Danger of working in confined space and working at height were the safety

issues violated the safety code, but the latter was owning a larger proportion in this

case. The case was about repairing air-conditioning pipes at L’hotel Nina in Tsuen

Wan from four meters, in which the working area wasn't even a basic work platform.

The working area was a wooden ladder, but it was chained to the side. So, the worker

climbed up the pipes should be with his bare hands. After that, he is fell to his death.

The worker's daughter try to ask any question to L’hotel Nina. Hotel owner

Chinachem had appointed a contractor to undertake its air-conditioning maintenance,

and, as is often the case, the work was farmed out to a subcontractor which employed

her father. But none could provide any details about his death. It can clearly be seen

company avoid reporting injuries and paying accident compensation.

There are the five most common safety issues and hazards, which can be found

in work site. They are potential danger of falling from height, working in confined

space, working in confined space, operation of machines and handling dangerous

substances.

Firstly, it is falling from height. Working at height is an unavoidable

circumstance in work site. For example, working on a roof, working from a ladder

and working at or below ground level. If engineers are not properly protected from

this hazard, it may result in severe body injuries and even fatality. Suitable working

platforms and safety belts are the personal safety equipments (PPE) required for this

safety hazard.

Secondly, it is potential danger of working in confined space. It is definitely

more hazardous in a confined space than in a regular worksite. Poor air quality,
asphyxiant gases and noise can be the examples of some hazards in confined space. It

can kill or cause injuries if there are no proper protection from this hazard.

Ventilation, lighting, breathing, insulation, purging and atmospheric testing

apparatuses are the personal safety equipments (PPE) required for this safety hazard.

Thirdly, it is potential danger of operation of machines. A machine in good

condition can make job easy. If proper protection is neglected for the engineers, their

bodies may be hit or entangled by some moving parts of machines and brought into

danger zone, or the engineers can be injured by the broken pieces popped up. Safety

helmets, goggles and gloves are some examples of the personal safety equipments

(PPE) required for this safety hazard.

Fourthly, it is electrical danger. Electricity must be used in the use of

appliances in work site. Electric shock and electric leakage can result in loss of

engineers’ lives if they are not properly protected. Rubber gloves and wrist and arm

protective devices are some examples of the personal safety equipments (PPE)

required for this safety hazard.

Fifthly, it is handling dangerous substances, such as chemicals. Transport and use

of chemicals are sometimes involved. Improper protection can cause damage to

health. Those chemical can be explosive, flammable, irritant and corrosive. The

harmful effects of some chemicals are usually chronic. Short-term influence by those

chemicals may not show a great impact to engineers’ bodies, but long-term influence

may lead to severe health damages. Some chemicals can make serious adverse health

effects. General purpose protective clothing and chemical or radiation protective

clothing are the personal safety equipments (PPE) required for this safety hazard.
In the end, I would recommend some steps to upgrade the current practice to

ensure ethical and professional practices are observed and execute professionally.

Firstly, training and practices for workers and supervisors have be improved. It is to

make sure that workers and supervisors are well trained and not treated as means so to

be more deontological. Secondly, work instructions should be clearer, in which not

only worrying about the final results but also the progress. The aim is to be less

utilitarian and less teleological.
