1.0 Scope of work
This scope of specification covers the minimum requirements for the selection, application,
inspection and description for that shall be adopted to apply coating on various surfaces according to
specifications and painting systems approved.
2.0 Purpose
The purpose of this procedure is to set the guidelines to carry out supply and application of
Painting Works to protect plant equipment from corrosion and to provide an aesthetically pleasing
environment for operating personnel.
3.0 Definitions and Abbreviations

4.0 Responsibilities
• Applicator: Responsible for surface preparation, and application of coating materials for Tank
External, Internal and Underside surfaces.
• Site Manager: Responsible for overall control of work according to approved
procedures/method statements in line with requirement of Health, Safety and Environment.
Site Manager will coordinate with client for s scheduling and progress of work. He will assist
his site team for completing the scope as per project requirement.
• Supervisor: Responsible for day to day activities as per planning instruction of Site Manager.
Manpower and equipment planning, daily progress of work shall be his main responsibility.
• QC Painting Inspector: Responsible for verification and monitoring for all the stated quality
requirements with respect to the standards, specifications and procedures.
• HSE Officer: Responsible for implementation of these procedures for completing t h e scope
as per project Health, Safety, Security and Environment requirements.
• Paint Manufacturer: Provide all timely technical services to ensure that the painting work is
executed in compliance with the specification

6.0 Quality Requirements
• Paint materials shall be procured from approved Paint Manufacturer only.
• FMPL shall operate Quality Management System (QMS) within their organization which
ensures that the requirements of the specification are fully achieved.
• FMPL shall maintain sufficient Inspection and Quality Assurance staff, independent of the
service provider management, to ensure that the QMS is correctly implemented and that all
related documentation is available
• FMPL shall provide at all-time access for client to all premises where work is done, for the
purpose of audit, surveillance, inspection, review etc. Necessary support to be provided during
these visits.
• FMPL shall ensure all his Sub-contractor meets the requirements of latest ISO 9001 (or)
equivalent Quality Management System.
• Profile comparators and pictorial standards shall be available at site for Inspector's and
Supervisor’s use.
7.0 Environmental Condition
• Blasting and coating shall not be performed if one or more of the following conditions exist
unless the coating is specifically formulated for the averted condition.
• The surface temperature is less than 10°C (50°F) or more than the temperature limit given in
the applicable Product Data Sheet.
• The substrate contains oil, grease, dirt, loose coating, loose rust, or other surface contaminants.
• The steel surface temperature is less than 3°C (37.4°F) above the dew point.
• Adverse weather conditions exist such as, but not restricted to the following: - Wind is strong
enough to blow sand, salt spray, or other foreign matter onto the surface being coated. - Wind
is strong enough to cause dry spray or to disturb the spray pattern otherwise seriously when
application is by spray gun.
8.0 Handling and Storage of Coating
• Materials shall be stored in well-ventilated buildings at storage temperatures as recommended
in the Manufacturers data sheet.
• Coating materials used at construction sites must be covered with appropriate canvas,
Tarpaulins, or equivalent for a temporary storage period not to exceed 14 days.
• Temperature sensitive and self-polymerization coating materials must be stored in air
conditioned storage area to maintain the temperature as recommended in the Manufacturer's
data sheet.
• Each coating container shall be clearly marked with Manufacturer’s name, product name or
Number, identification of components, date of manufacturer or expiration of shelf life date,
batch number, and product use instruction and safety precautions.
• Coatings shall not be used from a container showing a sign of leakage
• Coatings which have exceeded the shelf life shall be set aside and not to be used.
9.0 Abrasive
• The type of abrasive to be used shall be determined by the degree of cleanliness and surface
profile requirements as specified in Paint Manufacturer’s Data Sheet.
• Abrasive shall be kept dry and clean.
• The coating inspector shall decide if the substrate requires solvent or detergent cleaning before
abrasive blasting.

• Prior to blasting, rough welds and cut-offs shall be ground to a minimum radius to ensure
proper coating application. Weld spatter shall be removed.
• Abrasive blasting shall be carried out only when the steel surface is at least 3 ºC (5 ºF) above
the dew point.
• Blasting template (Replica Tape) will be provide on inspection report.
10.0 Materials & Equipment
• Blasting instruments including air compressor, hopper, moisture separator, safety equipment
and connecting equipment.
• Hand and power tools for surface preparation.
• Airless spray paint machine and its connecting equipment.
• Coating inspection gauges.
• Paint and consumables
• Abrasive for blasting.
• Lifting and rigging equipment.
11.0 Painting Requirements
• Check and make sure that paint material, paint system and inspection methods are approved
as per client requirement.
• All paint shall be checked for expiry date, Manufacturer label, type, colour and instruction for
mixing and reducing.
• Paint material should be stored in cool, well ventilated and away from direct sunlight
• Area or parts not require paint are protected prior to commencement of painting works.
• Proper working platforms and lighting arrangement shall be provided.
• All materials must be collected and returned to the designated storage area after working hours.

