BUDGET ALLOCATIONS TO BACKWARD CLASSES
FOR THE YEAR 2021 – 22

The population of Andhra Pradesh according to the 2011 Census of India


is 4.98 Cr., of which, the population of Backward Classes projected from Smart
Pulse Survey is approximately 2.15 Cr. i.e. 43.17% of the total population.

There are 139 Communities among Backward Classes in the State of


Andhra Pradesh. They are divided into five (5) Groups as mentioned below.

An Act has been made (Act No. 13 of 2019) providing statutory basis to
BC Sub-Plan and it was notified in A.P. Gazette on 19-02-2019. According to
the Act, 1/3rd of the funds from Plan outlays shall be earmarked for the
Backward Classes. The Government is committed to incur an expenditure of
Rs. 75000 Cr., for the next 5 years period @ Rs. 15,000 Cr., per year under BC
Sub Plan to secure direct and quantifiable benefits to the individuals /
households / habitations of BCs to bridge the developmental gaps between the
BCs and other developed communities.

An amount of Rs. 28,237.65 Cr., is allocated for the financial year


2021-22.

DEPARTMENT WISE ALLOCATION COVERS THREE TYPES OF ACTIVITIES:

 Support Schemes and Welfare Measures


 Beneficiary oriented Schemes (Self Employment / Economic support)
 Creation of Permanent Infrastructure

SCHEMES SECURING DIRECT AND QUANTIFIABLE BENEFITS:

 For Schemes exclusively benefitting Backward Classes individuals or


Backward Classes Households, 100% of Scheme cost shall be allocated
and accounted for.

 For Schemes benefitting Backward Classes Habitations, 100% of Scheme


cost shall be allocated and accounted for.

 For General Schemes benefitting Backward Classes individuals or


Backward Classes Households along with others, the Scheme cost shall
be allocated and accounted for, in proportion to the Backward Classes
beneficiaries covered.

 In respect of non-divisible infrastructure works, a portion of the Scheme


cost as may be determined by the Government shall be deemed to have
been dedicated to Backward Classes.

An amount of Rs. 1184049.88 Lakh is provided for the year 2021-22


and the details of the Schemes along with budgetary allocations are as follows.

PRE-MATRIC HOSTELS :

There are 761 Pre matric Hostels functioning in the State. Out of which,
584 are Boys Hostels and 177 are Girls Hostels (including 13 integrated
Hostels).

The admissions into each Pre-Matric Hostel are made as per the following Rule
of Reservation.

MAINTENANCE OF COLLEGE HOSTELS FOR BOYS AND GIRLS :

In order to promote the education of BC Boys and Girls at Post Matric


level, Government have issued orders for establishment College Hostels @ one
for each Assembly Constituency for Girls and @ one for each Assembly
Constituency for Boys.

There are 363 Pre matric Hostels functioning in the State. Out of which,
182 are Boys Hostels and 181 are Girls Hostels

The admission into the College Hostels for Boys and Girls is made as per
the following rule of reservation.

Provision of Diet Charges for College Hostels :

The Diet Charges provided by Government is Rs.1400/- per month per


boarder from Intermediate to Post Graduation.

CONSTRUCTION OF HOSTEL BUILDINGS AND RESIDENTIAL SCHOOL


BUILDINGS :

Construction of permanent buildings for Hostels and Residential Schools


located in private buildings is being taken up in a phased manner. The
executing authority for all BC Welfare civil works is APEWIDC. Apart from

buildings, certain urgent civil works like compound wall, water supply
restoration and construction of additional accommodation is also being taken
up.

MAINTENANCE OF BC RESIDENTIAL SCHOOLS :

Government formed a new society for the administration of the Backward


Classes Welfare Residential Schools in the State during the year 2012-13 vide
G.O.Ms. No. 6 & 7 BC Welfare (B2) Dept., Dt. 02-4-2012 & 11-4-2012
respectively.

The BC Residential Schools were transferred from the control of APREIS to


the newly formed society named as Mahatma Jyotiba Phule Andhra Pradesh
Backward Classes Welfare Residential Educational Institutions Society
(MJPAPBCWREIS).

