Preface
The Operation Manual of Electrical Relay Protection and Automatic Device
is compiled based on the Equipment Application & Maintenance
Instructions and relevant drawings supplied by the manufacturers for
Labuhan Angin Coal Fired Steam Power Plant 2×115MW Sibolga, North
Sumatera-Indonesia. It is only suitable for the operation for this Plant.

7 Operation manual of relay protection and automatic device
7.1 Generals
Relay protection and automatic devices are main devices to
ensure the safety operation of power grid and to protect electrical
equipment, and they are indispensable parts of the whole
electrical power system. Any improper usage or action of
protective devices will cause accidents or enlarge accidents,
damage electrical equipment, even result in breakdown of the
whole electrical power system when it is serious.
7.2 General rules
7.2.1 Relay protection is the devices to ensure the safety operation of
electrical equipment, those protection and automatic devices of
equipment in operation or/and standby should be put into service,
and electrical equipment without any protection should not be put
into operation. Main transformer differential protection and gas
protection should not withdraw from operation at the same time.
7.2.2 It must be commanded by despatcher (equipment dominated by
dispatcher) or shift leader (equipment dominated by plant) and
approved by general engineer to stop relay protection and
automatic device of operating equipment or regulate the set point
of protection.
7.2.3 After the set value of relay protection changes, operators should
check out that the set value list of protection accord to the set
value newly typed by protection devices, then put protective

devices into service again according to command, and also make
a record in logbook in time.
7.2.4 When relay protection and automatic devices need to change the
set value and wiring:
7.2.4.1 Electrical equipment, which belongs to superior dispatch
department, should be approved by the relay protection
mechanism of superior dispatch department.
7.2.4.2 The plant components and electrical equipment of auxiliary power
system should be checked by department of equipment
management and approved by general engineer.
7.2.4.3 After the set value of protection is changed, it must be checked to
be correct with scheme of the authorizing department, requisition
of the set value, record of command, and then it can be put into
service
7.2.5 Operators should be familiar with and master the following items
7.2.5.1 Action principles and configuration conditions of relay protection
and automatic devices
7.2.5.2 Effects and operation methods of relay protection sole plate,
control switches and so on.
7.2.5.3 Judge and handle accidents correctly according to conditions of
relay protection.
7.2.5.4 Do analyzing and handling according to abnormal conditions of
relay protection.
7.2.6 In the following conditions, when it has been approved by shift
leader or on-duty dispatcher, inspection and test can be carried
out on relay protection and automatic devices of which power
supply is not cut off.
7.2.6.1 There are more than two kinds of protection.
7.2.6.2 Replace initial protection with temporary protection
7.2.6.3 The dispatcher approves to withdraw relay protection and

automatic devices in operation.
7.2.6.4 Inspection and commissioning in abnormal conditions.
7.2.7 Operation/shutdown specification of relay protection and
automatic devices.
7.2.7.1 In the normal conditions, start-up/shutdown or change mode of
relay protection and automatic devices must be executed
according to shift leader or dispatcher and relevant operating
programs. During the operation, if any abnormal condition of
protection devices false action happens, it should be reported
immediately and contacted for disposal. If there is any obvious
fault and the condition is urgent, withdraw the protection firstly
and then report that.
7.2.7.2 When the relay protection needs to change the set value or the
connection, it should be executed by protection personnel
according to the set value requisition or the equipment change
report (blackout maintenance of primary equipment), and
protection personnel should write down the condition of changing
and driving in “records of maintenance report”. The adjustment
value after changing should be written down in the set value note,
and those set values which are to be dispatched and delivered to
lower levels should be checked to be correct by shift leader and
dispatcher firstly, and then can be put into operation
7.2.7.3 In principle, firstly energize the protection power supply, then
put the sole plate into operation; when it should be stopped, do
these in an opposite sequence
7.2.7.4 Before the protection start-up/shutdown, it should be checked
whether there is any abnormal signal sent out.
7.2.7.5 Before putting the protection sole plate into service, use a high
impedance multimeter to measure the voltag against ground of
sole plate ends.

