The Election Commission in India holds a crucial role in ensuring the fairness and integrity of elections
throughout the country. It was established as a single-member body with the Chief Election
Commissioner, it underwent changes later on when, in response to the lowered voting age from 21 to
18, the President appointed two additional election commissioners.

Later the commission was expanded to a multi-member body with three election commissioners. This
expansion aimed to address the increased workload of the Election Commission. The evolution of the
commission's structure was a proactive response to the changing demographic and electoral landscape.

The Election Commission's primary responsibility is to conduct free and fair elections. Its powers and
functions are pivotal in maintaining the democratic process. However, like any institution, it is not
without flaws. These imperfections can impact the effectiveness of the Election Commission in certain
aspects.

While the Election Commission plays a vital role in upholding the democratic fabric of the nation,
continuous evaluation and refinement of its powers and functions are essential to address any
shortcomings and enhance its efficacy in ensuring the democratic rights of the citizens.

2. What is the mission and the vision of the Election Commission?

The Election Commission of India has a mission and a vision that guide its work in elections.

I. Mission:

The Election Commission aims to be independent, honest, and accessible. It wants everyone to take part
in elections fairly and ethically. By following high standards, it ensures that elections in India are free,
fair, and transparent. This builds trust in the electoral system and governance.

II. Vision:

Looking ahead, the Election Commission envisions itself as an institution of excellence. It plans to
actively participate and make democracy stronger in India. The goal is to play a big role in making
democracy work well. By doing this, the Election Commission helps build a strong democratic system in
the country.

3. What is the Composition of the Election Commission?

The Election Commission of India is made up of the Chief Election Commissioner and other election
commissioners.

I. Composition is as following:
 The Election Commission consists of the Chief Election Commissioner and any other election
commissioners appointed by the President of India.
 The President of India appoints both the Chief Election Commissioner and any other election
commissioner. In cases where additional election commissioners are appointed, the Chief
Election Commissioner acts as the chairman of the commission.
 The President can also appoint regional commissioners, consulting with the election
commission, to assist in its work.
 The President determines the tenure and conditions of work for election commissioners and
regional commissioners. The Chief Election Commissioner and two other election commissioners
have equal powers, salary, and allowances, akin to those of a Judge of the Supreme Court.
II. Tenure Duration:

Commissioners hold office for six years or until they reach the age of 65, whichever comes first. They can
resign or be removed before completing their tenure.

4. Powers and functions that the Election Commission of India


I. Administrative Powers:

The Election Commission manages and controls elections. This means they decide when elections
happen, check nomination papers, update voter lists, and set the boundaries for voting areas. They also
give recognition to political parties and decide on their symbols. If there are disputes, the Commission
acts like a court to solve them.

II. Advisory Powers:

In cases where a person is found guilty of corrupt practices during an election, the President of India
decides on their disqualification. Before making this decision, the President seeks the opinion of the
Election Commission. The Commission's advisory role extends to matters related to the disqualification
of members of Parliament and state legislatures.

III. Quasi-Judicial Powers:

The Election Commission holds a quasi-judicial function in the registration of political parties. Political
entities wishing to contest elections under a party banner must register with the Commission. The
Supreme Court recognizes this as a quasi-judicial function.
