Scope of work for supply of Numerical relays.


1. SCOPE

The intent of this specification is to define the minimum requirement of design, manufacture,
testing, packing, and dispatch of numerical relays.

2. CODES AND STANDARDS

1. The equipment shall comply with the requirements of latest revision of IEC standards/
/BS/IEEE/NEMA or equivalent Indian Standards, unless otherwise specified.
2. In case of imported equipment, standards of the country of origin shall be applicable, if these
standards are equivalent or more stringent than the applicable IEC / Indian standards.
3. The equipment shall also confirm to the provisions of CEA regulations and other statutory
regulations currently in force in the country.
4. In case of any contradiction between various referred standard/ specification/ data sheet and
statutory regulation, most stringent requirements shall prevail. However, CPCL decision in
this regard will be final and binding.

3. SITE CONDITIONS

1. The relay shall be tropicalised, for satisfactory operation when installed in a panel located in
a pressurised substation with restricted natural air ventilation, in tropical humid and corrosive
atmosphere. Relay shall be designed to perform all its functions and operate under site
conditions specified in numerical relay data sheet. If not specifically mentioned there in, a
design ambient temperature of 40°C and an altitude not exceeding 1000M above the mean
sea level shall be considered.
2. Offered relay should be with conformal coating or G3 type tested as per IEC 60068 standard,
suitable for severe harsh chemical environment.

4. GENERAL REQUIREMENTS
1. The relays offered shall be brand new with state-of-the-art technology with proven field track
record of similar type and model or model in same series with additional/different features.
No prototype equipment shall be offered.
2. Offered relay model shall be in service for a minimum period of one year in any of the industry
and satisfactory performance certificate should be submitted along with Offer.

3. Vendor shall ensure availability of spare parts and maintenance support services for the
offered equipment at least for 15 years from the date of supply.
4. Vendor shall give a notice of at least one year to the end user of equipment and CPCL before
phasing out the product/spares to enable the end user for placement of order for spares and
services.
5. In case of relays manufactured outside India, the relay manufacturer through his Indian
establishment or associate in India shall provide application, testing, commissioning, after
sales service and other necessary support for minimum of 15 years to customer. Their Indian
establishment or associate company in India shall also maintain adequate inventory of each
type of relay or spares to meet the requirement arising during project execution and plant
operation. Relay manufacturer shall possess a signed Memorandum of Understanding with
their Indian associate for providing customer support.

5. TECHNICAL REQUIREMENTS

5.1 Auxiliary Power Supply


Unless otherwise specified all the numerical relays shall be suitable to accept both AC/DC
supplies with range 110V to 240V with tolerance of ± 15%. The auxiliary power supply shall
preferably be site-selectable requiring no additional hardware.

5.2 Basic Requirements and Construction Details

1. Relay shall be suitable for flush mounting. The relay enclosure front shall be dust tight
having degree of protection minimum as IP5X.
2. Relay terminals shall be suitable for termination of 2.5/4 sq mm wires, for all hardwired
connections.
3. Provided relays must be fully Draw out type with Auto C.T short arrangement.
4. The relay terminals shall be easily accessible for testing and commissioning.
5. Current operated relay shall have provision for minimum 3 number phase CT inputs and
1 number CBCT input. Voltage based relays shall have 4 wire PT input and the relay
shall be designed for 110V +/-10%.
6. Relays shall have minimum of 6-12 opto inputs as per site requirements (As mentioned
in Annex-2)
7. Relay’s all opto-inputs shall be freely programmable for any general application.
8. Relays shall have minimum of 6-8 outputs (As mentioned in Annex-2) excluding watch
dog output all the digital outputs shall be separately programmable for either hand reset
or self-reset, relay must have provision to be assigned to any of the protection functions.

