The secretary called the Roll Call and she found out all members of the Sangguniang Pambarangay are present.

The Chairwoman inform the body that there is no salary may happen or that we called as “Pahina” in half of this month
November, 2023 to the newly elected & newly appointed officials due to the early withdrawal of the honorarium of
the outgoing elected and appointed officials of the barangay Goaw, Liloy, Z.N.

Hon. Rufino P. Burdago, pass a resolution earnestly to addressing Hon. Ian P. Amatong, 3 rd District Congressman
of Zamboanga del Norte for the Concrete Road Goaw, Causwagan” 3 km with the amount of 42 million pesos,

Other Matters:
The Barangay Council make a schedule for “Pahina sa Tubig” is on November 18, 2023 at exactly 8:00am
(Saturday) they required to bring interior for the tie up of hose licking.
Hon. Lelia G. Jabonillo ask the body for her refunding the amount of P1,500.00 that she has given to Mr. Junior
Manolo first week of November, 2023 for the maintenance of water system in Purok 5 area. Mrs. Airen J.
Calibug, our Barangay Treasurer, she said that she can produce an iterinary for her.

there are some changes and corrections of the Annual Budget CY 2024 like the incentives of BHW’s, BNS and Day Care
Worker into MOOE, BCPC, 1% of Senior Citizen Training, PWD’s, 30% of the Women’s attending the activities and 10,
000.00 Day Care Center learning materials its transfer into Gender and Development (GAD), Hon. Modesto M. Serencio
pass a motion that the previous minutes of the previous session be adopted and corrected and duly mass seconded.

Visitor’s Hour:
The Chairwoman said that since there are visitors, we need to listen on what they tell to us.
Visitor 1: Ms. Judalyn C. Mitante
The Chairwoman said to Ms. Judalyn C. Mitante that she sending a letter as an invitation to Ms. Judalyn C. Mitante
our old barangay treasurer as a formal communication to attending the regular session regarding of her desfalco the
remaining amount of 81,898.87 cash on hand from form 51.The Chairwoman ask some ideas to the barangay officials on
how to solve of the said problem because according to sir John2x within this year Ms. Judalyn C. Mitante is needed to pay
of the said amount but she ask a favor to the barangay officials that within this year she’s not paid yet because of she’s
not yet to find a job. The barangay officials decided that she has given a time to her desfalco will be paid within three (3)
months with the sign of Ms. Judalyn C. Mitante as prove to us as a promissory note. After three (3) months when she did
not paid yet the barangay officials will be filed to Ms. Judalyn C. Mitante, if she on time pay of her desfalco she give a cash
to Mrs. Airen J. Calibug our barangay treasurer because she’s the one who to deposit the money of Ms. Judalyn C. Mitante
for disappeared to trial balance for not we called as a donation of her payments.

Visitor 2: Mrs. Irene L. Bestes

Mrs. Irene L. Bestes our Day Care Worker announce that there will be a Coronation Rites for the Day Care pupils this
coming December 7, 2023. She requested that the said event will be held at Goaw Covered Court, because in past years if
there is an event it should be held in Day Care Center only because of the rental fee. The Chairwoman said that this time
of her administration there is no rental fee happen because of the said facility is open for all the constituents of barangay
Goaw, Liloy, Z.N. Hon. Raul B. Gaco suggest that if there is an outsider rent the facility, rental fee is needed and after using
it will be the one who clean the facility but it usually case to case bases that all people can be afford for the rental fee.
During the seminar of our Day Care Worker in Dipolog City, she learned about the ways on how to deal the young ones
and the daily routine during classes hour. The Chairwoman said to our Day Care Worker about her expenses during the
seminar she looks for another way for the reimbursement.

Chairman’s Hour:
The Chairwoman said to our barangay treasurer that need to remit the Lega dues- 4,000.00, registration of ABC
election- 1,700.00 + 1,000.00 and breaker refund- 595.00, the total amount of 7,295.00.
Then, the barangay treasurer share to us about the honorarium of the half of the month of November, 2023 we need
to receive that honorarium according to sir John2x, if there is in case the outgoing barangay officials they did not give to
us the half of honorarium the barangay treasurer will hold their leave credits.

Resolution in Allowing Mrs. Airen J. Calibug as a Barangay Treasurer to Pay the BIR Payment
Hon. Lelia G. Jabonillo pass a resolution to allowing Mrs. Airen J. Calibug as a barangay treasurer to pay the BIR
Payment and duly seconded by Hon. Reynaldo F. Genita.