• Prior to commencing the paint work, Clean the floor and adjacent surfaces to be painted
• Coating Inspector should verify the ambient condition for painting and allow the work only if
the ISO 8502-4 requirement is met.
• Any oil or grease on substrate should be cleaned prior to blasting as per SSPC SP 1 standard.
• Surface preparation should be done to achieve the standard as per the painting system followed.
Also ensure no loose particles and weld spatters are present in the painting area.
• If Blasting operation is to be performed use dry air (as per ASTM D4285 standard)
• The required anchor profile should be verified by coating inspector in accordance with ASTM
D 4417- Method C as per painting system mentioned in painting specification.
• If solvent cleaning and power tool cleaning is performed, surface should achieve the specified
standard.
• Conduct dust tape test and ISO visual comparison standard test for surface before painting.
13.0 Paint Mixing and Application
• Paint should be mixed as per the mixing ratio suggested by paint manufacturer.
• Use pneumatic or electric stirrer for better mixing of paint components.
• Two component paint should be mixed as per the ratio provided by paint manufacturer and
follow the induction time and pot life.
• Painting method should be followed as per paint manufacturer specification.
• Ensure the thinning of paint is done as per recommendation.
• Stripe coat should be done in small areas and corners before application of painting with other
methods like airless or conventional methods.
• Ensure the surface cleanliness as per SSPC standards and guidelines.
• Wet film thickness of paint for 1st coat, 2nd coat and 3rd coat should be recorded as per DFT
required.
14.0 Testing And Inspection
• Verify the Calibration of measuring instrument and painting instruments.
• Ensure Surface preparation achieved be as per required SSPC standard of each painting system.
• Conduct test to determine cleanliness, surface profile, conductivity on blasted surface.
• Witness the mixing of paint.
• Ensure the type of paint used as per painting system.
• Check for induction time pot life, mixing ratio and application of paint.
• Check Dry Film Thickness, Wet Film Thickness, Adhesion and RAL Code as per requirement.
• Identification of coating defects and correction of defects as per the methods as defined in
painting specification.
• A final inspection will be conducted to ensure the completed enclosure meets all requirements
before delivery.
15. Coating Repair Procedure
• Cover all areas near to the defective area before commence repair or patching.
• Clean the defective area by solvent or detergent wash.
• For areas less than 0.1 m², grind to a rough metal surface or spot blast to bare metal steel.
Feather edge at least 50 mm beyond bare metal.
• For area greater than 0.1 m², blast clean to obtain the metal surface. Feather edge at least 50mm
beyond bare metal.

• Apply coating by brush/roller for areas less than 0.1 m² and by spray for area greater than 0.1
m²
• Remove dust by brush or vacuum.
• Repair procedure use Manufacturer Data sheet.
• The painting Dry film thickness shall be as per specification.
16. Health, Safety and Environment (HSE)
The Guidance which describes the potential exposures that can occur at the time of Abrasive blasting
and painting operations. The necessary precautions are highlighted to protect personal and equipment
at the project site.
• PPE (Personal Protection Equipment) shall always be worn and safety hats shall be worn as
required by proponent organizations.
• Forced ventilation shall be used in confined spaces whenever abrasive blasting, solvent
cleaning, And/or painting are in progress.
• Blasting shall be equipped with a remote control shut-off “Deadman”.
• Hearing protection shall always be worn whenever chipping guns or pneumatic hammers and
Abrasive blasting is in use.
• A paint spraying system that supplies paint to the Spray Gun nozzle at high pressure, and does
not use air for atomization. This equipment can be hazardous if handled carelessly.
• Fire and Explosion Prevention Smoking and/or the use of open flames shall be permitted only
in designated safe areas and never beside areas where coating is in progress.
• Electrically or pneumatically driven powered mixers shall be grounded.
• Materials Safety Data Sheets for all coatings, solvents, abrasives and cleaners in use shall be
readily available on-site.
• The appropriate personnel protection equipment shall be worn. In addition, safety belts and
lines shall always be used by personnel working from unguarded platforms or in confined
spaces where a manhole accessed by a ladder is the only exit.
• Suitable gloves shall be worn while solvent cleaning along with other applicable personnel
protection equipment.
• Coatings shall be prepared and mixed in an adequately ventilated and shaded area away from
sunlight or any other source of ignition. Use eye protection (goggles) and compatible protective
gloves
17. Shipping, Handling and Storage
• During transport and storage, coated items shall be protected by a soft material, i.e. Cloth,
carpet, rubber sheeting, etc. at the areas of contact, i.e., wooden supports, holding down
supports, etc.
• Ensure that they are protected from damage, moisture and direct sunlight.
• Storage planning shall take into account the geographical and meteorological conditions and
make provisions for any abnormality such as low or elevated temperatures.
• Storage shall take into account, and make provision for, governing local safety regulations,
adequate fire prevention equipment and its maintenance and the elimination of ignition risks
(e.g. no smoking, use of flame proof equipment etc.).
• The collection and disposal of waste and empty containers shall be subject to local regulations.
• Necessary precautions are taken for protecting personnel involved in, or working in the
Vicinity of, paint storage and handling from harmful exposure to coating materials.
