. THREAT PERCEPTION:
The security scenario of the UT is indicative of the fact that terrorist may overtly or
covertly try to disturb the visit and the possible threats could be:
o Attack on the VIP or place of visit by using fire arms or rifle grenades /vehicles
etc.
o Planting IED's at the venues.
o Disguising identity to enter the venues with fire arm or explosive device.
o Fidayeen attacks at the place of visits/sites.
o Firing or lobbing of grenades on motorcade of VlP, place of visit/function and at
access control Points.
o Bypass of screening of belongings.
o Camouflaging in police/armed force uniform to carry explosive in the shape of
daily use items like, Pen, Camera, Cell Phone, lrtter Bomb, Shoes etc.
o Sabotage of food/drink items to be served.
o Incite communal tension.
o Rioting around the venues.

2455101 and inform about his additional programmeB if any, so that concemed Police is
accordingly informed for making necessary Police/ security arrantements in their
respective jurisdictions well in advance. He will ensure ProP€r Protection of the visiting
dignitary during his visit/ stay in valley. security officer will ensure reporting of
Motorcade well in advance, preferably two hours prior to the arrival of VIP at AirPort
Srinagar.

. ADDITIONALTRANSPORT:
Additional transport arrangements wili be made by H&P Department Srinagar. In
this connection, foint Director H&P Srinagar is requested to depute earmarked vehicles to
Central Pool Security Kashmir for conduaing of Anti Sabotage Check and inclusion in
the VIP motorcade on 13.M.2025 at 08(X) hours
o ANTISABOTAGECHECKOFMOTORCADE:
Security{um-Motorcade Officer will Bet the whole Motorcade meticulously
sanitized by A.S Check Team of Security Kashnirut Central pool Security Kashmir
before commencing their iourney for Srinagar Airport and subsequently on daily
basis.

r MECHANICAL CHECKUPOF MOTORCADE:


SSP STWS f&K is requested to kindly directed Dy.SP STWS Srinagar to get the
Motorcade mechanically checked by the experts of STWS Srinagar at Cenral Pool
Security Kashmir in advance well before its departure to Airport Srinagar.
r GENERAL INSTRUCTION FOR SECURITY{UM-MOTORCADE OFFICERT
He will ensure,
a) Thorough advance Anti Sabotage Check of Motorcade.
b) Mechanical Checkup of Motorcade at Cenhal Pool Security Kashmir.
c) Adherence of sequence formation of Motorcade.
d) Motorcade is posihoned at Akport Srinagar two hours bcfore the scheduled arrival of
vlP.
e) Security-Cum-Motorcade Officer will ensure that the drivers poss€ss the
Departmental Identity Cards
f) Acquaint themselves thoroughly with the drivers of the vehicles and give proper
briefings to them.
g) To take charge of Motorcade well in advance.
h) Except Pilot Car, none of the vehicles in the Carcade to have command light on its
roof top.
i) The fuel in each Vehicle of the Motorcade to be adequate.
i) The drivers of the vehicles of the Motorcade to remain available near their
vehicles and be briefed not to blow horn during movement and be asked to
maintain stratetic speed and not over-take in the Motorcade.
k) The Motorcade routes are thoroughly studied and grasped and drivers of Pilot
vehicles advised accord inglY.
l) Erort personnel who are along with the Motorcade will guard the dignitary
vehicle when dignitary is not in the Car.
m) The vehicle to be at tail of the Motorcade is to be positioned in a manner to
enEure that no un-authorized vehicle entera the Motorcade of the vIP en-route.

. ARRANGEMENTS AT AIRPORT SRINAGAR:


In4harge Police Component Airport srinagar is directed to make necessary protocol
arrantements at Airport srina8ar in connection with the arrival/departure of the Hon'ble
Lieutenant Governor of Delhi. He is further directed to coordinate with security

Motorcade officer at Airport srinagar for msuring hassle free movement

dignitary. Besides, shall ensure hassle free entry of the motorcade of the Hon'ble
Lieutenant Governor of Delhi on the date of arrival/ departure.

o SECURITY ARRANGEMENTS AT THE PLACE OF STAY:


