The revised Safety and Security Incident Recording System (SSIRS) will be launched on April 1, 2015, following endorsement by the Inter-Agency Security Management Network. All security personnel are encouraged to familiarize themselves with the new policy and user manual, as well as participate in online training. Dear Colleagues,

As you have noticed, in his recent message of 18 March 2015, Mr. Peter Drennan, the
Under-Secretary-General for Safety and Security, apprised you that the Inter-Agency Security
Management Network (IASMN) endorsed the Safety and Security Incident Recording System (SSIRS)
Policy and User Manual. The new SSIRS will be launched on 1 April 2015.

I attached the new SSIRS Policy and User Manual which are now also available on UNSMIN. Please
familiarise yourself with the policy, user manual, taxonomy, input and endorsement instructions in
advance. In addition, online training for the new SSIRS will be available as of 1 April. I encourage you to
review SSIRS documentation.

The launch of the new SSIRS will include a testing phase, from 1 April to 1 July 2015. Effective 1 July, the
Quarterly Incident Report requirement will be abolished and the SSIRS will become a "mandatory security
return" to collect and report the data on all incidents. Please note that the SSIRS will not eliminate or
substitute requirements and procedures for initial flash reports in situations involving critical security
incidents or crisis situations.

The effectiveness of the new system can only be assured if it is used globally and consistently, to enable
more accurate and coherent reflection of threats, risks and trends of security incidents. Therefore, all
incidents having impacts on UNSMS personnel, premises, assets and operations must be recorded in the
SSIRS. Any incident that does not have an impact on the UNSMS can also be recorded to assist in
raising situational awareness of security professionals. The consistency of the reporting will be also
subject to the compliance evaluation.

SSIRS testing phase also provides an opportunity an opportunity to receive your feedback and
recommendations on how the system can be further improved. Please contact Ms. Jamie Medby

I trust that the new system will increase the efficiency and consistency of the incident reporting.
