1.0 INTRODUCTION
PATONACII LIMITED, a company organised and existing under the Laws of
Nigeria with its office at WINSKO JETTY OFF ELSHON JETTY, TRANS WOJI BYE
PASS SLAUGHTER, PORT HARCOURT, RIVERS STATE.

2.0 EXISTING/ESTABLISHED PRESENCE IN NIGERIA


PATONACII LIMITED is a company organised, existing and registered under
the Laws of Nigeria Companies and Allied Matters Decree No. 1 of 1990, on
the 21ST May, 2001, number; RC 326229, with a Corporate office at WINSKO
JETTY OFF ELSHON JETTY, TRANS WOJI BYE PASS SLAUGHTER, PORT HARCOURT,
RIVERS STATE and an Industrial Base at WINSKO JETTY OFF ELSHON JETTY,
TRANS WOJI BYE PASS SLAUGHTER, PORT HARCOURT, RIVERS STATE and the
main objective of carrying out business of Engineering works in Construction
and Maintenance Services Company equipped to satisfactorily execute
major projects in the areas of Engineering, Procurement, Construction,
Installation, Repairs, and Maintenance of Production Facilities; Pipelines,
Pipelines with associated Civil, Mechanical, Electrical, Instrumentation and
Fabrication Works; for Oil & Gas and Allied Industries.

3.0 CORPORATE NIGERIAN CONTENT OBJECTIVE


a) Introduction
In line with the target of 70% Nigerian Content for all companies
operating in Nigeria in the Oil and Gas Industry by the year 2010, set by
the government of the Federal Republic of Nigerian, PATONACII LIMITED
has already met the requirement and is committed to maximizing
Nigerian content for this Project.

The keys to maximizing Nigerian content on projects will be as follows:

 Build on PATONACII LIMITED global local content development Policy.


 Use and further Develop / Train Engineers on the job PATONACII LIMITED
recruitment.
 Training program for local (Host Community) labour force.

4.0 POLICY STATEMENT
PATONACII LIMITED has a statutory policy on local content development
that gives a backbone to our goal of local capacity building, the
requirement of these policy are applied across board in all our Operations.

The management and company’s employees (both old and new) are
constantly reminded of the policy requirements and are made to apply and
comply with them.

This policy is the framework around which all effort at indigenizing our
operations is wrapped up in.

In PATONACII LIMITED we seek to promote the framework that guarantees


active participation in the Oil and Gas sector as far as the Nigerian Content
is concerned.

Our aim is to ensure that through the utilization of local raw materials,
product and services; more value is added to Nigeria by Nigerian in order to
stimulate the continuous growth of indigenization.

PATONACII LIMITED is a fully Nigerian company that is committed to the full


implementation and utilization of the Nigerian content Policy/Guidelines in
other to ensure steady, measurable and sustainable growth of the Nigerian
content. This is evident from our employment status both to our key
personnel as well as the use of manpower in community areas where our
projects are executed.

5.0 LOCAL RELATIONSHIPS

PATONACII LIMITED has extensive experience in building partnerships and


joint ventures and sub-contracting with different organisations around the
world.

During the years of operations, PATONACII LIMITED has established strong


knowledge and relationships with the engineering companies in the Nigerian
market. This relationship builds on PATONACII LIMITED ability to bring the

robust in-house systems, Standards, Procedures and Work Practices that are
expected of global contractors, in addition to its particular skills in the
Construction programmes, and a unique Quality/Safety Culture.

The organisation has direct access to highly qualified and broadly skilled
specialists, through its Engineering partners the world over which it can call
on whenever necessary.

PATONACII LIMITED also maintains working relationships with approved


suppliers and subcontractors for specialist services and technology on a
worldwide basis.

PATONACII LIMITED business relationship brings the excellent knowledge of


the Nigerian market and the ability to locate and engage valuable local
engineering and technical expertise at all levels.

In particular, PATONACII LIMITED has the ability to support with construction,


supervision, discipline engineers, technicians, operators, and community
liaison roles, through its established Nigerian offices and is also able to
provide comprehensive logistical support.

