NBO2 OFCI DELIVERY AND OFFLOADING SITE HSE
REQUIREMENTS
Before Delivery
✓ Approved RAMS.
✓ Approved lift plans (any delivery that involves lifting, unloading of materials using a crane
or forklift) this should include crane details, load details, load charts, slewing range, work
area assessment, indication of location in the site logistics plan where the activity will
take place.
✓ Barriers for establishing sufficient exclusion zones
✓ Hazard specific signage
✓ Wheel chocks for restraining mobile equipment or vehicles
✓ Quality and safety verification and vetting of equipment from vendors or suppliers by the
MEP HSE representative in conjunction with their procurement teams
✓ Crane operator competency certificate.
✓ Rigger competency certificate.
✓ Statutory inspection certificates (cranes, forklifts, lifting accessories).
✓ Valid driving licences.
✓ Trained banksman/men.
At Site
✓ Signing at the security gate (MANDATORY)
✓ Site HSE induction- (done on site-MANDATORY)
✓ Inspection and verification of documents.
✓ Inspection of 5-point PPE.
✓ RAMS briefing (contractor supervisor)
✓ SPA briefing (contractor HSE)
✓ PTW issuance for HRA’s
During Offloading and Storage
✓ Banksmen to guide trucks/ crane to the designated offloading area.
✓ Visual inspection of machinery (provide checklists)
✓ Barriers and relevant warning signage for establishing sufficient exclusion zones.
✓ Safe means of access and egress into trucks, containers and during hooking and
unhooking of chains/slings.
✓ 5- point PPE to be provided and always worn.
✓ Tagline to be provided and used when lifting swinging loads.
✓ Full time HSE supervision and monitoring for the task
Post Mobilization
✓ All tools and machinery to be safely demobilized out of site.
✓ Housekeeping to be done at the offloading area, waste generated to be disposed
correctly as per the site LEED requirements.
N/B
✓ All deliveries and offloading to be done under the supervision of competent
HSE personnel.
✓ Documents (Approved RAMS, competency certificates, driving licence and
statutory inspections) to be submitted to the Client HSE department prior to
delivery for review and approval.
✓ Delivery to be mentioned during DABS to facilitate interface management
with other contractors.
✓ Each MEP Contractor to provide barriers for establishing sufficient exclusion
zones, hazard specific signage, wheel chocks, trained flagman/banksman,
flags (red and green)
✓ Copies of all HSE planning documentation to be printed and made available
at the work front.
✓ In case of any change in the approved work methodology, RAMS must be
amended to reflect the new work methodology.
