sleep at site. Do not force the manpower to work at night.
• No one is allowed o move on blank spot during the night shift.

5.24. ABRASIVE WHEELS

 Abrasive wheels are potentially dangerous and it is essential that the correct wheel is
selected and fitted by a competent person.

 Only persons who have been trained to do so may mount abrasive wheels and diamond
tip blades.

 Use of abrasive wheel / diamond tip blade tools and equipment will be limited to
persons having received the training noted above.

 All persons required to use this equipment will be provided with adequate personal
protective equipment

 Correct wheel should be used in accordance with the speed of grinding machine. Valid
date must be endorsed on wheel. Only valid discs should be used.

5.25. PAINTING
Painting includes the application of a protective coating material by the use of a compressed
air spray painting system, the hydraulic atomization (airless) method: the use of brushes,

rollers, sponges or similar equipment. Hazards associated with painting include dust, noise,
fire, explosion and the inhalation
/ ingestion / absorption of toxic solvents.

 Painting should only be done under the supervision of a competent person. Those personnel
doing the painting must also are competent to do the work.

 The supervisor in charge shall ensure that equipment is maintained in safe and good
working order.

 The workplace shall be a restricted area and a barricade shall enclose it. Warning signs
indicating “DANGER - PAINTING AREA” should be posted on the barricade.
 Symbolic signs for “NO SMOKING” and “NO NAKED FLAMES” posted in areas where
paint / flammable liquids are in use

 Unwanted flammable materials including paint thinners, rags and cotton waste
impregnated with flammable spirits or paint are to be kept in metal drums with close fitting lids
and disposed of in a safe manner away from spray painting areas.

 Suitable respirator used by crew to protect them from hazard solvent / paint vapors.

5.26. GAS CUTTING & WELDING

In oxygen cutting, the metal is heated by burning fuel gases and then severed or removed by
the chemical reaction of metal and oxygen. The handling and storage of gas cylinders needs
particular attention.

 Cutting gases commonly used are oxygen & acetylene. Relevant material safety data sheets
should be available.

 Protect cylinders from impacts.

 Do not lift compressed gas cylinders with an electromagnet or slings. Where cylinders must
be handled by a crane, carry them in a cradle or suitable platform.

 Do not tamper safety devices i.e. valves in cylinders.

 Load cylinders to be transported, allowing less movement between cylinders.

Secure them to prevent violent contact or upsetting.

 Cylinders should be stored in a safe, dry, well ventilated place prepared and reserved for
that purpose.

 Cylinders of oxygen stored indoors should not be within 6 metres of cylinders

containing flammable gases or highly combustible materials.

 Acetylene and liquefied fuel gas cylinders should be stored with the valve end up.

 Defective pressure gauges shall not be permitted on regulators.

 Never allow oxygen and oil to mix as it may cause an explosion.

 Long hoses should not be used, as they are difficult to purge. Leaking hoses must be
repaired immediately.

 Protect hoses from sparks, slag, grease, oil and hot objects.

 Check valves (flashback arrestors) should be installed at the torch end of each hose to
prevent back-flow of gases.

 Before changing torches, shut off the gas at the pressure reducing regulators and
not by crimping the hose.

 Never put down a torch until the gases have been completely shut off.

 Do not hang torches from a regulator or other equipment that allows them to come in
contact with the sides of gas cylinders.

 When extinguishing the flame, close the acetylene and oxygen valves in the order
recommended by the torch manufacturer.

 NEVER keep gas cylinders inside a confined space.

 When gas welding is complete it is essential that the shut off valve on the cylinder is closed
so there is no danger of the gas building up in a confined area such as an excavation, vessel or
tank.

5.27. WELDING
Welding cables may be subjected to severe abuse if they are dragged over work under
construction and across sharp corners, or run over by vehicles. Special attention needs to be
given to the following;

 Replace or repair defective cable immediately.

 Never change electrodes with bare hands, wet gloves, or when standing on wet floors.

 Earth or ground the frames of both portable and stationary welding units.

 Keep welding cables dry and free of grease and oil to prevent breakdown of insulation.
 Take special care to keep welding cables away from power supply cables or high-tension
wires.

