PROGRAM ON REWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE)
(BAHANDI SA DEPED CEBU AWARDS) OF THE DEPARTMENT OF EDUCATION
DIVISION OF CEBU PROVINCE

I. General Provisions
Section 1. Short Title – This shall be known as BAHANDI (Bringing out Achievements and Highlighting
Accomplishments Noteworthy for Distinction and Inspiration) sa DepEd Cebu, a Program on Rewards and Incentives
for Service Excellence (PRAISE) System of DepEd Cebu Province with Equal Opportunity Principle (EOP) Policy for
brevity.

Section 2. Legal Bases of Promulgation and Related Policies - This handbook is promulgated in line with
the following legal bases of promulgation and related policies:

2.1. Executive Order No. 292, s. 1998, Administrative Code of the Philippines;

2.2. Executive Order No. 8, s. 2012, Directing the Adoption of a Performance-Based Incentive System
for Government Employees;

2.3. Executive Order No. 201, Modifying the Salary Schedule for Civilian Government Personnel and
Authorizing the Grant of Additional Benefits for Both Civilian and Military and Uniformed
Personnel;

2.4. Presidential Decree No. 966 July 20, 1976, Declaring Violations of the international convention of
the elimination of all forms of racial discrimination to be criminal offenses and providing
penalties therefor;

2.5. Republic Act No. 10524, An act expanding the positions reserved for persons with a disability,
amending for the purpose of Republic Act No. 7277, as amended, otherwise known as the Magna
Carta for Persons with Disability;

2.6. Republic Act No. 10911, An act prohibiting discrimination against any Individual in Employment on
Account of Age and Providing Penalties therefor;

2.7. Republic Act No. 6725, An act strengthening the prohibition on discrimination against women
with respect to terms and conditions of employment, amending for the purpose article one
hundred thirty-five of the labor code, as amended;

2.8. Republic Act 7277, Magna Carta for Women, An Act Providing for the Rehabilitation, Self-
Development, and Self-Reliance of Disabled Persons and their Integration into the Mainstream of
Society and for Other Purposes;
2.9. Republic Act 6713, Code of Conduct and Ethical Standards;

2.10. Guidelines on the Availment of the Special Leave Benefits for Women under R.A. 9710 (An act
Providing for the Magna Carta of Women) – CSC Resolution No. 1000432, dated Nov. 22, 2010;

2.11. CSC MC No. 07 Series of 2007 (Program on Awards and Incentives for Service Excellence);

2.12. DepEd Order No. 29, s. 2002, Merit Selection Plan of the Department of Education as
amended by DepEd Order No. 19, series of 2022; and

2.13. DepEd Order No. 9, s. 2002 (Establishing the PRAISE in the Department of Education).

Section 3. Scope – This Program on Awards and Incentives for Service Excellence (PRAISE) System of DepEd
Cebu Province with Equal Opportunity Principle (EOP) Policy shall apply to all officials and employees in the career
and noncareer service of the Department of Education Cebu Province.

Section 4. Language Usage - This policy was created in English, and any terms used herein, unless
otherwise defined, are to be taken in the broadest manner possible. Any ambiguity regarding the intent of any
provision of this manual shall be resolved in favor of equal opportunity for all parties and against any form of
prejudice, bias, or unfair treatment of any individual or group of individuals, with the caveat that, when relevant to
the procedure or decision, all laws of the Republic of the Philippines and all such provisions of relevant rules and
regulations shall be adhered to.

Section 5. Definition of Terms – Notwithstanding as may be provided in relevant laws, rules and
regulations, the following terms are hereby defined as used in this manual:

5.1. Agency refers to the Department of Education Division of Cebu Province.

5.2. Award is a recognition given to an individual or group of individuals for ideas, suggestions,
inventions, discoveries, superior accomplishments, heroic deeds, extraordinary acts, or
services in the public interest that improve government operations and boost organizational
productivity. Awards can be monetary or non-monetary.
5.3. Career is a position in the Civil Service characterized by (1) entrance based on merit and fitness
to be determined as far as practicable by competitive examination or based on highly
technical qualifications; (2) opportunity for advancement to higher career positions; and (3)
security of tenure.

5.4. Contribution is any input that includes ideas and performances.

5.5. Discovery is uncovering something previously unknown but found or learned for the first time
that improves public service delivery.

5.6. Discrimination is any distinction, exclusion, or restriction made based on sex and gender, age,
civil status, physical traits and attributes, religion, belief, creed, race, family background, political
affiliation, socioeconomic standing, etc. with the goal of denying, preventing the enjoyment of, or
availing of rights and opportunities.