9. Minimum of 2NO+2NC output contacts for trip shall be available.


10. Relays must be suitable for both 1A and 5 A CT inputs with Ring type terminals. CT
secondary 1A or 5A shall be software selectable. Selection between 1A or 5A should be
possible at site.
11. Relay must have minimum 9 No’s Dual colour Programmable LED’S, which shall be
separately programmable to each LED with desired functions.
12. Relay shall support complicated programmable logic control functions.
13. Relay must have minimum of 2 setting groups.
14. Labelling of LED for the functions allocated in the relay shall be provided by vendor.
15. Unlimited logic gates, timers, freely programmable DI/DO shall be available to execute
logics.
16. All numerical relays shall have keypad/ keys to allow relay setting from relay front. All
hand- reset relays shall also have reset button on relay front. Self-reset or hand reset
feature of the relay shall be software selectable and password protected.
17. Relays shall have self-diagnostic feature with indication of relay failure on relay front.
Relay faults (Self- diagnostic) shall be communicated and annunciate to substation
automation system through communication protocols.

5.3 Software Security

The relays shall be provided with suitable security (password protection) against
unauthorized WRITE ACCESS for change in relay setting. However, it should be possible
to view metering, protection settings, status and event data as READ ONLY without
password protection.

5.4 Display and Indication

1. All relays shall have LCD display along with LED indications for display of settings, status,
faults, and events.
2. LCD display shall be backlit, and temperature compensated up to 55°C for contrast and
legibility.
3. Relays shall have 3 fixed LEDs for Relay ON/Control supply ON, fault trip & relay
unhealthy apart from freely configured LEDs.

5.4 Measurements:

1. Relays must also have measurement’s function and must be capable of measuring and
indicating on the display all the inputs as received by the relay.

2. Accuracy of the measurements shall as per any of the standards as mentioned in design of
relays.
3. There must be option of selecting default display that LCD of the relay shall show through
software.
4. The default display selection shall have any of the inputs provided to the relay.

5.5 HMI & Communication protocols:

1. Relay shall have HMI in front facia with keypads for operation of relays; all the features of the
relay shall be accessible through front keypad /HMI on the relay.
2. Front panel of the relay shall have configurable indications for all protections provided in the
relay, fixed indications shall be provided for alarms/warnings, auxiliary power supply on
(green), relay trip (red) etc.
3. Backlit LCD display with HMI display (minimum 6 parameters) shall be provided for display.
4. Relay shall be provided with front USB /Ethernet/ Optical port /RS 232/ parallel port for
communication with laptop.
5. Relay shall have RS 485 / FO port / Ethernet port for communication at the back casing to
facilitate communication of the relay with SCADA system.
6. Relay shall have the following rear ports for SCADA communication. 1) Rear RS-485 port
with site selectable MODBUS-RTU/IEC 60870-5-103 and 2) Rear 2nos RJ45 ports or 2
optical ports with IEC 61850 (latest Edition 2 along with redundancy protocols, Site selectable
PRP, RSTP, HSR supported). Both the protocols can be used simultaneously.
7. Licenced software necessary for communication with the supplied model relay, used for relay
programming and testing shall be provided.
8. Minimum three communication cables to communicate with laptop and offered relays shall
be provided by vendor.

5.7 Fail Safe operations:

1. Self-diagnostics feature shall be provided in the relay so that any failure in the relay is
indicated in the LED panel of the relay as warning.
2. Separate watch dog contact shall be provided in case of warning generated due to self
diagnostics.
3. Relays shall be self powered for storage of data/historical record.
4. Fail safe logic of the relay shall be such that, in case of freezing, loss of auxiliary supply to
the relay, shall not initiate trip to the breaker and shall activate watch dog through self

diagnostics feature, status of the contacts shall be retained at the previous state, no change
of state shall happen, warning shall be generated and indicated in the LED panel of the relay.

6. Protection functions:

All the numerical relays shall be provided with following minimum protection functions but need
not limited to:

a) Motor Feeders:

1. Numerical relays for motor feeders shall have minimum protection functions such as short
circuit, Earth fault, Thermal overload, Negative phase sequence, locked rotor, stalling of
rotor, loss of load, Maximum number of starts, Motor over load pre alarm, inhibit of
thermal and over current protection for motors during starting, start detection etc., all the
functions shall be with time delay adjustment.

b) Transformer & Out going Feeders:

1. Numerical relays for outgoing, transformer feeders shall have minimum protection functions
such as short circuit, earth fault etc., with time delay adjustment. Provision shall be available
to choose IDMT IEC curves, or DMT setting, for time delay, minimum of three settable stages
are required for each protection. Also, relay shall have User defined characteristics can be
programmed for over current and earth fault protection functions.
2. Site selectable High impedance REF or Sensitivity for minimum earth fault setting, for all the
relays, Earth fault setting min 0.01.