 If a cable (either a work lead or electrode lead) exposes bare conductors, then cover the
exposed portion with rubber, plastic or friction tape equivalent in insulation to the cable
covering.

 If cables have to run some considerable distance from the welding unit then consider placing
them onto overhead supports.

 Protect cables that must be laid on the floor or ground so they will not interfere with safe
passage or become damaged or entangled.

 If it is necessary to weld or cut near combustible materials, the combustible materials should
be moved to a safe distance away or protected by non- combustible curtains or sheet metal.
Floors of wood or other combustible materials should be swept clean and, if possible, protected
with a flame resistant covering.

 A fire extinguisher should be kept in the nearby area throughout the welding or cutting
operation and continued for at least 15 minutes after job completion

 Gases (the oxides of nitrogen, carbon monoxide, ozone) and metallic dusts and fumes may
pose respiratory hazards during welding work. If gases, dusts, and fumes cannot be kept below
the Threshold Limit Values, welders should wear suitable respirator. Should oxygen be
deficient, self-contained breathing apparatus or hose masks with blowers are necessary.

5.28. STORAGE OF FLAMMABLE LIQUIDS/ GAS INCLUDING PAINT

A highly flammable liquid includes any liquid or emulsion, which gives off a flammable vapor
at a temperature of less than 32 C. Typical highly flammable liquids include petrol, thinners
etc. They can pose the risk of flammability, explosion and toxicity. The following guidelines
will apply:-

 The base of the building shall be concrete floor at or above ground level.
Only diesel-powered vehicles fitted with spark arrestor shall be permitted
within six meters of the flammable liquid storage building.

 The storage shed shall be a minimum of 5 meters away from any adjacent building. Only
flammable liquids contained in storage building. Observe proper storage practices. Check the
product safety data sheet requirements.

 Two 5 kg fire extinguishers (ABC powder) shall be provided outside the building entrance.
Such fire extinguishers shall be provided with suitable weather protection from rain and direct
sunlight.

 Provide signs outside building in Hindi & English that read :-

 HIGHLY FLAMMABLE LIQUIDS

 NO SMOKING, NO NAKED FLAMES, NO MATCHES AND LIGHTERS ALLOWED

 Provide adequate cross ventilation at both high and low levels.

 Containers of flammable liquids shall be clearly marked to identify contents. They shall be
stored on their sides and choked to prevent movement.

 The building shall be kept locked at all times when unattended. A responsible person who
shall supervise any work within the building shall keep the key.

 Doors open outwards and kept fully open when people inside.

 If lighting is necessary it must be flameproof and wiring enclosed in armored cable with
electrical switches, sockets, junction boxes, fuses and other electrical equipment outside store.

 Containers closed - no leaks.

 Battery charging not taking place inside building.

 Waste not allowed to accumulate, both inside and outside building.

 Dry sand kept in plastic bags for use when spills occur.

 Building entrance to have sign in English / Hindi which reads :- “DANGER – HIGHLY
FLAMMABLE”

 If shelves or racking are to be used they shall be of non-ferrous metal or other non-
combustible material.

 Temporary storage facilities for the storage of highly flammable liquids are permitted in
the workplace provided that the quantity does not exceed 50 litres.

 When a flammable liquid container is empty, remove it from the workplace.

5.29. GAS STORAGE & HANDLING:

A level base of compacted earth, concrete or paving slabs shall be provided and surrounded by
a secure chain link fence with a hard standing provided for the delivery and dispatch of
cylinders. Gates should open outwards. There should be sufficient shelter to prevent
cylinders from being exposed to extremes of weather.

 Signs must be clearly displayed indicating the type of gas cylinders and prohibiting of
smoking and the use of any naked flame in the area of the store

 Cylinders must be stored with their valves uppermost, and not mixed with any other gases
or substances.

6. WELFARE FACILITY

A. DRINKING WATER

Sufficient drinking water shall be provided and maintained at suitable places. It should be
easily accessible for everyone with provision for chilled water in summer. All water supply or
storage shall be away from any latrine drain or other source of pollution. Regular analysis of
water shall be done to ensure its quality.
B. TOILET AND URINALS

Latrines shall be provided by the customer in every work place on the following scale:

 There shall be at least one latrine for every 25 males. Every latrine shall be so partitioned
off as to secure privacy and shall have a proper door and fastenings.
 The latrine and urinal shall be adequately lighted and shall be maintained in a clean and
sanitary condition at all times.