5.7. Equal Employment Opportunity (EEO) is the non-discriminatory and non-biased treatment of all
candidates/nominees to any of the categories of the availment of Rewards and Recognition following
the principle of equal opportunity to all regardless of sex, gender, age, civil status, physical
characteristics and attributes, religion, belief, creed, race, family background, political affiliation,
socio-economic standing, etc.

5.8. Indirect discrimination occurs when a policy or requirement is imposed or proposed and
someone with a particular attribute does not comply with the requirement or is unduly discriminated
against.

5.9. Idea type contribution refers to a concept, an idea, or a finding for improvement to affect operation
efficiency to boost output and to improve working conditions.

5.10. Incentive is a monetary or non-monetary motivation or privilege given to an official or
employee in exchange of his or her contributions, suggestions, innovations, ideas, satisfying
accomplishments, or demonstration of exemplary behavior that adheres to the predetermined
performance standards and behavioral norms.

5.11. Innovation is the creation of something previously non-existent which will benefit the
government.

5.12. Non-Career positions are positions specifically stated by law to be in the non-career service; or
those whose entry into the service is characterized by: (1) entrance on grounds other than those of the
typical tests of merit and fitness utilized for the career service; and (2) tenure which is limited to the
duration of a particular project for which the employment was sought.

5.13. Performance type contribution refers to the performance of an extraordinary act or


service in the public interest in connection with or related to one’s official employment; or
outstanding community service or heroic acts in the public interest; or sustained work
performance for a minimum period of one year which is over and above the normal position
requirement of the individual or group.

5.14 School Head is a person responsible for the administrative and instructional supervision of
a school or cluster of schools as defined in Republic Act 9155 section 4.

5.15. Suggestion is an idea or proposal that improves work performance, systems, procedures, and
economy in operations that will benefit the government.

5.16. System is the agency awards and incentives program for its officials and employees.

5.17. Specialized groups refer to those groups that the organization needs to give extra care or regard,
including but not limited to pregnant women, single parents, senior citizens, people with disabilities, and
indigenous peoples.

II: Basic Policies


Section 6. Essential Features – The DepEd Division of Cebu Province PRAISE System is intended to reward
and recognize officials and employees, individually or in groups, for their suggestions, inventions, superior
accomplishments, and other personal efforts that contribute to the efficiency, economy, or improvement in
government operations, as well as for other noteworthy acts or services in the public interest. By accepting people
from all backgrounds and treating them equally and without discrimination, it promotes inclusion as a way of life
and establishes a welcoming environment free from barriers, prejudices, and preferences.

Section 7. Basis of Providing Incentives – DepEd Division of Cebu Province PRAISE System shall uphold to
the principles of providing incentives and awards based on outstanding performance, innovative ideas, and
exemplary behavior of DepEd Division of Cebu Province officials and employees, regardless of age, appointment
status, gender, gender identity, sex, sexual orientation, civil status, social status, family responsibility, income class,
race, ethnicity, religion, political affiliation, physical condition, union affiliation, political conviction, religious belief or
any other characteristic specified.

Section 8. Timeliness of Award or Recognition – DepEd Division of Cebu Province PRAISE System shall give
emphasis to the timeliness of giving award or recognition. Aside from conferment of awards during the formal or
planned awarding ceremonies, the spirit of on-the-spot grant of recognition shall be institutionalized in DepEd
Division of Cebu Province applying equal opportunity principle.

Section 9. Principle – DepEd Cebu Province PRAISE shall adhere to the equal opportunity principle of
providing incentives and awards based on performance, innovative ideas and exemplary behavior.

Section 10. Monetary and Non-Monetary Awards – DepEd Division of Cebu Province PRAISE System shall
offer both monetary and non-monetary incentives and rewards to recognize, honor, and reward employees'
productive, inventive, and ethical behavior in both official and informal settings. The system will promote the
awarding of non-monetary rewards to achieve this goal. Only when ideas, innovations, outstanding achievements,
and other personal efforts lead to financial savings that do not exceed 20% of the savings created are monetary
rewards given.

Section 11. Mandatory Five Percent (5%) Allocation for Human Resource Development – At least 5% of
the HRD Fund shall be set aside for the PRAISE and shall be incorporated in the DepEd’s annual Work and Financial
Plan.