c) Incomer Feeders:

1. Relays for incomer panel shall have both Current & Voltage functions. Shall have minimum
protection functions such as short circuit, earth fault etc., with time delay adjustment.
Provision shall be available to choose IDMT IEC curves, or DMT setting, for time delay,
minimum of three settable stages are required for each protection. Site selectable High
impedance REF or Sensitivity for minimum earth fault setting, for all the relays, Earth fault
setting min 0.01. Also, relay shall have User defined characteristics can be programmed for
over current and earth fault protection functions.
2. Voltage based relays to be retrofitted in incomer feeders shall have minimum protection
functions such as under voltage, over voltage, with ON delay, OFF delay timers, etc.
minimum of three settable stages are required for each protection.

d) BUT PT Feeders:

1. Voltage based relays to be retrofitted in bus PT feeders shall have minimum protection
functions such as under voltage, over voltage, with ON delay, OFF delay timers, etc.
minimum of three settable stages are required for each protection.

e) BUS Coupler Feeders:

1. Numerical relays for Bus Coupler panel shall have Current & Check Sync functions. Shall
have minimum protection functions such as short circuit, earth fault etc., with time delay
adjustment. Provision shall be available to choose IDMT IEC curves, or DMT setting, for time
delay, minimum of three settable stages are required for each protection. Sensitivity for
minimum earth fault setting, for all the relays, Earth fault setting min 0.0. Also, relay shall
have User defined characteristics can be programmed for over current and earth fault
protection functions.
2. The relay shall include a function that will check synchronism. The function will monitor
voltage amplitude, frequency, and phase angle difference between two voltages. The
voltages can be bus bar and line or busbar and busbar (bus coupler).

7. Data storage/Disturbance/Event recording:

1. Status event logging and disturbance record facility shall be available and fault record of
minimum of last five faults shall be available in permanent memory. Under no circumstances,
any auxiliary supply failure to the relays shall erase the data/event record /fault record of the
relay. “First in first out” principle shall be used for overwriting the existing data with
subsequent data.
2. Time stamping shall be provided for all the disturbance records & events records, even if
power to relay is switched OFF time stamping of fault and disturbance record shall remain
same as captured during fault and shall not get reset, same shall be retrievable from relay
through relay software and HMI, with time stamping recorded during fault after powering ON
of the relay.
3. Any auxiliary supply failure to the relays, date & time, disturbance records, events logs, fault
record shall be available. Necessary arrangements for the same to be provided of Battery
backup, any other arrangements shall be part of Relay design.
4. Relay shall have capacity of sequence of events Up to 1000 event records with 1 ms
resolution, 100 Trip log / Fault log along date and time, 10 Disturbance recorder at 32 sample
per cycle.

8. Additional Requirements:

1. Separate MCB (DP,2A, DC)- 400 Qty shall be provided by vendor for relay auxiliary
power supply.
2. Separate MCBs (Quantity- 100 no’s of 4A, 3P, AC With addon) shall be provided for
voltage-based relays, shall be in vendor scope.
3. 500 ohms, 250W Stabilizing resistor shall be supplied by vendor only (Qty-140).
4. Training to be provided to 12 CPCL employees at manufacturing site or OEM
headquarters in India for 3 days either in One batch or two batches on protection relays,
without financial implications.
5. Onsite training program on relays, Software analysis shall be imparted to CPCL as part
of job as per the direction of EIC. No additional cost for the same shall be applicable.
6. Two Laptop’s shall be supplied by vendor with minimum configuration: Minimum 16GB
RAM, latest gen i7 processor or above, 1TB SSD with display size of 14” or above. All
the necessary ports suitable for communication with relay should be available in the
laptop.
7. The technical bid shall contain the information on the model number of relays offered and
the detailed technical catalogue containing information on available features, setting
range, history records, etc.
8. Vendor should give guarantee for supplying maintenance spares and services as well as
repairing of relays for a period of the life expectancy of 15 years.
9. Warranty (Defect Liability period): Materials supplied shall be guaranteed for 24 months
from date of supply or 18 months from date of installation whichever is earlier.