C. REST ROOMS

Meals shall be provided & consumed only in the designated messing area. Proper waste
disposal facilities shall be provided. Waste shall be removed immediately from the site after
the lunch period and the area kept neat and clean at all times.

D. AREA HOUSE KEEPING

Used canisters, trash or other materials shall be collected and removed regularly. Flammable
materials will be stored separately. Areas will be maintained free of tripping hazards or excess
materials.

7. SMOKING

Smoking shall not be allowed in at site except the designated areas. Failure to adhere to this
requirement may result in immediate removal of the offending personnel. A designated area
for smoking shall be demarcated.

8. BEHAVIOUR MODIFICATION AND DISCIPLINARY ACTION

Non-conformance with HSE requirements can be focused on people, either the supervisor or
the worker. The real or basic cause of non-conformance occurs because of either a lack of
knowledge or skill or an improper motivation or attitude. It follows that the solution for lack
of knowledge or skill is proper training and coaching. In the case of improper motivation or
attitude, it is the duty of the person in charge of the offender to establish the cause by using
counseling and coaching. When people are knowledgeable and counseling and coaching have
not provided a solution then disciplinary action shall be taken. The team leader is responsible
for implementation of coaching counseling, and formal discipline of subordinates.
9. BUILDER MANAGEMENT

10. PHYSICAL CONDITIONS FOR WORK

Physical conditions / environmental conditions at work location like Illumination level, Noise
level, Presence of foul smell or toxic gases, dust, insufficient oxygen in the environment, high
temperature etc contributes a lot to the health & safety of workmen.
a. Illumination:
 There shall be separate arrangement of illumination for walkways and
working points.
 All working locations must be properly illuminated, confirming national standards.
 Access/Egress and other walkways shall also be illuminated sufficiently.
 For confined space work or working in such an environment where flammable gases are liable
to present, special illumination arrangement shall be done. In such cases 24 volt DC light shall
be used.
 Illumination arrangement shall be provided in such a way that it shall not cause glare to working
people.
 Working area / Activities specific lighting to be taken care by subcontractor under the
responsibility of site engineer.
b. Noise & Vibration:
 Adequate measures shall be taken to protect construction workers against the harmful effects
of excessive noise or vibration.
 The noise level in no case exceeds the limits laid down in legislations i.e. 90dB.
 Where ever noise level exceeds the limit, proper arrangement shall be made to contain the noise
or workers are provided with ear protection PPEs.
 Appropriate warning sign shall be displayed for the same.
Dangerous and harmful environment:
 No worker will be allowed to enter any confined space or tank or trench or excavation wherein
there is given off any dust, fumes or other impurities of such nature and to such extent as is likely
to be injurious or offensive to the worker or in which explosives, poisonous, noxious or gaseous
material or other harmful articles have been carried or stored or in which dry ice has been used

as a refrigerant, or which has been fumigated or in which there is a possibility of oxygen

deficiency, unless all practical steps have been taken to remove such dust, fumes, or other
impurities and dangers which may be present and to prevent any further ingress thereof, and
such work place or tank or trench or excavation is certified by the responsible person to be safe
and fit for the entry of such building workers.
Measures shall be taken to remove fall smell from the work environment.