There are 84 BC Residential Schools and of which 42 are meant for Boys
and 42 are for Girls and there are 14 BC Residential Junior Colleges and of
which 7 are meant for Boys and 7 are for Girls.
Admission of students will be taken from 5th Standard. Random selection
method (Lottery) is adopted for admission into these Institutions.

The Residential BC Schools at Amalapuram (Boys) East Godavari District,


Mopidevi (Boys) Krishna District, Satyavedu (Boys) Chittoor District,
Golagamudi (Girls) Nellore District are meant for children of fishermen.

BC FINANCE CORPORATION :

A.P B.C Cooperative Finance Corporation Ltd., was established in the


year 1974 for the economic up-liftment of the Backward Classes beneficiaries
who are living below poverty line in the state of Andhra Pradesh. District B.C.
Service Coop. Societies Ltd., were established in 1975.

As per orders of the Government the following scheme is being


implemented in a transparent manner by transfer the financial assistance to
the bank accounts of the beneficiaries under D.B.T system

1. YSR PENSION KANUKA:

Under YSR Pension Kanuka, there are different incentive amounts


sanctioning for different categories of beneficiaries on directed below.

 For Old Age Persons, Widow, Toddy Tappers, Weavers, Single women,
Fishermen, ART (PLHIV) Persons, Traditional Cobblers- Rs.2250/- per
month

 For Disabled persons, Transgender and Dappu Artists- Rs. 3,000/- per
month.
 For people affected with Chronic Kidney Disease- Rs. 10,000/- per month.

The Government has allocated an amount of Rs.7962.19 Cr.s for


implementation of “Jagananna Pension Kanuka” scheme for the year
2021-22.

56 NEW BC CORPORATIONS :

Government have issued orders in G.O.Ms.No.18 to 73, BC Welfare (C)


Dept., dated.16.10.2020 for formation and establishment of 56 caste based
BC Corporations duly covering 139 communities listed in the BCs List in the
place of 25 existing BC Corporations in the State as per the Assurance given
by the Government. Subsequently, the Chairpersons and Directors are also
appointedd to the respective Corporations. For administrative convenience 56
Bc corporations are categorised in to 4 groups A,B,D,E as mentioned below.

The following schemes are being implemented through the 56 Corporations.

1. JAGANANNA VASATHI DEEVENA (MTF) :

 It is a scheme for providing financial assistance towards lodging and


boarding facility to the students.

 For ITI students Rs.10,000/- per year, Rs. 15,000/- for Polytechnic
Students and 20,000/- for Other Courses per year.

 Amount shall be credited into the active account of the mother of the
eligible student.

 Jagananna Vasathi Deevena covers all the eligible children in a family.

 The amount shall be provided in two instalments in July and December.


The mapping of the mother to the student and also the entry of Mothers
bank accounts shall be done by the Welfare and Education Assistant with
document upload and will certify the Genuineness of account details.

 The flow of funds under both the (i) Jagananna Vidya Deevena
(ii) Jagananna Vasathi Deevena schemes shall be routed through the
corresponding Corporations of the concerned Welfare Department.

The Government has allocated an amount of Rs.1012.12 Cr.s to


Group A, B, D, E (56) Corporations for implementation of “Jagananna
Vasathi Deevena” scheme for the year 2021-22 .

2. JAGANANNA VIDYA DEEVENA (RTF) :

To provide complete fee reimbursement to every eligible student (on


saturation basis) and shall be credited to the respective mothers accounts.
The Government has allocated an amount of Rs.1144.82 Cr.s to Group
A, B, D, E (56) Corporations for implementation of “Jagananna Vidya
Deevena” scheme for the year 2021-22.

3. YSR VAHANA MITHRA FOR B.CS :

“YSR Vahan Mithra” is basically a welfare unique scheme in A.P., which is


aimed to improve the quality of life of the Self owned taxi, Auto and maxi cab
drivers in the state. This financial assistance of Rs.10,000/- per annum per
beneficiary.

The Government has allocated an amount of Rs.109.73 Cr.s to Group A,


B, D, E (56) Corporations for implementation of “Jagananna Vahana Mithra
for B.Cs” scheme for the year 2021-22.

