THE FIRST AND SECOND LEVEL COURTS IN REGION XI

SUBJECT: ASSESSMENT OF THE REGIONAL COURT MANAGER

(ORCM) PROJECT THROUGH FOCUS GROUP
DISCUSSIONS IN JUDICIAL REGION XI

Pursuant to the En Bane Resolution dated February 27, 2024, in A.M. No. 24-02-18-SC
[Re: Proposed Creation and Pilot Implementation of the Offices of the Regional Managers as
Key Area of Focus in the Modernization of the Office of the Court Administrator (OCA)], pilot
Offices of the Regional Court Managers (ORCMs) have been established in six (6) judicial
regions during the year 2024, including in Judicial Region XI.

To assess the effectiveness and potential of the devolution of the ~CA's services
through the ORCM Project, Focus Group Discussion (FGDs) on the ORCM Project will be
conducted with selected Judges and court personnel in Judicial Region XI on March 21, 2025,
Friday, at Go Hotels, Lanang, Davao City.

The FGDs will be conducted in two batches: (1) morning batch, from
8:30 a.m. to 11 :30 a.m.; and (2) afternoon batch, from 1 :30 p.m. to 4:30 p.m. For this purpose,
Judges and court personnel who are authorized to attend the FGDs in both batches are
summarized in the attached Table I. The attendees shall prepare to give their insights regarding
the ORCM Project, including (a) the changes implemented under the ORCM Project; (b) the
milestones, challenges, and areas for improvement; and (c) other high impact functions that
may be devolved to the ORCM.

Attendance of those listed in the attached Table I is MANDATORY and shall be on

OFFICIAL TIME. Walk-ins, substitution of participants and shift to online mode shall not
be allowed.

Participants whose court stations are more than 50 kilometers from the venue may also
claim reimbursement for their actual reasonable transportation cost in the form of either land,
and/or sea and/or air transportation expenses pursuant to the 2023 Revised Guidelines on
Allowances and Reimbursable Expenses of the Judiciary for Local and Foreign Official
Travels under A.M. No. 23-04-04-SC. Moreover, participants who opt to spend the night in
Davao City are likewise authorized to claim reimbursement in the amount of Two Thousand
Three Hundred Pesos (Php2,300.00) for their hotel expense under the same Revised
Guidelines.