III. Objectives

Section 12. General Objective – DepEd Division of Cebu PRAISE’s general objective is to encourage,
acknowledge, and reward employees for their suggestions, original ideas, innovations, discoveries, superior
accomplishments, heroic deeds, exemplary behavior, extraordinary acts or services in the public interest, and other
individual efforts that contribute to the effectiveness, economy, and improvement in governmental operations,
which increases organizational productivity. The Department of Education Division of Cebu Province shall ensure
that no person is discriminated against or given an unfair advantage based on their sex, gender, age, civil status,
physical characteristics and attributes, religion, belief, creed, race, family background, political affiliation,
socioeconomic standing, or any other characteristics that go against the principles of equality, equity, and fairness.

Section 13. Specific Objectives – The specific objectives of DepEd Division of Cebu Province PRAISE System
shall be as follows:
13.1. to create a system for choosing, recognizing, and offering incentives to deserving officials and
employees at the beginning of each year;

13.2. to continually recognize employees' great performance and best practices;

13.3. to periodically honor and award achievements and innovations, or whenever there is a
necessity; and

13.4. to give incentives and interventions to encourage authorities and staff who have made personal
contributions of ideas, recommendations, innovations, discoveries, superior accomplishments, and
other personal efforts.

IV: Institutionalization of the PRAISE System, Composition, Duties and Functions of the PRAISE Committee Members
and Secretariat
Section 14. Institutionalization – The DepEd Division of Cebu Province PRAISE System is hereby
institutionalized for proper compliance of all concerned.

Section 15. Authority to Oversee the System – The Schools Division Superintendent shall be responsible in
overseeing the DepEd Division of Cebu Province PRAISE operations assisted by the Assistant Schools Division
Superintendent who chairs the PRAISE committee.

Section 16. Constitution and Composition of the PRAISE Committee and Secretariat – DepEd Division of
Cebu Province PRAISE Committee and Secretariat shall be constituted to screen and recommend eligible candidates
for national awards, and likewise grant informal awards based on the CSC-approved DepEd Division of Cebu

Province PRAISE. This Committee will ensure efficiency, wide participation and transparency in all processes. The
following PRAISE Committee will compose the following:
16.1. Assistant Schools Division Superintendent
16.2. Head of Finance Unit or equivalent
16.3. Chief of Curriculum Implementation Division
16.4. Chief of the Schools Governance and Operation Division
16.5. Administrative Officer V
16.6. Human Resource and Development Head
16.7. Two representatives from the accredited employees’ union who shall serve for a period of two
years (one from the first level and one from the second level)
The PRAISE Secretariat of DepEd Division of Cebu Province will be composed of the following:
16.8. one (1) representative from the Human Resource Management Unit;
16.9. three (3) staff members from the ASDS Office; and
16.10. seven (7) PRAISE Writers/Editors of DepEd Division of Cebu Province ( preferably Teacher III to
Master Teacher English specialists).

Section 17. Duties and Functions of the PRAISE Committee – The creation, management, oversight, and
evaluation of the awards and incentive system for the DepEd Division of Cebu Province must fall under the purview
of the lawfully established PRAISE Committee. Moreover, they guarantee that the PRAISE system upholds the equal
opportunity concept. Thus, the committee will convene on a regular basis to carry out the following tasks:

17.1. establish a system of incentives and awards to recognize and motivate employees for their
performance and conduct;

17.2. create, implement, and modify internal rules, policies, and procedures to guide the organization's
operations. These rules, policies, and procedures must include criteria for evaluating nominations and a
system for recognizing award winners;

17.3. choose the categories for the awards and incentives to be given;

17.4. keep track of the implementation of approved suggestions and ideas through feedback and
reports;

17.5. prepare plans, identify resources and propose budget for the system on an annual basis;

17.6. develop, produce, and distribute a system policy manual and orient the employees on the
same;

17.7. document best practices, innovative ideas and success stories which will serve as promotional
materials to sustain interest and enthusiasm;
17.8. submit an annual report of awards and incentives system to the CSC on or before the thirtieth
day of January;

17.9. monitor and evaluate the System’s implementation every year and make essential improvements
to ensure its suitability to the agency;

17.10. address issues relative to awards and incentives within fifteen (15) days from the date of
submission;

17.11. include the principles of equal opportunity in the PRAISE system's formulation, nominations,
screening, and decision-making processes. This includes all nominees and candidates regardless of
their sex, gender, age, civil status, physical characteristics and attributes, religion, belief, creed, race,
family background, political affiliation, socioeconomic status, or any other attributes. It also ensures
that everyone is treated equally and fairly;

17.12. ensure that those belonging to the specialized group shall not be left behind because of their
limitations and restrictions; and

17.13. ensure to improve the program continuously and that equal opportunity principles are
observed and promoted in the System.