4. YSR MATHYAKARA BHAROSA :

The Government has been implementing the new scheme to the benefits
of the fishermen. Under this scheme, the Government has increased financial
assistance from Rs.4,000/- to Rs.10000/- for mechanized, motorized and
non-motorized fishing nets and fishing banned period in between 15 th April to
14th June.
 The beneficiaries will get increased diesel subsidy of Rs. 9 per litre.
 The families of fisherman who died while hunting will also get Rs.10
Lakhs.
 The Government has provided compensation to the families who are
affected during Gujarat State Petroleum Corporation conducted
drilling exploration.

 The Government has allocated an amount of Rs.18.29 Cr.s to Group


A, B, D, E (56) Corporations for implementation of “Jagananna
Mathyakara Bharosa for B.Cs” scheme for the year 2021-22.

5. YSR NETHANNA NESTAM FOR WEAVERS :


The Government has decided to implement “Y.S.R. Nethanna Nestham”
scheme by providing Rs.24,000 per annum to every BPL weaver family who
owns a Handloom so as to modernize their equipment and in-turn compete
with the power looms sector.
The Government has allocated an amount of Rs.168.24 Cr.s to Group A,
B, D, E (56) Corporations for implementation of “Jagananna Nethanna
Nestham” scheme for the year 2021-22.

6. JAGANANNA CHEDODU:

The Government have issued orders for sanctioning Financial Assistance


to Rajakas, Nayee Brahmins and Tailors belonging to all communities. The
financial assistance of Rs.10,000/- per annum who are living on the profession
of Washing of Clothes, Barber and Tailoring shops. This scheme is under
process.

The Government has allocated an amount of Rs.225.34 Cr.s to Group A,


B, D, E (56) Corporations for implementation of “Jagananna chedodu”
scheme for the year 2021-22.

7. YSR LAW Nestham:

Stipend @ of Rs 5000/- per is being provided to Junior Lawyers


under the YSR LAW Nestham Scheme
The Government has allocated an amount of Rs.5.42 Cr.s to
Group A, B, D, E (56) Corporations for implementation of “YSR LAW
Nestham” scheme for the year 2021-22.

8. Jagananna Thodu (Financial Assistant to Hawkers):

Government is providing financial assistance at the rate of


Rs.10,000/- with Zero-interest to B.C. Artisans, street Vendors and Petty
Traders under “Jagananna Thodu (Financial Assistant to Hawkers)”.

The Government has allocated an amount of Rs.10.96 Cr.s to


Group A, B, D, E (56) Corporations for implementation of “Jagananna
Thodu” scheme for the year 2021-22.

9. Mobile Dispensing Units (MDU):

Government is implementing Novel Welfare Self-employment


scheme by providing four-wheeler mini truck Mobile Dispensing Units for
door delivery of PDS.
The Government has allocated an amount of Rs.29.42 Cr.s to
Group A, B, D, E (56) Corporations for implementation of “Mobile
Dispensing Units (MDU)” scheme for the year 2021-22.

Department wise allocation under different programmes

AGRICULTURE

Agriculture in Andhra Pradesh continues to be the key sector in the


State‟s economy, accounting for about one fifth of GSDP and providing
livelihood to two third of the work force.

An amount of Rs. 238004.27 Lakh is provided for the year 2021-22 to


benefit BC farmers / cultivators and the details of the Schemes along with
budgetary allocations are as follows.

DESCRIPTION OF SCHEMES UNDER THE DEPARTMENT :

STATE PLAN SCHEMES

Andhra Pradesh State is “the bejewelled rice bowl of India”. Agriculture


plays an important role in the livelihood of people, as 62% of the population in
Andhra Pradesh live in rural areas and depend on agriculture and related
livelihood opportunities. The Government of AP accords the highest priority to
the agriculture sector. The following schemes are implemented under B.C.
Sub-Plan.

A. YSR Rythu Bharosa :

To provide financial assistance to the farmer families including tenant


farmers across the state @ Rs.13,500/- per farmer family per year to support
the cultivators in meeting the investment during the crop season with a view to
enable them to timely sourcing of quality inputs and services for higher crop
productivity.

Small/ micro and tenant farmers of Andhra Pradesh, who have less than 5
acres land and presently having at least half-an-acre of cultivable land are
eligible under this scheme.

