About DIRECTORATE
The Directorate of Legal Studies is the Premier Legal Institution which brought vital
changes in the setup of Legal Education in the State of Tamil Nadu. It was established in the year
1953 with the twin objectives of administration of Law Colleges and improving the standard of
Legal Education in the State of Tamil Nadu by framing new policies and rules. The creation of this
Department paved the way for getting an advance Legal Education to poor and downtrodden people
of the State of Tamil Nadu. With the sustained support of the Government of Tamil Nadu, The
Judiciary, The Bar council of India, University Grants Commission and the Bar Council of Tamil
Nadu, the Department has been able to scale greater heights in terms of qualitative as well as
quantitative Legal Education in the State.
About the INSTITUTION
Government Law College, Tiruchirappalli was established in the year 1979, with the aim to
achieve and sustain excellence in imparting legal education, at both Under Graduate and Post
Graduate Levels. The college is affiliated to Tamil Nadu Dr. Ambedkar Law University, Chennai
and approved by the Bar Council of India, New Delhi. The college has been recognised under 12(B)
of the UGC Act 1956. It is administered by Directorate of Legal Studies, Government of Tamil
Nadu. The History of Government Law College, Trichy sets the stage, the benchmarks and the
legacy for the college to sail steadfastly and unwavering towards its journey of being an Institution
of National Eminence. The college has already conducted two UGC sponsored National Seminars
and published Four Volumes of Seminar Proceedings with ISBN.
The college hoisted One Day National Conference on “Emerging Trends, Issues, and
Challenges of Labour Legislations” on 12.11.2022, a One-Day National Conference on “Emerging
Trends, Issues and Challenges in Enforcing Intellectual Property Rights” in India on 28 02.2023, a
One Day National Conference on “Recent Trends and Development in Procedural Laws” was also
conducted on 28.10.2023. Similarly, a One Day National Seminar on “Trends and Development in
Human Rights Law in India” was also conducted on 23.03.2024 and a One-Day Conference on
“Contemporary challenges in Indian Tax Laws –Issues and perspectives” was conducted on
26.10.2024.
One Day SEMINAR
The Government of Tamil Nadu through the Directorate of Legal Studies support the
students in developing their research skills and subject knowledge.The students of Government Law
colleges are inculcated with the art of doing legal research. This One-day Seminar has been
meticulously planned to bring together eminent judicial officers, academicians, police officials and
designated researchers from prestigious institutions in order to acquaint students with diverse
knowledge and to inspire them to do legal research. This seminar aims to cover all the recent
aspects and developments of numerous modern crimes including the adjudication process.
SEMINAR THEME
“THE RISE OF MODERN CRIMES –EMERGING THREATS, PROHIBITION AND
ADJUDICATION”
Modern crimes generally refer to crimes that are either facilitated or have emerged due to
technological advancements, social changes, and evolving legal frameworks in the current era.
These crimes often take place in the digital realm or are closely related to the technological
innovation. Some examples of modern age crimes include: Cybercrimes such as hacking, identity
theft, data breaches, and child pornography, Corporateand Online Banking Frauds, Money
Laundering, Corruption, Bribery, Investment scams, Tax evasion, Intellectual Property rights
related crimes like infringement of patents, copyrights, trademarks, or theft of trade secrets,
Artificial Intelligence(AI)related Crimes, International crimes, Environmental crimes, Organised
crime and Terrorism, Drug peddling, Digital Addiction, etc.
From a criminological perspective, modern crimes are shaped by several evolving factors,
including technological advancements, globalization, and shifting social dynamics. One notable
aspect of modern crime is the phenomenon of ‘techno-crime’, where the boundaries between
criminal acts and technology blur. Law enforcement and legal systems worldwide are working to
adapt and address these new challenges. The anonymity of the internet creates challenges in
identifying and prosecuting offenders, while also raising questions about the ethics of surveillance
and privacy. Additionally, organized crime has become increasingly transnational, with criminal
networks operating across borders, using global digital platforms to traffic drugs, weapons, and
humans. This shift in crime complexity challenges traditional criminal justice systems and requires
international collaboration and innovative approaches to policing. Modern crimes require an
interdisciplinary approach that integrates criminology with technology, psychology, and
international law, as these new forms of criminal activity are constantly evolving in response to the
ever-changing landscape of the digital age.

The sub-themes are inclusive not exhaustive to the theme of the seminar.The Students can write in
any sub theme which is not mentioned but closely connected with the crimes of this recent era and
the matters associated with it.

Invitation for research papers:
We invite novel and genuine research papers on the above mentioned theme and sub-themes
from the final year of UG students of Government Law College, Tiruchirappalli.
Submission Guidelines:
The Students of Final year of 5 years as well as 3 years UG courses of the Government Law
College, Tiruchirappalli are instructed to prepare their abstract and the Hard Copy of the Paper has
to be submitted to the Co-conveners as detailed here under. The authors are requested to adhereto
the following guidelines.
1. The Registration is compulsory for participation. The UG final year students alone are eligible
to participate and can submit research papers in the seminar.
2. For those who are registered and participated in the seminar, participation certificate will be
given.
3. The Research Paper shall be in either English or Tamil.
4. Every paper must be accompanied by a cover page, which should include the title of the paper,
name of the author, e-mail address, mobile number, class and year of the author.
5. The Research Papers should be in a Word Document format.
➢ English: Times New Roman font
➢ Tamil: Baamini Font
➢ Font size: 12
➢ Line spacing: 1.5
➢ 1 inch margins and ILI style of referencing has to be followed.
6. The Word Limit for the Research Paper is limited to 3000 words inclusive of everything i.e., foot
noting, abstract, etc., The Abstract should be limited to 100 words.
7. The Institute has a strict anti-plagiarism policy, therefore, the authors must ensure originality of
the work.
8. The students have to present their research paper in the seminar. For the students who have
presented their papers in the seminar will be given with presentation certificate.
9. No registration fee.
10. The decision of the Screening Committee regarding the selection of papers will be final and
binding.
