PROCEDURE FOR ENROLLMENT AND PRIVILEGES OF THE MEMBERS


RECOMMENDATION
A person recommended by the concerned authority is eligible to be enrolled as a member of the
library.
BORROWER’S TICKET
Each member from all categories shall be provided with Borrower’s Ticket/s before any book is issued
to him/her.
Each member shall present his/her Borrower’s Ticket before any book/journal is issued to him/her.
Borrowers ticket will be returned to the member when he/she returns the book, unless it is returned
after due date, in which case the borrowers ticket will be returned to him/her only after the overdue
charges and other dues are paid by him/her.

LOSS OF BORROWER’S TICKET


1. The loss of borrower’s ticket should be reported immediately in writing to the Librarian. To enable
such members to continue the membership, duplicate borrower’s ticket shall be issued on payment
of Rs.5/- after the expiry of 7 days from the date of reporting the loss to the library.
2. Members shall be responsible for any loss, which the library may suffer through the loss or misuse
of their library membership card.
3. Fine of Rs. 50/- should be paid for loss of membership card.
ISSUING
1. UG Student/PG student should collect books on loan in person.
2. Teacher of the college may, however be allowed to draw books on loan through messenger
provided they produce on each occasion a letter of authority and a list of books required by the
members along with their borrower’s ticket /s.
3. Membership of a student will remain valid till he/she remains on roll of the Institute.
4. The membership of others than students will remain valid till they are employees of the institution.
5. The Librarian may recall any book from any member at any time, when needed.
6. In case a book is in great demand, the Librarian at his discretion will be issue book in such a
manner, as he feels appropriate.
7. No book shall be issued on loan, which, in the opinion of a Librarian is not handled safely by the
member.
8. Journal will be issued to PG students on production of requisition slip signed by concern head of
department/PG guide.
9. No latest issue of the journal will be issued out of the library.

RENEWAL OF BOOK/S
1. Members may renew the loan of the book at the discretion of the Librarian provided the book in
question is not in demand. Similarly, the Librarian may allow the issue of additional number of
books to a member to meet his/her special requirements.
2. Any mutilations or markings should be pointed out immediately by the member to the Issue
Counter Assistant, immediately after receipt of book, other wise the member shall be held
responsible for mutilations and markings found afterwards.

OVERDUE CHARGES
For members in all categories:
1. A fine of Rs.10/- per day per volume of book issue will be charged after the due date.
2. A fine of Rs. 10/- journal issue will be charged after the due date.
3. A fine of Rs.10/- per day per volume of atlas, reference book will be charged to undergraduates if
they fail to return it/them before leaving the library.
4. A fine of Rs.10/- per day per volume will be charged from all categories of the members of the
library if they fail to return the books stamped ‘NOT TO BE TAKEN OUT OF THE LIBRARY’, before
leaving the library.

LOSS/MUTILATION OF BOOK/S
1. In case of damage or loss of a book, the member shall be required to replace the book or pay five
times the cost if the book/s is/are not replaced by the member. This replacement should be done
within 30 days from the date of issuing or reporting the loss of book whichever is earlier. If such a
book is received by gift/is out of print/its price is not known the price to be charged will be
determined by the Librarian/Principal.
2. For a serious mutilation, a fine of Rs.500/- may also be imposed.
3. If a volume of set/serials mutilated or lost and a new volume is not separately available, the
member concerned shall be liable to replace the whole set/series or pay the replacement cost of
the same. The remaining volumes of the old sets/series will be given to the member after replacing
or paying the cost of the whole set/series, if he so desires.

ISSUE OF CLEARENCE CERTIFICATE


A member will issued a clearance certificate from the library after returning all the issued
books/journals, surrendering the borrower’s tickets and after paying outstanding dues if any, on expiry
of membership or terminating contact with the library or the parent institution, as the case may be.
RESTRICTED CATAGORIES OF READING MATERIAL
1. Reference books, loose issues and bound volumes of periodicals, rare books and such other
materials as may be placed under restricted categories may not be lend out ordinarily. However, in
special circumstances, the rule may be relaxed for their issue for a very limited period. The decision
of the Librarian in such cases shall be final.
2. Some copies of the textbooks placed in textbook section will be stamped as ‘reserve copy’.
3. A book, which is in great demand, may not be reissued to the same member for consecutive days.