High Temperature:
 Working in conditions of extreme heat combined with additional stresses to the body from
physical activity, loss of fluids, fatigue, and various other factors, can lead to dangerous health
effects or can jeopardize worker safety.
 There are four environmental factors which can contribute to the amount of heat stress a worker
may experience on the job -temperature, humidity, radiant heat, and air velocity.
 Sometimes heat from the sun, radiant heat from a hot surface or heat from hot processes can
overwhelm the body’s cooling mechanisms and result in mild to severe health disorders. These
heat-related disorders include heat rash, heat cramps, heat syncope, heat exhaustion, and heat
stroke.
 How much is too much? It varies, depending on the person and the situation. If improperly
treated, heat stroke can be life-threatening. However, many heat- related health problems can
be prevented or the risk of developing them reduced by following a few basic precautions:
 Acclimatization - Give workers time to get used to the heat. With gradual increased
exposure, workers become better able to tolerate the heat. Provide cool, shaded rest areas
where workers can take periodic breaks as needed. Longer or more frequent breaks may be
necessary when it’s very hot or the work is especially strenuous. Job sharing or heavy work
rotation
among several workers can also lessen the heat load on workers.
 Rehydration - Sweating is part of the body’s natural cooling system, but it does results in
water loss. The way to replace this loss and help the body continue to cool itself is to drink
water or electrolyte-replacement "sport drinks" throughout the day, at least one cup every
20-30 minutes. Thirst is not enough to insure sufficient water intake. Workers should be
encouraged to drink before, during, and after work. Alcohol, coffee, tea, and caffeinated soft
drinks, which cause dehydration, should be avoided.
 Appropriate Dress/Clothing - Thin, light-colored, loose-fitting clothing aids in
evaporation and allows air movement near the skin. For some jobs, clothing with built-in

air cooling features is appropriate. Reflective clothing can shield the body from radiant and
convective heat. Those who work outdoors should wear a hat and sunscreen for increased
protection against the sun’s rays.
 Physical Conditioning - Workers who are in good physical condition are better able to
tolerate higher work temperatures. Encourage workers to stay in shape, avoid alcohol, and
eat light, healthy meals. Heavy meals contribute to body heat and divert blood to the
digestive system.
 Engineering Controls - Fans, ventilators, exhaust systems, and air coolant systems help
keep worksite temperatures to adaptable levels. Other controls such as installing heat
shields and insulating heat-producing machinery can also help reduce radiant heat or lower
the environmental temperatures. Install a temporary canopy over outdoor work areas or
shade heavy equipment operators to lessen the suns intensity. Use available mechanical
devices to reduce physical exertion.
 Work Scheduling - To take advantage of climatic and other environmental conditions, start
jobs earlier in the morning, then space hot work throughout the day. Schedule the more
strenuous or the hottest work for the coolest times of the day. Schedule morning workers to
reduce the workload or have them work in shifts or limit work hours within shifts to
minimize exposure to high temperature and sun. Rotate work in areas where humidity may
be high and air movements minimal. Postpone nonessential tasks during heat spells.
 Monitoring - Supervisors should check environmental conditions at least
hourly and monitor worker response to the heated conditions. Heat stress is a silent
hazard. Workers may not realize that there is a problem until heat stress is well advanced.
In wilderness environments, recognition of the gravity of the situation is important. The
victim of serious heat distress must be transported as soon as possible to the nearest
medical facility. In the meantime, every effort to reduce the victim’s body heat load must
be made.
 Educating - Workers should be aware of the need to replace fluids, recognize dehydration and heat
exhaustion, and know what to do when those conditions appear. Employers should train workers to
recognize early warning signs of heat distress and take prompt, appropriate action. Workers should
know to get immediate emergency medical attention if a worker has one or more of the following
symptoms: mental confusion or loss of consciousness, flushed face, hot dry skin or no sweating. Make
sure all workers know who is trained to give first aid. Emergency phone number of ambulance,
hospital, and doctors should be posted and readily accessible at all job sites

11. ENVIRONMENT & WASTE MANAGEMENT

All work shall be carried out in accordance with current relevant Codes and Standards and shall
comply with all Acts and Statutory Regulations concerning environmental protection.
Environmental protection shall include, but not be limited to the following:
Noise emission; particulates and gaseous emission; liquid waste (collection, storage and
disposal) and solid waste (collection, storage and disposal); pollution of waterways etc
Work shall be conducted in a manner to ensure:
 That no substance that can cause harm to the environment is allowed to leak, spill or
escape from any container or storage area
 No oil or other effluent is allowed to escape from any source into the
company’s drainage system and/or local storm water system, waterways or groundwater system.
 No oil or other effluent is allowed to escape from any source onto the ground and
cause soil contamination
 All dust generated during work is to be contained to prevent air pollution
 No harmful solids or liquids are to spill from containers whilst in transit on the
premises
 All oil based waste material shall be kept segregated and placed in sealed drums.
This material shall be disposed of through a recognized recycling company
 All water based waste shall be kept segregated. Small amounts shall be collected and
stored in drums. Large amounts shall be pumped into bulk tanks for disposal.
 Noise emanating from the site shall not exceed the limit set by relevant authorities
 following points shall be taken in to consideration for Environment & Waste management:
c. Tree Cutting:
 Provide adequate protection to safeguard trees during tree cutting work.
 Trees shall be removed from the construction sites before commencement of construction
with prior permission from the concerned department/client.
 Plantation of new trees to be done based on area availability.
d. Protection of top soil:

 The top soil to be protected and compacted after completion of work, where the pipelines
run, including open lands and agricultural lands, if any
Dust Pollution
 All earthworks will be protected in manner acceptable to the client to
minimize generation of dust.
 Construction material shall be covered or stored in such a manner so as to avoid being
affected by wind direction.
 Unpaved haul road up to site office / plant site to be watered
periodically to reduce dust pollution.
 Trucks carrying construction material to be adequately protected to avoid the
material spillage
Noise Pollution
 Servicing of all construction vehicles and machinery will be done regularly and during
routine servicing operations, the effectiveness of exhaust silencers will be checked and if
found defective will be replaced.
 Maintenance of vehicles, equipment and machinery shall be regular and up to the
satisfaction to keep noise levels at the minimum.
 All potential high noise yielding machines shall meet statutory guidelines and their
preventive maintenance shall be done as per the approved plan.
Pollution from Fuel and Lubricants
 It shall be ensured that all construction vehicle parking location, fuel/lubricants storage
sites, vehicle, machinery and equipment maintenance and refueling sites will be located
at least 500 m from rivers and irrigation canal/ponds.
 All location and lay-out plans of such sites shall be submitted to client as per contract.
 It shall ensured that all vehicle/machinery and equipment operation, maintenance and
refueling will be carried out in such a fashion that spillage of fuels and lubricants does
not contaminate the ground.
 Arrangement for collection, storing and disposal of oily wastes to the pre- identified
disposal sites shall be done as approved by the client. All spills and collected petroleum
products will be disposed off in accordance with state PCB guidelines.

 All arrangements shall comply with the guidelines of PCB or any other relevant laws.
Monitoring of environment parameters
 Seasonal monitoring of air, water, and noise and soil quality through an approved
monitoring agency shall be done if required. The parameter to be monitored, frequency
and duration of monitoring plan shall be prepared.
12. HEALTH & HYGIENE
Occupational Health involves identifying what can cause or contribute to ill health in the
workplace, determining the action required to prevent people being made ill by work, and the
introduction of suitable control measures to prevent ill health.
With the support of a competent Occupational Health Professional, Managers should assess all
of their work activities undertaken, identify any Occupational Health implications, and
implement an Occupational Health Management Programme.
Safety Manager shall establish and maintain procedures relating to the management of
occupational health. These shall include procedures for:
 Sickness Absence referral
 Medical Reviews
 Rehabilitation within the Workplace Assessment
 Health Education and Advice First Aid
 Occupational Disease Reporting and Investigation Employee Welfare Arrangements
Occupational Health performance will be collected to the Safety Manager on a
regularbasis. To ensure the programme is operating effectively proactive monitoring
will be undertaken. This will include:
 Pre-employment Health Screening of all workers & staff
 Routine Health Screening
 Maintaining the Health records
 A scheduled programme for reviewing the efficacy of Occupational Health Controls

13. LEGAL AND CONTRACTUAL OBLIGATIONS

Additionally, each contractor/builder shall comply with all applicable statutory compliances and
are responsible for ensuring that all personnel under their control observe the legal requirements.
Arcedges and its employees retain the right to stop any operation, activity or erection of
equipment etc. if it is considered that there is a risk to the safety or health of any person. The
company will not accept responsibilities for any increased cost or delay arising out of such action.
The Contractor and all personnel under his control shall obey any written or verbal instruction
given by an authorized Arcedges representative or MS Arceddges Safety Manager, Safety Engineer
or Officer in respect of health and Safety.

The Contractor shall comply with each requirement or prohibition contained within health and
safety documentation supplied by Ms Arcedges to the Contractor in connection with his contract
or Sub-contract.