7.2.7.6 In the following conditions, the whole set of micro computer relay
protection should be stopped.
7.2.7.6.1 The AC voltage current for the usage of micro computer relay
protection devices and/or the binary input/output circuit is
working.
7.2.7.6.2 The inner of devices is working.
7.2.7.6.3 The relay protection personnel input a set value.
7.2.7.6.4 When any abnormal condition of protection devices happens
and that may cause or have caused false action to happen
7.2.7.6.5 The relay drops spindle or the relay and the terminal strips
smoke and catch fire.
7.2.7.6.6 There is a signal that may cause false action of protection.
7.2.7.6.7 When the micro computer protection fails, withdraw the
relevant protection. When those devices themselves of that
protection fail to function or send out abnormal signals, withdraw
all the protection of devices and the outlet trip sole plate
7.2.8 Precaution items in the operation of relay protection and
automatic device
7.2.8.1 When the DC power supply of operating micro computer
protection has been resumed and the clock can not ensure the
accuracy, adjust the clock.
7.2.8.2 When any abnormal conditions of micro computer relay
protection devices happen, operators should dispose it according
to the locale operation regulations, and report it to shift leader
immediately, inform craftsmen for disposal.
7.2.8.3 Do not use infrared temperature meter to measure the
temperature of micro computer protection panels or back wiring
terminal strips.
7.2.8.4 After the action of relay protection devices, make a detailed

record; without shift leader permitting, no one can use the printer
of device to print report; the local reset of devices must be
permitted by shift leader and done by two operators.
7.2.8.5 Under the normal condition, the start-up/shutdown of relay
protection and automatic devices and the changeover of
protection modes should be carried out by operators through
operating switches and sole plates, do not do that through
dismantling/connecting secondary contacts and/or adding
temporary lines.
7.2.8.6 It is forbidden to do any vibratory work on protection cabinets and
automatic device cabinets which are in operation; under the
special condition, safety measures must be done well or relevant
protection must be stopped
7.2.8.7 When operators clean these protection room floors, do not collide
protection cabinets, and do not clean wiring terminal strips of
protection cabinets.
7.2.8.8 It is forbidden to use mobile phone or interphone or/and other high
frequency wireless equipment in electronic equipment rooms.
7.2.8.9 Any work on the secondary circuit of relay protection needs work
permit.
7.2.8.10 Before the micro computer protection changes from
“operation” mode to “commission” mode, the whole set of these
protection devices must be stopped.
7.2.8.11 When working on relay protection and automatic devices, do
withdraw relevant protection and automatic devices from
operating firstly. When doing driving test with relay protection, if it
may have an effect on operating equipment, do cut off relevant
sole plates or circuits in advance.
7.2.8.12 When working on the current voltage circuit of differential,
direction, impedance and such polarity protection, if it may cause

the change of polarity, do on-load inspection when finishing work,
and when the polarity is checked to be correct, then the protection
can be formally put into service.
7.2.8.13 When any component in the differential protection circuit is in
blackout, and there is a need for working on the current loop of
that component, inform relay protection personnel to cut off that
component from the operating differential loop, and so avoid
differential protection refusing to act or false action.
7.2.8.14 When cutting off the power supply of voltage transformer,
dismantle those protection and automatic devices which get
power supply from that voltage transformer, or adopt relevant
measures.(such as excitation loss, low voltage, LV locking
overcurrent, inter-turn protection, forced excitation, quick switch-
over, DCS power coordination, DEH load control)
7.2.9 Inspection items in the operation of protective relay and automatic
devices:
7.2.9.1 There is no overheating, no abnormal sound and no abnormal
signal with protection and automatic devices.
7.2.9.2 The power supply of devices indicates normal.
7.2.9.3 The relay cover has no crack and there is no water vapor on the
glass cover.
7.2.9.4 There are no action signals, plate drop and other abnormal
condition with the relay.
7.2.9.5 The indicating condition of all protection and automatic device
indicators, the start-up/shutdown of sole plates and all the position
of changeover switches accord to those of the practical operation
mode at that time.
7.2.9.6 All internal meters of protection and automatic devices indicate
correctly.

7.2.9.7 All tripping sole plates of protection and automatic devices meet
the request of being putting into operation, and all those positions
are right.
7.2.9.8 The connection of all wiring terminal is complete and has a good
contact, there is no accumulated dust, insulation deterioration or
overheating phenomenon and all cards is well inserted and locked.
7.2.9.9 All contacts of outlet relay have no dithering and no abnormal
noise, and have a good contact
7.2.9.10 The front/rear door of relay protection and automatic devices is
closed well.
7.2.10 Inspection after relay protection and automatic device act
7.2.10.1 After protection and automatic devices act, personnel on duty
should inspect the action condition of protection in time, and
report that to shift leader, make a record at the same time, when
it is re-checked to be correct by the second person, then the signal
can be reset.
7.2.10.2 After the protection acts, it should be analyzed whether the
protection action is right, if the protection acts by mistake or the
signal is abnormal, only when the reason has been found out and
handled then can it be put into operation.
7.2.10.3 If the protection acts by mistake and causes switch to trip,
personnel on duty should resume it only when switches and
protection devices are inspected to be normal.
7.2.10.4 When there is abnormal condition or serious faults with
operating protection and automatic devices, report that to shift
leader to decide whether stop the protection. If it acts by mistake
and endangers equipment and personnel safety, stop it, then
report it and contact maintenance personnel.
7.2.10.5 In no case should operators touch buttons, switches,
keyboards, printers of any protection devices which are not in