By way of an example the Swamp Pipeline Construction and Mechanical


Replacement Services project is being undertaken by PATONACII LIMITED for
various Main-Contractors together with our Sub-Contractors.

A summary of project profile for sub-contracted works is given below.

PATONACII LIMITED ensured that Nigerian engineers provided by sub-


contractor were responsible for the Quality and Integrity of their deliverables
to PATONACII LIMITED for our Clients.

This opportunity was therefore a career development opportunity for


Nigerian engineers rather than solely a training exercise.

PATONACII LIMITED also identified discipline engineers from the Sub-


Contractors who were professionally qualified and experienced, but would
benefit from the further experience of working directly with PATONACII
LIMITED.

The experience benefit for these individuals will be in lessons learned from
PATONACII LIMITED rigorous procedures, quality drive against schedule
constraints and experience of project execution in a multi-discipline
environment like the Niger Delta region.

6.0 NIGERIAN CONTENT FOR PROJECT EXECUTION
PATONACII LIMITED is committed to maximizing Nigerian content for this
Project.

The keys to maximizing Nigerian content on projects will be as follows:


 Build on PATONACII LIMITED global local content development.
 Use and further develop / train engineers on the job PATONACII LIMITED
recruitment and training program for local (host community) labour force.
PATONACII LIMITED will develop a list of the work to be undertaken by sub-
contractors within the selected project scope. The work scope will be
developed from the work released under the project contract agreement.

7.0 LOCAL CONTENT DEVELOPMENT


As a demonstration of PATONACII LIMITED ability to deliver results concerning
the maximization of local content the following discussion and examples of
recent projects are provided.

PATONACII LIMITED has a proven track record in the development of local


technical expertise to world-class standards in Nigeria, through either the
execution of engineering projects, or the operation of local partnerships and
“On The Job Training” of Students from various High Institutions on Industrial
Attachment in conjunction with INDUSTRIAL TRAINING FUND (ITF)
PROGRAMME.

Successfully completed, where PATONACII LIMITED undertook to ensure that
local community content made up at least 55% of the total project value.
PATONACII LIMITED has been in Nigerian since 2006 and maintains an
indigenous recruitment and development policy designed to attract the
best-qualified and most motivated Nigerian staff.

The relationship between PATONACII LIMITED and its Sub- Contractors


combines local responsiveness, global efficiency and organizational learning
to ensure that recruitment of skilled national and expatriate personnel will be
carried out efficiently and effectively.

For all contracts, PATONACII LIMITED and its Sub- Contractors shall undertake
to maximize the Nigerian content of the work, while maintaining their Local
and International Safety Records, and the operability objectives and
targeted schedules of the contract.

8.0 PLANS FOR FUTURE USE OF NIGERIANS / NIGERIAN SUB-CONTRACTOR

PATONACII LIMITED envisages its valuable relationship with Nigerians and


sub-contractors will continue through work on this project and subsequent
future ones.

PATONACII LIMITED reaffirms its commitment to the further development of


Nigerian content as described above.

9.0 NIGERIAN CONTENT IN CONTRACT

Nigerians in payroll of PATONACII LIMITED Construction accounts for about


100% of key personnel and the semi-skilled and unskilled workers is 100%
Nigerians (see Schedules attached: List of Company Key Personnel and
Nationality, List of Personnel Allocated to This Project & Nationality,
Employment Status of Staff, Ratio of Expatriate Manpower to Nigeria
Manpower , Ratio of Permanent Staff to Contract Nigerian Manpower).

b) Mechanical Fabrication Works

All of which shall be carried out at PATONACII LIMITED INDUSTRIAL BASE in


Port Harcourt before mobilizing to site.

This is done for jobs with Pre-fabrication activities while those for site will
be done out there.

PATONACII LIMITED shall make all her procurement from her Port
Harcourt office, All consumables are locally procure from the said list of
her Nigerian sub-contractors except on cases where such materials are
procured abroad the Bank is set to make such arrangement.