Contractors will ensure that their HSE manuals, statutory notices, registers, guidance notes, HSE
procedures and all other HSE documents are provided, made accessible to, and understood by
their personnel.

Omissions in this HSE plan will not absolve the contractors of their legislative and contractual
responsibilities.

Individuals who fail to comply with HSE practices will be subject to counseling coaching and / or
disciplinary action.

14. GENERAL HSE GUIDELINES

 Where work activities may conflict with or impact upon other work activities take steps to discuss
the matter with relevant parties and establish a consensus. Ensure that both parties and their teams
are fully aware of potential hazards together with appropriate precautions.

 All plant and equipment shall be inspected before work commences and at periodic intervals
thereafter. All plant and equipment shall be safe before and during use.

 Only competent personnel are permitted to operate equipment.

 Only qualified and appointed personnel (such as riggers and scaffolders) shall do skilled work. Such
skilled workers shall always be identified by relevant band around hardhats (red band for riggers and
black band for scaffolds).

 Method statements / risk assessments shall always examine the people, equipment, materials and the
environmental aspects of the proposed work. Such method

statements / risk assessments shall always be referred to contractor / contractor HSE

departments for review and comment.

 Ensure that an emergency / rescue plan to cater for any mishap (injury, fire etc.) is available, known
to all people ands capable of immediate activation.

 Hazardous area should be barricaded with the attachment of appropriate warning symbols.

 Work area should be always kept clean. Unwanted scrap or tools should not be left unattended that
may be hazardous to others.

 Personal protective equipment should be used wherever required.

 All warning symbols should be well obeyed and regarded.

 It should be ensured that all-electrical cord; hoses and leads are well protected or elevated such that
there are no obstruction to stairways and walkways.

 All project emergency procedures should be thoroughly understood and obeyed.

 Scrap materials should be stored at designated place and to be disposed off as per the type of scrap.

 There will be a Safety Cross in the Display Board to be placed near the entrance to show the incident
free dates in GREEN.

15. HSE GUIDELINE FOR CONTRACTOR MOBILIZATION

a) The contractor should submit details of the workers screening/medical test by registered physician
prior to them being involved in the project works especially for those working in height and machine
operators.
b) The contractor should submit their HSE plan for the work they have been assigned one week prior
to mobilization. The safety supervisor/ coordinator should be available from the day of mobilization.
Contact details of all senior staff to be submitted to Arcedges
c) A trained First-Aid attendant should be available at site with necessary & adequate medicines in the
First-Aid box.
d) The contractor staff & supervisors are allowed inside the project site only after an induction.
e) The contractor employees must follow the Entry / Exit system followed by the company.
 Identity card to be duly signed by the safety person
 Contractor employees/workers should carry the ID card all the time at the site
 No under age person is allowed to work in site (Below 18 years old)
f) All workforce shall wear the minimum Personnel protective equipments listed below in the PPE

area. (Items 1 to 4)

a) Helmet – (CE / IS marked) – Different colors (Follow the site rules)

b) Reflective jacket Orange color with reflective tapes (CE / IS marked)
c) Goggles – (CE / IS marked) or as approved by PEBS PENNAR safety dept
d) Safety Shoe with steel toe (CE / IS marked).
e) Safety Harness with shock absorbers & twin lanyard – (CE / IS marked).
f) Gloves depending on work nature – Leather/ cotton/rubber (Local good quality gloves
approved by Safety dept)
g) Ear plugs – as applicable (CE marked)
h) Face mask – as applicable (CE marked)

Note: All the personnel protective equipments needs to be maintained free from defects and
damaged PPE will have to be replaced.

Minimum buffer stock of PPE should always be maintained.