As per Hospitality and Protocol Department, the Hon'ble Lieutenant Governor
of Delhi shall either be staying at Lalit Grand Palace, Gupkar Road Srinagar or Nehru
Guest House, Srinagar w.e.f. 13.04.2025 to 16.0.2025. In this connection, lnspr.
Mushtaq Ahmad ARP-985555/JKAP lln Security Cell No. 9797451219 shall supervise
the security arrantements at the venue (subject to confirmation by Hospitality and
Protocol Department f&K). He will be provided required manpower from Central Pool
Security Kashmir for sanitization and establishment of strict and effective access control
at the venue. He shall get the area meticulously sanitized through anti sabotage check
teams of Security Kashmir. All the skuctures including Rooms, Gardens etc shall be put
to thorough Anti Sabotage Check. After proper sanitization, strict and effective access
control shall be placed tactically at all entry/exit points. The supervisory officer shall
brief the officers and other manpower about their duties before being deployed on
ground. He will coordinate and work in tandem with District Police and other security
agencies deployed for the smooth functioning of Access Control at the venue.
Supervisory officer shall also be subsequently making a written record of pinpoint
deployment of security persorurel to ensure the implementation of the security action
plan on ground by fixing the responsibility of these Officers /officials. A copy of said
chart of security personnel deployed (point wise) shall be fumished to this office for
records.
The venue attracts extra significance and sensitivity. To rule out entry of any
unauthorized person / mischievous element with any incriminatory material / oblect /
thing viz Bomb, Weapon, Bullet, Explosive, Mine or Mine Metals, Pen Bomb, Pencil
Bomb, Cell Phone Bomb, Letter Bomb, lED, Detonator, Hand Grenade, Bayonet, Knife
towards main venue/connected adjoining areas etc; the following warranted procedural
drill of security is to be skictly adopted:
o Proper identification of the visitors/ participants.
o Checking of vehicles through Under Vehicle Search Mirror (WSM) as well as by
manual process.
o Physical and manual search to be conducted minutely with seriousness.
o Screening / Scanning through DFMDs / HHMDs.
o Overcrowding at the gates should be avoided.
o No IISO/Gunman should be allowecl to enter inside the venue.

o NIGHT DUTY OFFICER.

shall also be the Incharge of the night Security arrangements at place of stay w.e.f.
13.U.2025 to 15.04.2025:
He will be provided required manpower from Central Pool Security Kashmir and
utilize them as per ground requirement and shall brief the earmarked night shilt officers
about their role and responsibilities.
He shall convey the details of night duty shifts of the Access Control Co.mponent
to S€curity Control Security Kashmir for record and reference.

SECURITY ARRANGEMENTS AT OTHER VENUES.
As per the tour programme the Hon'ble Hon'ble Lieutenant Governor of Delhi, is
rheduled to visit Pahalgam and Gulmarg. ln this connection, the following Dy.SsP shall be
deputed from Central Pool Security Kashmir to assist concerned District Police in
establishment of strict and effective Access Control vis-a-vis conduct of Anti Sabotage
Check of the venues as show'n against each:

Incharge venues will be provided adequate manpower along with necessary Security
Gadgets from Central Pool Security Kashmir for establishment of strict and effective Access
Control vis-ir-vis conduct of 'Anti Sabotage Check. They will get the venues and its
surroundings meticulously sanitized by Anti Sabotage Check Teams of Security Kashmir and
District I'olice and will ensure that no un-authorized person gains entry to venues. The
services of PSK (Police Service K9 Unit) Special Crime Wing Crime Branch Kashmir and
BD Squad of PCR Kashmiy'Concerned District Police will also tre put in-service for the
effective sanitization of the venues and its surrounding areas.
The Inchar8e venues will also remain in touch with the (Organizers) of the function,
who shall place identifiers at the venues and shall utilize their services for identification of the
participants/ invitees intending to enter inside the venues.
Incharge venues shall co-ordinate v!'ith the concerned authorities in advance and
collect the list of participants/employees including ldentifiers to be deployed at the venues to
rule out entry of any unauthorized person under the garb of guests /participants
/mischievous element carrying any incriminatory / obiectionable and illegal matcrial / thing
viz Bomb, Weapon, Bullet, Explosive, Mine or Mine Metals, Pen Bomb, Pencil Bomb, Cell
Phone Bomb, Letter Bomb. IED, Detonator, Hand Crenade, Bayonet, Knife, Black /Green
Flag, Black/Green Scarf, Other flags, black/Creen Cloths etc inside venues. The warranted
procedural drill of security is to be strictly adopted viz:
The following procedural drill of security warrants to be strictly adopted:
o Proper identification of the Participants/ guests/ staff tkough identifiers of the
organizer with cross check by verification of PIC.
o Checking of authorized vehicles through Under Vehicle Search Mirror (UVSM) as
well as by manual process.
o Physical and manual search to be conducted minutely with seriousness.
o Screening / Scanning through DFMDs / HHMDs.
o Overcrowding at the gate should be avoided.
o Vehicles seeking entry should remain lined up for checking.
o No Escort Vehicle/PSOs (except [llSO on duty with the dignitary) shall be allowed to
enter the venues.