The farmers who are enrolled under PM-Kisan Scheme will also be part of
this Scheme. As per the government, even those cultivating on endowments/
temples/ Inam lands are also eligible.

B. Rashtriya Krishi Vikas Yojana (RKVY):

Rashtriya Krishi Vikas Yojana (RKVY) is one of the Flagship Programmes of


Govt. Of India with 60% share from Central Govt. and 40% State share for
Holistic Development of Agriculture and Allied Sectors (Agriculture,
Horticulture, Animal Husbandry, Fisheries, Sericulture etc.) for implementation
of priority based various projects as per the approval of State level committee
to maximize the returns to the farmers.

C. National Food Security Mission (NFSM):

The National Food Security Mission scheme was launched by Government of


India with 60% subsidy from central and 40% from State. The main objective
is increasing production of Rice, Wheat, Pulses and Coarse Cereals through
area expansion and productivity enhancement in a sustainable manner in the

identified Districts of the Andhra Pradesh. The interventions to be implemented
under NFSM during 2019-20 are, accelerated crop production programmes
(cluster Demonstrations), Need based inputs (Seeds distribution, INM, IPM, PP
Chemicals), Need based area specific technologies (farm machines and
implements, irrigation devices, capacity building, PMT and local initiatives).

D. National Mission on Oilseeds & Oil Palm (NMOOP):

To increase Production and Productivity of Oilseeds and Oil Palm and to


bring additional area under Oil Palm cultivation by utilization of wastelands
with 60% subsidy from Central and 40% from State. This mission has two
submissions i.e., Mini Mission (MM-I) on Oilseeds and Mini Mission on Oil Palm.
The Mini Mission on Oilseeds envisages increase in Production of vegetable oils
sourced from Oilseeds, and is implemented by Department of Agriculture.

E. National Mission on Agricultural Extension & Technology (NMAET):

It has 2 sub missions implemented with 60% Financial Assistance from


Central and 40% from State.

(i) Sub Mission on Agriculture Extension (SMAE):


It has the key responsibility of disseminating all technology
activities at the district level. It has linkages with all the line
Departments, Research Organizations, Non-Governmental Organizations
and agencies associated with Agricultural Development in the District and
Farmer Organizations.

(ii) Sub Mission on Seed & Planting Material (SMSP):


Covers strengthening of seed testing labs, seed farms, Certified
seed production through SVP, transport subsidy, seed storage, seed
processing plants etc.

F. Sub Mission on Agricultural Mechanisation (SMAM):

Farm Mechanization ensures reduction of drudgery associated with various


farm operations and also economizes the utilization of inputs and thereby
harnessing the potential of available resources. The cost of cultivation is being
escalated every year resulting in narrowing the net profit. Among many
reasons, cost & availability of labour contributing to the increase in the cost of
cultivation. Mechanization of feasible farm operations will address the problem
to the maximum extent.

G. National Mission for Sustainable Agriculture (NMSA):

It consists of 3 Sub-Missions implemented with 60% financial assistance


from Central and 40% from State.

(i). Rainfed Area Development Programme (RADP): Increase of


Horticultural based area in Rainfed districts due to adoption of efficient
water management system by supplying water carrying pipes, creation of
water storage structures and soil and moisture activities.

(ii) Soil Health Card Scheme: To issue soil health cards to farmers
covering all the land holdings within a period of three years. The total land
holdings/farmers will be covered once in every three years.

 Sharing pattern of funds between GOI & State Govt is 60:40.

H. Paramparagat Krishi Vikas Yojana:

 Promotion of Organic Farming in clusters under PGS (Participatory


Guarantee System).
 In each cluster 300 farmers are identified to adopt exclusively Organic/
Natural farming.
 In each cluster 1MPEO, 1 Cluster Activist (CA), 2 Community Resource
Persons (CRPs) & 30 Master farmers will act as a team to promote natural
farming in the clusters.
 To meet the immediate requirement of farmers, the 300 farmers in the
cluster are provided assistance as follows.

a. Establishment of NPM shops @ 5 per cluster on 50% subsidy


@Rs.50,000/- unit

b. Procurement of Cows @ 30 per cluster on 50% subsidy limited to


Rs.10000/-unit.