Specifically, the PRAISE Secretariat shall attend the PRAISE Committee Meetings to coordinate,
collaborate, and perform the following tasks:

17.14. take notes of the minutes of the meeting; and

17.15. participate in the PRAISE system's implementation, including the review of nominees'
supporting documentation, verification, interview, awarding, and system monitoring and evaluation,
all while adhering to the equal opportunity principles.

The tasks of the PRAISE Writers/Editors include but not limited to:

17.16. enhance, proofread, and refine the Nomination Form 1 and Nomination Form 2 (Nomination
Write-up for all Categories) to ensure the completeness of necessary attachments or documents of
the division winners before submission to the Regional Pasidungog Search; and

17.17 enhance, proofread, and refine the CSC Nomination Form 1 and CSC Nomination Form 2
(Nomination Write-up for all Categories) to ensure the completeness of the nomination documents
of the regional winners before submission to the Civil Service Commission's Search for Outstanding
Government Workers.

Section 18. Qualities of PRAISE Committee Members – The PRAISE Committee members must have the
following qualities to implement the System successfully: a positive attitude, the ability to put ideas into practice, open-
mindedness, decisiveness, a high tolerance for stress or pressure, and active participation in all committee meetings.
They must exhibit impartiality and acumen in applying the System to guarantee that the equal opportunity concept is
upheld.

Section 19. Committee Membership as a Regular and Priority Duty – To ensure proper, effective, and efficient
implementation of the DepEd Division of Cebu PRAISE system, the PRAISE committee members shall set the calendar of
activities for the year to ensure that timelines are not in conflict with other activities and are prioritized over other
responsibilities.

Section 20. Presiding Officer – The Chairperson shall be the Presiding Officer in all PRAISE Committee Meeting
and in his or her absence, the Vice-Chairperson shall preside on a particular meeting subject to the specific instructions
of the incumbent Chairperson.

Section 21. Meetings – The PRAISE Committee shall regularly meet every quarter, or as the need arises, on the
date and time duly determined by the Chairperson duly concurred by at least the majority of its members. The
Chairperson or at least two (2) members may request the holding of a special meeting on the date and time so specified
in the notice of meeting issued by the Chairperson or petition by the members, as the case may be.

Section 22. Quorum – The quorum of every meeting of the PRAISE Committee shall be fifty percent plus one
(50% + 1) of the total membership.

V. Types of Awards and Incentives


Section 23. DepEd Division of Cebu Province PRAISE Awards shall develop and initiate the Search for
deserving employees who may be included in the screening of candidates for awards to be given such as, but not
limited to:

One (1) finalist for each category will receive a Certificate of Recognition, a Plaque of Recognition, and a
monetary award subject to its availability (Refer to the provision in Section 24. Schedule of Amounts of PRAISE
Monetary Incentives) for both Individual and Group Category.

23.2 Service Award is conferred on retirees whether under optional or compulsory retirement
schemes held during a fitting ceremony on or before the date of retirement shall be given a
Plaque of Recognition and any other form of token to be taken from GAD Funds.

23.3 Dangal ng SDO Cebu Province Award shall be given to employees, officials, and teachers who
demonstrate extraordinary achievement in the different higher-level competitions and other
recognitions given by the Department of Education and other partner agencies.

Point System:

distinction or First Place recognition in the activities to gain the specified points in the

23.4 Gawad Maagap Award shall be awarded to the school, district or division personnel who are
prompt in submission of required reports. The school head will determine the awardee in the school
level, the Public Schools District Supervisor in the district level, and the Section Head/Unit
Head/Division Chief in the division level. Awardees shall be given Certificate of Recognition every 1st or
2nd week of the month during Flag Raising Ceremony.
23.4 Rubric:

23.5 Most Punctual and Best in Attendance Award shall be given to official/s and or employee/s in
the school, district, and division level in recognition of his/her punctuality and perfect attendance during
official working days in the office and all gatherings/activities as required. The official/s and or employee/s
must have consistent record of earliest time-in and with no under time as reflected in the pertinent records
and documents such as DTR, biometrics, logbook sheet, etc. No absences or even official leave shall be
incurred during that month. He or she must be duly nominated by the chief/head of the functional
division/unit.

An employee who has been awarded most punctual and best in attendance for three (3)
consecutive months shall be considered “ Hall of Famer”. The next qualifier shall be recognized as
the awardee. Every quarter, Hall of Famers shall receive Certificate of Recognition.
23.6 Such other awards – any award duly approved by the Schools Division Superintendent upon
the recommendation of the PRAISE Committee.

