AIDS Healthcare Foundation (AHF) is an international non- profit NGO based in Los Angeles, California, USA. AHF
operates across 45 countries worldwide and has 2.2m+ patients in care, the majority of these being in Africa. AHF Africa
comprises 13 country programs. AHF collaborates with the Governments of these countries through Ministries
/Departments of Health (MoH) to provide cutting edge medicine and free HIV and AIDS services, including antiretroviral
therapy in resource constrained settings.
The organisation now seeks to hire highly competent, dynamic, and experienced persons to fill the positions below based
at the collaborative Lira Regional Referral Hospital.
MEDICAL OFFICER - 01 POSITION
This is largely a clinical practice job with leadership role entailing providing out-patient review, diagnosis and treating a
variety of diseases and injuries in general practice related to HIV. The holders of this position will perform among others
the following duties. The holders of these positions will perform among others the following duties.
- Provide mentorship to the ART clinic team and coordinate with the hospital Director and other departments.
- Participate in process of planning, budgeting, and resource allocation for the facility ART clinic.
- Sees patients both outpatients and in-patients setting (both new and follow-up) as required.
- Reviews history and examines patient to determine general physical condition.
- Requests or performs various tests, analyses, and diagnostic images to provide information on patient’s condition.
- Refers patients to medical specialists or other practitioners for specialized treatment.
- Completes medical records and referrals for clients in need of hospital admission, specialized treatment, and
transfers to other health facilities.
- Undertakes to gather additional information concerning the client and family members to foster a family-based
approach to patient care.
- Participates in training activities, mentorship and supervision of other providers, volunteers, and interns at the
facility.
- Supervises Medical Officer(s), Clinical Officer(s), Nurse in Charge, Pharmacy Technician(s), Laboratory
Technician(s) among others; in the treatment, care, and management of patients, consigning and reviewing patient
charts, supervising medical meetings between site providers including interpretation of chest x-rays and laboratory
investigations.
- Ensuring availability of stocks, laboratory consumables and supplies including accounting for the utilization.
- Attending site meeting at a clinic level and with the head office administration pertaining to day-to-day running of
the centre. As a Medical Officer in Charge, S/he is tasked to set KRAs, performance goals, reviews, appraisals,
mentorship and coaching for the staff below him/her.
- Supervise the functionality of ART clinic health management information system.
- Oversee the maintenance of the ART clinic infrastructure and equipment
Qualifications and Experience:
- Medical Degree (MBChB) or its equivalent from a recognized university/institution.
- Must be registered with the Medical and Dental practitioner’s council.
- A minimum of 5 years prior experience in treating HIV positive patients
- Demonstarted experience in leading and managing HIV programs
STAFF NURSE - 01 POSITION
This position provides quality care to patients in a health care setting. Assists the health care team and may act as a team
leader within the scope of the practice guidelines. The holders of these positions will perform among others the following
duties.
- Plans and provides skilled clinical and nursing care to clients on an outpatient basis.
- Carries out medical history taking, physical examination, requisition for medical investigations, and prescription
and dispensing of medicines to clients with uncomplicated medical conditions
- Trains, mentors and coaches’ staff under supervision with the overall aim of improving standards and quality of
care.
- Leads the implementation of protocols to improve client enrolment, experience and satisfaction, pharmacy
inventory management, and quality improvement of care at the wellness and life skills centre.
- Administers medication as ordered within the scope of practice of the licensee.
- Performs phlebotomy and/or initiates intravenous infusions as ordered (provided is certified)
- Attends and participates in team conferences, meetings, CMEs as required.
- Assists staff to inculcate and promote the practice and discipline of confidentiality and best customer experience.
- Ensures proper management of medical wastes and infection control procedures are maintained by all staff in the
centre.
- Maintains a management plan to ensure patients stay adherent to their medication.
- Assists medical staff with examinations and procedures.
- Consults with the Clinicians at the mother clinic on patient care, linkage, and referral for other services.
Qualifications and Experience:
- Minimum of Diploma in nursing obtained from a reputable training institution.
