1.0 SCOPE
This Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of XLPE insulated, single core, Copper conductor power cable, rated 110
kV, 115kV, 132kV, 230kV and 380kV intended to be used in the Transmission System
of National Grid SA.
2.0 CROSS REFERENCES
2.1 This Transmission Material Standard Specification shall be read in conjunction
with the latest revision of Transmission General Specification No. 01-TMSS-
01, titled "General Requirements for All Equipment/Materials", which shall be
considered as an integral part of this TMSS.
2.2 This TMSS shall also be read in conjunction with Purchase Order or Contract
Schedule for project, as applicable.
3.0 APPLICABLE CODES AND STANDARDS
The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this TMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of
Industry Codes and Standards quoted hereunder without jeopardizing the requirements
of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS
4.1 General
4.1.1 The XLPE insulated power cable, rated 110 kV, 115 kV, 132 kV,
230kV and 380 kV shall meet or exceed the requirements of this
Specification in all respects.
4.1.2 Manufacturer's drawings, as required by 01-TMSS-01 shall show the
cross section of the power cable together with all pertinent dimensions.
Any variations in these dimensions due to manufacturing tolerances
shall be indicated.
4.2 Design Criteria
4.2.1 The power cable rated 110 kV, 115 kV and 132 kV shall be
manufactured in accordance with AEIC CS9 and attached Data schedule
and tested in accordance with IEC 60840.
For 230 kV or 380 kV power cables, they shall be manufactured in
accordance with ICEA S-108-720 and tested in accordance with IEC
62067.
4.2.2 The power cable, rated 110 kV, 115 kV, 132 kV, 230 kV and 380 kV
shall be designed for ambient temperature conditions specified in the
latest revision of 01-TMSS-01.
4.2.3 The cable conductor temperature shall not exceed the following:

* Cable designed with maximum emergency temperature up to
130°C are permissible with the agreement from the cable
manufacturer.
4.2.4 The construction of the cable shall be as shown in Figures 1,2 3 and 4.
The ratings and dimensions of 110 kV, 115 kV, 132 kV, 230 kV and
380 kV power cable shall be as indicated in Data Schedules.
4.3 Materials
4.3.1 Conductor
The conductor shall be segmental or non-segmental, round, compacted,
shaped or circular stranded copper class 2 per IEC 60228.
Conductors shall be water blocked by filling its interstices using
synthetic super-absorbent polymer type water swellable tape or
swellable yarns between the strands to prevent ingress of water along
the conductor axis in case of cable failure due to any reason.
Application of moisture absorbent powder on the interstices of
conductor is not acceptable.
For 110 kV, 115 kV, 132 kV, 230 kV and 380 kV power cable,
conductor sizes shall be 1200, 2000 and 2500 mm².
Other sizes of conductor can be proposed. However, it's approval would
depend on the project requirements.
The conductor construction shall be as specified in Table-1 below:

A conductor moisture impervious layer (longitudinal water barrier) shall
be applied between the conductor and the below-mensioned extruded
semi-conducting layer.
4.3.2 Conductor Shield
The conductor shield of cable shall consist of an extruded black
thermosetting semi-conducting material compatible with the conductor
and the XLPE insulation.
The outer surface of the conductor shield shall be cylindrical and shall
be firmly bonded to the overlying insulation. The extruded shield shall
be easily removable from the conductor.
The average thickness and minimum thickness of the conductor shield
shall be as indicated in the Data Schedule.

4.3.3 Insulation
The insulation shall be super clean cross-linked polyethylene (XLPE).
The Nominal thickness and minimum thickness of the insulation shall
be as indicated in the Data Schedule.
Minimum thickness of insulation shall not fall below 90% of the
nominal thickness.

The insulation thickness shall be measured in accordance with IEC
60811-201, the average of the measured values rounded to 0.1 mm shall
not be less than the specified minimum thickness as calculated above.
4.3.4 Insulation Shield
The insulation shield shall consist of an extruded black thermosetting
semi-conducting material compatible with the XLPE insulation.
The average thickness and minimum thickness of the insulation shield
shall be as indicated in the Data Schedules.
4.3.5 Metallic Screen/Sheath
For power cables to be installed above water table level, The metallic
screen/sheath shall be one of the following layers:
Copper wire with helical copper tape screen.
Extruded lead alloy sheath.
Combination of copper wire with helical copper tape and lead
sheath.
Smooth Aluminum Sheath
For power cables to be installed below water table level, The metallic
screen/sheath shall be one of the following layers:
Extruded lead alloy sheath.
Combination of copper wire with helical copper tape and lead
sheath.
Smooth Aluminum Sheath
IEC 60949 shall be used by the manufacturer to determine the effective
cross-sectional area of the metallic screen/sheath and its short circuit
current carrying capability.
The cable manufacturer shall specify the accurate screen/sheath
temperatures.

