Electronic Notice of Arrival/Departure
Release Notes
09 July 2013

Overview
The United States Coast Guard (USCG) Operations Systems Center (OSC) released version 2.0 of the Electronic Notice of Arrival/Departure (eNOAD) Web
Application on 10 January 2011. The majority of the application’s graphical layout remains the same; however, the overall look of the interface has under‐gone
major changes, and some useful new features have been added as well. A detailed listing and description of these changes, including images, comparing the
current and new versions of the application follows. Please note: since the screens shown within this document were taken from our testing systems, using
several different test vessel records, the data displayed herein may differ from image to image.

Changes to the eNOAD application will be added to this document with corresponding build numbers. This will be a “living” artifact, outlining eNOAD’s
evolution.
Release notes begin on page eleven (11); appearing in descending order, newest to oldest.

Welcome Page & Logon


The login process remains unchanged in this release of the eNOAD Application.

eNOAD Notice List
Previously Submitted NOAD’s and Saved NOAD’s are now shown in separate tabs. Grids can now be filtered and sorted for searching purposes, as well as
manipulated to show a specific amount of records per page. A new Navigation Menu is also shown at the bottom of the page.

Notice Menu and Entry Pages
Changes have been made, beyond the visual appearance of the screens themselves, to the Notice Menu and subsequent screens. Reporting Party, Crew,
Cargo, etc are now referred to as Entry Pages. Items of interest regarding the Notice Menu and Entry Pages are as follows:

1. The initial Voyage Type page that was shown when adding a notice has been removed.
2. The Notice Menu is now displayed on the left side of each of the Entry Pages. The Notice Menu can be seen at all times and will update required icons
( for missing information, for completed) for the Entry Pages instantly when information is saved.
3. The ISSC Page has been renamed to Security and some fields have been moved to provide a more consistent layout of the application.
4. Entry Pages can be visited in any order, not just in the order in which they are listed in the Notice Menu (ex: Crew can be entered before Vessel
Details)
5. When using grids throughout the application, users can now double‐click an entry to edit it, sort each column by clicking the column name, filter each
column by entering text in the provided text areas then pressing Enter, and have the ability to change how many records are shown on each page. A
feature has also been added to give the users the ability to select multiple entries (using a checkbox) and deleting the entries all at once.
6. Each Entry Page now contains buttons to save the notice, clear the form, or cancel any editing that took place since the last time the record was
saved.

*NEW* XML and XLS Import
Import functionality is now available in the eNOAD 2.0 Web Application. Users can import a current NOAD Schema XML file and the latest Official NVMC
Workbook (XLS) into the application, also giving the ability to edit the data and submit the notice. The application will validate the selected file, outputting
errors and warnings to the user. The file can then be imported, if the file passes eNOAD schema validation.

Shown below are images of the new (Figure 31 and Figure 32) eNOAD Import screen.

• Double clicking a Previously Submitted Notice will now open the record in “View” mode
instead of doing nothing.

• The Change Password page will no longer state that a users old password is needed when
that user resets their own password.

• “Dead” DHS hyperlinks are now directing to their proper URL.

• Unneeded scroll bars have been removed from the Main Menu page.

• Users now have the ability to view/print Receipts of Notice for previously submitted notices.

• Account unlocks/resets are now handled using email authentication. Security

• Added fields to Crew and Security pages related to Longshore Work reporting (8 U.S.C. Secs
1288).

• COFR Operator field (Vessel Details page) now allows the following special characters:
comma (“,”) and ampersand (“&”).

• XML with Schema version 3.2, NOAD Workbook version 7.1, and OCS Workbook version 1.1
are now importable.

• Updates to Notices of Arrival can no longer be made for Notices that are over 96 hours past
the Arrival Time.

• Arrival Time constraints have been added to Updates to Notices of Arrival, preventing times to
be saved/submitted for over 96 hours in the past.

• Notice Type and Voyage Type can no longer be changed when updating a Notice of Arrival.

• When a user chooses a “US to US” Departure a pop-up alert will appear to notify them that a

• A bug has been found where a “State” value, which was not chosen by the user, was
populating in the “Last Port of Call” “State” field when certain foreign “Last Port of Call”
“Countries/Ports” was selected. This has been fixed.

• Moved downtime banner location from the top banner to the login page. This was done to
avoid the message from being cut off on smaller screen resolutions.

• When using the ‘Copy’ function, Cargo was not being copied, but the page was being marked
as complete. This has been addressed by now marking the page as incomplete (required
icon).

• A bug was found for Crew and Passengers where the user could save a record with ID
Expiration Dates and DOB as today, but the notice could not be submitted, showing an error
that the dates were not valid. This has been fixed.

• Expandable submenus have been added to the Notice List Menu to group and consolidate like
buttons for Add Notice and User Guide.

• Import Notice Icon has been changed.

• When using Opera, the OnValueChanged event was not firing on textboxes, resulting in
required icons not updating for certain javascript-driven controls. This has been fixed.

• All grids default to 40 records per page, up from 20. This allows the user to scroll through more
records on one page.

• Default sort order for Crew and Passenger now sort by Last Name.

• A bug has been found where some Country dropdowns were not populating “United States”.
This was due to the Previous Ports Country and regular Country dropdowns referencing the
same cache value. This has been fixed.

• Enabled the default header and footer to be collapsible, providing more screen real estate for
lower screen resolutions.

• Changed Crew and Passenger entry pages by reordering the name fields to Last Name, First
Name, and Middle Name in order to match the order in the grid.

• A bug has been found where the Crew and Non-Crew Embark and Debark Ports are not being
populated on initial load when the Country is United States. This has been fixed.

• A bug has been found where Last Port in the Arrival Page is not being populated on initial load
when the country is United States. This has been fixed.

• A bug has been found when importing a file with the Next Port section, resulting in a write
error. This has been fixed.

• Developed JavaScript code to handle updating of some required icons in Edit Crew, Edit Non-
Crew, Previous Ports, and Security resulting in faster updating of icons and eliminating 8 post
backs to the server.

• “Valid” checkboxes do not correctly show if the box is valid for Crew and Passenger. The
discrepancies have been found with ID Issue Country; however, it would be possible to happen
with any Country drop down list. This has been fixed in the database function and rolled to
Production on 16 March 2012

Large scale application updates appear.
Prior builds were small enhancements and DB changes.

• Removed text above Notice List grid to provide more room for the grid.

• Dropdown caching has been implemented for better performance.

• Changes to the View State resulting in better performance.

• Turned on HTTP Compression, lowering each page size, resulting in better performance.

• Most hidden controls (textboxes and combo boxes) are now always visible, but may enabled or
disabled.

• Added progress bars to textboxes and combo boxes that change depending on another
controls entry. This will let the user visually see when the control is ready to be used.

• When focus is reset after a postback, the entry in the control is now fully selected. An error
catch has also been added if the control is disabled when tying to set the focus.

• A bug was found where nearly all users would fail the authentication questions/responses. This
has been fixed.

• Implement scroll bars for smaller screens

• Notice navigation frame is now collapsible allowing more screen real estate.