GENERAL RULES
1. Reader shall maintain silence in the library.
2. Making noise, spitting, smoking or any misbehavior may disturb other readers or which may be
against the discipline of the library is strictly prohibited.
3. Readers are not permitted to bring any pet in the library.
4. Member should not mutilate, disfigure, deface by writing in the margins, by underlining sentences
by marking pages or by damaging in any other way a book, periodical, map or chart or any other
property of the library.
5. A reader responsible for any such damage caused to the reading material or to any other property
of the library shall be required to replace the reading material or pay total cost of property loss
besides the penalty imposed upon him/her by the library committee/principal.
6. If books issued to a member are found mutilated at the time of return he/she shall have to replace
or pay the price thereof. Therefore, members are requested to check the books thoroughly before
being issued.
7. Readers shall vacate there seats before the closing time of the library or earlier in emergencies if
the Librarian or in the absence of the Librarian the senior staff of the library orders so.
8. The library committee reserves the right to suspend/cancel the membership privilege of any
member found misbehaving with the library staff or for any other indecent behavior. Such a
member is also liable to be expelled from the library.
9. When the students or members have any complaint about the services provided by the librarian,
they should not enter into argument with the library staff. Instead, they are advised to bring it to
the notice of the librarian.
10. Any infringement of the library rules will render a member’s privilege of admission to and
borrowing books from the library liable to cancellation.
11. The library attendant at the entrance and a exit gate of the library is authorized to search the
person or a reader if he suspects that he/she is carrying any unauthorized book or other reading
materials or any other property form the library.
12. The library rules may be altered or amended, new rules may be added to the existing ones by the
library committee form time to time without notice to the members and these rules or any
alterations/amendments shall be effective and binding on all concerned with immediate effect.

Chapter 1

OBJECTIVES

Introduction

The Library Plays an Important Role in any Organisation as a provider of Information


required for execution of daily activities and as well as contributing towards the
development of human capital in the achievement of the organization’s Strategic Goals.
The Library Provides prudent materials and resources for Information.

“A library is not a building stacked with books – it is a repository and source of


information and ideas, a place for learning and enquiry, and for the generation of thought
and the creation of new knowledge.”

–National Knowledge Commission, 2005

1.1 Objectives of the Library


 To Select Acquire Presence and Disseminate and Relevant and Latest Information to
our Users
 To Supply the Latest Information to All Specialities in their respective Fields
 To issue and Return Books, Journals, CD’S and other reading Materials within
Reasonable Time
 To Display Photographs Pamphlets and other Relevant Materials on Notice Boards
 To Provide Information Communication Transmission (ICT) Services to all
Users(Availability of the Book’s Author Wise ,Publisher wise, Title wise
 To Assist The User To Access The Information world wide Web.

Chapter 2

RESOURCES

2.1 Budgeting for the Library

In order to ensure unhindered resource development and functioning, proper finance for
the library is very important. There shall be an exclusive budget allocation for the library.

2.1.1 Components of the Library budget

The main components of the budget plan should include allocations for,

i. New resources (books, Journals , newspapers, , digital documents, etc)


ii. Stationery and administrative materials (registers, files, etc)
iii. Library activities and promotional materials ( events, awards, newsletters,
posters, etc)

2.1.2 Budget

The library budget shall be calculated as per One Year


The total library budget for a year= 300,000 Rs.

2.2 Location and Space

The library should be located strategically and have adequate space to accommodate all its
resources, users and activities.

