1. INTRODUCTION
Currently, the rapid growth rate of population in developing countries creates fast
urbanization. Even though, urbanization is considered as the sign of development
for a country, high population growth rates cause over growing and shortage of
public facilities. At present 16% of the Ethiopian population live in Cities and
cities. The urban population growth at a rate of 4.3%per annual. This led to the
highly visible problems of lack of decent shelter, unemployment, and general lack
of socio-economic infrastructure. Generally low economic base, a high rate of
unemployment, poverty, overloaded basic services, bad housing conditions have
become the manifestation of our cities.
Having a closer look at the logistics and transportation investment alone, it
becomes clear that these problems call for an aggressive construction of
commercial centers, Hotels, Super markets, shops, fuel station, cafeteria and motel
etc. And the government gave due attention for the promotion of Electric vehicle in
the transportation service for the coming ten-year National Growth Plan.
Currently the Ethiopian Government initially worked to import about 148,000
electric automobiles and 48,555 electric buses as part of its 10 years strategic
plan. the Ethiopian ministry of transport and logistics said in statement issued that
initial 10 plan is achieved with in just the first two years of the implementation
period from 2021-2030.
Ethiopian Government has allowed duty free imports of Ev parts to be assembled
in the country, a 5% percent tax on partially assembled EVS, and a 15% tax on
imports of fully assembled EVS.
As part of the 10-year strategic plan, the Ethiopian plan, the Ethiopian
government also planning to set up total of 2200 charging stations across the
country including 1176 stations in the capital of Adis Abeba and 1050 across
regional cities.
According to incomplete statics, there are roughly 1.2 million vehicles in Ethiopia,
with big chunk of them being well over 20 years old. most of the cars on the Road
are second hand imports, and black smoke is often seen rising from the rear of
these cars. such old vehicles deserve modern destination for fueling, sparing and
auto servicing to combat the negative impact comes because of their nature.
Oromia region is one of the development corridors in the following renaissance
development journey of the country and faced various physical and economic
problems that hinders our development journey to have a society of middle-income
class like, unemployment, incompatible capacity, unavailability of adequate
business services and etc.
The new economic policy opens a door for local investors to invest their capital
according to business activity needs in the City’s. The promoter choice fuel station
with all facilities to invest indeed alleviate the shortage of this facilities of the city.
Since the role of government is indisputable in the provision of multi business
activities it must be complemented by the endeavors of the private sector/investors.

Umer Yesuf envisioned to establish an integrated Service rendering Electric
vehicles charging service, fuel station, car wash, motel and café in half hectare in
Adema City to address issues
Accordingly, the objective of this business plan is to construct Electric Vehicles
charging service, fuel station and motel complying car wash, spare parts, parking
lots, and lubricants premises of applicant, modern building that aims to meet the
demands made upon the City in terms shortcomings of electric charging and fuel
station with all aforementioned services at all and to meet the demands, while also
attempting to harness the development potential of the City

development of urban economy requires the construction of these Fuel station Plays a vital role
in towns to support the growing of business service sectors, the growth of the economy, the Fuel

and lubricants for automotive and industries. In addition to fuel and lubricants sales, the Modern
fuel service station provides different service like, sell gasoline, fuel, motor oils, lubricants, and
confectionery & Tier repair, Car Wash, and super markets and offices service. This indicates that
the investment in the fuel station plays a significant role in the regard, mixed economic
development of the country.
A gas station which also called a petrol station, filling Station, fueling station, or service Station
is a business facility which retails gas oil (petrol), diesel and lubricants for motor vehicles. Gas

Ethiopia has experienced a lot of growth over the past decade and a half both economically and
in demography. This pushes for more petrol stations around the country; especially around the
Adama the demand supply gap is high. This growth has consequently increased the number of
investors and visitors. And the people of the Adamaneed a petrol station to stay close their
business. This project aims at providing this target market requisite petrol station with full
facilities and Motel building service for the area. Our mission is to successfully build, promote
and provide quality fuel station. We plan to create an environment of convenience that surpasses
the standard level for other petrol station in area. The client of this petrol station development

Petroleum products are among the most valuable natural resources abundantly available in our
country while the country is not making it functional still. Ethiopia and people everywhere use
petroleum products as a fuel in their automobiles, generating sets industrial plants and for
cooking purposes in most of the area of the country, thus making petroleum products an essential
commodity that is needed for the daily operations of individual, industrial and national activities.
Ethiopia being non-oil producing nation, however still relies on imported petroleum products for
the servicing of the economy. Such petroleum utilized by almost everybody on daily basis at an
average of 10 liters daily usage.
The Ethiopian economy has been registering extraordinary, double digit, and economic growth
for the last nine years. When there is fast economic growth in one nation the income of the
citizen also increases this phenomenon changes the life style and modernization of the citizen.
In order to keep the economic growth long lasting there should be parallel growth and linkage in
all sectors of the economy such as manufacturing and service (tertiary) sector. The development of
hotel as one part of service sector has a great contribution to the economy in different ways.
However, the implementation of the fuel station project is concentrates in main city of the nation.
Hence, further investments in these areas are very vital for better service provision for the citizens
through that it supports the economic development.
The government of Ethiopia has developed that good investment policy packages and other
sectorial reforms at federal and regional level to attract a huge private investment for the wellbeing
of the nation and its citizens as a whole. Besides, it is also currently implementing the five years’
growth and transformation plan (2010/11-2014/15) that gave a space for the development