- Must be registered with the Uganda Nurses and Midwives Council
- Additional qualification in HIV and AIDS counselling will be an added advantage.
- Must have at least 3 years of experience providing similar services in a reputable health facility or organization.
DATA OFFICER - 01 POSITION
The Data Officer will support the collection, verification, compilation and reporting of both program specific data and
HMIS data collected from the selected health facility. The Data Officer will also supervise the Data Assistant at the health
facility. The holder of the positions will perform among others the following duties.
- Provide clerical and data management assistance as requested by the Data Manager
- Ensure that the program data is maintained in both soft and hard copies
- Maintaining an organized filling system at the health facility
- Review data for accuracy, completeness and identifying errors before submission of data reports
- Produce monthly and quarterly reports to be sent to the District Health Office and ministry of health.
- Ensure that data is timely captured into the Open Medical Records System and DHIS2
- Ensure availability of required HMIS tools i.e. registers, forms, guidelines etc. to the health facility
- Ensure that the data captured in the HMIS tools is accurate and submitted in a timely manner to the District
Health Office.
- Implement quality assurance and quality control systems to ensure validity, accuracy and integrity of program data.
- Support updating of both the ART and Pre-ART Registers
- Support and mentor facility staff on how to collect and report HMIS data.
Qualifications and Experience:
- Minimum of a bachelor’s degree in Statistics, Quantitative Economics, Computer Science, Computer
Accounting, Library & Information Science, Office & Information Management or its equivalent from a
recognized university/institution.
- A minimum of two years’ experience in data management and analysis in a busy health care setting.
- Competence in research skills including developing research protocols, and case study/research presentations.
- Proficiency with word processing, databases, spreadsheets and presentation software.
LINKAGE & RETENTION ASSISTANT - 01 POSITION
The position is an important service based in the clinic setting and will working with a multidisciplinary team to ensure
routine linkage and retention operations or activities are implemented as per the standard operating documents/guidelines.
The holders of these positions will perform among
others the following duties.
- Work closely with the HIV care/treatment and HIV testing teams to reach out to HIV positive clients encourage
them to come into care and monitor their linkage and engagement in medical care.
- He/ She will make phone calls, arrange home visits and work with community structures to reach newly
diagnosed HIV positive clients that haven’t been linked to care and treatment.
- He/ she will make notes and regularly update the appropriate linkage and retention tools when they contact the
client.
- Work with the clinic team to identify, follow-up and support clients that miss clinic appointments and those that
disengage from care.
- In conjunction with Community Tracers, conduct community follow up of clients that cannot be reached on
phone.
- Support the clinic team to trace, contact and bring to care those clients that are urgently required to return to the
clinic e.g. those with unsuppressed viral load, positive TB test etc.
- Monitor the clinic phone line for calls that come in during non-operation and operation hours and effectively
respond.
- Reach out to partners of clients that recently test HIV positive and invite them to the clinic for HIV counselling
and testing services.
- Arrange appointments with other peer clients, counselors and other staff, CBO with the client when necessary.
- Reinforce treatment goals that clients develop with medical care providers during one-on-one or group
counselling sessions.
- Document linkage and navigation data from client encounters.
- Assist with liaising clients and community-based case management providers once they are successful re-engaged
in medical care.
- Assist with reporting requirements including documenting data for reports, preparing reports and submitting data
to line managers.
- Assist with program wide activities including attending meetings.
- Assist with other AHF activities as requested and to perform other duties as may be assigned.
- Ensure that >90% of newly tested positives are linked to care while >90% of all clients both new and old are
retained into care.
Qualifications and Experience:
- Minimum of Diploma in any of the following disciplines: Psychology, Guidance & Counselling, Social Work &
Social Administration, Social Sciences, Nursing, or a related relevant field.
- Training in HIV and AIDS care and management
- A minimum of 2 years of experience working with HIV clients in public health institutions, community services or
medical setting.
- Must have experience working with people living with HIV and AIDS, and or other chronic illness, substance
users, and persons with mental diagnoses.
