ORDER:
The Director of Technical Education and the Chairman, State Board of
Technical Education & Training , AP, Mangalagiri in the reference read above,
has submitted that the Committee constituted under the Chairmanship of
the Director of Technical Education and Chairman of the State Board of
Technical Education and Training, A.P., on conduct of Polytechnic Common
Entrance Test–2025 (POLYCET-2025) met on 17.01.2025 and proposed to
conduct the POLYCET-2025 for Admission into Polytechnics and other
Technical Institutions in the State, offering Engineering and Non-
Engineering Diploma Courses (for which the eligibility is a pass in SSC or its
equivalent) in the State of Andhra Pradesh on 30.04.2025 (Wednesday)
from 11.00 AM to 1.00 PM. The registration and examination fee for OC/BC
candidates is Rs.400/- and for SC/ST candidates is Rs.100/-. It is also
informed that approximately 1,50,000 candidates are expected to appear for
the POLYCET-2025.
2. The Director of Technical Education and the Chairman, State Board of
Technical Education & Training, AP, Mangalagiri has further stated that, the
Principal or a Senior Head of Section from a nearby Government Polytechnic
will act as the Coordinator for Private Institutes designated as coordinating
centers. The Principal of the respective Private Polytechnic/Institute offering
diploma courses will function as the Assistant Coordinator and is expected to
provide full support, including manpower, infrastructure, and other
necessary resources, to ensure the smooth conduct of POLYCET-2025. He is
requested the Government to issue suitable instructions to the concerned on
the following matters, such as maintaining the Secrecy of Question Papers,
sparing of required accommodation in various Schools, Junior Colleges,
Degree Colleges etc., provision of Police bundobust, keeping question papers
in Police station / Treasuries and constitution of flying squads, etc., for
smooth conduct of the Polytechnic Common Entrance Test–2025 for the
academic year 2025-2026 and the Coordinating centres (69) in the State of
Andhra Pradesh is as follows:

3. Government after careful examination of the matter, hereby, issue the
following general instructions for smooth conduct of the POLYCET-2025, for
the academic year 2025-2026.
1. The Police Stations and Treasuries in Andhra Pradesh are directed to
allow the concerned Coordinators to securely store the printed
question paper packets. These packets shall be kept under joint
custody with a local Police Officer, not below the rank of Sub-
Inspector, or a Sub-Treasury Officer, along with the Coordinator of the
test center. The Coordinator shall retrieve the question papers from
safe custody only three (3) hours before the commencement of the
test.

2. The Director General of Police, Andhra Pradesh, and the
Commissioners of Police, Visakhapatnam (Urban) and Vijayawada
(Urban) are requested to issue necessary instructions to the Sub-
Inspectors of Police in the respective areas where the Polytechnic
Common Entrance Test will be conducted, to grant permission for the
following aspects:
i) To ensure that the sealed question paper packets, received by
the Coordinator well in advance of the examination date, are
deposited jointly by the Coordinator and the Station House
Officer or Sub-Treasury Officer under whose jurisdiction the
coordinating centre falls, for safe custody.
ii) To hand over the question paper packets to the Coordinators
on the scheduled date of the examination, three hours before
the commencement of the examination.
iii) To provide necessary Police bundobust at the examination
centres assigned to each Coordinator to ensure the peaceful
conduct of the examination.
iv) To provide armed Police escorts in the identified routes for
the transportation of sealed question paper packets and blank
answer sheet packets to the examination centres under the
jurisdiction of the coordinating centre.
v) To provide Police bandobust for the Coordinators and the
Chief Superintendent of the centres by deploying a sufficient
number of Police constables at each centre to ensure the smooth
conduct of the test.
vi) To provide armed Police escorts for the secure transportation
of answer sheet packets from the examination centres to the
designated destination after the completion of POLYCET-2025.
3. The Director of Treasuries, Government of Andhra Pradesh is
requested to issue necessary instructions to the District Treasury
Officers and Sub-Treasury Officers in the concerned Districts or
areas where POLYCET 2025 will be held, to provide secured
space with Police bundobust for storing the question paper
booklets and for their transportation to the test centres three
hours before the commencement of the test.
4. The District Collectors, under whose administrative control the
examination centres are located are requested to issue suitable
instructions to the concerned Revenue Divisional Officers and
Tahsildars to assist the Coordinator and Chief Superintendent of
the centres in the proper conduct of the test, including the
constitution of flying squads and ensuring the maintenance of
law and order.
5. Regarding accommodation for the conduct of the test in the
State, the Polytechnics can accommodate only 10,000
candidates, while the remaining candidates will require
accommodation in Government/ Private Junior and Degree
Colleges, Schools, Engineering Colleges, Medical Colleges,
University Colleges, etc.
Therefore, the Government is requested to issue suitable
instructions to the authorities concerned to provide the
necessary
accommodation, furniture and staff for invigilation duties.

6. Regarding the provision of student registration data for the
SSC Examination (March 2025), the Director of Government
Examinations, Andhra Pradesh is requested to provide the
database to ensure the smooth conduct of the above test.
7. The following Officers shall extend their cooperation for
smooth conduct of the Polytechnic Common Entrance Test–
2025:

8. The Special Flying Squads are to be created for each
coordinating centre to address issues related to Vigilance, Law
and Order, and malpractices, if any, with the following Officers:
i) Revenue Divisional Officer /Tahsildars or their Nominee
ii) Inspector of Police or their Nominee
iii) Deputy District Educational Officer or their Nominee
The members of the Special Flying Squads shall be
empowered to visit various examination centers between 11:00
A.M. and 1:00 P.M., enter the examination halls to oversee the
effective conduct of the test, and exercise all necessary powers,
including taking action against malpractices. The members of the
Flying Squad are required to report to the Coordinator for the
Polytechnic Common Entrance Test (POLYCET-2025) on
30.04.2025 (Wednesday) at 9:00 A.M positively.
9. The Director of School Education, Commissioner of Collegiate
Education, Commissioner of Intermediate Education/Secretary,
Board of Intermediate Education, A.P., Director General of
Police, A.P., Commissioners of Police, Superintendents of Police,
and the concerned District Collectors are requested to depute
the required personnel to form a special invigilation squad each.
These squads will assist the officers of the Technical Education
Department and other deputed officers to ensure the orderly
conduct of POLYCET-2025.
4. The Departments concerned shall depute the competent authorities
as per the request of the Director of Technical Education & Chairman, State
Board of Technical Education and Training, A.P., Mangalagiri for verification
and clearance of the genuiness of the relevant certificates enclosed by the
candidates with their applications for admission, seeking seat reservations
under the different quotas, during the process of counselling/admission.

5. The Director of Technical Education and the Chairman, State Board of
