INTER BARANGAY BASKETBALL TOURNAMENT
TOURNAMENT GUIDELINES
ARTICLE I. OFFICIAL PLAYING RULES AND TOURNAMENT SYSTEM
Section 1. The official playing rules of this tournament shall be the latest FIBA Rules &
Interpretation.
Section 2. Should there be conflict between the FIBA Rules and this Guidelines on matters
directly affecting the games, FIBA Rules shall prevail;
Section 3. All games shall be played at the Buhi Social Terrace and Buhi Millennium Center.
ARTICLE II. PLAYERS ELIGIBILITIES
Section 1. The player must be a resident of the barangay he is representing;
Section 2. Player must be of good moral character;
Section 3. Player must be physically fit to play;
Section 4. Players must attach to the entry forms the requirement down stated:
a.) For 13 Under, (Born 2012), indicate Learners Reference Number (LRN) under the
space provided in the Team Gallery;
b.) For 18 Under, (Born 2007), indicate Learners Reference Number (LRN) under the
space provided in the Team Gallery;
c.) For 21 Under , (Born 2004), indicate Learners Reference Number (LRN) under the
space provided in the Team Gallery and Birth Certificate duly authenticated by the
Local Civil Registrar of Buhi, Camarines Sur;
d.) For 40 UP, voter’s certificate certifying that the player is a registered voter of Buhi,
Camarines Sur and has voted during the last three (3) election consecutively;
e.) For Open Division, voter’s certificate certifying that the player is a registered voter of
Buhi, Camarines Sur and has voted during the last three (3) election consecutively.
This division shall be allowed one (1) import whose height is not more than six (6) feet
and two (2) inches tall.
Section 5. All players/teams must submit the accomplished entry forms on or before February
15, 2025 at the Office of the Mayor (Mr. Ryan V. Bon); No entries shall be admitted by the
management after the date of submission herein specified.
Section 6. Players are ONLY allowed to play in ONE DIVISION;
ARTICLE III. GROUND RULES
Section 1. Each team shall be composed of twelve (12) players; a team manager, team coach,
one (1) assistant coach/trainer and one (1) team scorer/statistician and muse;
Section 2. Only the players and team officials are allowed to occupy the bench;
Section 3. All players shall be required to wear complete playing uniforms (jersey, shorts and
rubber shoes) with distinctive numbers from 0-99;
Section 4. Changes nor addendum in the line-up of players shall not be allowed after the
scheduled screening session is terminated (participating teams will be notified as to the
schedule of the screening session);
Section 5. A team who is proven to have fielded a player/s who is/are not in the official line-up
and use/s the name of a registered player/s shall be disqualified, however, if it will be proven
that the team officials have acted in bad faith the team shall be disqualified from further
participation in this tournament;
Section 6. A player thrown out of the game shall be automatically suspended from playing in his
team’s next scheduled game. Postponed game is not considered as a scheduled game;
Section 7. A player/s and/or team official who is/are under the influence of liquor and/or smell/s
of liquor or any intoxicating beverages shall be ejected from the game/bench and shall
automatically be barred from further participation in the tournament, the management shall hold
the team officials responsible for every acts of his players;
Section 8. The management shall have the right to postponed or stop the game only in case
beyond its control. If the game is stopped during the first half, the game shall be re-played
however, if the game is stopped during the second half, the game shall be resumed for the
remaining unplayed period;
Section 9. In case of postponement of schedule game/s, the management shall have the
responsibility to notify/inform the involved teams twenty four (24) hours before the start of the
new schedule;
Section 10. No request for postponement of games shall be entertained except in case of
“Force Majeure”.
Section 11. Request of referees to officiate the games shall not be honoured nor shall a team
request for a change/substitute referee.
Section 12. Team officials of all participating teams shall be issued an ID and it should be worn
all throughout the duration of their schedule games.
Section 13. Entry Fees should be settled one (1) day before the start of the tournament,
NO ENTRY FEES, NO GAMES POLICY. Entry Fees shall be paid at the Office of the Municipal
Treasurer.
Section 14. Entry Fees for each division shall be the following:
13 Under P4,000.00
18 Under 4,000.00
21 Under 5,000.00
40 Up 5,000.00
Open Division 10,000.00
ARTICLE IV. DEFAULT, FORFEITURES AND WALKOUT
Section 1. A team that fails to appear fifteen (15) minutes after the scheduled start of the game
shall have forfeited its right to play;
Section 2. A team who stages a walkout shall be barred from further participation in this
tournament;
Section 3. A team that refuses to start or continue playing two (2) minutes after the referees or
game official shall have given the signal to play, shall be construed as a “walkout”
Section 4. in case of default, the provisions of FIBA OBRI shall rule.
ARTICLE V. DISQUALIFICATION OF PLAYERS AND COACHES
Section 1. A player or coach shall be disqualified / sent out of the game if:
a.) He commits two (2) technical fouls in a game; (intents and gestures not related to
basketball)
b.) He commits two (2) unsportsmanlike fouls in a game;
c.) He commits both or combination of the two types of fouls mentioned beforehand.
Section 2. The Tournament committee has the power to disqualify any player/coach that may
cause detrimental values to the league.
Section 3. A player/coach disqualified or send out of the game shall be automatically be
suspended on his next game. Repeating the offense shall automatically disqualified him from
further participation in the league. In case it’s the last game, the suspension will be imposed on
the next league.
Section 4. The management shall reserve its right to decide on matters not specifically covered
by latest FIBA rules.

ARTICLE VIII. PROTEST
Section 1. The Team Captain of the protesting team must sign the Score sheet “Under Protest”
after his team game and inform the organizer that he’s protesting the result of the game;
Section 2. The organizer is highly discouraging the filing of the protest, however, there shall be
a committee that will be created to settle dispute arising from the game;
Section 3. The compositions of Technical Committee are the following: the Municipal
Administrator, and the Tournament Commissioner/s;
Section 4. Protest shall be in black and white form, signed by the Coach;
Section 5. Submission of the protest shall be one (1) hour after the game. The amount of
P500.00 shall be imposed upon the protesting teams as Protest fee and shall not be refundable.
Section 6. No protest shall be entertained on to the identity/eligibility of a player after the
screening session has terminated (participating teams shall be notified in writing as to the
termination of said screening period). The screening committee shall be responsible for the
accurate measurement of the import players.
Section 7. The compositions of Technical Committee are the following:
a.) The Municipal Administrator; and
b.) The Tournament Commissioner/s.
ARTICLE IX. WAIVER
Submission of entries must be enclosed with a signed waiver from each participating player.
The Management/Tournament officials will not be held liable for any untoward and unwanted
incidents that may arise during the entire tournament.