I. Prime Minister Fasal Bima Yojana:

It is Crop Insurance scheme. More farmer friendly minimal contribution in


premium by farmer. Farmers‟ premium contribution in Kharif is 2% and in Rabi
is 1.5% for Food crops and Oil seed crops. Cover for inundation apart from Hail
storm and Post-harvest crop damage. Uses technology for assessment of
Area/yield for quicker settlement of claims.

J. Soil and Water Conservation Programme:

The main objective is to retain the moisture for longer period and also to
increase the productivity through soil conservation measures and to be coupled
with agronomic practices for higher production by adopting recommendations
of Agriculture Universities for rainfed cultivation practices thereby improving
indigenous cultivation practices.
HORTICULTURE

Horticulture has been identified as one of the „focus areas‟ for


development of the State. Horticulture is a significant contributor to the
State‟s economy. The Government is giving more emphasis on Horticulture
development and a number of programmes are being implemented to achieve
the targeted growth rate of 6% in Agriculture and Allied Services during XII
Plan as Horticulture has much scope for contribution towards this direction
through increased returns and exports.

An amount of Rs. 7945.79 Lakh is provided for the year 2021-22 to


benefit BC farmers / growers and the details of the Schemes along with

DESCRIPTION OF THE SCHEMES UNDER THE DEPARTMENT :

STATE PLAN SCHEMES :

a) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) APMIP:

The objective of the Programme is to enhance the crop productivity by


improving the water use efficiency through Micro Irrigation systems for the
benefit of the farmers.
In view of deficit Rainfall, Rain shadow regions, unpredictable rains and
considerable depletion of ground water there is no option for farmers
except going for Drip Irrigation. To achieve the concept of "More crop per

Drop" Micro irrigation is to be taken up particularly in the Districts of
Rayalaseema, which are most back ward areas, apart from other back ward
areas in Andhra Pradesh. ICRO Irrigation is being implemented under
PMKSY with funding pattern of 60:40 between Central and State
Government.

b) National Mission on Oil Seeds and Oil Palm Programme


(NMOOP)Mini Mission-II:

Andhra Pradesh ranks 1st in cultivation of Oil palm with 1.49 lakh Ha
with 1.04 Lakh farmers in 8 Districts of Andhra Pradesh spreading over in
225 Mandals. 13 Processing units were established by Oil Palm Companies
with Capacity of 240 MT/Hr., which are working with Government under
this programme.
FISHERIES
„Fisheries‟ is one of the fast growing sectors contributing substantially to
the GSDP of the State as well as generating income and employment.

An amount of Rs. 9200.00 Lakh is provided for the year 2021-22 to


benefit BC fishermen / fish farmers and the details of the Schemes along with
budgetary allocations are as follows.

1) JAGANNA GORUMUDDA :
The Government of Andhra Pradesh has introduced the AP Jagananna
Gorumudda Scheme by making changes to the Mid-Day Meal Scheme. With
the introduction of this scheme, changes have been made in the mid-day meal
menu available to students in government schools. Under this, the Andhra
Pradesh government will work to improve the nutritional outlook in the food
available in government schools all week.
Students belonging to poor families get mid-day meals in government
schools all the week through this scheme. Keeping this in view, Jagananna
Gorumudda Scheme has been started with the aim of providing nutritious food
to the students while improving the nutritional approach.

2) SAMAGRASIKSHA ABHIYAN (SSA):


Sarva Shiksha Abhiyan is a centrally sponsored scheme being implemented in
the state since 2001-02 to attain Universal Elementary Education. Andhra
Pradesh is the implementing society for SarvaShikshaAbhiyan. After passage of
RTE Act, SSA has been identified as main vehicle to implement the provisions
of the Act. Government of India and State Government release funds, as per
the ratio fixed by Government of India from time to time.

 All children in school, Education Guarantee Centre, Alternative School,


Back-to- School camp.
 All children complete eight years of elementary schooling.
 Focus on elementary education of satisfactory quality with emphasis
on education for life.
 Bridge all gender and social category gaps at elementary education
level
 Universal retention.