Other Matters:
The Chairwoman asks some favor to our SK Chairman that all SK officials will be assist during Christmas event. The
barangay official will be also support of the said event. There are some lists of events during Christmas: disco and
basketball. About the honorarium of the SK Chairman in barangay he said that part of his honorarium will be given to our
barangay as a savings because of his double position.
After that, the barangay treasurer informs the body that there is a BIR payment the amount of 135,777.65 the due date is
on second week of December, 2023. The Chairwoman said to the Secretary to add the Resolution in Allowing Mrs. Airen J.
Calibug as a Barangay Treasurer to Pay the BIR Payment.

Announcement:
-Replacement of the rotten wood to address the supplier.
-December 23, 2023 at 1pm will be the schedule for Christmas Party of all the constituents of barangay Goaw, Liloy, Z.N
with the total budgeted the amount of 22,000.00 divided into 11 persons is 2,000.00 per individual.
-Make a solicitation letter for the parlor games during Christmas Party.
-For the wiring connection to the office of the barangay treasurer and barangay secretary

Chairman’s Hour:
The Chairwoman ask a favor to our SK Chairman that he pledge from his honorarium, that the incentives of Mr.
Hoviniano Bestes as a water care taker and also, he provides a permit for a disco. Since we have a disco the Chairwoman
requested to the barangay tanod that they should be here this coming December 23, 2023 at night to assist of the said
event.

AGENDA:

KALAHI
The Chairwoman inform the body that the schedule for Ground Breaking Ceremony of the sub-project titled
“Improvement of Existing Day Care Center” is on December 18, 2023, Monday at 1pm all the barangay officials and the
community members are need to attend during the said activity. Prepare a hole for the ground breaking and decoration is
also needed.

Resolution for Repurposing from Isolation Facility to BDRRMC office

The Chairwoman inform the body that according to Hon. Pedro C. Bolando Jr., Committee on BDRRMC ask a favor that
the Isolation Facility is converting into BDRRMC office through resolution. Hon. Pedro C. Bolando Jr. pass a resolution for
Repurposing from Isolation Facility to BDRRMC Office and duly mass seconded.

Officials and to All Barangay Appointed Officials and Other Financial Transactions

Other Matters:
The Chairwoman ask the body that during “pahina” since we are in gravelling of the barangay road the attendance of
the barangay officials is a must. Log book is needed. In additional, if the barangay officials are absent during the “pahina”
proxy is needed and for the successive absences it refers to DILG. Then, for the KALAHI after the ground breaking program
she informs the body that all the workers at this sub-project that the following days will be start for work. The Chairman
of the Committees should be organizing as his/her members. The barangay officials requested to our barangay treasurer
Mrs. Airen J. Calibug is to be with his/her during the “reading sa tubig” to the water consumers at this barangay starting
on January, 2024.

Announcement:
The Chairwoman informs the body about the solicitation for the Christmas party that has a total amount of 3,100.00.

Communication coming from the Escolarian Social Welfare Association of the Philippines, INC. (ESWAPI) invited to

The Chairwoman informs the body that Araw ng Goaw is coming only foods we are prepare. For disco and games, not
surely due to the barangay SK treasurer not allowed to transact any financial transactions because of not yet already
attending seminar and trainings.

Preparation for Clean and Green, June 13- August, 2024

The Chairwoman informs the body that they conduct for the pre-evaluation of their respective district together with
the BHW’s in order to check their layakans, cr, garden, etc. and must be prepare the committee reports as soon as
possible.

Other Matters:
The Chairwoman ask the body that they give to our barangay treasurer, Mrs. Airen J. Calibug the lists of water
consumers not paid yet at this barangay for as she collects for the remaining bills and after that, will give the issuance of
notice for cutting.

The Chairwoman inform to our barangay treasurer that the payments of the barangay electric bills must be paid and the
Chairwoman inform also to our VAWC Officer to reorganize the members of the Women’s association.

The Chairwoman informs the body that since we are already done in road gravelling, the money leftover will be use in
repairing the landslide road. P24,000.00 for as the payment of “Pakyaw” of the said problem + P5,000.00 to Mr.
Alexander. Chairwoman also said that not enough sand and cement for the repairing of landslide road. The Chairwoman
went to our Municipal Mayor to ask a favor/suggestion if it is ok to use the 20% of CY 2024 Budget and he said that its ok
if there is a money. Afterwards, Chairwoman also went to Engr. Villarin to ask that not enough money to pay the labor and
he said that labor also will be converting into materials. In additional, need also to repair at Lapez and Sito’s site
“imburnal”.

