Dear Representative Luttrell and Members of Congress,
The solar and storage industry in Texas is hard at work building American energy
dominance. The American Energy Tax Credits have helped foster an industry boom, making
Texas an engine of domestic solar and storage manufacturing and production. The 45X
manufacturing tax credit is critical for building domestic manufacturing facilities and jobs,
working in conjunction with incentives in the 48E/45Y tech neutral and 25D residential
energy tax credits to build strong market demand. This suite of incentives is driving
manufacturing job creation and domestic energy production in Texas.
Texas is a national leader in the solar and storage industry, with statewide over 12,000 solar
jobs powering the state economy, with approximately 6,000 jobs concentrated in the
greater Houston area. For the past two years, Texas has ranked as the number one state in
newly installed solar capacity, with enough energy produced in the state to power
approximately 5 million homes. This incredible growth, which works to reduce electricity
bills for consumers, is driven by nearly 600 solar and storage companies across the state.
These businesses have been able to thrive in Texas because of existing federal policy
support. Maintaining predictable federal policy is crucial to the business certainty that has
allowed these companies to make long term plans. We urge that Congress does not upset
this progress by abruptly changing course.
In addition, Texas is in the middle of a data center boom – creating a pressing need to
quickly obtain additional energy resources. Texas and the US has a need for quickly
deployable domestic energy resources. Solar and storage are a key part of meeting this
increased demand for energy on a short timeline. With the current incentives in place, the
US has the opportunity to gain a technological edge in the race for AI while supporting
American manufacturing.
The Texas solar and storage industry continues to fuel the American manufacturing boom,
providing rapidly deployable, American made technology to fuel domestic power
production. As Congress considers the upcoming reconciliation bill, we urge that the
energy tax credits are maintained, so that Texas companies can continue to create jobs,
innovate, thrive, and lead.
