FOR THE POSITION OF CHAIRPERSON AND MEMBER OF THE
INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION AND
NOTIFICATION OF ORAL INTERVIEW DATES FOR THE
SHORTLISTED APPLICANTS
WHEREAS Articles 88, 166(3) and 250 of the Constitution of Kenya,
2010, sections 5 and 6 of the Independent Electoral and Boundaries
Commission Act, Cap. 7C (referred to as the IEBC Act) and the First
Schedule thereto, provide for the membership of the Independent Electoral
and Boundaries Commission (IEBC) and the process of appointment of the
Chairperson and Members of the IEBC;
AND WHEREAS by a Gazette Notice No. 1901 of 14th February, 2023
and by Gazette Notice No. 2643 of 1st March, 2023, His Excellency the
President declared one (1) vacancy for the position of the Chairperson of the
IEBC and six (6) vacancies for the position of Member of the IEBC;

FURTHER WHEREAS by a Gazette Notice No. 715 of 27th January,

2025, His Excellency the President appointed the Members of the Selection
Panel for the Recruitment of Nominees for appointment as the Chairperson
and Members of the IEBC;

NOTING that the Selection Panel on 1st February, 2025 published an

advertisement in the Gazette, the Daily Nation and The Standard
newspapers, and on the website of the Parliamentary Service Commission
inviting applications from qualified persons for the vacancies in the positions
of chairperson and members of the Independent Electoral and Boundaries
Commission;
FURTHER NOTING that pursuant to paragraph 3(1) of the First
Schedule to the IEBC Act and the Gazette Notice No. 715 of 27th January,
2025, the Selection Panel published, the names of all persons who applied
for the positions of Chairperson and Members of the Independent Electoral
and Boundaries Commission and their qualifications, on 6th March, 2025
and on 14th March, 2025 in the Gazette, the Daily Nation and The Standard
newspapers, and on the website of the Parliamentary Service Commission;

NOW THEREFORE the Selection Panel hereby publishes the names of

applicants shortlisted for the position of Chairperson and Member of the
Independent Electoral and Boundaries Commission as well as the date and
time for the respective oral interviews.

IMPORTANT NOTICE
(a) The oral interviews shall be held in the Ballroom at the College of
Insurance, South C in Nairobi County;
(b) The oral interviews shall be conducted in public;
(c) For the oral interviews, shortlisted applicants are required to bring
with them their original national identity card or passport and the
originals of their testimonials and/or certificates, but should ensure
that these are returned to them before leaving the interview venue;
(d) Individual candidates shall be contacted directly in the event of any
changes to the interview dates and/or time;
(e) Shortlisted applicants should also bring with them current and valid
clearances from —
(i) the Directorate of Criminal Investigations;
(ii)the Higher Education Loans Board;
(iii) the Kenya Revenue Authority;
(iv) the Ethics and Anti-Corruption Commission;
(v) the Commission for University Education for applicants
with degrees from foreign universities; and
(vi) any of the Credit Reference Bureaus;

(f) Members of the public are invited to avail, in writing, under oath,
by memoranda, any information of interest with respect to the
suitability of any of the shortlisted applicants to serve as
Chairperson and Member of the Independent Electoral and
Boundaries Commission;
(g) Memoranda may be forwarded to the Selection Panel using the
contacts below:

The Chairperson of the Selection Panel for the Recruitment

of Nominees for appointment as the Chairperson and
Members of the IEBC, through registered mail;

or

hand-delivered in a sealed envelope between 8.00 a.m. to 5.00

p.m. to the Chairperson of the Selection Panel for the
Recruitment of Nominees for appointment as the Chairperson
and Members of the IEBC, 3rd Floor, County House Building,
Parliament Road;
 or

submitted online as a PDF file format attachment by emailing

to [email protected],

(h) The memoranda in respect of an applicant for Chairperson of the

IEBC should be received by 19th March, 2025 at 5.00 pm (East
African Time).
(i) The memoranda in respect of an applicant for Member of the IEBC
should be received by 26th March, 2025 at 5.00 pm (East African
Time).
(j) Any attempt by an applicant to canvass or otherwise influence the
selection process will automatically disqualify the applicant from
the process.