4.3.6 Moisture Impervious Layers
The moisture impervious layers shall consist of the following:
a. First Layer (longitudinal water barrier) a layer of semi-conductive
water blocking tape or yarn between the insulation shield and the
metallic screen/sheath. The thickness of this first moisture
impervious layer shall be independent of that of the extruded
insulation shield.
b. Second Layer (longitudinal water barrier) - a layer of semi-
conductive water blocking tape or yarn between the metallic
screen/sheath and the jacket.
c. For copper wire and tape screen, an additional third layer as radial
moisture barrier of laminated aluminum foil shall also be applied
directly under the jacket firmly bonded to it.
d. For the combination of copper wire with helical copper tape and
lead sheath, an additional third layer of semi-conductive water
blocking tape or yarn shall also be applied between the copper
wire with helical copper tape screen and lead sheath.
It is preferable to use marine grade water blocking tape for cables to be
used below water table level.
4.3.7 Jacket
The jacket material shall be black High Density Polyethylene (HDPE).
The Nominal and minimum thickness of the jacket shall be as indicated
in the Data Schedule.
4.3.8 Conductive Layer
A conductive layer shall be applied over the jacket to serve as an
electrode for testing the integrity of the jacket. The DC Voltage test on
the jacket shall be performed as per IEC 60229.
4.4 Fabrication
4.4.1 The conductor shield, cross-linked polyethylene insulation and
insulation shield shall be extruded by the triple extrusion method to
assure homogeneity between the insulation and the semi-conducting
shields.
The insulation shield shall be bonded firmly and continuously to the
insulation.
4.4.2 The cross-linking process shall be by the dry cure dry cooling method.

4.4.3 The power cable shall be free from material and manufacturing defects
which would prevent it from meeting the requirements of this
Specification.
4.5 Marking
4.5.1 The jacket for all the cables shall be marked by embossing in English at
intervals not exceeding one meter with the following minimum
information:
a. Electric Cable
b. Voltage designation 110 kV, 115 kV, 132 kV, 230 kV and 380kV
c. Type of insulation, XLPE
d. Insulation thickness, mm
e. Conductor cross-sectional area (mm²) and material
f. The manufacturer's name or trademark
g. Year of manufacture
h. Cumulative length at every one meter with the highest length
mark on the outer end of the cable
4.5.2 All cables shall be marked with “Property of Saudi Electricity
Company” in both Arabic and English.
4.5.2 Marking by matrix print is not acceptable.
5.0 TESTS
5.1 Routine & Sample Tests
5.1.1 For 110kV, 115 kV, 132 kV, 230kV and 380kV power cables, routine
tests shall be per IEC 60840 and IEC 62067, as applicable.
5.1.2 Sample Tests on Cables shall be in accordance with IEC 60840 and IEC
62067.
5.2 Production Sampling Tests
5.2.1 Production sampling tests shall be conducted on the cable in accordance
with the requirements of AEIC CS9 or ICEA S-108-720.
5.2.2 Production quality requirements for the insulation and semi-conducting
shields shall be as per AEIC CS9.
5.3 Type Tests
5.3.1 For 110kV, 115 kV, 132 kV, 230kV and 380kV power cable, Type tests
shall be for the complete cable system and in accordance with IEC
60840 and IEC 62067 using cable accessories from National Grid SA
pre-qualified manufacturers only.

5.3.2 The completed reeled cable partial discharge test data shall be submitted
on a printout sheet of an X-Y recorder showing the partial discharge
curve of each cable.
5.4 Special Tests
5.4.1 Thermal Short Circuit Test on Screen
Special Thermal Short Circuit Test per latest revision of IEC 60949
shall be conducted on the appropriate sample taken from the production
lot if this test is mentioned in the Data Schedule or SOW/PTS. Test
method shall be performed as per the following procedure.
5.4.1.1 Purpose of The Test
The purpose of the test is to determine the short-circuit
behaviour in the area of the metal screen/sheath of the cable.
The short-circuit current value depends on the rated voltage
level of the cable under test:

5.4.1.2 Cable Samples For Test
Test object (bending test not required), active length ≥ 10 m.
Reference cable of suitable length, made of identical
cable as the test object.
5.4.1.3 Preparation of Cable Sample Before The Test
The manufacturer shall arrange to provide and install
suitable connections and/or cable lugs on the conductor
and metal screen/sheath at both ends of the cable sample.
At least one thermocouple shall be installed on the
conductor of the reference cable, approximately in the
middle of the cable piece.
At least one thermocouple shall be installed, by suitable
means, on the metal screens of the reference cable and
the test object, approximately in the middle of the cable
piece.