 Central location, on the ground floor if possible


 Noise factors, with at least some parts of the library free from external noise
 Appropriate and sufficient light, both through windows and artificial light
 Wall and furniture shall be painted with attractive, non reflective and eye/reading
friendly shades
 Provision for maintaining appropriate room temperature (e.g. airconditioning,
heating) to ensure good working conditions all around the year as well as the
preservation of the collections
 The Library should have adequate space for keeping the books, Journals ,
newspapers, multimedia and other resources arranged as per the prescribed
classification system. There shall be a reading room, teacher’s corner, individual
student study areas, staff work areas and a librarian’s room displays and a library
circulation counter are also essential.
 The size and seating capacity of the Reading Room will depend on the optimum
number of students that a college usually admits.
 The stack room should be big enough to accommodate.
2.3 Furniture and Equipments

2.4 Books

 The library must maintain a well-rounded core collection of books including


reference materials to satisfy the regular needs of the staff and students.
 Books should be available in only English Language
 The core collection should consist of several copies of textbooks, books related to
each subject, essential reference books .
 Book purchase should be a continuous process and some percentage of the total
library budget should be earmarked for best seller books both for students and
teachers
 Online Database purchase also E-Books.
2.4.1 Journals
 The library should subscribe at least 6 Journals (Monthly, Biomonthly
Quarterly, Half Yearly)
 Online Database purchase also E Journals.
 The content of the periodicals should be useful and age appropriate to the
students and staff members.
 Two good quality regional language Journals may also be subscribed.
 As per the availability, the Journals may be procured locally or subscribed by
post for a period of maximum one year and renewed in every preceding year.

2.4.2 Newspapers

 The library should subscribe at least 5 newspapers of which 4 should be national and
one should be regional in scope.

a) Digital Library: The library shall develop a digital collection of resources useful for
students and teachers Library Management software developed by IT shall be used
for creating the collection. The digital collection shall contain freely available E-Books
study materials, question papers, by teachers and students.
b) E-Journals: The library shall provide awareness about and access to free e-journals,
educational databases, networks, consortiums,etc.
c) E-books: Useful digital text books/e-books would be downloaded from internet
and through E-readers.
2.4.4 Internet
The purpose of Internet access in a library is to support the teaching and learning
process by providing students and teachers with access to unique resources available
on internet. The role of librarian is to guide and educate the students and teachers in
their information search through developing their information literacy skills.
2.4.5 Special collections
i. Student’s project reports/dissertations: Good quality project reports of senior
secondary students recommended by subject teachers.
ii. Question papers: A collection of previous year’s University examination question
papers shall be kept and provided for photocopying. The question papers shall be
arranged/filed yearwise.
iv. Donated Books: These are useful and good quality books donated by teachers,
andPublisher. Before accessing into library stock, the usefulness and relevance of
the books and the availability of space required for its storage should be assessed
by the library committee.
Chapter 3
STAFFING
3.1 The role of the Librarian
The librarian’s main role is to contribute to the mission and goals of the College
including the evaluation procedures and to develop and implement those of the
library. The librarian’s job is one of the most difficult and challenging in
librarianship. As a librarian he/she will have to select and manage information
resources, prepare budget, the development of Library .

The librarian should have the knowledge and skills regarding the
provision of information and solution of information problems as well as the expertise in
the use of all sources, both printed and electronic. His/Her knowledge, skills and expertise
meet the demands of the students and staff. In addition, the librarian should lead reading
campaigns and the promotion of child literature, media and culture.

3.2 Duties of the Librarian

1. Supervise budgeting, planning, and personnel activities.


2. Check books in and out of the library.
3. Explain use of library facilities, resources, equipment, and services, and provide
information about library policies.
4. Code, classify, and catalog books, publications, films, audiovisual aids, and other
library materials based on subject matter or standard library classification systems as
per the policy of central library of KIMSDTU, Karad
5. Locate unusual or unique information in response to specific requests.
6. Direct and train library staff in duties such as receiving, shelving, researching,
cataloging, and equipment use.
7. Develop library policies and procedures in consultation with head of department
8. Evaluate materials to determine outdated or unused items to be discarded or repaired
9. Compile lists of books, periodicals, articles, and audiovisual materials on particular
subjects.
10.Confer with teachers, parents, and community organizations to develop, plan, and
conduct programs in reading, viewing, and communication skills.
11.Compile lists of overdue materials, and notify borrowers that their materials are
overdue.
12.Design information storage and retrieval systems, and develop procedures for
collecting, organizing, interpreting, and classifying information.
13.Develop and index databases that provide information for library users.
14. Keep records of circulation and materials.