. MOBILE ACCESS CONTROL COMPONENEryANTI SABOTAGE TEAM:
Deployment Officer Security Kashmir shall keep available suitable number of
teams headed by NGOs to cover any additiona/ un-scheduled protramme of the
dignitary at Srinagar till his departure. The teams shall remain stationed at Cental
Pool Security Kashmir w.e.f 13.M20i5 to 16.04.2025 with all allied eecurity gadgets.
They will liaise with Inspr. Mubashir Ahmad ARP4451114KAP-1?h Security, Cell No.
9797879739 as Security{um-Motorcade Officer deputed with the visiting dignitary for
the said purpose.

o ANTISABOTAGECHECK:
Supervisory officers will ensure complete meticulous Anti Sabota8e Check of the
venues including all Entry/exit tates including open area, washrooms, Lawns, parks,
and other connected areas in advance by the detailed team of Security Kashmir. In
addition, they will involve and associate Anti Sabotage Check teams of District Police for
the purpo6e. The servicee of PSK, (Police ServiceK9 Unit) of Special Crime Win6
Crime Branch Kashmir and BD Squad of PCR Kashmir and TTL or alternate equipment
lvill also be put in-service for the effective sanitization of the venues and its surrounding
areas. Further, Portable fammer of Security Kashmir shall also be installed at the venues.
Incharge ASC Team of Security Kashmir is t{irected to ensure checking of Cameras
and allied gadgets of authorized Media Personnet if any, by Anti Sabotage Check Tearn
of Security Kashmir at the venues.
Note:
r After complete meticulous Anti Sabotage Check of the, Supervisory Officers of the
venues will ensure handing over the venues to armed guards whichever is deploved for
guarding purpose.
. CCTV SYSTEM:
HD CCTV'Static Systems will be put in operation tactically at the venues i.e Pahalgam
and Gulmarg on the scheduled dates to monitor the Access Control System (entrv/exit
points) and other connected areas. The installation as well as operations including
rnonitoring of CCTV Systems will be done by the teams of CCTV to be
nominated/deputed by Incharge Tech. Security Kashmir. He will also ensure audio
connectivity of monitoring Control Room Official of the CCTV Systems rvith the
concerned field officers/men on ground through wireless communication to pass on
important/necessary directions.
Note:
o The officials monitoring the op€ration of CCTV Systems will be connected with the
Supervisory Officers through Wireless Set. In this connection Incharge CCTV Systems
tvill make the said connectivity possible through the wirele6s net at the venues.
o Incharge CCTV Systems will ensure that no black spot is left at the venues.
o Any substantial and advantageous information regarding detection of any suspected
movement of any person or thing activity / presence of any suspicious object / flag
noticed shall immediately be conveyed to Supervisory officers for adopting the
further course of action. Incharge monitoring officials will ensure the said warranted
action by confirmation as it has a bearing on the security of the VIP.

o CCTV Control Room monitoring officials shall pay serious attention to all Access
Control regulations points.
o Incharge CCTV Systems shall ensure smooth functioning of CCTV Systems and will
keep all necessary arrangements firmly intact especiaily power supply backup of
Eenerator.

