PREFACE

Date: 12 December, 2013

Social Justice and Empowerment Department, Government of Gujarat is
implementing the Integrated Child Protection Scheme (ICPS) in the state. Gujarat State Child
Protection Society (GSCPS) has been registered to implement the ICPS. To protect the Rights
of children and for their rehabilitation in the mainstream society, the State provides various
Institutional and Non institutional care services for the children in need of care and
protection (CNCP) and children in conflict with law (CCL).

The services and structures are in place and functional effectively for the protection
and rehabilitation of children, but there was no collective information about the
rehabilitative services for children available in the form of a directory. This was a big barrier
in spreading awareness in the public regarding the accessibility of such services.

The development of Directory on various Child Care Institutions (CCIs) of Social Justice and
Empowerment Department is an important step forward to promote a protective
environment specifically for children. The focus of this directory is to provide information
about the existing residential rehabilitative facilities for the Children. There are various kinds
of Child Care Institutions such as Childre ’s Ho e, Observatio Ho e, Special Home, After
Care Home, Specialised Adoption Agency, Home for blind, and Home for deaf and dumb.

In this Directory, we have attempted to provide an easy and single point access to
information about various CCIs of the Department and their various aspects including
background of the organization, contact details, staff, physical infrastructure and capacity of
the CCIs. Other than the basic information about the organization the important feature of
this directory is the information about the existing services offered and what could be the
ideal services to be provided along with the photographs of the organization.

We hope that this directory will provide a resource to advocate for the best possible
developmentally appropriate rehabilitative residential services for children. Our aim is to
spread awareness about the residential rehabilitative services for children and make these
services accessible to the grass-root people provided by the State Government. The
contribution of all the officers of the Department and voluntary organizations working for
social welfare services are acknowledged for developing this directory.

We sincerely hope that the publication of this Directory will usher in informed
participation of the people that will contribute to the protection of all children and help
them to enjoy their all rights.