AGENDA:

Activities for Araw ng Goaw, February 8, 2024

The Chairwoman ask to our SK Chairman that he informs within this week about their financial transactions, for the
following days he makes an invitation for all the participants to the activities of Araw ng Goaw and also the barangay
officials will be support of the said activity. And the venue for “salo-salo” during Araw ng Goaw will be proceed to the
barangay court with their respective table in by district. For the visitors, assigned by the barangay captain, barangay
treasurer, barangay secretary and SK Chairman.

Programming 20% of CY 2024 Budget

Programming 20% of CY 2024 Budget will be in use for the landslide road.

Schedule for Pahina to all Barangay Officials and all Appointed Officials of the Barangay Goaw, Liloy, Zamboanga del
Norte
The Chairwoman informs the body that the schedule for “Pahina” is on January 23,2024 will be start at 8:00 am and
end to 5:00pm (wholeday). The Chairwoman ask the body that they inform to all the barangay appointed officials with
regards of the said activity.

A Resolution Authorizing the Barangay Treasurer for the Withdrawal of the Honorarium/ Incentives of the Barangay
Officials and to All Barangay Appointed Officials and Other Financial Transactions

Zamboanga City to attend the 3-day activity. Registration Fee is 6,000.00 only. Barangay treasurer and Committee on
Appropriation will be attended of the said seminar.

The Chairwoman informs the body that the promissory note of Ms. Judalyn C. Mitante end at this month regarding of
her desfalco and the issuance of demand letter 3 times starting on February 29, March 15, and April 1, 2024. If not, she
paid until April, 2024 the certification of file action will be follow. She will be paid until April, 2024 because COWA will be
auditing this coming month of May,2024.

Bomongcag site is questionable due to the two-coconut tree is included in part of the roadwork. The Barangay Officials
decided to contribute to pay on it.

b. The barangay officials decided to fill with hollow blocks to the deep well due to poor of water supply in purok 5
area in order to transfer the submersible pump into the deep well. The materials are needed to construct:
---20 bags of cement
---15 pcs of 9mm kabilya
---4 cubic mixed sand
---128 pcs of hollowblock
---2 length of tubu
In additional, the barangay officials set a schedule for pahina to working on it. The Chairwoman also ask a favor to
our barangay treasurer to collect the remaining water bills of purok 5.

The Chairwoman inform the body that the schedule for checking the Medical Amenities is on April 23,2024 to be
conducted by the KALAHI- CIDSS staff and also, she requests to the barangay officials to check and prepare the medical
amenities for the ff. days of evaluation. The barangay officials inform the person to be attended of the said activity are:
BDC-TWG, barangay officials, BHW/barangay Nurse, O&M, MIT and other CV’s.

Committee Report in Every Barangay Kagawad

BDRRMC
The Committee Chairman Hon. Pedro C. Bolando Jr. inform the body regarding the first-aid training / seminar is to re-
schedule due to the conflict schedule of the facilitator of the said activity.
Health Committee
The Committee Chairman Hon. Fe B. Baclig inform the body that during Blood Letting Day there are 12 blood donators
at this barangay.
Committee on VAWC
The Committee Chairman Hon. Lelia G. Jabonillo, she makes sure that the accreditation of Goaw Womens Association
as soon as possible will be make it.
Committee on Agriculture
The Committee Chairman Hon. Raul B. Gaco inform that there someone who cares of the program from the Municipal
Agriculturist in order to give the vitamins, deworming and other services to our animals.
Committee on Infrastructure
The Committee Chairman Hon. Rufino P. Burdago remind the contribution as the payment of coconut tree that
included in part of the roadwork soon.
Committee on Peace & Order
The Committee Chairman Hon. Reynaldo F. Genita inform that the next schedule for BADAC meeting conducted on
April 21,2024 at exactly 6:00 in the evening. He also asks a favor to the barangay officials that inform the BADAC members
of his/her respective district.
BESWMC
The Committee Chairman Hon. Rufino P. Burdago, he gave thanks for those who cooperate especially to the barangay
officials for the time to conduct the clean up drive in order to preserve our surroundings clean and he also added the
cooperation in collecting of recyclable materials.
Water Maintenance
Hon. Modesto M. Serencio is an assigned task for the water maintenance, he informs that some part of hose was
licking especially in Wilma’s site, need to attach a large hose. Afterwards, the barangay officials decided to set the
schedule of meeting for all the water consumers at this barangay on April 24, 2024 at 1:00 o’clock in the afternoon.
SK Chairman
Hon. RJ Clerck G. Metante inform the body that during his seminar was tackled about the agriculture that as of now,
the program of Agriculture like Sagip program is functional to give the free tractor services and free fertilizers to the
farmers.