5.4.1.4 Test Set-Up and Test Procedure
The short-circuit current is injected into the conductor of
the test loop and returning through the metal
screen/sheath (see fig. below).
Prior to the first short-circuit application, the cable shall
be preheated, by inducing ac current through the
conductor, to a conductor temperature between 90 °C
and 95 °C (S1 = open, S2 = closed). This temperature
shall be kept for at least 2 hours before application of the
short-circuit current.
During preheating of the cable, the temperatures of the
conductor of the reference cable and the metal screens of
the reference cable and the test object shall be recorded.
Just before the first short-circuit current application:
• the temperature of the metal screen of the test
object shall be Measured , being the reference
temperature (θ2-before) for the second short-circuit
application;
• the heating current shall be switched off and switch
S2 shall be opened;
• all thermocouple(s) shall be disconnected from the
measuring instrument.

The above actions shall be taken as rapidly as possible, in
order to avoid excessive cooling of the conductor of the test
loop. Then:
• switch S1 shall be closed;
• calibration of the short-circuit current shall be
necessary for proper test parameters:
• immediately after calibration of the short-circuit
current, the first full short-circuit application shall
be carried out;
• all thermocouple(s) shall be reconnected as rapidly
as possible to the measuring instrument;
• no conductor heating current shall be applied
anymore (S2 remains opened).
After the first short-circuit application the metal
screen/sheath of the test object will be allowed to cool
down to a temperature within 10 K above its initial
temperature (θ2-before). before subjecting the test object to
the second short-circuit application.
Just before the second short-circuit current application:
• the temperature of the metal screen/sheath of the
test object shall be determined.
• all thermocouple(s) shall be disconnected from the
measuring instrument.
• switch S1 shall be closed;
• the second full short-circuit application shall be
carried out (same amplitude and duration as for the
first application);
• all thermocouple(s) shall be reconnected as rapidly
as possible to the measuring instrument;
5.4.1.5 Evaluation.
After cooling down to ambient temperature a piece of approx.
1m will be cut out of the test object and subjected to a visual
inspection in the region of the metal screen/sheath.
Special attention will be given to the indentation of the
insulation screen by the metal screen/sheath.
The test report shall include photos/pictures.

5.4.2 By-Product of XLPE
The by-products of XLPE shall be checked to confirm that the
insulation is properly degassed. Manufacturer shall perform this test
using the latest technology such as DSC, TGA as per BS 7912, Gas
Chromatography etc.
5.4.3 For Smooth Aluminum Sheathed Cable
Additional tests shall be preformed to check the integarity of smooth
alumium sheathed cable as per latest international standard and
technical paper (impact test, mechnical properties of welding etc.).
6.0 PACKING AND SHIPPING
In addition to the applicable items as per 01-TMSS-01, packing and shipping of the
cable shall conform to the following:
6.1 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. Cable ends shall be
properly secured to the reel.
6.2 The cable shall be delivered without splices, on standard sized non-returnable
steel drums of sturdy construction properly packed and logged externally to
prevent from possible damage during transportation. Wood logging shall be
used and have a minimum thickness of 50mm. The wood logging shall also be
secured with steel straps to provide physical protection for the cables during
transit and during customary storage and handling operations.
6.3 The arbor hole for wooden reel shall be reinforced with galvanized steel plates.
The minimum diameter of the drum of the shipping reel shall not be less than
the minimum bending diameter of the power cable.
6.4 Reel Markings
6.4.1 Cable reels/drums shall be marked in legible and indelible letters giving
the following particulars:
a. Cable voltage and conductor size.
b. Type of cable.
c. Length and weight of cable on reel.
d. Gross weight.
e. Dimensions of reel.
f. Direction of Pulling.
g. Manufacturer's name and country of origin.
h. Purchase Order number,
i. J.O. number/Contract number (if applicable).
j. Serial number of reel.

k. Stock number in 10 cm high bold numerals.
l. Direction of rolling of reel.

Reel marking locations shall be as shown in Figure 5.
6.4.2 All markings shall appear on both sides of the reel.
6.4.3 If the markings are to be engraved in some sort of small steel plates,
these plates must be pinned or nailed to the drum not glued as it can fall
down if glued.
6.4.4 Cable reel identification shall include any additional information as
required by the Company shipping instructions.