g) The contractor should provide PPE to all vehicle drivers/cleaners, unloading workers etc when they
enter DEE project site & will be responsible for their behavior at site.
h) Contractor should submit the Job Safety Analysis along with work method statement for each job
and the same needs to be approved by M/S DEE. If there is a change in the work practice, the work
method and JSA needs to be reviewed before doing the work and the same needs to be approved by
Ms. DEE.
i) Contractor should fill up checklist for working in height, equipment, crane on a daily basis in the MS
DEE format
j) Contractor should submit all the documents pertaining to legal compliances such as Test certificates
of equipment/lifting tools & tackles, Operators license and competency certificate etc.
k) Contractor is expected to conduct the specific Safety training on electrical safety, working at height,
crane operations on a regular basis.
l) Apart from the above training, the contractor supervisor shall conduct the tool box meeting
everyday before commencement of work, where supervisor will inform
about the safety tips, work instruction, JSA and housekeeping etc. and documentation should be
done on the format followed by Ms DEE.
m) Contractor shall be required to maintain the area always in a presentable manner (Proper House
keeping) A place for everything and everything to be in its place. At the end of the work day, area
needs to be cleaned thoroughly. Waste bins need to be provided in work area & should be cleared
on a day to day basis.
n) Contractor is required to follow Safe Isolation Procedure. Contractor to use yellow & red
barricading tapes. Caution/warning/danger tags procedure to be followed
The contractor will be responsible & accountable for the security of the materials, accessories, tools
& tackles provided by DEE at site.

16. PERFORMANCE EVALUATION & MONITORING:

For performance measurement and monitoring, the site should establish a performance
monitoring system with some measurable indicator. The following are examples of methods
that can be used to monitor OH &S performance: -
 Results of the hazards identification, risk assessment & risk control process.
 Systematic workplace inspection using checklists.
 OH & S inspection for e.g. daily safety observation
 Environmental Sampling
 Analysis of documentation & records like MSDS
 Benchmarking against good OH &S practices in other organizations

EMERGENCY PREPAREDNESS
Emergency plan will be developed for those emergency situations that are most likely to occur
and / or possess the greatest potential for loss. All types of probable emergencies shall be
identified. Areas for consideration include:
 Majorinjuries.
 Health effects.
 Major process loss.
 Major events or property damage
 Major environmental damage / discharge / release
 fire, flood etc.
 Bomb threats, sabotage, etc.
 Chemical spill,
 Loss of power.
 Catastrophic loss.
 Transport accidents - road,
 Emergencies involving traveling employees.

For Emergency Preparedness & Response, the site management needs to identify potential
accidents & emergencies associated with their activities and accordingly proceed as follows.
 Identification of person to take charge during the emergency
 Details of actions to be taken by personnel during an emergency
 Responsibilities, authorities & duties of personnel with specific roles during
the emergency
 Evacuation Procedures
 Identification & Location of hazardous materials & emergency action
 Communication with employees
 Availability of necessary information during the emergency e.g. Site Layout, Hazardous
material data, procedures, work instructions & Contact telephone numbers.
 Establishment of Emergency control center with all necessary equipment
and medical facilities.
INCIDENTS INVESTIGATION, NON-CONFORMITY, CORRECTIVE AND PREVENTIVE ACTION
 Site management needs to ensure that all the accidents, incidents & nonconformance
are investigated & corrective and preventive actions initiated.
 Site M Should ensure that no employees suffer any hardship as a result of reporting a non-
conformance, accident & incident.
 Site management should use appropriate means to record the factual information
& the result of the immediate investigation.
 Corrective Action: - Corrective actions are taken to eliminate the root causes of identified non-
conformances, accidents or incidents in order to prevent the recurrence. Some examples of
elements to be considered in establishing & maintaining corrective action are;
 Identification & implementation of corrective & preventive measures for the short-term as
well as long term.
 Evaluation of any impact on hazards identification & risk assessment result & any need to
update hazards identification, risk assessment & risk control reports.
 Recording any required changes in procedures resulting from the action or hazards;
 Preventive action: - Examples of elements to be considered in establishing preventive
action procedures include: -

 Identification of any problems requiring preventive actions.

 Initiation & implementation of preventive action & the application of controls to
ensure that it is effective.
 Follow – up: - Corrective or Preventive action taken should be effective & permanent. Checks
should be made on the effectiveness of corrective or preventive action taken. Outstanding actions
should be reported to top management at the earliest.

17. MANAGEMENT REVIEW.

Site Management shall review its OH & S performance in the Monthly Safety Committee Meetings.
Typical inputs needs to include following.
o Site Accidents Statistics
o Results of the audits.
o Corrective actions carried out since from the previous audit.
o Report of the emergencies.
o Reports of hazards identification, risk assessment & risk control processes

o Management should reports all the accidents, incidents & nonconformance.