Note: -
Furthermore, In-Charge Tech. Security Kashmir shall also depute operator at the
venue (Lalit Grand Palace, Gupkar Road Srinagar) after propcr briefing for monitoring
purpose in coordination with the Hotel staff of the lalit Grand Palace, Srinrgar.
o ACCESSCONTROL:
Access Control components together with all necessary required Sccurity Gadgets will
be pro.rided to Supervisory Officers from Central Pool Security Kashrnir for
establishment of Strict and effective Access Control at the venues. [n this connection,
Supervisory officers will be subsequently making a written record of pinpoint
deployments of security personnel to ensure the implementation of the security action
plan on ground by fixing the responsibility of these Of6cers /officials; the same shall
(orm part of the security action plan. He will coordinate and rvork in tandem with the
Officers of District Police deployed for the smooth functioning of Access Control at the
venues.
Note: -
GOsr/NGOs supervising the Access Control points shall strictly conlirm / verify the
identity of Guests (authorized person). No un-authorized person, vehicle shall be allovr'ed
access to venues. However, the following security drill shall be strictly aclhered at main
entrance of the premises including Buildings to rule-out entry of any unauthorized person
/ mischievous element carrying any obiectionable and illegal material /object :-
o Checking of vehicles through Under Vehicle Search Mirror (UVSM) including nranual
check and search.
o ldentification, Physical and manual search of / visitors/ participants/ along with
their baggage to be conducted minutely with seriousness to rule-out ingress of arry
incriminatory, illegal and obiectionable obiect inside venues / premises.
o Screening / Scanning through DFMDs / HHMDs.
o Supervisory Officers will personally supervise and monitor the performance of their
subordinate staff deployed and shall be briefing them regularly. They will be
coordinating with dl the In-Charge of different agencies involved with said duty and
will work in close co-ordination with them.
o Supervisory Officers of the venues will ensure Checking of Cameras and allied
gadgets of authorized media personnel, if any through Anti Sabotage Check team of
Security Kashmir before their entry to venues.
. COMMUNICATION:
DYSP Telecom Security Kashmir is directed to provide Hand held set to the
Security{um-Motorcade Officer, Inspr. Mubashir Ahmad ARP{46111r{KAP-12th
Security, Cell No. y78787y739 and supervieory officers for better communication
betwem them, Telecom Security Kashmir Security Control Room and Senior Officers.

Furthermore, DYSP Telecom Secu-rity Kashmtu will also get the wkeless sets fitted
in the Motorcade of the visiting dignitary and depute suitable operator for the purpose.
r BRIEFINGS:
/
Before formal physical deployment of security personnel at the respective points,
Supervisory officers will ensure a thorough briefing about their nature of duties; conduct
and dispersal. In this connection, besides verbal briefings a brief demonstration will be
advantageous.
Note:
Pertinent to mention that all security personnel (Anti Sabotage Check, Access Control
Teams including security gadgets carried by these teams shall be at the disposal of
/
Supervisory Officers (ln-Charge venues) and will utilize deploy these teams as well as
/
systems as per local environment and tactical requirement so that their services are
capitalized in optimal and best way. Supervisory Officers will ensure before deployment
of Nafri the s€curity SadSets along with them are checked minutely by the expert
technicians at Technical Workshop, Central Pool Security Kashmir.
o IDENTIFIERS:
Supervisory Oflicers of the venues will liaise with all concerned in advance for
positioning of responsible identifiers at the venues to prevent entry of any mischievous,
undesirable element / person under the garb of Guests/ invitees. The identifiers will co-
operate with the District Police as well as Security Officials for the smooth conduct of the
visit.
. INTELLIGENCE:
SSP CID-SBI(CIK Srinagar are requested to deploy their men to maintain vigil on
the situation in and around the venues on this vital occasion. They will be responsible to
detect any mirhievous movement /element at the venues. CID staff deployed at the
venues shall be responsible for communicating anv suspicious movement, obiect; person
noticed by them to the immediate Officers of Diskict Police and other Security agencies
so that required necessary action is taken in hand. lnput, if any needs to be shared
immediately with the security agencies deployed at the venues to prevent any mishap.
. POLICE ARRANGEMENTS:
SSP Budgam is requested to kindly make necessary Police arrangements for safe
passage of Hon'ble Lieutenant Govemor of Delhi in his iurisdiction on scheduled dates.

SSP Srinagar/AnantnagBaramulla are requested to


kindly make elaborate
Police/Security arrangements at the venues including surroundings and en-route for the
movement of VIP in their iurisdictions on scheduled dates. Besides, Anti Sabotage Check
Team of District Police needs to be involved with Anti Sabotage Check Team of Security
Kash.mir for conducting of Joint Anti Sabotage Cherk at the venues. Further, BD Squad of
PCR Kashmir/concemed District Police be also utilized in the said process for
sanitization of the venues. Aleo, B.P Bunker (vehicle Type) warrants to be deployed near
the venues which can be used as SaIe House for VIP in case of any exigency.
It iB further requested for intensified patrolling to avert any incident and
provide outcr cordon at the venues and deploy anti fidayeen squad around the venues.
Moreover, a Btrong law & order contingent equipped with riot control gear needs to be