Section 24. Types of Incentives. DepEd Division of Cebu Province shall continuously search, screen, and
reward deserving officials and employees to motivate them to improve the quality of their performance and instill
excellence in public service. As such, the following types of incentives shall be regularly awarded:

24.1 Service Excellence Award is granted to an employee who has continuously served and has
satisfactorily performed for at least fifteen (15) years.

24.2 Length of Service Incentive is given to an employee who has rendered at least three years of
continuous satisfactory service in the same position. The cash award shall be incorporated in the
salary adjustments following the Joint CSC-DBM Circular No. 1, s. 1990.

24.3 Productivity Enhancement Incentive (PEI) - Php 5,000 shall be given to all qualified employees
not earlier than December 15 of every year to all qualified employees for the purpose of improving
the government employees’ productivity as stipulated in DBM Budget Circular No. 2017-4.

24.4 Performance-Based Bonus (PBB) is a form of additional compensation paid to an employee or


department as a reward for achieving specific goals or hitting predetermined targets, as provided in
Memorandum Circular No 2018- 1 based on Executive Order No. 80, s. 2012 and Executive Order No.
201, s. 2016.

24.5 Collective Negotiation Agreement (CNA) - is an incentive granted to the employees of the
Division Office who are members of the DepEd National Employees Union with approved and
successfully implemented CNAs in recognition of their efforts in accomplishing performance targets at
lesser cost and in attaining more efficient and viable operations through cost-cutting measures and
systems improvement, subject to availability of funds.

Section 25. Forms of Awards and Incentives - The awards and incentives under the PRAISE System of
DepEd Division of Cebu Province are as follows:

25.1 Compensatory Time-Off is granted to an employee, regardless of salary, who has worked
beyond his or her regular office hours without overtime pay, based on CSC-DBM Joint Circular No. 2-
A, s. 2005 and CSC-DBM Joint Circular No. 2, s. 2004 relative to Non-Monetary Remuneration for
Overtime Services Rendered.

25.2 Other incentives are incentives in kind which may be in the form of simple recognition through
posting of their names and achievements on DepEd Tayo Cebu Province or SDO Cebu Province website.

Section 26. Schedule of Amounts of the PRAISE Monetary & other Incentives - In addition to the Certificate of
Recognition and Personalized Plaque of Recognition provided for under this Handbook, subject to availability of funds,
and accounting and auditing rules and regulations, the Schedule of Monetary Incentives to be provided annually shall

Provided, that the PRAISE monetary incentives shall be released during the awarding ceremony for the
formal and planned reward system. The on-the-spot reward system shall be given with a Certificate of
Recognition aside from a token to be handled by the PRAISE Committee of the Division, except as may be
expressly prescribed by relevant laws, rules and regulations, upon the recommendation of the PRAISE
Committee and duly approved by the Schools Division Superintendent.

VI: Search and Screening Procedures

Section 27. General Conditions - The following conditions should be followed:

27.1. For DepEd Division of Cebu Search for Most Outstanding Employees– The BAHANDI sa DepEd
Cebu recognizes the outstanding contributions and exemplary achievements of public basic
education teachers, academic leaders, and the non-teaching personnel, regardless of sex and
gender, age, civil status, physical characteristics and attributes, religion, belief, creed, race, family
background, political affiliation, socio-economic standing, following the principle of equal
opportunity. The awards recognize those who strive to create deep and meaningful developments
anchored on the principle of equitable service for the greater good of the
offices/schools/communities one serves.
a. Submission of Nominees/Candidates from the District Office to Sub-Offices and Schools Division Offices
(SDOs) - Each District/Sub-Office shall recommend two (2) nominees for each of the Individual and Group
categories. Nominees with 85 points and above shall qualify to the next level. The District Office shall
submit the accomplished nomination forms (R & R Forms 1-3), write-ups, consolidated summary of
outstanding accomplishments, and supporting documents of all nominees duly signed by the Chairperson
of the District PRAISE Committee on the first week of August of every year while the Sub-Office PRAISE
Committee shall submit it on the last week of August of every year for the SDOs PRAISE Screening
Committee. However, this may vary from year to year, depending on the search timeline duly agreed by
the Division PRAISE Committee.