The 13th regular session was Call to Order by the Punong Barangay Hon. MILAGROS V. BOLANDO, of Goaw, Liloy,
Zamboanga del Norte at exactly 9:00 o’clock in the morning.

ORDER OF BUSINESS

Invocation: to be lead by Hon. Modesto M. Serencio and followed by the singing of the National Anthem to be lead by
Mrs. Airen J. Calibug. The secretary called the Roll Call and she found out the members of the Sangguniang Pambarangay
are present.

The presiding officer institutes the existence of quorum.

Adoption and Approval of the Order of Business:

After reading the Order of Business Hon. Pedro C. Bolando Jr. presented his motion that the order of business be
adopted and approved and duly seconded by Hon. Rufino P. Burdago.

Reading of the minutes of the previous session and approval of the same:
The Secretary read previous minutes of the previous session and Hon. Modesto M. Serencio presented her motion that
the previous minutes of the previous session be adopt and approved and duly mass seconded.

Reading of Official Communication: None

Visitor’s Hour: None

Chairman’s Hour:
The Chairwoman inform the body within this month they did not allow to supplemental due to the insufficient water
bill collection.
AGENDA:

Final Decision for 1ST Provincial Liga Convention CUM PDRRM Seminar Workshop of the Barangay Officials of Barangay
Goaw, LILOY, Zamboanga del Norte
The barangay officials decided that person can attend of the said seminar are the 3 barangay officials and barangay
secretary.

Resolution for Reprogramming the Savings of 5% Calamity Fund CY 2023 to Use for Liga Training and Seminar CY 2024
the amount of 62,000.00 pesos only
Hon. Pedro C. Bolando Jr. pass a resolution for Reprogramming the Savings of 5% Calamity Fund CY 2023 to Use for Liga
Training and Seminar CY 2024 the amount of 62,000.00 pesos only and duly seconded by Hon. Modesto M. Serencio.

Water Maintenance
The Chairwoman ask a favor to the barangay officials to collect all the remaining water bill of his/her respective district
of the water consumers for the following months they allow to supplemental.
Mr. Allan Bolando is to assigned to cut the waterline for those who did not paid for his/her obligation. The schedule for
the operation for cutting is on May 4-5, 2024.

Resolution for Adopting the Municipal Curfew Ordinance from 10:00 PM-3:00 AM at Barangay Goaw, Liloy, Zamboanga
del Norte
Hon. Reynaldo F. Genita pass a resolution for Adopting the Municipal Curfew Ordinance from 10:00 PM-3:00 AM of
Barangay Goaw, Liloy, Zamboanga del Norte and duly seconded by Hon. Pedro C. Bolando Jr.

Resolution for Realignment the remaining GAD Allocation to Electricity Expenses

Hon. Fe B. Baclig pass a resolution for Realignment the remaining GAD Allocation to Electricity Expenses and duly
seconded by Hon. Modesto M. Serencio.

Other Matters:
The Barangay officials decided the schedule for curfew will start on May 20, 2024 at 10:00 pm- 3:00 am.

A Resolution Authorizing the Barangay Treasurer for the Withdrawal of the Honorarium/ Incentives of the Barangay
Officials and to All Barangay Appointed Officials and Other Financial Transactions
Hon. Raul B. Gaco pass a resolution authorizing the barangay treasurer for the withdrawal of the honorarium/

Schedule for Clean-up Drive

May 25, 2024 at 6:00am, the elected and appointed barangay officials should be attended.

Schedule for Barangay Road Clearing

May 19,2024 at 6:00 am, the elected and appointed barangay officials should be attended.

Other Matters:
Feedbacking in attending during the 1ST Provincial Liga Convention CUM PDRRM Seminar Workshop:
- approval for the life insurance to the barangay tanod
- lecture on parliamentary procedure and local legislation
- during regular session, the barangay officials must be wearing uniform
- if there is disaster, the barangay officials must be prepared the dedicated needs of an individual.
