Subject:- Regarding optimum use of human resources by implementation of


established norms as per Education Code,latest notifications and RTE
Act 2009,for rationalization of Teaching posts in Education
Department through Controlling Officers/Drawing and Disbursing
Officers.

In compliance of the Director of Higher Education,Himachal Pradesh

2024,the norms approved by Govt on dated 31-08-2018,further instructions are being issued
regarding optimum use of human resources by implementation of established norms as per
Education Code, latest notifications and RTE Act 2009,for rationalization of Teaching posts in
Education Department through Controlling Officers/Drawing and Disbursing Officers.

You must be aware,that with the opening and upgradation of the


new schools in the vicinity of existing schools,the enrolment generally tends to decrease as a
result of distribution of student's enrolment amongst these schools and privately managed
schools. As a result of this,some schools may have surplus teaching posts,while the others
may have additional requirement.Keeping this situation in view and to ensure proper
utilization of the manpower and state financial resources,it has been decided,that the
Controlling Officers /Drawing and Disbursing Officers,will annually,carry out a rationalization
exercise in respect of teaching posts positioning to their schools,as well as attached complex
GHS/Middle Schools as per provisions contained in the Himachal Pradesh Education Code
and latest notifications if issued.

The Himachal Pradesh Education Code under Chapter-ll,specifies the


minimum workload of teachers in schools,class-wise,subject-wise,distribution of periods per
week and ideal number of students per section/class.The essence of relevant Chapter given
as below:-

Minimum Teaching Work-Load in School:

(a)Principal and Headmaster will teach 6 and 8 periods per week respectively.

(b)All Teachers of each category will take minimum 36 periods per week.

(c)Head of the institution shall assign any extra teaching,administrative or co-curricular work
to any of the teachers as per requirement of the Institution. All teachers
(lecturers/PGTs/DPEs/TGTs/C&Vs)serving in a High/Senior Secondary School shall take 36
periods a week.

Students number in Class:-

The number of pupils in a class or section shall not exceed that for which accommodation
is available in the room,nor shall it ordinarily exceed 60 for classes 6th to 10h and 80 in case
of Plus One and Plus two classes.A new section should be formed only,if in the opinion of
the head of the institution,the total number in the class justifies it on grounds of
efficiency, economy and feasibility.

Procedure for Rationalization of Teaching posts:-


Distribution of 54 periods amongst TGTs and C&Vs:-
TGTs =28 periods per week C&Vs =26 periods per week

Sections per class 6th to 10th

Method of workload calculation in case of TGTs per week:-

Total Sections*28=11*28=308 periods per week


Total TGTs posts required =Total Periods per week /36
=308/36 =8.55 i.e.,9 TGTs
(In the ratio of Arts=2,NM=1,Med=1)

Method of workload calculation in case of C&Vs per week:-

Total Sections*26=11*26 =286 periods per week


Total C&Vs posts required =Total Periods per week/36
=286/36=7.94 i.e.,8 C&Vs Teachers

Government of Himachal Pradesh addressed to The Director of Higher Education,Himachal
Pradesh,Shimla-1,on the subject “Norms for starting Arts,Science and Commerce classes
in Government Senior Secondary Schools"as annexed at Annexure-A.

Annexure-A
Norms for starting Arts,Science and Commerce classes in Govt.Senior Secondary Schools
in State:-
1.Number of students in the first Section may be upto 60.Therefore,the next
section may be created for every additional 60 students or part thereof.
2.The subjects will be introduced in schools in the form of streams i.e.
Arts/Commerce/Science.
3.While introducing Science Stream,Non-Medical will be offered in the first
instance, being a popular option with students.But if the strength of students goes
above 15, Medical Stream can be considered for introduction.
4.There will be only one stream(Arts or Commerce or Science)available for schools
having strength upto 60 students.The choice of stream may be decided by taking
the options from class X students of concerned school through its
Headmaster.The decision may be taken on the basis of option exercised by majority
of the students.
5.There should be only five subjects/Five PGTs or Lecturers in newly upgraded
GSSSs. Three skill based subjects such as English,Hindi and IP &History,Pol.Science
may be uniform throughout the State.
6.APGT/Lecturer shall take 36 periods per week.Besides they may also be assigned
at least one Administrative and /or Co-curricular assignments.
7.Students may be allowed to opt for the 6 subject on self-study mode basis.The
post of DPE shall be created only when the strength of students reaches 30 or
above in
10+1.
8.If the enrolment in 10+1 ranges between 60-120 students (i.e.one additional
Section) in Non-difficult areas,or ranges between 40-80 students in Tribal/hard
areas,Second stream may be started.
9.If the enrolment in 10+1 is more than 120 students then all the three streams may
be started.In Tribal/Hard areas,if the enrolment is more than 60 students in
10+1,then, all three streams may be started.