Shortlisted Nominees shall prepare hard and soft copies containing all required and supporting
documents and be properly endorsed to the Division Office. Submission of the hard and soft copies of
the nomination documents shall be of topmost consideration. However, for special cases, such as
physical submission of documents is not favorable, the online submission shall be done. All required
and supporting documents of nominees shall be scanned and properly endorsed to the Schools

Anybody shall be allowed to nominate anyone without fear of judgment provided that he/she is
given such right in accordance with the provisions of this Manual.
a. All nominations in accordance with the guidelines should be duly recorded and no
filtering whatsoever to the prejudice of the nominee or nominator shall be allowed. Otherwise,
any violation shall be dealt with accordingly.
Qualification Requirements of a candidate – Nominated official or employee must meet the
following qualifications:
✓ He/she must have a permanent appointment to the position applied and has
rendered continuous government service for at least five (5) years as of the
deadline of nominations’ submission. Accomplishments for which the nominee is
being nominated for shall also be made within the last three years immediately
prior to the nomination, and have been continuously carried out by the nominee
during the period.

✓ He/she must NOT have been suspended or sanctioned for violation of


administrative policies, rules and regulations, and has no pending
administrative/civil/criminal case.

✓ He/she must have a performance rating of at least Very Satisfactory or its


equivalent for three (3) rating periods prior to the nomination. For a nominee who
has availed of any scholarship/study grant, his/her performance ratings for the
last three (3) rating periods shall be considered as cited in DepEd Order No. 2, s.
2015.

✓ He/she must be a person of integrity both in public and private life and must have
exhibited excellent relationship with co-workers, partners, stakeholders and
community people.

✓ He/she must NOT have any record of unliquidated cash advances as of the date of
nomination.
27.2. For the On-the-Spot Rewards and Recognition – DepEd Division of Cebu Province establishes a
culture of employee engagement where everyone, regardless of designation, economic status, culture, creed, and
beliefs, is given equal opportunity to be recognized in his or her day-to-day experience which offers meaning,
impact, and appreciation. Almost any simple act of achievement is recognized and appreciated as the Office
emphasizes a culture of recognition.

a. During Monday Flag Raising Ceremony:


 The personnel of the functional division with complete attendance in the flag
ceremony is recognized and appreciated for reporting to the Office on time as
reflected on the attendance sheet duly signed by the focal person.

 Functional division with complete and prompt submission of reports is given a


certificate of recognition. This is done in no specific week as the need arises.
Qualifiers are evaluated based on the available records or any proof such as
transmittal of reports and certification of completeness and accuracy duly
signed by the focal person.

 Gawad Agad Award is given to the school, district or division employee who
consistently submits promptly and completely his/her Form 48, Form 6, and
other related attachments. Nominees shall be identified by the school head,
public school district supervisor or the HR section head. The awardee shall be
given a Certificate of Recognition during the Flag Raising Ceremony in the first
or second Monday of the month.

 Punctuality and Best in Attendance Award – This award shall be given to


official/s and/or employee/s in the school/district/division office in recognition
of his/her punctuality and perfect attendance in a month during official
working days in the office and all gatherings/activities as required. The
official/s and/or employee/s must have consistent record of earliest time-in
and with no under time as reflected in the pertinent records and documents
such as DTR, log sheet etc. No absences or even official leave shall be incurred
during that month. He or she must be duly nominated by the school head/
public district schools supervisor/chief /head of the functional office/
division/unit. The awardee shall be given a Certificate of Recognition during
the Flag Raising Ceremony in the first or second Monday of the month.

An employee who has been awarded most punctual and best in attendance for three (3)
consecutive months shall be considered “ Hall of Famer”. The next qualifier shall be
recognized as the awardee. Every quarter, Hall of Famers shall receive Certificate of
Recognition.

b. During Annual World Teachers Day Celebration (October)


The Dangal ng Cebu Province Award shall be conferred to employees, teachers, and
officials who bring honor to SDO Cebu Province.

Section 28. Stages of the Search for BAHANDI sa DepEd Cebu - The Division PRAISE Committee shall
conduct a thorough evaluation and search for each category following the three stages namely:

28.1 Screening and Evaluation of Documents Stage - The district/sub-offices shall


conduct their District or Sub Office Search for Outstanding Officials and Employees.
They shall nominate their awardees to the Division PRAISE Committee for the BAHANDI
sa DepEd Cebu. The functional divisions of the Division Office will have to nominate
their candidates for the search. The top three (3) nominees, or in some cases, the lone
nominee, for each category who obtained at least 85 points shall qualify for the

validation stage. The Division PRAISE Committee shall deliberate the results of the
evaluation of documents prior to the validation stage.

