THE SOCIETIES ORDINANCE

BY virtue of the powers vested in me by sections 3 and 4 of the Societies Ordinance (Chapter 123), I, Tikiri Banda Hangaratne,
Minister of Foreign and Internal Trade, do by this notification—
(i) authorise the purpose for which the society known as “ KANDY CITY MISSION ” has been found, as a purpose
to which the powers and facilities of that Ordinance ought to be extended ; and
(ii) limit the application of that Ordinance to the aforesaid society by the exemption of the aforesaid society from the
provisions of section 5 (4) of that Ordinance.

Food Price Order No. J 13/73. WHEAT FLOUR

THE CONTROL OF PRICES ACT
Order

BY virtue of powers vested in me by section 4, read with section 3 (2) of the Control of Prices Act (Chapter 173), I, Sanmugam Para-
manathan, Assistant Controller of Prices (Food and Miscellaneous Articles), Jaffna District, do by this Order—
(i) revoke with immediate effect the Food Price Order No. J/l/73 dated 17th January, 1973, published in the Gazette
Extraordinary of the Republic of Sri Lanka (Ceylon) No. 43/2 of 20th January, 1973 ;
(ii) fix with immediate effect the prices specified in columns 2 and 3 of the Schedule hereto to be the maximum wholesale
price per 148 lbs. nett and the maximum retail price per pound nett, respectively, above which wheat flour shall
not be sold within the areas specified in the corresponding entries in column 1 of the Schedule hereto ;
(iii) direct that for the purpose of this Order—
(o) any sale of any quantity of any wheat floor for the purpose of re-sale or any sale of wheat flour in a quantity
of 112 lb. nett or more at a time, shall be deemed to be a sale by wholesale ;
(6) any sale of any quantity of wheat flour less than 112 lb. nett for the purpose of consumption or use shall be
deemed to be a sale by retail;
(c) “ wheat flour ” shall be deemed to include any mixture of wheat flour with maize flour ;
(d) “ pound ” or “ lb. ” shall be deemed to be the standard pound “ avoirdupois ” weight ;
(iv) direct that no person shall sell any wheat flour which is mixed with any other article except maize flour ;
(v) direct that no person shall sell any mixture of wheat flour and maize flour which contains more than ten per cent.

(vi) direct that in every area where maximum prices are fixed by this Order, every trader, who has wheat flour in his
possession or under his control at any place or in any vehicle, shall exhibit conspicuously at such place or in such
vehicle a quantity of wheat flour in a suitable container, with the maximum prices for such wheat flour fixed by
this Order displayed in figures not less than one inch in height on price tags or boards attached to such container
in such a manner that the wheat flour and the maximum prices could be clearly seen by the customer ;
(vii) direct that every person who sells any wheat flour by wholesale shall, and every person who sells any wheat flour
by retail shall, on demand, give the purchaser thereof, a receipt in which there shall be set out—
(а) the date of sale ;
(б) the weight of wheat flour sold ;
(c) the price paid for the quantity of wheat flour sold ; and
(d) the nature of the transaction, that is to say, whether the sale was by wholesale or retail ;

or under his control at any premises or in any vehicle shall exhibit conspicuously a t that premises or on that vehicle,
a notice in w hich there-shall be set out the m axim um prices fixed b y this Order in respect o f Bread ;

(vii) direct that in every area where m aximum prices are fixed b y this Order every person who sells any Bread shall,
on demand, give the purchaser a receipt in w hich there shall be set o u t—
(а) the date o f sale ;
(б) the description o f the loaf sold ;
(c) the qua ntity o f bread sold ; and
(d) the price paid for the bread sold.
(viii) direct that for the purpose o f this Order “ oz. ” shall be deemed to be tho standard ounce avoirdupois weight.

on demand, give the purchaser thereof a receipt in w hich there shall be sot out—

(d) the price paid fo r the bread sold ;

(1) revoke w ith im m ediate effect the F ood Price Order N o. M L— 1973/1 o f 13th January 1973, published in Gazette
Extraordinary o f the Bepublic o f Sri Lanka (Ceylon) N o. 42/38 o f 15.01.1973.
(2) fix with imm ediate effect the prices specified in colum n 2 o f the Schedule hereto to be the m axim um wholesale prices
per 150 lbs. gross a bove which wheat flour shall n ot be sold bywholesale in the areas m entioned in the correspon­
ding entries in colum n 1 o f the Schedule ;

(3) fix with imm ediate effect the prices specified in colum n 3 o f the Schedule hereto to bo the m axim um retail prices
per pound n ett above which wheat flour shall n o t be sold in the areas mentioned in the corresponding entries in
column 1 o f the Schedule ;

(4) direct that for the purpose o f this Order—

(а) any sale o f any quantity o f any wheat flour for the purpose o f resale or any sale o f wheat flour a in quantity
o f 150 lbs. gross or m ore at a tim e shall be deem ed to be a sale b y wholesale ; '
(б) any sale o f any quantity o f wheat flour less than 150 lbs. gross for the purpose o f consum ption or use shall be
deem ed to be a sale b y r e t a il;
(c) “ W heat F ou r ” shall be deemed to include any m ixture o f wheat flour w ith m azie flo u r ;

(5) direct that no person shall sell wheat flour which is m ixed w ith any other article except m aize flour ;

(6) direct that n o person shall sell any m ixture o f wheat flour and mazie flour which contains m ore than 10 per cent b y
weight or maize flour ;

(7) direct that when any wheat flour is sold the m axim um prices fixed b y this Order shall include the price o f the wrapper
or container, i f any, in w hich such wheat flour is sold ;

(8) direct that in every area where m axim um prices are fixed b y this Order, every trader w ho has a n y wheat flour in
his possession or under his control at any place o r in any vehicle shall exhibit conspicuously at that place or on
that vehicle a quantity o f wheat flour in a suitable container, with the m axim um prices o f wheat flour fixed b y this
Order displayed in figures not less than oneinch in hight on price tags or boards attached t o such container in
such a manner that the wheat flour and the m axim um prices could be clearly seen b y any custom er ;

(9) direct that fo r the purpose o f this Order “ pound ” or “ lb. ” shall deem ed to be the standard poun d avoirdupois

(10) direct that in every area where m axim um prices are fixed b y this Order every person who sells any wheat flour,
