The Uniform Plumbing Code, 2021 edition, published by the International Association of

Plumbing and Mechanical Officials (2021 Plumbing Code) is adopted including all appendices,
except Appendices F and H, with deletions and amendments.

WCID No. 17 Local Amendments to the 2021 Plumbing Code

The following provisions are local amendments to the 2021 Plumbing Code. Each provision in
this section is a substitute for the identically numbered provision in the 2021 Plumbing Code, a
deletion or an addition to the 2021 Plumbing Code.

Sections 417.1
Application, 417.2 Deck Mounted Bath/Shower Valves, 417.4 Faucets and Fixture Fittings with
Hose Connected Outlets, Section 602.1 Prohibited Installation, Section 602.2 Cross-Connection,
and 603 Cross-Connection Control Bathtubs, Jacuzzis, hot tubs and showers are considered high
hazard for purposes of backflow prevention. ANY flexible hose or handheld fixture which has
any possibility of being submerged, including handheld showerheads which reach the shower
floor, will be required to have separate AVB (atmospheric vacuum breaker) backflow prevention
devices installed. This requirement applies even though these fixtures may have internal check
valves complying with ASME A112.18.1 or A112.18.3. If no self-closing diverter is installed, a
deck mounted AVB must be used: OMNIBRASS BV202 or equivalent. Showers with flex hand
held sprayer: Install Kohler K9660/Moen A714 or equivalent.

Section 502.1.2 Water Heaters


Addition: If emergency work is performed on nights, weekends, or holidays, a permit must be
pulled the following business day.

Section 612.2.1 Types of fire sprinkler systems


A stand-alone fire sprinkler system WILL require an approved backflow preventer.

Exceptions:
Section 707.4 Sanitary Drainage - Location Exception:
(5) A four (4) inch two-way cleanout fitting with a maximum 18-inch extension may be installed
as a cleanout in a four (4) inch building sewer line.

Section 710.4.1 Fitting Allowance


Addition: Schedule 40 PVC pressure couplings, pressure wyes and pressure 45° ells shall be
required in the discharge line from an ejector pump or other mechanical devices used for
drainage purposes.

Section 712.2 Sanitary Drainage – Water Test Exceptions:


(1) When leaks are detected in the drainage and venting systems they shall be corrected, re-
tested and inspected until work is found to be tight and conforms to this code.
(2) Below slab drainage repairs and plumbing drainage piping above the first floor ceilings in
residential buildings shall be allowed to be subjected to a 42 Inch Head Water Test above the
floor level being tested in lieu of a 10 Foot Head Water Test.
Section 807.3.1 Domestic Dishwashing Drain
Addition: Hoses shall be allowed to be looped to the highest point under the kitchen sink counter
and secured to the cabinet or counter in lieu of a deck-mounted air gap fitting.

Section 905.2.1 Horizontal dry venting shall be limited to floor drains, floor sinks, and trench
drains which are remotely located from the walls in commercial kitchens only.

Section 905.2.2 Cleanouts: An accessible cleanout shall be installed in the vertical vent riser
from the horizontal dry vent.