3.3 Skill development programmes

One or two day skill development programmes/workshops may be conducted at


regional/cluster level for librarians on current trends and technologies (eg: automation,
digitization, e-learning,) besides regular the in-service training courses.

Chapter 4

LIBRARY MANAGEMENT

4.1 Library opening hours

The library should be kept open during the entire school hours. The library staff
should be available in the library all the time to provide uninterrupted service to the users.

4.2 Library Committee


4.2.1 Constitution

There shall be a library committee, headed by the Principal and at least 05 teacher
members who have a genuine love for books.

4.2.2 Terms of reference

The library Committee will function with the following terms of reference.

 To select books and other resources for the library keeping in view the natural
interests and needs of the students .
 To select books for teachers on various subjects apart from academics.
 To review library rules and formulate new rules for the library
 The Library Committee can invite other teachers/students to the meetings for their
advice/suggestion.
4.3 Library Automation
Library automation may be defined as the application of computers to perform
some of the traditional library housekeeping activities such as acquisition,
circulation, cataloguing, stock verification, serials control, etc.
4.3.1 Software
Library Management Software
4.3.2 Requirements for Library automation
4.3.2.1 Physical
i Laser Printer, for printing barcodes, spine labels and related materials (slips, user
guides, etc).
ii. Barcode reader, for reading barcodes fixed on the books and member ID cards
during the time of circulation and stock verification iii. Scanner, for preparing
digital documents.
4.3.3.2 Human
Technical processing of the existing stock shall be out sourced. This one
time process would be done through locally available data- entry operators under
the supervision of the librarian. Once the present stock is converted, librarian
should undertake the technical processing of the new stock as and when it is
accessed.
4.3.3 Standardisation
The librarian should ensure that standard procedures are being followed in
the overall process of automation.
4.4 Accessioning of Books
All the books purchased should be checked thoroughly so that books fond
damaged are not stamped, accessioned. The library ownership stamp (which
contains the name of the KIMSDTU’S KIP and “Library Media Centre”) should be
affixed at the following places in the book.
i. On the back of the title page;
ii. At the bottom of the confidential (secret) page; and
iii. At the last page of the book.
All the books accessed should be entered into the accession register.
Each copy or volume of the book is entered on the separate line and is given
with different or next accession number. Accession number shall be written
on the title page, back of the title page, confidential page (page number
51/101) and at the last page.
4.5 Classification of Books
Dewey Decimal Classification (DDC) scheme, Edition 23 (or the latest),
should be followed for the classification of library books.
Call number consists of Class number as per the DDC scheme and Book
number. Book numbers are written beneath the class numbers and shall be
devised according to the following system of book numbering
4.6 Display of new Books

All the books added into the stock must be put on display for a pre
determined/judicious period so as to bring them to the notice of students and teachers.

4.7 Shelving of books

Books should be arranged in open shelves according to the Dewey


Decimal Classification (DDC) system.

4.8 Organizing Journals and Newspapers


The accession details of the Journals and newspapers should be entered in
the Newspaper and Journal Accession Register. Non receipt of the items
shall be brought in to the notice of the agent/publisher immediately.
4.8.1 Journals
Journals should be arranged in a logical order (subject/scope wise) and
displayed on Journal racks/display stands attractively. The date of receipt
and rubber stamp of the library be affixed on the title page of each issue.
Scientific and educational periodicals shall be bound yearly and preserved
for future reference.

4.8.2 Newspapers
Newspapers should be properly stamped, tagged (to avoid dislocation) and
displayed on newspaper stands.
4.9 Management of multimedia
After stock entry in to the Multimedia Accession Register and the software,
the multimedia CD/DVDs with cases should be kept attractively in lockable
CD racks/holders with proper stamp marks and labels.
 Accession number shall be written on each disc with CD marker pen.
 A multimedia Accession Register with relevant entries
 A multimedia issue register shall be maintained to issue CD/DVDs to
teachers.
4.10 Stock verification a
The primary aim of stock taking is to ascertain if all books that have
been accessioned in the library can be accounted for. Stock
verification should be conducted annually during the month of March
with the help of teachers deputed for the purpose.
4.10.1.Methods
i. Stock taking using the stock taking register
ii. Accession number on loose sheets method
iii. Stock verification with the help of the library software
4.11 Maintenance of Library Registers and Files
The library should invariably maintain the following registers and
files for the proper up keeping of its resources.
1. Registers
i. Accession register (hard bound with thick pages )
ii. Newspaper and Periodical register

iii. Multimedia accession register


iv. Library consumable items register
v. Fine register
vi. Stock taking register
2. Files
i. Supply/subscription orders
ii. Bills and receipts
iii. Others (letters received, requirements submitted, etc)
4.12 Cleaning and Dusting