relation to operation, do not remove the shield and find secondary
wiring.
7.2.10.6 After relay protection and automatic devices act, write that
exactly and detailed down in the “relay protection and automatic
devices action” record: time of action, the conditions of the
system operation before and after fault trip, signals sent out by
relay protection and automatic devices (plate drop, indicating
light, alarm window)
7.2.11 Inspection and acceptance regulation of relay protection and
automatic device which are newly installed or/and have been
maintained.
7.2.11.1 Newly-installed relay protection and automatic devices should
have all wiring diagrams of operation, signal, measuring,
protective devices and automatic devices coincident with local
equipment, manufactory instruction, device technical material,
commissioning report.
7.2.11.2 There should be correct equipment description on the
front/rear relay protection panel, all relays, sole plates, operation
and test switches, fusers, AC/DC power supply switches and so on
should have correct signs.
7.2.11.3 When relay protection personnel work on the secondary loop,
no matter it changes or not, the detailed condition should be
written down definitely in “maintenance report record of relay
protection and automatic devices”, after the team leader inspects
and signs, deliver that to all the numbers in the team.
7.2.11.4 The driving and signal test of newly-installed or/and post-
maintained protection and automatic devices should be good, the
appearance should be tidy and flawless. All drawings and material
should be complete, and the wiring change should be explained
definitely.

7.2.11.5 The protection set value accords with the set value information
sheet.
7.2.11.6 The secondary wiring does not loose, the device has no
abnormal signals and plate drop, and all temporary wiring
irrelevant to normal operation protection has been dismantled.
7.2.11.7 Protection personnel should make a simple introduction of new
protection and post-change protection in written form, and there
should also be definite conclusion “can be put into operation” in
written form to explain all notice items relevant to the operation.
7.2.11.8 When the equipment inspection is finished, the work principal
should take personnel on duty to the locale and make a detailed
explanation in order to master the change of equipment, and
explain that in the work report note of relay protection.
7.2.11.8.1 Main information and results of work
7.2.11.8.2 Whether the equipment changes and why it changes.
7.2.11.8.3 Draw a post-change wiring diagram; explain set values revised.
7.2.11.8.4 After the change of equipment, precaution items and disposal
methods to which personnel on duty should pay attention in the
normal operation of equipment and in accidents
7.2.11.9 After the protection or device commissioning and maintenance,
operators should do the following acceptance checking well.
7.2.11.9.1 Check whether the work site is clean or whether there is
something remained.
7.2.11.9.2 Check whether all continuous temporary leads during the
operation have been dismantled.
7.2.11.9.3 Check whether dismantled continuous line is normal.
7.2.11.9.4 Check whether signs are complete and clear.
7.2.11.9.5 Whether the switched-over sole plate is resumed.
7.2.11.9.6 Whether instances explained by craftsmen are full and clear,
and make a good record

7.2.11.9.7 When there is any doubt in the operation, do get a clear
answer and make a good record
7.2.12 Principle procedures of putting micro computer type protective
device
7.2.12.1 Check that the action of protection devices is over, and the
whole unit is ready to be put into operation
7.2.12.2 Check if the protection set value list accords to the given set
value list
7.2.12.3 Close AC/DC power switch on the panel of protection devices.
7.2.12.4 Set power switches of all device panels “ON”
7.2.12.5 Check that the self-monitoring of all devices is normal.
7.2.12.6 Check that all normally-operating indicating lights of devices
are on, and there is no information of abnormal alarm.
7.2.12.7 Use a high impedance multimeter to measure that there’s no
voltage output at two sides of each outlet sole plate of protection
device(Notice: do not measure the upper/lower terminal voltage
directly)
7.2.12.8 Put all protective sole plates into service according to modes of
operation or commands of dispatch
7.2.12.9 Report and make a good record on logbook.
7.3 Protective configuration of main equipment
7.3.1 Relay protection device of the 150KV system
7.3.1.1 Line protective device
7.3.1.1.1 Generals of equipment
7.3.1.1.1.1 Line protection adopts the protection cabinet produced by
AREVA T&D Shanghai Power Automation Co.,Ltd. Protection
devices are MICOM P443 type and MICOM P141 type line
protection devices produced by France AREVR. And these
devices are composed of main distance protection, rear

distance protection and overcurrent directional protection.
Considering the impermanency of some line faults, there is also
equipped with synchronization automatic re-closing function in
protection devices
7.3.1.1.1.2 Protection devices connect with the GPS clock time adjustment
system through the GPS clock interface, and so keep device
clocks of the whole electrical system to be uniform; and the
also transmit information of protective action through Ethernet
at the same time

