reflected a performance gap in using a range of teaching strategies that enhance learner achievement in literacy and numeracy skills.
Studies indicate that low literacy and numeracy skills hinder students' access to the curriculum (Shinn et al., 2016) and can result in
poor progress or educational failure. Teachers who lack effective strategies may struggle to support these students, exacerbating the
issue. Conversely, the study of John Hattie recognizes the critical impact of effective teaching strategies on student achievement. His
meta-analysis reveals that high-impact teaching practices can substantially raise student performance, particularly in literacy and
numeracy. Furthermore, studies from the National Reading Panel and the National Mathematics Advisory Panel emphasize the
importance of targeted instruction and diverse teaching methods in improving student outcomes in reading and math.

The consolidated result of teachers’ individual development plans reflected the need for upskilling teachers on Domain 1. Content
Knowledge and Pedagogy, Strand 1.4 Strategies for promoting literacy and numeracy, 1.4.2 Use a range of teaching strategies that
enhance learner achievement in literacy and numeracy skills.

The Research Center for Teacher Quality, with support from the Australian Government emphasizes the importance of effective
teaching strategies in promoting literacy and numeracy skills. This is reflected in the Philippine Professional Standards for Teachers
which outlines the competencies required for effective teaching, including Domain 1: Content Knowledge and Pedagogy, Strand 1.4:
Strategies for Promoting Literacy and Numeracy. It provides detailed guidelines for using a range of teaching strategies to enhance
learner achievement in these areas.

The 2018 National Education Policy highlights the importance of professional growth for teachers as a critical component of
educational reform. It promotes the development of PD programs that are research-based and responsive to teachers’ needs.

DepEd Order No. 35, s. 2016, titled "The Learning Action Cell as a K to 12 Basic Education Program School-Based Continuing
Professional Development Strategy for the Improvement of Teaching and Learning", highlights the importance of conducting
professional development programs.

It is on these premises that this Learning and Development Program in the form of In-Service Training is conceptualized.1. Teachers’
Professional Development Needs

The PD Program entitled “Dynamic Teaching Strategies: Approach to Enhancing Learner Achievement in Literacy and Numeracy Skills”
goal is to:

● equip teachers with innovative and effective teaching strategies that can significantly improve students' literacy and numeracy