Daily cleaning and dusting of the library is essential The books


should be dusted thoroughly with soft cloth duster or a piece of cloth and vacuum cleaner
frequently. A cleaning staff should be engaged for the work under the proper monitoring
of the Librarian.

4.13 Library Rules

The library should adopt a set of rules for its proper functioning.

1. Library will be open from 9:00 AM to 5 PM


2.No student will be allowed to avail library facility without valid ID card and l library
card. The borrower cards are not transferable

3. Users should maintain peace in the library & should not disturb other readers in
the library
6. Absence & illness are not acceptable excuses for exemption from paying overdue
charges.
7. Books will be two times reissued .
8. Students should take care of cleanliness of the library.
9. Students will only read the newspapers on the newspaper reading stand.
10 . Outsiders are not allowed in the library without the permission of the authority
concerned.
11 Mobile use is strictly prohibited in Library.
12 . The double cost of the book will have to pay if the issued book has lost.
13 It is mandatory for all members who are using facilities to follow the library rules &
regulations.
For any dispute or problem, Librarian may be contacted
14 Users are required to handle books and reading material very carefully.
15 Use of mobile phones inside the Library premises is strictly prohibited.
16 Reference Books and Journals will not be home issue.
17 Users must not lend their Card to other for borrowing the
books from the Library. Library facilities will be withdrawn for readers misusing the

LIBRARY SERVICES AND ACTIVITIES
5.1 Circulation

5.1.1 Books

The circulation of books shall be done through the software and the book issue
card/register. This dual process is to protect the data safely and to know the users’ reading
pattern quickly.

i. Students Requirements

1) Library Book Issue Cards: Different coloured cards shall be printed for easy identification
These cards shall be arranged inside a marked transparent bag/pouch and kept class-wise in
a wooden open rack near the circulation counter.

2) Library Identity card in which the admission number is barcoded or the library user
identity card generated by the software.

Procedure

Issue

1) The student who wants to issue a book finds his book issue card from the bag/pouch of
his/her class and make necessary entries.

2) The card is given to the librarian (for verification of entries) along with the book. He/She
does the automated issue procedure with the student identity card and the bar-coded book
using the software. Then the card is returned into the bag/pouch by the student.

Return

1) The student who wants to return the book takes his/her book issue card from the
bag/pouch and makes necessary entries. Then the card along with the book is given to the
librarian for automated returning and to make necessary entries.

2) The book issue card is then returned into the bag/pouch by the student.
The librarian should teach the students about the circulation procedure as a part of the
library orientation activities.

ii. Staff
The issue of books to the staff members is through the staff book issue register, in
which every staff member has his/her own page. The circulation is also done automatically
with the help of the bar-coded staff identity card.

iv. Issue of books for home use - Each student would be issued two books at a
time for a period of one weeks. Staff members, including Dean, would be
issued maximum five books at a time for a maximum period of Two Weeks .

iv. Members should be allowed to make reservation for any book they need.

v. Every student/staff who wants to obtain a transfer from the College should
acquire a “No dues” certificate beforehand from the Librarian. No books
shall be issued during the summer/winter vacations.
vi. A recall system for overdue books should be introduced. This could be
achieved by sending an overdue note to the concerned student through the
Class Teacher. In case of staff the note can be sent through the College
office.
vii. Reissue of books by a user may be allowed maximum twice more after the
first issue.
x. Overdue fine
Students:

Students are exempted from fine. But as a measure to avoid overdue, after the
allowable two times renewal, if the book is not returned, the defaulters name shall be
displayed in the library notice board. An overdue reminder shall also be send to the student
through the class teacher. If the student fails to return the books at this stage second
overdue reminder will be sent and he/she shall not be allowed for further borrowing. If the
student still fails to return the books, it will be considered as lost and the cost of the book
collected.