-The Division PRAISE Committee shall create the Review and Evaluation Teams for
awards categories. The team shall meet to discuss criteria and evaluate
documents. If face-to-face interaction is not possible, teleconferencing and other
online platforms shall be considered and maximized to proceed with the
screening and evaluation of document stage.

28.2 Validation Stage - The PRAISE Committee will spearhead the validation of the top
three candidates for each category to the concerned schools/ districts/sub-offices. All
teaching categories shall involve actual classroom demonstration teaching during this
stage. Points obtained by the candidates may change after the validation of documents
which shall comprise 90% of the overall rating. After the validation of documents, the
Division PRAISE Committee shall meet to deliberate on the results and identify the top
three candidates who shall be considered finalists for each category.

28.3 Interview of the Finalists Stage – The Division PRAISE Committee will interview
the finalists at the Division Office. Structured interview questions and a topic for the
essay writing shall be prepared prior to the interview. The rating achieved during the
interview shall comprise 10% of the overall rating of each finalist.

After the Division PRAISE Committee deliberates the consolidated results by category, they
shall approve the official results as indicated in the Consolidated Rating Sheet. For special cases,
when a qualifier/s is/are not physically available or the validation team cannot proceed with on-site
validation and interview, the validation and interview of qualifiers shall be conducted through video
calls, teleconferencing, and other platforms.

28.4 Conduct of the Awarding Ceremony - Finalists for each of the categories are
recognized and formally presented on stage. The winners for each of the
categories are declared during the Awarding Ceremony. The finalists will be issued
a Certificate of Recognition, while the winner receives a trophy and a cash prize
(Refer to Section 26 hereof) depending on the availability of funds.

28.4.1 The District and Sub-district offices must conduct their awarding
ceremonies to award deserving employees, schools, and OPIs at their level

28.5 Publication of Results - The official results of the BAHANDI sa DepEd Cebu
shall be disseminated through a Division Memorandum not more than five days
from the awarding ceremony. The Annual Report of the PRAISE Implementation in
the Division Office shall be prepared and submitted to the CSC Regional Office on
or before the 30th day of January.

28.6 Policy Review and Enhancement - The PRAISE Committee shall meet on the
third Tuesday of January to evaluate the PRAISE implementation of the Division and
review the policy to continuously improve the process and guidelines. However, this
may vary from year to year because the final schedule shall still depend on the
specific date and time agreed by the Division PRAISE Committee.

Section 29. Criteria and Standards - In the evaluation of nominees’ documents for BAHANDI sa DepEd Cebu:
Criteria by category (Annex 1); Rating Sheet for Professionalism and Personal Characteristics (Annex 2); and
Consolidated Rating Sheet (Annex 3) shall be used with emphasis on the Equal Opportunity Principle policy.

29.1. Criteria and Standards for other PRAISE Awards - The criteria and standards for other
PRAISE Awards shall be in accordance with the specific requirements as may be indicated
in the Certificate of Recognition which will be presented during the Monday Monthly Flag
Raising and or other forms of division office gathering, team building activities,
conferences, and celebration. These shall be consistent with applicable laws, rules, and
regulations promulgated by competent authority/ies and/or as the PRAISE Committee
which may be prescribed duly approved by the Schools Division Superintendent.

29.2. Nominees who have not been awarded 1st place in the Regional Pasidungog awarding can
still submit entries for a category for the current and succeeding division search.

29.3. Other Considerations - Other similar circumstances or considerations in favor of the


nominee may be determined by the PRAISE Committee concerned duly approved by the
Schools Division Superintendent.
Section 30. Nomination Form - The Nomination Form shall be accomplished by the immediate head of
the nominee along with one-two page write-up (A4 size) about the latter, highlighting his or her accomplishments,
contribution to the community, and impact to learning or service. (Refer to Annex 4)

Section 31. Omnibus Certification of Authenticity and Veracity of Documents. The Omnibus
Certification of Authenticity and Veracity of Documents is a legal document executed by the nominee swearing the
authenticity and veracity of the documents he/she submitted. This also authorizes the Department of Education to
verify the authenticity of his/her documents submitted for his or her application to the BAHANDI sa DepEd Cebu.

