Project Overview

This method statement provides detailed guidance for dust suppression and control when
conducting surface preparation work through grinding and sanding operations in both
confined spaces (such as stairwells) and open areas. The document has been developed to
ensure full compliance with occupational health and safety regulations while maintaining
high standards of dust control and environmental protection.

The methodology presented here incorporates adaptations to address the unique


challenges posed by different work environments. Particular attention has been given to
dust suppression methods, worker protection systems, and emergency preparedness
measures appropriate for each type of workspace.

According to the operation and management requirements of the power station, it is


necessary to treat the main and mini powerhouse with epoxy self-leveling floor. The epoxy
self-leveling floor shall be constructed with NE-V epoxy terrace materialcorresponding
colors as required.

Scope of Work

The surface preparation process involves mechanical grinding and sanding of concrete floors
with no surface coating to achieve the required surface profile for subsequent epoxy
flooring application, or those with intermediate epoxy coatings; however, still need surface
roughening for subsequent epoxy flooring application. This scope encompasses:

 Thorough surface preparation to roughen existing coatings, smooth uneven areas, and
create optimal adhesion surfaces
 Implementation of comprehensive dust control measures tailored to specific work
environments.
 Establishment of safety protocols for workers in both confined and open spaces.
 Proper waste management and disposal procedures.
 Quality control measures to ensure finished surfaces meet specification requirements.

The methodology differentiates between open area operations (typically larger spaces with
better ventilation) and confined space operations (such as stairwells with limited access and
egress), with specific control measures for each environment.

Hazard Identification and Control Measures
Dust Control Strategy

Dust generation represents the primary hazard for both work environments, though the
control strategies differ significantly based on space characteristics.

For Open Areas:


The greater volume of open spaces allows for more robust engineering controls. Our
primary approach utilizes filtered vacuum grinding systems, which capture a significant
amount of particulate matter at the source. These systems are complemented by physical
barriers and wind control measures to limit the propagation of dust to areas outside of the
work zone.

Where filtered vacuum grinding systems cannot be deployed, we implement wet grinding
methods using water. This approach reduces dust generation by approximately 85%.

For Confined Spaces:


The enclosed nature of stairwells and similar spaces demands more stringent controls. We
employ a two-tiered containment system:

 Primary containment through vacuum-integrated grinding tools.


 Secondary containment using barrier systems like plastic sheets and foam tape at all
access points, such as doors, vents, and access hatches.

Air quality is monitored outside the work zone using real-time particulate detectors, to
ensure the measures taken are working as intended

Worker Protection Systems

Respiratory Protection:
All personnel are equipped with respiratory protection. In open areas, use half-face
respirators with P100 filters. For confined spaces, where air quality concerns are more
pronounced, we mandate the use of half-face respirators, eye protection and hearing
protection.

Hearing Conservation:
Given the high noise levels generated by grinding operations (typically 85-95 dB), we
implement a comprehensive hearing conservation program. This includes:

 Mandatory hearing protection (minimum NRR 85 dB)


 Noise exposure monitoring in confined spaces

Fall and Slip Prevention:


For stairwell work, non-slip safety boots are provided to all personnel. As permanent
handrails have already been installed, temporary handrail extensions will not be necessary.
In all areas, rigorous housekeeping protocols will be maintained to promptly remove
grinding debris and any slurry produced.

Detailed Work Procedures


Pre-Work Preparation

Site Isolation:
Prior to commencing work, the entire work area must be properly isolated. In open areas,
this involves establishing clearly marked exclusion zones with physical barriers. For
stairwells, we implement complete containment as stated in the ‘Dust Control Strategy’
section.

Equipment Verification:
All grinding equipment undergoes pre-use inspection, with particular attention to:

 Integrity and functionality of filtered vacuum grinding systems.


 Electrical safety for all power tools.

Grinding Operations

Open Area Methodology:


The work area is divided into manageable sections. Grinding proceeds systematically across
the area using overlapping passes to ensure uniform surface preparation. Dedicated vacuum
operators follow immediately behind grinding teams to capture any residual dust.

Confined Space Methodology:
Work progresses vertically in stairwells. The containment system can either be applied to
the entire stairwell or be extended progressively as work moves to higher levels. Continuous
communication is maintained between workers inside and outside the containment area.

Post-Work Procedures

Surface Cleaning:
All surfaces undergo final cleaning with filtered vacuum systems. Surfaces are additionally
wiped with damp cloths to remove any residual dust.

Containment Removal:
Containment systems are dismantled systematically, starting from the farthest point from
the exit. All plastic sheeting is carefully rolled inward to contain any residual dust.

Wet Grinding:

Implementing wet grinding for dust suppression and control is a highly effective strategy to
enhance operational safety and efficiency. By utilizing water the generation of airborne dust
is significantly minimized. This not only protects workers from respiratory hazards
associated with fine particulate matter but also contributes to a cleaner working
environment and improved compliance with environmental regulations. Overall, the
integration of wet grinding serves as a vital measure for maintaining both health and
environmental standards while supporting optimal operational performance.

 SH will ensure that all necessary permits and approvals have been obtained before
commencing operations.

 SH will ensure that water supply lines are connected, functional, and free of leaks.

 SH will activate the wet grinding equipment, ensuring a continuous supply of water
during the grinding process.
 SH to monitor the moisture content of the material being ground, adjusting the
water flow as necessary to maintain optimal conditions.
 SH to ensure all personnel are equipped with appropriate PPE.