Staff:

After the allowable two times renewal, if the book (excluding textbooks) is not returned,
two overdue reminders (with an interval of one month) should be sent to the staff member
through the office. An amount of Rs. 10/day should also be collected from the date of the
first overdue reminder from the staff member through the office as the overdue fine.
The fine collected shall be deposited to the office and necessary entries shall be made
in the Fine Register.

5.1.1.1 Book Bank

Special collection under Book Bank Scheme for Only UG Students

1. This is a Semester – based scheme.


2. A student must be a member of the library to avail this facility.
3. A student has to apply in the prescribed form, available in the college .
4. Students have to enclosed attested copies of parent’s Income certificate/ Pay slip,
Mark list and caste certificate (Only for Reserved Category Students)
5. One book per subject will be issued as per availability.
6. The book must be returned on or before last day of his / her theory examination of
each semester. Delay in such case will be fined Rs. 10/- per book per day.

5.1.2 Journals

Journals may be issued for a week only. However, it must be ensured that at least two
previous issues are available in the library. A Periodical Issue register should be maintained
for this purpose.

5.1.3 Cost of lost books/Journals

i. In case a book/Journals is lost by the borrower he/she should have to either replace
it by a new book/Journal of the same or later edition or deposit the market cost of the
book/Journal at the time of loss.

ii. The price of a rare/out of print book will be determined by the competent authority and
it shall be paid by the person responsible for the loss of the item.

5.2 Reference Services


Reference services in a library consists of selection of reference resources , current
awareness service, library instruction, graded reading lists, inter library loan, and reference
sources evaluation.

i. Ready Reference Resources:

This collection would be kept on a Ready Reference shelf near to the reading
room and circulation counter to provide easy and ready access.

ii. Current Awareness Service (CAS): Announcement about new acquisitions in the morning
assembly, display of new arrival lists current content service (contents pages of journals are
photocopied and circulated among teachers), newspaper clipping service, etc.

iii. Article Alert: Latest articles are brought to the notice of library users according to their
subject of interest.

iv. Library instruction: Library orientation and user education programmes (know your
library, how to find your book, internet search strategies, library tour, etc). Separate
sessions for students (under the information literacy curriculum) and staff members.

v. Inter-library loan: Libraries in a cluster may share their resources through inter-
library loan services.

5.3 Activities

The Reader’s Club shall develop an annual activity plan with the following suggested
activities.

i. Awards: Reader of the Year / Best reader awards.

Ii Reader Studies: Annual reader surveys/audits to analyze reading habit and reader
behaviours.

MONITORING AND EVALUATION

6.1 Library Monitoring tools The effectiveness of the library shall be assessed by
evaluating the following documentary tools.

1) Student’s book issue cards

2) Staff book issue register

3) Journal issue register

4) Multimedia issue register

5) Internet/Computer usage register

7) Library Committee register

6.2 Library Statistics


The library should invariably display the following information:
i. Total number of books
ii. Number of text books
iii. Number of Reference books
iv. Number of general books
v. Subject wise number of books
vi. Number ofJournals available along with their names and
periodicity
vii. Number of multimedia available along with their title and subject
viii. Details of other resources available in the library

Statistics should be maintained on the following so that they can be used


for monitoring and evaluation.

i. Number of users
ii. Number and percentage of collection issued on any given day
iii. Number of books issued during a stated period
iv. Average books issued per user per unit time
v. Number of recommendations received for purchase of books per
year
vi. Amount of budget allotted
vii. Number of new books added in the year
viii. Number of new multimedia added in the year
ix. Number of books weeded out/condemned in the previous year

6.3 User studies

Journals user studies should be conducted among the students and staff
to evaluate the usefulness of the library resources and effectiveness of
library services and activities.

6.4 Revision of the Library Policy

The Library Policy shall be revised at the end of every five year to
strengthen it with adequate changes to accommodate new resources and
services and to cope with the ever expanding needs and expectations of the
users.