7.3.1.2 Protective device of busbar
7.3.1.2.1 Generals of equipment
7.3.1.2.1.1 150KV busbar protection adopts the protection cabinet

produced by AREVA T&D Shanghai Power Automation Co.,Ltd.
And protection devices are MICOM P740 type distributed
busbar differential protection devices produced by France
AREVR. These protection devices are configured according to
dual set protection, each set protection can protect all phase
fault and phase to ground fault of busbar. And there is also
equipped with the failure protection function of 150KV system
circuit breaker in devices at the same time.
7.3.1.2.1.2 These protection devices also accept IRIG-B time check
mode, through the GPS clock interface they connect with the
GPS clock time adjustment system, and so keep device clocks
of the whole electrical system to be uniform; and they also
transmit information of protective action through Ethernet at
the same time.

7.3.1.3 Protective device of bus-tie
7.3.1.3.1 Generals of equipment
7.3.1.3.1.1 Bus-tie protection adopts the protection cabinet produced by
AREVA T&D Shanghai Power Automation Co.,Ltd. And protection
devices are MICOM P141 type protection devices produced by
France AREVR. These protection devices are mainly composed
of overcurrent protection.
7.3.1.3.1.2 These protection devices also accept IRIG-B time check
mode, through the GPS clock interface they connect with the
GPS clock time adjustment system, and so keep device clocks
of the whole electrical system to be uniform; and they also
transmit information of protective action through Ethernet at
the same time.

7.3.2 Relay protection devices of the generator transformer unit system
7.3.2.1 Generator, main transformer, HV auxiliary transformer protection
devices.
7.3.2.1.1 Generals of equipment
7.3.2.1.1.1 Relay protection devices of generator, main transformer, and
HV auxiliary transformer use the same set of DGT801A micro
generator transformer unit protection devices produced by
Guodian Nanjing Automation Co., Ltd., and there is A, B, C
protective cabinets designed on 3 sides of each generator;
among of them, generator protection, excitation protection,
and main transformer protection are separately installed in
cabinet A and cabinet B according to the configuration of
double sets protection, and have the same functions; HV
auxiliary transformer protection is installed in cabinet A;
cabinet C is a non-electricity protection cabinet.
7.3.2.1.1.2 The microcomputer generator transformer unit is made up
of AC convert card, sampling hold card, CPU card, outlet card,
switch-in/switch-out card, signal card, communication card, and
stable voltage power supply card and so on
7.3.2.1.1.3 The signal part of protection device directly is sent out from
the device internal outlet, the action logic of trip circuit is first
confirmed by the device soft sole plate, then the hard sole

plate acts the outlet.
7.3.2.1.1.4 The protection device also accept IRIG-B time adjusting
mode, through GPS clock interface it connects with GPS clock
time adjusting system, so makes the clock oneness of whole
electrical system devices; at the same time, it also transfer
information of protective action through RS485 interface.
7.3.2.1.2 The tripping outlet logic of generator transformer unit
protection cabinet A, cabinet B soft sole plates is as follows:
7.3.2.1.2.1 Generator longitudinal differential protection
Protection objective: the generator longitudinal differential
protection is the main protection of generator interphase short
circuit; it mainly protect the ineterphase short circuit failure
between generator neutral CT and generator end CT.

section and secondary sensibility section protection. Sensibility

the synchronizing catch principle of generator pre-synchronization,
catch the phase angle superposition point of working busbar
residual voltage and standby power supply voltage and finish
synchronizing catch switchover of standby voltage, in order to
make the device switchover reliable and avoid 180º reverse phase
point closing, and to realize reliably fast switchover of standby
power supply of auxiliary power.
7.4.2.2 The changeover mode of auxiliary power supply can be classified
as following kinds:
7.4.2.2.1 Classification according to the action sequence of switch:
7.4.2.2.1.1 Parallel changeover: close the standby power supply firstly, two
power supplies in parallel for a short time, and then the
working power supply trips. This kind of mode is mostly used
for normal changeover, such as start-up/shutdown.
7.4.2.2.1.2 Serial changeover: trip the working power supply firstly, after
the working switch is confirmed to trip off, and then close the
standby power supply. The power-cut time of busbar is at least
equal to the close time of standby switches. This kind of mode
is mostly used for the accident changeover.