SERVICE DESCRIPITION
The company has assessed on the market and identifies high demand for integrated
Gas fuel station services. The company service designed to provide:
1. To establish an electric vehicle charging stations which comprises Electric vehicle
supply equipment (E VSE) is the basic unit of EV charging infrastructure. The
EVSE accesses power from the local electricity supply and utilizes a control system
and wired connection to safely charge EVs. An

charging, information recording and exchange for network management, and data privacy and
security. It is recommended to use EVSEs with at least basic control and management functions,
for all charging purposes.
3. to establish a retail station of 2,400,000 litres of Naphta, Benzene and other fuel products and
52,000 litres of librucants,Bittuman and greases
In addition to the provision of fuels lubricants and other specialized products like modern car
wash, lubchange, supermarket ,cafes and Resturant service will added by leasing out our premises
to companies that offer these services.
Although the company planned to retail the above product in the first two years of the project, the
expansion stage other related activities like distribution of Tires, petrochemicals for paints and
detergent will be added. 3. Bar and Restaurant Service
Bar and restaurants have 20 tables 100 chair. All restaurant chairs and tables are carefully
selected to comfort the hotel guest. Various types of cultural and international foods will be served
in the restaurant.
4. Room service
The hotel will be B+G+M+4 building including with 28 all types of bed rooms 12 standard rooms, 12
double and 4 suit rooms and will having a fully furnished and equipped rooms. The furnishing and the
equipment’s include telephone, hot and cold shower, cupboard, guest chairs, coffee maker, reading
table internet and Flat screen TV with international channel etc.
The rooms and the service would be to an international standard targeting high to middle class
segment of the residents in the town and visitors/tourists.
The promoter of the project Adama city is a known business entrepreneur in the area and also
engaging in different business in Adama City and surrounding area. In addition, the owner of this
project hope this project to be the first of many other developmental projects to follow as they look
forward to share the responsibility of fighting poverty, reducing unemployment here in Ethiopia. The
promoter accumulated diversified skills in the area and also adopted working with many people.
Thus, it is these experiences which primarily motivated this investor to develop the inception of this
project idea.

2.5. Location and Premises Required
A. Project Location
The envisaged five star hotel service project is to be located in the Oromia regional state, in Adama Town.
The envisaged town is one of the growing towns in the region and is found adjacent to Addis Ababa, the
Federal Capital of Ethiopia from the north side. Currently the town is known for its real-estate development
and future establishment of industrial city.
2.1. Topography
As the town is found bordering the Addis Ababa city, the topography of the town is almost similar to that of
Addis Ababa. Hence, it is found at the high altitude of the country having an altitude 2200-2400. The area
experiences high rainfall having an annual mean rainfall of 1500-1800mm. whereas, its mean annual
temperature ranges between 12 and 22C0. The scene of the area is beautiful having a Abba gada mountain
from the north-west direction and is so attractive for tourists and visito

As indicated in part 1 the total land requirement for the project is estimated to be 1000M 2.The
buildings are planned to accommodate fuel station, and other utility requirements as well as green
areas and parking.
In general, the buildings must be capable of being kept clean and provision should be made for
keeping the sewerages drained out properly and room temperature is attained to keep healthy

According to the projected income statement, the project will start generating profit in the 1st
year of operation. Important ratios such as profit to total sales, net profit to equity (Return on
equity) and net profit plus interest on total investment (return on total investment) show an

environment. This can be effectively overcome through close following and implementation of the recommended
Environmental Management Plan (EMP).

maximum effort for fighting against any negative impacts on the environment so as to result in a win-win
solution on common agenda that is creating environmentally friendly business environment. Therefore, this fuel
station project does not cause a negative impact on the environment.

More importantly, the projects aim at reversing the environmental degradation trends widely observable in the
area by breaking the nexus between poverty and degradations. In essence, the projects aim at solving the key
problem area by breaking the nexus between rural poverty, natural resource management and climate change
mainly by creating alternative and more lucrative income source for the local resource poor smallholder farmers,
who, otherwise should depend on the natural resource bases and hence causes the degradations. The project
promoters believe:
environment and natural resource degradation are often a direct cause of rural poverty;
rural poverty often exacerbates environment and natural resource degradation; and
Climate change increases the vulnerability of rural people and the ecosystems they depend on for
their livelihoods.
Thus, opening alternative source of income by creating job opportunities within the project can relieve the
current pressure on the rural land in the project area.
Reporting, Monitoring and Evaluation
Monitoring and evaluation will be an integral part of the process implementation periodic monitoring will be
conducted by the project. Periodic monitoring focuses on follow up of the day to day activities of each activities
project evaluation on the other hand focuses on the impacts based on its achieving will be processed on participatory
with its stokeholds.
a. Monitoring
Monitoring activities includes measuring the physical performance and quantity of the work done, con-elation of the
work done with set plan and time table.
b. Evaluation
Evaluation will be conducted three times during the project life year, at the beginning of project life, in the middle and
at the end of project life years.
The evaluation based on the overall goal and purpose. The scope of the evaluation will be:
The extent to which purposes the project have been fulfilled.
The expected profits will be maximized.
Impact contributed to socio-economic development of country.
The strategic objectives of the projects are highly consistent with the national development objective
which calls to “sustainably increase rural incomes and national food security, which embodies the
concepts of producing more, selling more, nurturing the environment, eliminating hunger and
protecting the vulnerable against shocks.
These projects are expected to create job opportunities for these potential migrants at their nearby
village and hence alleviate the pushing factor for migrations.
The projects aim at utilizing locally available technologies so as to encourage the backward and
forward linkage of the project and hence contribute towards the realization of Agricultural
Development Led Industrialization (ADLI) strategy of the country.
Finally, the projects will largely contribute towards the national economic development by contributing
to National GDP. GDP contribution originating from the agriculture sector has more power of poverty
reduction than other sectors (a one percent GDP growth rate originating in agriculture sector has more
potential for poverty reduction than two percent GDP growth rate originating from the service sector).
Recommendation: - considering the viability of the project, as aforementioned, the project is
recommended for implementation.
