SERVICE HAS BEEN CREATED TO OBTAIN PRELIMINARY INFORMATION ABOUT
PASSENGERS FROM OPERATORS OF FOREIGN AIRCRAFT HTTP:EBORDER.UZ,FTP
GATEWAY (HOST:EBORDER.UZ,PORT:21,SITATEX TYPE B GATEWAY
(TASPIHY)AND EMAIL ADDRESS API(AT)EBORDER.UZ
IN CASE OF NON-COMPLIANCE WITH THE REQUIREMENTS OF THE CURRENT
LEGISLATION OF THE REPUBLIC OF UZBEKISTAN IN ACCORDANCE WITH THE
INSTRUCTIONS ON THE PROCEDURE FOR ISSUING OPERATIONAL PERMITS TO

AIRLINES OPERATING AIRCRAFT OF THE BOEING 737-8 MAX AND
BOEING 737-9 MAX TYPES ARE ALLOWED TO FLY TO AERODROMES OF
THE REPUBLIC OF UZBEKISTAN AFTER FOLLOWING THE PROCEDURES
ESTABLISHED BY STATE OF DESIGN FOR THEIR INPUT INTO OPERATION AND
THE PERMISSION OF THE CAA OF THE OPERATOR COUNTRY.
THE PERMIT WILL BE ISSUED BY THE CIVIL AVIATION AGENCY UNDER
THE MINISTRY OF TRANSPORT OF THE REPUBLIC OF UZBEKISTAN AT
THE REQUEST OF THE AIRLINE WITH THE APPROPRIATE DOCUMENTS

REPUBLIC OF UZBEKISTAN, WE KINDLY NOTIFY YOU ABOUT THE 'OPEN SKY'
REGIME INTRODUCED AT KARSHI, NUKUS, TERMEZ, BUKHARA, NAVOI,
URGENCH, ANDIJAN, FERGANA, NAMANGAN AND SAMARKAND AIRPORTS STARTED
FROM AUGUST 1, 2020.
THE 'OPEN SKY' REGIME AT THE AIRPORTS OF KARSHI, NUKUS, TERMEZ,
BUKHARA, NAVOI AND URGENCH IS INTRODUCED WITH THE GRANTING OF THE
5TH FREEDOM TRAFFIC RIGHTS TO FOREIGN AIRLINES FOR THE OPERATION
OF PASSENGER SERVICES. AT THE AIRPORTS OF NAVOI AND TERMEZ THE
TRAFFIC RIGHTS ARE PROVIDED UP TO 7TH FREEDOM OF AIR FOR THE
OPERATION OF CARGO SERVICES.
AT THE AIRPORTS OF ANDIJAN, FERGANA, NAMANGAN AND SAMARKAND THIS
REGIME IS INTRODUCED WITH THE RIGHT TO OPERATE FLIGHTS WITHOUT
FREQUENCY LIMITATION, TAKING INTO ACCOUNT THE TECHNICAL
OPPORTUNITIES OF THE MENTIONED AIRPORTS, INCLUDING THE 5TH FREEDOM
TRAFFIC RIGHTS ON THE ROUTES WHICH ARE NOT OPERATED BY THE
DESIGNATED AIRLINES OF THE REPUBLIC OF UZBEKISTAN. END PART 1 OF 2
THE 'OPEN SKY' REGIME AT MENTIONED AIRPORTS WILL TAKE EFFECT FROM
THE DATE OF RESTORATION OF THE REGULAR PASSENGER FLIGHTS TO/FROM
UZBEKISTAN UNTIL THE END OF THE IATA 'WINTER-2022/2023' SEASON
WITH THE POSSIBILITY OF FURTHER PROLONGATION OR CHANGING
CONDITIONS. THE DATE OF RESTORATION OF THE REGULAR PASSENGER
FLIGHTS WILL BE INFORMED ADDITIONALLY.
ALL FOREIGN AIRLINES OF THE ICAO MEMBER STATES WISHING TO OBTAIN
PERMISSION TO PERFORM REGULAR FLIGHTS TO THE SPECIFIED AIRPORTS IN
UZBEKISTAN SHOULD CONTACT THE 'UZAVIATION' AGENCY AT THE FOLLOWING

EITHER SELECT A SPECIFIC COST INDEX NUMBER FROM THE LIST, OR THEY
MAY SELECT "AUTO". WHEN PLANNING AN "AUTO" COST INDEX, THE SYSTEM
WILL REFERENCE THE SCHEDULED "TIME ENROUTE" OPTION AND ATTEMPT TO
CHOOSE A COST INDEX WHICH CLOSELY MATCHES THIS VALUE. NOTE THAT
THE "TIME ENROUTE" OPTION IS MEANT AS A GATE TO GATE TIME (AS
INDICATED ON AN AIRLINE'S FLIGHT SCHEDULE, FOR EXAMPLE). IF A
"TIME ENROUTE" OF 2:30 IS SELECTED, THE SYSTEM WILL SUBTRACT THE
TAXI TIMES FROM THIS VALUE TO DETERMINE THE SCHEDULED AIR TIME. IT
WILL THEN DETERMINE AND USE THE COST INDEX WHICH MATCHES THIS AIR
TIME.