7.4.2.2.1.3 Switchover at the same time: this mode is between parallel
switchover and series switchover. Close standby command is
sent out after the trip working command is sent out and before
the working switch trips off. The power cut time of busbar is
more than 0ms but less than standby switch close time, it can
be adjusted through setting time delay. This kind of mode can
be used for normal switchover, and also can be used for
accident switchover.
7.4.2.2.1.4 Long time delay switchover: under some conditions, the busbar
residual voltage is probably not easy to reduce, if the fixed
value of residual voltage is not set properly at this time, the
close operation may be putted off or be no more performed.
So, another function of long time delay switchover is set in that
device, in order to be a general standby for the above three
switchover.
7.4.2.2.2 Classifying according to reasons of starting up
7.4.2.2.2.1 Normal manual switchover: started up and operated by
operator by hand, the fast switchover device performs
close/open operation according to beforehand manual
switchover mode (parallel, at the same time)
7.4.2.2.2.2 Accident automatic switchover: started by protective contacts.
At the same time when generator transformer unit, auxiliary
transformer and other protection outlet trip working power

7.4.2.2.2.3 Non normal working condition automatic switchover: there
are two kinds of non normal conditions: one is busbar lose

voltage. When the busbar voltage is below the adjusting
voltage and meets the adjusting time delay, the device
automatically starts up, and do switchover in auto mode. The
other is that the working power switch falsely trips, the working
switch assists contact to start device up, when the switchover
conditions are satisfied it closes the standby power supply.

supply has been resumed, it trips off standby circuit breaker,

dies out, it automatically resumes primary operation mode
through 15S devices.

once external locking any binary value is detected, the device

disappears, it automatically de-blocks through 3S devices.

automatic switch, until the remote background indicates

7.4.4.3 Main functions
7.4.4.3.1 It can automatically identify the differential frequency and
equal frequency synchronization character; ensure to secure the
realization of synchronizing conditions in the least time and with
good control quality, and catch the first chance of synchronization
with no chance lost.
7.4.4.3.2 The controller has function of automatically identifying
differential frequency or equal frequency synchronization. When
doing line equal frequency synchronization (close loop), if the
power angle of both paralleling point sides and pressure difference
is less than the adjustment value, do synchronizing operation
immediately, or else, it enters waiting state and send out remote
letter signals.
7.4.4.3.3 It alarms when the TV signal of both parallel point sides is
connected in and the controller loses power supply. It also alarms
when the 3-phase TV secondary disconnection happens, and locks
synchronizing operation and no voltage close.

7.4.5 Grid control supervision system
7.4.5.1 Generals
7.4.5.1.1 The grid control computer supervision system of this plant is
also called as SCS system, adopts the network structure of open
layer distribution type. The whole system can be classified as

station control layer and interval layer. Both station control layer
and interval layer adopt the structure mode of Ethernet.
7.4.5.1.2 The computer supervision and control system is equipped with
satellite clock equipment in order to receive the standard time
giving signal of GPS. Interval layer equipment (all I/O unit, relay
protection devices, fault recording devices, communication
devices and so on) accept the time adjusting mode of IRIG-B, all
computers of station control layer accept serial port or network to
adjust time in telegram mode. The time difference of all devices in
the whole system should be no more than 1ms.
7.4.5.1.3 The grid control supervision system can do monitoring,
controlling and measuring to main equipment of electrical
switchyard, can accept dispatch instruction of electrical power
system dispatch terminal steadily and reliably, and realize
functions of remote measurement, remote signal and so on.
7.4.5.2 Function of data acquisition
7.4.5.2.1 This system makes acquisition of switchyard secondary signals
(current, voltage), and counts relative voltage, current, frequency,
active power and reactive power.
7.4.5.2.2 The data acquisition and processing function range of this
system includes analog and binary. It makes dead area judgment
of analog and sounds exceed limit alarm according to those set
limits.
7.4.5.2.3 The acquisition of binary includes position signals of circuit
breakers, disconnectors and grounding disconnectors, action of
relay protection and safety automatic devices, and alarm signs
and so on.
7.4.5.3 Operation supervision and alarm
For working condition parameters of switchyard electrical
equipment, do patrol and inspection, timing print, limit alarm,

When the real-time value is above the upper limit of set value or

The supervisory system monitors the main equipment state of
switchyard, relay protection action state of main equipment,
accident and fault signals and all kinds of binary values, and
makes a sequential record of their state change. When accidents
happen or normal operation causes binary values to change,