Section 32. Grounds for the Deferment and Cancellation of the Screening Process of a Candidate or
Nominee - The PRAISE Committee shall defer or cancel the screening process for a candidate or nominee,
whether individual or group, for any of the following grounds:
32.1. Failure of the candidate or nominee to submit the required documentary requirements
on the dates prescribed by the PRAISE Committee;

32.2. Failure of the teacher candidate to follow the requirement of having classroom teaching
hours or actual function on the category nominated for the screening to awarding period of the BAHANDI sa
DepEd Cebu;
32.3. Issuance of a charged sheet or final judgement for any administrative, civil, or criminal
case before an appropriate tribunal or competent authority;

32.4. Violation/s of any of the provisions of the policies of DepEd, CSC, and ethical standards
that shall undermine his or her integrity and sanctity as candidate or nominee, and of the screening process;
and

32.5. Such acts that PRAISE Committee may consider prejudicial in the discharge of its duties
and functions.

Section 33. Notification of Awarding Ceremony and Results - For the BAHANDI sa DepEd Cebu, a Division
Advisory shall be disseminated on the top one (1) finalist per category notifying them to attend the Ceremony
where the outstanding candidate will be awarded. A Division Memorandum shall be disseminated announcing
the official results of the BAHANDI sa DepEd Cebu.

Section 34. Prohibition on the Change of Awards - A change of awards of any candidate or nominee is
prohibited after the final screening and deliberation results have been undertaken by the PRAISE Committee duly
approved by the Schools Division Superintendent.

Section 35. Forms of Decisions by the PRAISE Committee - All decisions by the PRAISE Committee shall be
reflected in the Minutes of Meeting which shall be adopted by at least majority of its members, there being a
quorum.

VII: Point Recognition and Equivalency of PRAISE Awards


Section 36. Point Equivalency and Recognition for DepEd Division of Cebu Province Officials and
Employees - The awards conferred to the awardees shall be credited under Outstanding Accomplishment for
future possible promotion/reclassification/conversion to higher position subject to the allowable points under the
Merit Selection Plan of the Department of Education.

VIII: Funding Requirements

Section 37. Source of Funds – Subject to pertinent provisions in this Manual and CSC circulars, rules,
and regulations, the following conditions shall strictly be observed in the determination of the PRAISE
incentives and sources of funds, to wit:

Section 37.1. The amount of the PRAISE incentives shall be determined by the PRAISE Committee
duly approved by the Schools Division Superintendent upon the recommendation of the Human
Resource Development (HRD) Senior Education Program Specialist, as reflected in the Activity
Proposal or L & D Program Design.

Section 37.2. DepEd Division of Cebu Province shall allocate at least 5% of their Human Resource
and Development funds for the PRAISE activities and incorporate the same in its Annual Work
and Financial Plan with corresponding budget requirements duly uploaded in the Project
Management Information System (PMIS).

IX. Implementing Guidelines

Section 38. Rule-Making Authority - DepEd Division of Cebu Province Schools Division Superintendent shall
formulate such implementing guidelines deemed necessary and incidental upon the recommendation by the PRAISE
Committee to ensure proper, effective, and efficient implementation of the provisions of this Policy Handbook.

X: Effectivity
This DepEd Division of Cebu Province PRAISE Policy Handbook shall become effective after final evaluation and
approval by the Schools Division Superintendent and/or with the Civil Service Commission.

XI: Commitment

A. As an Exemplary Public Servant

The nominee or candidate for this category must display the following:

1. exhibits extraordinary transparency, honesty, accountability, and personal integrity, and


professionalism; and

B. Consistency of Performance
The degree of consistency manifested by Very Satisfactory and/or Outstanding Performance must be based
on the following:

1. Performance rating for the last three (3) rating periods must be submitted.

2. If one or all three (3) ratings are not in percentage, these will be converted to percentage, after which,
the average will be computed.

3. If less than three (3) ratings are submitted, the sum of the available ratings will be divided by three (3).

4. If an applicant has been sent to a scholarship program for one or more rating periods, the three (3)
latest available ratings will be accepted provided that the memorandum, certificate of completion, re-
entry action plan, and other relevant documents have been presented.

C. Team Support and Influence

The extent the nominee manifests motivation and support with each other within the group/organization or
the degree to which group members positively influence each other, he or she should have verifiable/actual

D. Financial Management

Maximum utilization of all financial resources must be evident as reflected in the status report of the budget

other funds of the school/s covering the search period and incumbency of the nominee as school/district head. The
candidate or nominee must present a certification of no pending or unliquidated cash advance from the accounting
office.

E. Innovation

The following are tangible outputs/products/processes/systems/services that significantly augmented the


performance, efficiency, and effectiveness of the office/organization:

1. Only one applicable innovation output/product shall be considered.

2. An innovation is valid for five (5) years from the implementation and accepted only if it is supported
by:

a. Innovation output/product and

b. A school/district/division/regional/DepEd memo/certification and/ or testimony/ies of a group of