kept available near the venues to tackle any unforeseen law and order situation by
disgruntled elements.
It is alao rrquested:-
o To mount /augment appropriate static guard at the venues (including place of
stay) with immediate effect.
o To deploy ROPs and Patrol parties from concerned Police Stations at all vulnerable
places en-route for safe and secure passage of MP.
o Strong QRT's with BP mobility to be deployed around the venues.
o The route should be checked meticulously for any sabotage activity. Preferably a
run of ASHI vehicle of Army be made all along the route for its effective
sanitization. No un-attended vehicle/two wheelers should be allowed to remain
parked, en-route.
o Extensive and intensive checking of vehicles including private LMVs should be
carried out minutely.
o Strong Naka's be estahlished on all major roads leading to the venues.
o Construction material spread en-route has also be got cleared through concemed
agencies, because this can pose security threat during the movement of the MP.
o Area domination needs to be effectively made out.
o Sufficient policemen/women officials in civvies need to be deployed at the venues
to avoid an untoward/ unforeseen incident.
o Deployment of lady contingenta for frisking and checking of ladies at the
venueS,
o Providing armed security cover to the following teams deployed from Security
Kashmir at the venues:-
) Anti Sabotage Check Teams.
) Access Control Teams.
> CCTV Operators.

Furthermore, SSP Srinagar/Anantnag/Baramulla are requested to kindly make


necessary police/security aEantements at Local sightseeing's of the visiting VIP on
scheduled dates. Besides, necessary security arrangements may kindly be also made
at the place of stay of entouraSe accompanying the dignitary.

o TRAFFICARRANGEMENTS:
SSP Traffic City Srinagar/ Rural Kashmir are requested to please make necessary
traffic arrangements at the venues and en-route for safe passate of visiting dignitary
during his visit/ stay in the valley.

o MEDICALARRANGEMENTS:
Director Health Services Kashmir has been requested to deploy Ambulance fully
equipped along with Doctor and Para Medical Staff at the venues well in advance. The
Blood Group of the dignitary is A'v..
o FIRE TENDER:

when requisitioned by Supervisory Officers of the venues.
. FOOD ANALYST:
Deputy Commissioner, Food Safety Kashmir, Bemina Srinagar has been requested
to detail professional Food Analysts (experts) at the venues, the food served to VIP needs
to be certified by the food Analyst.
. GENERALADVISORY:
D All Security Personnel shall display their identity cards con-spicuously during duty and
will remain in good hlrnout.
) Officcrs / officials of Security Kashmir deploycd at Access Conuol points shall cnsurc
strict manual check, frisk and search of all visitors / invitees/ participarrts gaining entry to
the venues.
> It shall be ensured that every person entering the premises (venues) walks through
DFMDs and is thoroughly scanned. No handbag or anv other items shall be allowed
inside. ln case of any such item is to be taken inside; it shall be subjected to proper search,
frisking and record of such items maintained at the entry points. Supervisory Officers of
the venues shall ensure that all DFlvIDs are installed at the venues and HHtr,lDs are issued
to the security persorurel as per requiremmt and will ensure pinpoint deployment of nren
to bc provided to him from Security Kashmir. Furthermore will take a feedback from the
dr'ploycd staff that all the deployed gadgets is working properly.
! Wherever a suspicious obiect is detected it shall be removed to a safe distance for pro;rer
disposal after following necessary SOPs.
> Staff deployed on Access Control duty should be courteous but firm in duties. lt should be
ensurcd that no objectionable / un-authorized item / person gains entry. Also, no [5O /
Gunman (except escort personnel on duty) should be allora'ed inside the venues.
D Staff deployed on Access Control should be thoroughly briefed and instructed to firmly
handle the situation in case of any evenhlality.
D Security personne[ deployed should know the nature of duty and their responsihility at
particular point / time.
) Circulating of any pagc or content of the said deplovment order on anv social media site is
strictly prohibited.
NB: Supervisory Officers will be responsible for the smooth and successful execution of
this plan.

in advance and log 5 report to this effect. Furthermore, any change or addition in the tour
proSramme of the visiting dignitary be comnunicated to concemed District Police for
necessary police/security arrangements and en-route in order to ensure safe conduct of
the programme/ passage of thc visiting dignitary wcll ln advance.
