I.

PROJECT DESCRIPTION

Barangay 22 is one of the numbered barangays in Cagayan de Oro City


and is known to be an urban flood-prone area due to a combination of
natural and human-induced factors, including an inadequate drainage
system, heavy rainfall, and the inevitability of river overflow given its lowland
location. This problem has been a major issue for residents, particularly
affecting vulnerable sectors by significantly contributing to the acquisition of
diseases, specifically leptospirosis, which can be fatal. To address this issue,
the Barangay Council, in partnership with the Local Government Unit of
Cagayan de Oro City, has implemented projects such as canal drainage
system restoration in Zones 1 and 2, identified as having a high possibility of
being affected by urban flooding, as well as in some areas of Zones 3 and 4.
Additionally, the Barangay Council imposed a Waste Segregation ordinance
to mitigate this problem, as it was also identified as a contributing factor that
worsens the impact of urban flooding. Aside from urban flooding, residents
have also identified fire hazards as a pressing issue. The densely packed
housing, often constructed with light and highly flammable materials,
significantly increases the risk of fire outbreaks. This not only endangers
lives but also poses serious threats to public health, economic stability, and
overall quality of life. In response, the Barangay Council continues to explore
fire prevention strategies to enhance community safety and resilience.

With all these pressing issues, the social work interns would like to
propose an activity of conducting seminars and workshops on preventive
measures to help lessen the impact and negative effects of urban flooding
and fire outbreaks among the residents of the barangay, since the Barangay
Council of Barangay 22 has already planned on implementing specific
projects to address these issues. These seminars and workshops focus on the
residents’ awareness and preparedness for these inevitable disasters. Also,
these initiatives are beneficial to the residents of the barangay as they
provide empowerment through the provision of knowledge and information
on the risks and potential impacts of urban flooding and fire outbreaks. Thus,
these seminars and workshops are an essential step in providing a safer and
more resilient community where residents are able to experience disaster
risk reduction initiatives.
II. Project Beneficiaries

The Barangay 22 has an overwhelming population of 2, 351 with a


total household of 549 based on the conducted survey in the year 2020.

The data above indicates that male has the highest number garnering
1,297 in the barangay compare with the female who has 1, 234. Additionally,
it shows above that Zone 2 have a highest total number of household, while
Zone 1 has the lowest total number of household.

The data above shows that 336 individuals in the barangay belongs to
age group of 25 to 29 years old garnering the highest total number, while 65
individuals belongs to age group of 65 years old and above based on the
data gathered by RBI.

The primary source of income of the residents are owned businesses,
laborer, and mostly employed in public and private companies/agencies.

III. OPERATION AND MANAGEMENT SCHEME

Vision statement for the project


To develop disaster-resilient urban communities through empowering
individuals and institutions with the knowledge and ability to reduce flood
and fire risk. Through education , we aim to nurture awareness ,
preparedness, and forward thinking actions, towards safer and more
sustainable barangays.
Mission statement for the project
To improve urban resilience through the organization of seminars and
workshops on flood and fire hazard preparedness. We seek to inform
stakeholders , encourage sustainable urban planning , and enhance
community participation in disaster risk reduction. Through knowledge-
sharing and collaboration, we enable communities to take proactive action in
preventing and responding to urban hazards.
Goals
1. To enhance awareness and preparedness to urban flood and fire
threats among community members , policymakers, and stakeholders.
2. To provide participants with hands-on skills and knowledge to reduce
and cope with disasters effectively.
3. To encourage sustainable urban planning and disaster – resistant
infrastructure.
4. To encourage coordination between government authorities , non-
governmental agencies , and local communities in disaster risk
reduction and management.
Objectives
1. Organize a series of training seminar and hands-on workshops on flood
and fire hazard mitigation.
2. Create and dissiminate information materials on disaster
preparedness, response , and recovery.
3. Consult experts and professionals to present best practices and
innovative solutions for urban disaster management.
4. Create community-based action plans for flood and fire hazard
mitigation.
5. Evaluate the effectiveness of training sessions through participant
feedback and follow –up assessments.