10.The additional Arts subjects should be added only if the student's strength in
10+1 Arts is more than 120 students (i.e.two sections).For each 30 additional
students in 10+1 Arts,one more Arts subject may be added.(It is clarified that
Economics and Mathematics will be available to all students where Commerce or
Science classes will function).
11.Where Arts stream is already running,the distance norms may be 08
Kilometers.But distance may be reduced from 08 to 05 Kilometers,due to
geographical reasons,for introduction of Science or Commerce streams,but the
student's norms shall not be
reduced.
12.Additional post in a particular subject may be given if the enrolment goes above 100
in that subject in 10+1 class only.

All streams shall be introduced with the prior approval of the


AD.Non- adherence of these norms shall invite disciplinary proceedings against
the erring Principal
Based on the above norms,the Department of Education shall carry
out rationalization of posts in the state.Lecturers may be declared surplus as the
norms envisaged above.Concerned Head of the institutions shall have the
responsibility to do so and report the same to the concerned Deputy Director of
Higher education by 30**June every year.DDHE shall report the same in
consolidated form to the Directorate by 15 July every year.

The workload of school lecturers would be calculated subject-wise @10


per subject per week ensuring allotment of 30 periods per week per lecturer,subject to
the condition that at least one lecturer per subject will be retained for each
humanities,science and commerce group.
In view of the above,all Head of the Institutions i.e.every
Principals/Headmasters who are Controlling Officers/DDOs,before allowing joining on new
appointment/transfer and preparing salary bils,will ensure,sanctioned post,and its
feasibility as per norms of rationalization for pupil-teacher ratio,if not so,get approval of
competent authority before allowing joining or preparing salary bills.

1.All institutions will have the number of teachers of various categories to ensure
minimum workload as per the requirements of the relevant articles mentioned above.
It will therefore be the duty of the concerned Head of the Institution to work out
the requirement of teachers commensurate with the student enrolment of classes
every year in respect of their schools as well as attached complex GHS/Middle
Schools on the basis of student's enrolment as on 31*May every year.
2.While sending cases of Rationalization to the Directorate,the Heads of Institution
will submit,the class-wise enrolment of the students upto 10*class and subject-
wise enrolment in case of Plus One &Plus Two classes.

3.After working out the requirement of teachers,the name of the surplus teachers,in
order of longer stay,shall be recommended to this office for further deployment
to
other institutions.
4.In case of surplus arrangement by virtue of transfer/adjustment the incumbent who
has joined in the substitute,will be relieved forthwith.
5.In case of science and commerce streams,
(a)Plus One &Plus Two classes should have minimum enrolment of 15 students
in general area and 10 students in sub-cadre.
(b)If it is first year of starting Science or Commerce faculty,then the enrolment
should be 10 or more than 10 in 10+1 class in general area and 5 in difficult
sub
cadre area.
(c)If in a particular year,the enrolment of the students in any of the stream falls
below the prescribed enrolment,the head of the institution shall recommend to
the Director of Higher Education,HP Shimla-1,for closer of that stream in the
school in the next academic session and will not admit studentstill the
permission for admission is confirmed.
6.Science or Commerce Faculty be started,if the facility is available within a radius of
8 Kilometers from concerned school.

It is once again stressed that the above provision be implemented


in true spirit.It is also made clear that for any claim of salary arising out of surplus
arrangement, the concerned Head of the Office/DD0 would be personally responsible
and disciplinary proceedings will be started against him/her under conduct rules for
disobedience of departmental orders and any payment in such cases will also be
deducted from concerned DDOs.In no case surplus arrangement due to low enrolment as per
norms be allowed.
